WE'RE GOING TO GO AHEAD AND GET STARTED.
[A. 8:30 a.m. WEDNESDAY, JULY 15, 2020 - CALL TO ORDER/PUBLIC MEETING - Chair Glen Gallegos presiding]
[00:00:02]
AND THAT MEETING WILL NOW COME TO ORDER.EFFIE, WILL YOU CALL THE ROLL, PLEASE? REGENT CARSON.
I KNEW YOU WERE THERE. REGENT GANAHL.
REGENT GRIEGO. I SEE YOU REGENT GRIEGO HERE.
CAN YOU HEAR ME NOW? I HEAR YOU.
WE'RE LIVE STREAMING AND RECORDING OUR BOARD MEETING.
PLEASE BE AWARE THAT YOU ARE BEING RECORDED AND LIVESTREAMED.
AND WILL PRESIDENT KENNEDY WILL YOU LEAD US IN THE PLEDGE OF ALLEGIANCE THIS MORNING? PRESIDENT KENNEDY.
WELL, OUR OUR ROLL CALL AND PLEDGE OF ALLEGIANCE WENT SO WELL, ALL WE CAN DO IS IMPROVE ON ON ON THOSE COUPLE OF THINGS RIGHT AS WE MOVE FORWARD.
WE HAVE SOME GUESTS TODAY, AND I DON'T KNOW THAT I'LL SPEND ANY TIME IN GOING THROUGH YOU INDIVIDUALLY, BUT THANK YOU FOR JOINING.
I ESPECIALLY SEE OUR FACULTY COUNCIL PERSON AND AT LEAST TWO PEOPLE THAT ARE CANDIDATES FOR THE BOARD OF REGENTS.
AND SO WELCOME TO BOTH OF YOU AND ALSO REGENTS.
THANK YOU FOR YOUR SERVICE AND FOR YOUR TIME ON THIS BOARD.
YOU'RE PUTTING IN A LOT OF QUALITY TIME DURING A VERY CHALLENGING TERM.
SO THANK YOU VERY MUCH FOR ALL THAT YOU DO, TAKING TIME FROM YOUR FAMILIES, AWAY FROM YOUR JOBS. SO WITH THAT, WE'RE GOING TO MOVE ON.
AND THERE'S ONLY ONE ITEM ON THE PUBLIC AGENDA FOR TODAY'S MEETING.
AFTER WE FINISH WITH THAT PUBLIC SESSION, WE WILL MOVE TO EXECUTIVE SESSION.
OUR ONE ITEM TODAY WILL BE AN UPDATE ON THE UNIVERSITY RESPONSE COVID 19.
WE'LL HEAR FROM THE CHANCELLORS AS FOLLOWS.
CHANCELLOR ELLIMAN, DISTEFANO, REDDY AND MARKS IN THAT ORDER.
AND AFTER EACH PRESENTATION WILL BE QUESTIONS FROM THE REGENTS AND PRESIDENT KENNEDY.
WOULD YOU TAKE A SECOND OR SO OR COUPLE OF MINUTES AND TEE THIS UP FOR US, PLEASE? THANK YOU, CHAIRMAN. I WOULD JUST SAY THAT WE KNOW WE HAVE A LOT OF CHALLENGES AHEAD, BUT THE CAMPUS, AS YOU WILL HEAR, HAVE WORKED HARD TO BE PREPARED FOR THOSE CHALLENGES.
WE KNOW THAT WE MAY NEED A PIVOT AND ADJUST AS THE FACTS ON THE GROUNDS REFLECT.
BUT YOU'RE KEEPING IN VERY CLOSE CONTACT WITH ALL OUR PUBLIC HEALTH PROFESSIONALS AND THE BEST PRACTICES BEING USED ACROSS THE NATION FOR THE THE EFFORT AHEAD OF US TO GET BACK TO SCHOOL IN THE FALL TO THE GREATEST EXTENT POSSIBLE.
SO I APPRECIATE THE REGENTS TAKING THE TIME TO LEARN MORE ABOUT WHAT WE'RE DOING.
AND I LOOK FORWARD TO THE CONVERSATION THAT THE CHANCELLORS.
THANK YOU. WITH THAT CHANCELLOR ELLIMAN, YOU'RE ALL SET.
CHAIR GALLEGOS. AND REGENTS, I THINK THE ANSCHUTZ CAMPUS IS, IN EFFECT, THE CANARY IN THE COAL MINE, BECAUSE WE'RE WE ARE UP AND RUNNING.
WE HAVE ONE HUNDRED PERCENT OF OUR CLINICIANS BACK IN PRACTICE.
THE ADULT PRACTICE ACTUALLY TODAY IS IS RUNNING A LITTLE BIT AHEAD OF PRE-COVID LEVELS A LOT OF WHICH IS BACKUP.
AND THE PEDIATRIC PRACTICE PLAN IS RAMPING UP.
ITS NOT QUITE BACK TO FULL LEVEL BECAUSE PARENTS ARE STILL OBVIOUSLY NERVOUS ABOUT BRINGING KIDS INTO DOCTOR'S OFFICES.
ONE HUNDRED PERCENT OF OUR RESEARCHERS NOW HAVE ACCESS TO THEIR LABS.
WE'RE OPERATING THAT ON A ON A MANAGED BASIS SO THAT WE NEVER HAVE MORE THAN 50 PERCENT
[00:05:02]
OF THE BUILDING OCCUPIED AT ANY GIVEN POINT IN TIME.ONE PERSON TO OBEY SOME OF THE PROCEDURE ROOMS HAVE MORE THAN ONE PERSON IN THEM.
BUT BASICALLY, WE'RE WE'RE TRYING TO MANAGE A A SOCIAL DISTANCE.
AND PEOPLE HAVE BEEN PRETTY GOOD ABOUT THAT.
WE HAVE CLOSE TO 1000 STUDENTS BACK ON CAMPUS ALREADY.
SO DENTISTRY BACK, THE PT PROGRAMS BACK.
THE P.A. PROGRAM IS BACK AND A BUNCH OF NURSING PROGRAMS ARE ALREADY STARTING BACK UP.
THE REQUIREMENTS FOR EVERYBODY ON THE CAMPUS.
IT'S A COMMON OR A CONSTANT, CONSISTENT PROTOCOL.
EVERYBODY IS DIRECTED TO TAKE A SKILLS SOFT TRAINING PROTOCOL BEFORE THEY'RE ALLOWED TO BE QUALIFIED TO COME BACK.
THERE IS DAILY SELF ATTESTATION FOR EVERYBODY COMING INTO A CAMPUS BUILDING.
THAT MEANS YOU HAVE TO ANSWER A SERIES.
I THINK IT'S SIX QUESTIONS, INCLUDING WHAT BUILDING YOU'RE YOU'RE YOU'RE PRIMARILY GOING TO BE USING. THEN WE TAKE YOUR TEMPERATURE, WHICH IS A DEBATABLE STEP, BUT ONE THAT WE WE HAVE STUCK WITH FOR NOW AND AND PLAN TO STICK WITH FOR THE FORESEEABLE FUTURE.
MASKS ARE REQUIRED EVERYWHERE ON CAMPUS, EXCEPT IF YOU'RE IN YOUR OWN OFFICE BY YOURSELF.
WE HAVE CLOSE TO THREE THOUSAND CHECK-INS A DAY COMING IN NOW AND A NUMBER OF DIFFERENT LOCATIONS ACROSS THE CAMPUS.
AND WE CAN CROSS-REFERENCE PEOPLE WHO'VE CHECKED IN WITH THE BUILDINGS THAT THEY HAVE ENTERED ALL OUR BUILDINGS OR OUR BADGE ENTRIES.
SO WE KNOW WHO GOES INTO WHAT BUILDING IN CASE WE GET A CALL OR WHEN WE GET A CASE.
WE CAN THEN BE A LITTLE BIT MORE SCIENTIFIC ABOUT TRACKING POTENTIAL CONTACTS.
OUR PLAN IS TO TEST ANYBODY WHO'S SYMPTOMATIC.
THAT'S BASICALLY THE WAY WE'RE WORKING.
WE ARE CURRENTLY AS OF 8:00 YESTERDAY MORNING, I GOT TODAY'S NUMBERS.
WE WERE TRACKING TWENTY SIX PEOPLE.
WE HAD THREE CONFIRMED, COVID, COVID CASES.
WE HAD ONE TRAVEL QUARANTINE ZONE, A POSTOP COMING IN FROM SERBIA THAT WE'VE THAT WE ARE REQUIRING QUARANTINE FOR 14 DAYS.
WE HAVE 14 PEOPLE WHO ARE WHO ARE SUSPECTED OF HAVING COVID AND THEY ARE BEING QUARANTINED. AND WE HAVE EIGHT PROBABLES WHO ARE ASYMPTOMATIC BUT HAD CONTACT WITH PEOPLE WITH COVID. AND ALL OF THOSE FOLKS ARE IN SOME LEVEL OF SOCIAL QUARANTINE.
SO AT HOME OR NOT HERE, WE ARE OBVIOUSLY VERY FORTUNATE IN THAT WE DON'T HAVE THE ISSUE OF DORMITORIES OR ATHLETICS TO WORRY ABOUT.
WE WE KNOW WHAT OUR PLAN IS, IS THE BASIC PLAN OF CONTACT TRACING AND QUARANTINE.
AND THAT'S THAT'S OUR WE HAVE ADDED ASSETS TO TO OUR TWO OUR STAFFING AND IN THE ABILITY TO TO CONDUCT CONTACT TRACING.
AND WE THINK WE'RE AS PREPARED AS WE CAN BE FOR WHATEVER WHATEVER COMES TO FORE.
ON THE EDUCATION FRONT, AS I'VE ALREADY STATED, SOME STUDENTS ARE BACK.
AND WE'LL CONTINUE TO VARY BY SCHOOL FOR HANDS ON TRADE TRAINING AS REQUIRED AND SMALL GROUP COHORTS. SO VIRTUALLY EVERYBODY WHO WILL COME BACK TO CAMPUS WILL FACE SOME FORM OF A HYBRID OF EDUCATION PROTOCOL.
SO THERE WILL BE DIDACTIC LEARNING WHEN POSSIBLE WILL BE ONLINE.
THERE WILL BE SMALL GROUP LEARNINGS IN AT LEAST THREE OF OUR SCHOOLS.
AND THEN OBVIOUSLY WE HAVE HANDS-ON TRAINING AND IN DENTAL MEDICINE, MEDICINE, NURSING AND MEDICINE INCLUDES P.T.
SO THE PHARMACY WILL HAVE PROBABLY LESS STUDENTS ON CAMPUS.
WE'LL HAVE SOME HAVE TO COME IN FROM, AMONG OTHER THINGS, INOCULATION TRAINING AND ALMOST ALL OF OF COLORADO SCHOOL OF PUBLIC HEALTH WILL BE DELIVERED REMOTELY FOR THE FALL.
SO THAT'S THE PLAN FOR EDUCATION.
IF THE QUESTION QUESTIONS ARE, OK, WHAT IF THERE'S AN OUTBREAK? ONCE AGAIN, WE'RE TESTING ANYBODY WHO'S SYMPTOMATIC.
THERE IS NO PLAN TO DO SURVEY TESTING FOR ASYMPTOMATIC PEOPLE RIGHT NOW.
AND CONTACT TRACING, TRACING, TESTING AND QUARANTINE FOR ANY PROBABLE WAS A QUESTION ABOUT FACULTY AND STAFF CONCERNS.
AND WE'RE WORKING OUR WAY THROUGH THEM.
OBVIOUSLY, IF YOU'RE A CLINICIAN AND YOU'RE NOT COMFORTABLE WITH COMING BACK TO WORK IN THE CLINIC, AT SOME POINT YOU'RE GOING TO BE OUT OF WORK.
I MEAN, IT'S I HATE TO BE THAT BLUNT ABOUT IT, BUT THAT'S THE WAY IT IS ON THE TESTING
[00:10:06]
FRONT. SO ON THE CAMPUS, WE HAVE CONDUCTED ESSENTIALLY ONE HUNDRED THOUSAND PCR OR RNA TESTS TO DATE.THAT'S A COMBINATION OF THE U.S.
HEALTH LABS AND OUR OWN LABS FOR THE COLORADO CENTER FOR PERSONALIZED MEDICINE.
WE'RE NOW TESTING SOMETHING NORTH OF 11000 TESTS A WEEK.
AND WE ARE INVESTING IN THE COLORADO CENTER FOR PERSONALIZED MEDICINE WITHIN TWO TO BUILD CAPACITY TO EXPAND THAT.
I'M GOING TO COME BACK TO TO THE TO THE RUBBLE IN THAT WE ARE PERFORMING ANTIBODY TESTING FOR FOR ANYBODY WHO WANTS IT.
WE HAVE. AND THAT'S THROUGH U.C.
HEALTH RIGHT NOW. WE DO HAVE OUR OWN ANTIBODY TESTS OR ANTIBODY TEST PROTOCOL IN FRONT OF THE FDA THAT WAS DEVELOPED BY OUR OWN PEOPLE AWAITING APPROVAL BY THE FBI, BY THE FDA.
THE PLAN IS TO CONTINUE TO CONTINUE TO CONTINUE PCR TESTS ON DEMAND AT COST AND A TEST OF A SYMPTOMATIC OR SYMPTOMATIC AND PROBABLE CONTEXT.
THE BIG QUESTION THAT WE HAVE AND THAT ANYBODY IN THIS GAME HAS IS REAGENT SUPPLY.
WE HAVE THE MACHINES TO BE ABLE TO PERFORM THIS TEST.
AS I SAID BEFORE, IT SOMEWHERE BETWEEN 12 AND 15 THOUSAND TESTS A WEEK.
BUT REAGENTS ARE IN SHORT SUPPLY RIGHT NOW AND COULD GET AN EVEN SHORTER SUPPLY DEPENDING ON WHAT HAPPENS IN THE PROBLEM STATES, AS YOU'RE SEEING NOW IN ARIZONA, TEXAS, CALIFORNIA. WELL, THOSE ARE THE BIG ONES.
WE HAVE TWO DIFFERENT MACHINES, BUT THEY ONE FROM [INAUDIBLE], ONE FROM [INAUDIBLE], BUT THEY BOTH REQUIRE THESE REAGENTS.
NOW, THE BIG CONCERN THAT AN PPE ARE THE TWO BIG CONCERNS WE HAVE GOING INTO THE FALL.
BUT FROM AN EDUCATIONAL POINT OF VIEW.
OBVIOUSLY, IF WE GET ANOTHER SPIKE, THE PPE IS GOING TO GO FIRST TO YOUR CLINICAL LEAVES AND THAT WILL PUT US IN SOME JEOPARDY FOR EDUCATIONAL NEED.
WE'RE WE'RE YOU KNOW, AS YOU UNDOUBTEDLY READ IN THE PRESS, THE CASES ARE STARTING TO CLIMB AGAIN AND HOSPITALIZATIONS ARE STARTING TO CLIMB AGAIN.
WE WENT FROM ONE HUNDRED AND FORTY IN THE STATE, I THINK, LAST WEEK TO A LITTLE OVER TWO HUNDRED AND FIFTY RIGHT NOW.
WE TAKE CARE AT UNIVERSITY HOSPITAL OF APPROXIMATELY 20 PERCENT OF THE STATE'S COVID CASES. HISTORICALLY, WE HAVE DONE THAT.
SO UC HEALTH ACROSS THE SYSTEM HAS ABOUT BETWEEN 25 AND 30 PERCENT OF THE VOLUME.
SO THAT'S THAT'S THE CURRENT STATE.
I'M MORE THAN HAPPY TO ANSWER ANY QUESTIONS THAT ANYBODY HAS.
WE THINK WE ARE IN SOME LEVEL OF CONTROL RIGHT NOW.
WE HOPE THAT WE CAN MAINTAIN THAT.
THAT'S WONDERFUL. CHANCELLOR ELLIMAN.
REGENTS, IF YOU HAVE QUESTIONS, DIVE RIGHT IN.
HOW MUCH MORE EXPENSIVE WITH WHAT YOU'VE HAD TO DO TO MAKE YOUR CAMPUS SAFE? HOW MUCH MORE EXPENSIVE TO VISIT THIS YEAR THAN IT WOULD BE IN ANOTHER YEAR WITH ALL THE PRECAUTIONS THAT YOU'VE HAD TO TAKE? I DON'T WE HAVEN'T PUT TOGETHER A NUMBER ON THAT, GLENN.
I MEAN, WE'D BE HAPPY TO TRY AND DO THAT IF IT'S GOING TO.
YOU KNOW, THE BIGGEST HIT FOR US WAS REVENUE LOSS IN THE IN THE FACULTY PRACTICE PLAN, BECAUSE AS YOU ALL KNOW, WE USE CLINICAL REVENUES.
WE TIE CLINICAL REVENUES TO SUPPORT RESEARCH AND EDUCATION.
AND SO THAT THE TWO BIGGEST PROBLEMS WE'VE HAD ARE ARE THAT.
AND AS I SAID, THAT'S WRAPPING UP NOW.
HOPEFULLY, I MEAN, THE BIGGEST FEAR THAT I HAVE IS WE GOT ANOTHER SPIKE AND WE HAVE TO STOP DOING NON-EMERGENCY PROCEDURES, STOP DOING NON-EMERGENCY CLINICAL ACTIVITIES THAT WILL HAVE AN IMPACT ON OUR EDUCATIONAL ACTIVITY AS WELL, BECAUSE STUDENTS WILL BE ABLE TO GET INTO THE HOSPITALS TO DO THEIR CLINICAL TRAINING DENTISTRY.
WE WOULD HAVE TO PROBABLY SHUT DOWN AGAIN.
SO THAT'S THE MAIN CONCERN I HAVE, IS THAT WE KEEP THIS THING UNDER CONTROL.
AND I SEE TERRY'S ON THE LINE.
DO WE HAVE A NUMBER ON ON WHAT WE THINK THE ADDED EXPENSE HAS BEEN? WE HAVE SOME OF THE NUMBERS RIGHT NOW.
A LOT OF THEM ARE RELATING TO THE SPACE INEFFICIENCIES THAT WE WILL HAVE GOING FORWARD AND HOW WE CAN'T USE SPACE THE SAME WAY.
SO THERE'S OTHER USES. WE CAN'T USE SPACE FOR THE TESTING AND THE CLEANING AND ALL OF THOSE OTHER THINGS ARE ADDITIONAL COSTS THAT ARE RACKING UP THE PPE.
[00:15:01]
SO THOSE ARE SOME THINGS AND MORE FACULTY TO TEACH BECAUSE THEY'RE DOING SMALLER COHORT GROUPS OF 10 INSTEAD OF PUTTING TWO HUNDRED KIDS IN A CLASSROOM.THEY'RE GETTING A WHOLE LOT OF SMALL COHORTS, WHICH IS SAFER SO THAT WE'RE PUTTING NUMBERS TO THOSE THINGS.
BUT WE DON'T HAVE A TOTAL PICTURE YET, BUT WE ARE WORKING ON IT.
GLENN. DON. YOU'RE SEEING A RISE IN THE NUMBERS OF PEOPLE WHO ARE BEING HOSPITALIZED.
HAVE THE PEOPLE IN VENTILATED? IS THAT GOING UP AS WELL AS YOU'RE SEEING THE SAME THING IN SOME CASES.
AND I'VE HEARD THAT THEY'RE DOING LESS VENTILATION.
COULD YOU TALK ABOUT THAT A LITTLE BIT? YEAH. I MEAN, YEAH.
IN MARCH, IT STARTING IN MARCH, WHEN AND WHEN THIS THING STARTED TO SPIKE, THERE WAS KIND OF A SORT OF STANDARD PROTOCOL THAT EVERYBODY ACROSS THE COUNTRY WAS USING WAS A FAIRLY RAPID ESCALATION TO VENTILATION FOR SEVERELY ILL PATIENTS.
WE ARE MUCH LESS ACTIVE IN THAT.
THERE'S A FAR HIGHER PERCENTAGE OF PATIENTS WHO STAY ON OXYGEN AND DON'T GO ON VENTS THAN THAN WAS THE CASE EARLY ON IN THAT.
SO THAT'S ONE OF THE IMPROVED IMPROVEMENTS IN TREATMENT THAT WE HAVE SEEN.
I THINK TODAY I HAVEN'T SEEN THIS WEEK'S NUMBERS.
WE USED TO GET THEM EVERY DAY AND NOW WE GET THEM ONCE A WEEK.
THEY COME OUT TODAY. BUT IF WE HAVE AND I'M GUESSING SOMETHING ON THE ORDER OF 50 PEOPLE IN ANY UNIVERSITY HOSPITAL TODAY ON ON COVID.
MY GUESS IS THAT 25 TO 30 OF THEM WILL BE ON THE FLOOR.
THE REST. SO TWENTY FIVE TO 20 WILL BE IN THE ICU AND PROBABLY HALF OF THOSE WILL BE ON VENTS. THOSE NUMBER. THAT'S A MUCH LESS PERCENTAGE ON VENTS THAN IT USED TO BE THE CASE.
AND IN THE LONG AND THE SHORT OF IT AND SOMETHING I GUESS IMPORTANT FOR YOU, YOU KNOW, A LOT OF TALK ABOUT A VACCINE.
YOU ALL PROBABLY HEARD ABOUT MODERNA YESTERDAY.
AND WE ARE ON JULY 27 STARTING THE VACCINE TRIAL WITH MODERNA.
THERE ARE A LOT OF SKEPTICS WHO THINK WHO ARE CONCERNED THAT THAT WE THAT VACCINES ARE GOING TO HAVE A VERY DIFFICULT TIME WITH THIS VIRUS FOR.
I MEAN, I HAD A ONE HOUR LECTURE FROM A VERY WELL-KNOWN SCIENTIST YESTERDAY WHO WAS HIGHLY SKEPTICAL THAT WE'RE GOING TO SEE A SUCCESSFUL VACCINE THIS FALL OR FOR THAT MATTER, IN THE NEXT YEAR. BUT WE DO KNOW ABOUT THAT.
THE OTHER BIG CHANGE IS THAT WE'RE GETTING A LOT BETTER AT CARING FOR THESE PEOPLE.
NOW WE'RE USING THE CORTICOSTEROIDS FOR PEOPLE WHO ARE SEVERELY ILL, NOT FOR THOSE WHO ARE WHO DON'T TRANSITION TO THAT POINT, YOU KNOW, WHETHER THEY'RE USING PRONE BODY POSITION TO KEEP PEOPLE KEEP THEIR RESPIRATORY FUNCTION MORE, MORE, MORE ACTIVE.
IF YOU PRESENT IT TODAY WITH WITHIN IN THE HOSPITAL WITH WITH COVID AND NEEDED TO BE HOSPITALIZED, YOUR CHANCES OF WALKING OUT OF THE HOSPITAL TODAY ARE A LOT BETTER THAN THEY WERE THREE MONTHS AGO.
AND THAT THAT BIT ABOUT VENTILATION IS PART OF IT.
SPENDING 60 DAYS ON EVENT IS A REALLY BAD IDEA IF YOU'RE GOING TO.
THANK YOU. ONE OTHER QUESTION I HAVE IS I RECEIVED AN E-MAIL BACK IN APRIL ABOUT ONE OF YOUR CLINICS OR DEPARTMENTS THAT WAS CLOSING AND THAT WAS I THINK THEY CALLED THE CU COSMETIC AND DERMATOLOGY OR SOMETHING LIKE THAT.
IS THAT IS THAT CLOSED BECAUSE OF OF WHAT'S GOING ON NOW? NO, IT WAS AN ECONOMIC DECISION BY THE DEPARTMENT OF DERMATOLOGY MORE THAN ANYTHING ELSE.
IT'S JUST THAT PARTICULAR CLINIC SHUT DOWN.
REGENTS, OTHER QUESTIONS FOR CHANCELLOR ELLIMAN.
SURE. I KNOW THERE ARE COSTS AND THERE'S GOING TO BE COSTS ASSOCIATED WITH THIS ON EVERY CAMPUS, BUT WE ARE ALSO GETTING CARES MONEY OR HAVE GOTTEN.
SO WE NEED TO GET, YOU KNOW, IS THAT MONEY COMING IN? WELL, THAT WILL BRING IN THE COSTS.
WELL, THE HOPE IS WHAT WE'RE TRYING TO DO.
EVEN, YOU KNOW, WE'RE NOT ALLOWED TO USE CARES MONEY TO OFFSET THE FIFTY EIGHT PERCENT CUT FROM STATE FUNDING, BUT WINK, WINK, NOD, NOD.
WE'RE TRYING TO USE THE CARES MONEY TO TO FILL HOLES THAT THAT THE COST HOLES THAT ARE REAL TO HELP OFFSET IT.
IT'S A SHELL GAME TO HELP OFFSET SOME OF THE LACK OF FUNDING THAT WE'RE GETTING FROM THE
[00:20:04]
STATE. SO DOES THE CARES MONEY HELP? YES. IS IT FLOWING? YES.IS IT IS IT ALL THAT WE NEED? NO, NOT REALLY.
SO WE'VE BEEN WORKING CLOSELY WITH CAMPUSES TO CREATE A COMPLIANCE EFFORT TO MAKE SURE THAT WE ARE SPENDING THE CARES ACT DOLLARS ON ALL OF OUR CAMPUSES IN STRICT COMPLIANCE WITH THE GUIDELINES FROM THE FEDERAL GOVERNMENT AND FROM THE STATE.
AND IT'S ACTUALLY BEEN QUITE AN EFFORT FOR THE CAMPUSES IMPRESSIVE SYSTEM TO MAKE SURE THAT WE HAVE THE RIGHT THAT WE HAVE A GOOD TRACKING MECHANISM IN PLACE.
WE'VE BEEN WORKING WITH THE CONTROLLERS ON THE CAMPUSES, THE BUDGET LEADERS ON THE CAMPUSES, ALONG WITH KEVIN SIZEMORE, TO MAKE SURE THAT WE'RE PUTTING TOGETHER A WAY TO DO THAT THAT WILL BE EFFECTIVE AND TRANSPARENT.
ARE YOU LOOKING AT LIKE HAVING SOME SORT OF CODE NUMBER ATTACHED TO PURCHASES OR WHATEVER? YEAH. EXACTLY RIGHT.
THE OTHER QUESTION I HAVE IS IN TERMS OF PPE, I KNOW ONE OF THE SHORTAGES HAS BEEN LIKE THE SHIELDS THAT, YOU KNOW, THE PROVIDERS NEED.
YOU KNOW, I KNOW WE'VE GOT ENGINEERING PROGRAMS AND SO FORTH.
YOU KNOW, CAN WE USE THOSE PROGRAMS TO STOCKPILE TO BE READY? WE ARE DOING SOME OF THAT NOW.
THE BIGGEST PROBLEM WE HAVE RIGHT NOW WHERE THE BIGGEST CONCERN WE HAVE RIGHT NOW IS ACTUALLY GOWNS AND.
AND BELIEVE IT OR NOT, EVEN GLOVES.
I MEAN, UNIVERSITY HOSPITAL GOES THROUGH ONE HUNDRED THOUSAND PAIRS OF GLOVES A WEEK, SO.
AND WHAT WOULD THE CONCERN ISN'T WHAT THE CURRENT KIND OF PIPELINE LOOKS LIKE IS THAT OTHER PLACES WILL BLOW UP.
AND AS THAT HAPPENS, THINGS GET DIVERTED.
WE HAVE IT RIGHT NOW IN TESTING.
WE HAVE A 12 DAY SUPPLY FOR THERMO FISHER AND ABOUT A FOUR DAY SUPPLY FOR THE ROCHE EQUIPMENT. AND WE'RE YOU KNOW, IT'S LIKE, OK, WHEN'S YOUR NEXT SHIPMENT? WELL, I SAY IT'S GOING TO BE JULY 20TH AND THEN JULY 20TH ROLLS AROUND.
I GO SAY SORRY. SO IT'S IT'S IT'S IT'S CRAZY.
THE PEOPLE WHO ARE RESPONSIBLE FOR THAT STUFF ARE TEARING THEIR HAIR OUT, BUT THEY'RE DOING A GREAT JOB SO FAR.
OK. THANK YOU. OTHER QUESTIONS.
YEAH, DON, AND MAYBE TERRY COULD CHIME IN ON THIS, HOW ARE WE DOING WITH RESPECT TO OVERALL BUDGET HEALTH? YOU KNOW, NOT ASSUMING THERE'S ANOTHER SIGNIFICANT SPIKE AND WE HAVE TO SHUT DOWN, NOT ASSUMING THAT. ARE WE DOING OK? I MEAN, IT VERY WELL COULD HAPPEN.
AND THEN IN THAT REGARD TO WHERE WE ARE WITH RESPECT TO LAYOFFS, FURLOUGHS, SENDING ADDITIONAL CHANGES THAT YOU FORESEE COMING.
SO WE'VE HAD A LOT OF A LOT OF FURLOUGHS.
I TOOK MY VERY FIRST FURLOUGH DAY LAST WEEK TO ALL OF OUR SENIOR PEOPLE ARE ON SOME FORM OF FURLOUGH. THE CLINICAL FOLKS TOOK A PRETTY BIG HIT BECAUSE BECAUSE THE REVENUE STOPPED. I MEAN, THE SCHOOL OF MEDICINE PRACTICE PLAN WAS LOSING A MILLION BUCKS A DAY FROM THE MIDDLE OF MARCH THROUGH THROUGH THE END OF THROUGH THE MIDDLE OF MAY.
SO THEY OBVIOUSLY HAD TO REACT TO THAT.
YOU KNOW, WE'RE WE'RE DOING FURLOUGH AND PAY REDUCTION PLANS IN DIFFERENT WAYS AND DIFFERENT AND DIFFERENT ELEMENTS ACROSS THE CAMPUS.
AND THE PLAN IS TO CONTINUE THOSE UNTIL OUR BUDGET ALLOWS US TO DO AWAY WITH THEM.
JERRY, DO YOU WANT TO TALK ABOUT THE OVERALL BUDGET HEALTH? I'M NOT SURE.
I MEAN, AS WE SAID, THE GENERAL FUND CUT HAS BEEN HUGE.
AND SO THAT IS NOT SOMETHING THAT WE CAN JUST WE CAN REPLACE.
SO AND SO WE HAVE OTHER THINGS THAT UNDERWRITE.
AND SO PEDIATRICS, TO DON'S POINT, IS ONE OF THOSE ONES WHERE THE PARENTS ARE BRINGING THEIR KIDS BACK BECAUSE THEY DON'T WANT TO DO THAT YET.
SO THERE HAS BEEN ANOTHER SLEW OF LAYOFFS IN PEDIATRICS, SAYS THERE ARE NOT LAYOFFS, BUT FURLOUGHS IN PEDIATRICS BECAUSE OF THINGS LIKE THAT.
WE'RE TRYING TO PIECE IT TOGETHER WITH RESERVES AND OTHER THINGS IN ANY WAY WE CAN RIGHT NOW, BECAUSE WE THINGS THINGS WILL EVENTUALLY, HOPEFULLY TURN AROUND.
THEY'RE STARTING TO TURN AROUND A BIT.
AND THE FACT THAT WE'RE FINDING BETTER WAYS TO BRING THE STUDENTS BACK AND HAVE THEM DO THE FACE TO FACE, BECAUSE SO MUCH OF OUR HAS TO BE FACE TO FACE.
WE'RE JUST KIND OF HUNKERING DOWN AND GRABBING THE MONEY WHERE WE CAN.
LIKE I SAID, RESERVES AND OTHER KINDS OF THINGS AND KEEPING IT GOING.
BUT THERE'S A SIGNIFICANT HIT AND THERE'S A LOT THAT WE'RE TRYING TO COVER RIGHT NOW.
SO THE SHORT VERSION IS WE'RE GONNA FIND A WAY TO MAKE IT WORK.
YOU KNOW, IF YOU PLAY WITH THE CARDS YOU'RE DEALT.
[00:25:01]
THAT'S WHAT WE'RE DOING. RIGHT.TWO THINGS I GUESS THE MOST IMPORTANT THING FOR ME IS TO SEE THAT.
WE APPRECIATE THE WORK THAT DON AND EVERYONE AT ANSCHUTZ POLITICAL CENTER IS DOING.
BUT THE BIGGEST TAKEAWAY FOR ME WITH ALL OF OUR OTHER CAMPUSES IS WE'VE GOT STUDENTS BACK. WE'RE WE'RE MAKING A GO OF IT.
AND ANSCHUTZ IS A LITTLE DIFFERENT THAN OUR OTHER CAMPUSES.
THIS WHOLE THING TO ME IS MORE POSSIBLE AFTER HEARING WHAT'S GOING ON AT ANSCHUTZ.
WE'LL HEAR FROM THE REST OF THE CHANCELLORS.
BUT THAT'S MY BIGGEST TAKEAWAY, IS THAT A WEEK WE CAN GET THIS DONE.
SO WITH THAT, BEFORE WE MOVE ON TO CHANCELLOR DISTEFANO, I FORGOT TO MENTION THAT WE HAVE A COUPLE OF PEOPLE IN OUR FIRST BOARD MEETINGS AS NEW EMPLOYEES AT UNIVERSITY OF COLORADO. FIRST PERSON IS WAS A PRODUCER WHO WAS OUR VICE PRESIDENT OF UNIVERSITY COUNSEL AND SECRETARY TO THE BOARD AND WAS A WELCOME.
I KNOW YOU'VE BEEN WITH US OFF AND ON FOR ABOUT A MONTH, BUT I THINK THIS IS THIS IS YOUR OWN BOARD MEETING. AND SO WELCOME TO THE TEAM.
THE OTHER PERSON IS MICHELLE MARKS, WHO IS THE CU DENVER CHANCELLOR, WHO YOU'LL HEAR FROM IN JUST A FEW MINUTES, BUT WELCOME AS WELL.
AND DAN WILKERSON, I DON'T KNOW IF THIS IS GOING TO BE YOUR LAST ONE OR NOT, BUT WE CERTAINLY APPRECIATE THE HELP THAT YOU'VE GIVEN US IN THIS INTERIM.
WITH THAT, WE'LL MOVE ON TO A CHANCELLOR DISTEFANO.
PRESIDENT KENNEDY AND REGENTS.
I WANT TO BEGIN BY ADDRESSING A QUESTION THAT MANY OF YOU HAVE RAISED, AND THAT IS, WHAT'S THE DIFFERENCE BETWEEN MARCH WHEN WE DECIDED TO SEND STUDENTS HOME AND MOVE TO REMOTE LEARNING? AND AUGUST 24TH, WHEN WE HOPE TO RETURN STUDENTS TO CAMPUS FOR THE FALL SEMESTER? THE ANSWER IS THAT WE'VE LEARNED A LOT DURING THE PAST SEVERAL MONTHS AND WE'VE CREATED MANY RESOURCES TO HELP US AS WE TRANSITION BACK TO THE CAMPUS.
WE'VE ALSO WORKED WITH PUBLIC HEALTH AUTHORITIES AND THE COLORADO DEPARTMENT OF HIGHER EDUCATION. WE WILL MEET OR EXCEED ALL OF THEIR GUIDELINES.
WE KNOW THAT THE CAMPUS, LIKE A COMMUNITY, GENERALLY WILL HAVE COVID 19 CASES AND WE WILL HAVE TO BE PREPARED.
THIS PAST SPRING, WE DIDN'T HAVE STRONG TESTING CAPABILITIES.
WE DID CONTACT TRACING AND WE DIDN'T HAVE FACILITIES FOR ISOLATION AND QUARANTINE.
SO LET ME TELL YOU A LITTLE BIT ABOUT WHAT WE'RE DOING IN THOSE AREAS FOR TESTING.
WE ARE EMPLOYING MULTIPLE STRATEGIES WHEN STUDENTS ARE ARRIVING ON CAMPUS.
WE ARE PREPARED TO RUN UP TO NINE THOUSAND PCR TEST IN RESIDENCE HALLS, ATHLETICS, FRATERNITY AND SORORITY HOUSES AND OTHER HIGH RISK LOCALITIES.
WE WILL BE DOING ONGOING SURVEILLANCE TESTING.
AND YOU MAY HAVE HEARD ABOUT POOL TESTING, WHICH IS A POPULATION BASED STRATEGY TO DETECT THE PRESENCE OF INFECTION EARLY WITH COMMUNITIES.
AND WE'LL BE ABLE TO RUN 900 POOL TESTS EACH WEEK.
WE WILL BE DOING WASTEWATER TESTING TO DETECT CORONA VIRUS.
AND WE'LL BE PERFORMING [INAUDIBLE] PCR TEST WHEN PEOPLE PRESENT HAVE WHEN PEOPLE PRESENT HAVE COVID 19 SYMPTOMS. AND SOME OF YOU HAVE ASKED ABOUT ANTIBODY TESTINGS.
AND WE DO NOT BELIEVE THAT THIS IS THE BEST TESTING STRATEGY.
IT WILL NOT DETECT ACTIVE COLD CASES, BUT WILL ONLY PROVIDE US WITH AN INDICATOR OF WHO HAS PREVIOUSLY BEEN INFECTED.
IF PEOPLE WITH THE ANTIBODIES DEVELOPED A SUSTAINED IMMUNITY, THE ANTIBODY TESTING WOULD BE A BETTER POPULATION BASED STRATEGY.
BUT THE LATEST RESEARCH DOES NOT ALLOW US TO DRAW THAT CONCLUSION WITH ANY TYPE OF CERTAINTY. AND TESTING IS IMPORTANT.
BUT WHAT'S EQUALLY IN IMPORTANT IS OUR ABILITY TO FOLLOW UP.
AND WE'RE DEVELOPING CONTACT TRACING CAPABILITIES THAT WILL SERVE AS AN ADJUNCT TO THE COME TO THE COUNTIES CONTACT TRACING.
WE ARE ALREADY TRAINING CONTACT TRACERS, SOME OF WHOM ARE CU STUDENTS WHO WILL RECEIVE COURSE CREDIT. AND WE EXECUTED A MEMORANDUM OF UNDERSTANDING WITH THE COUNTY HEALTH DEPARTMENT JUST YESTERDAY.
WE WILL ALSO HAVE FACILITIES DESIGNATED FOR ISOLATION AND QUARANTINE WHEN TESTING OR CONTACT TRACING HAS IDENTIFIED PEOPLE WHO ARE AT RISK OF TRANSMITTING COVID 19 IN THE RESIDENCE HALLS. WE WILL BE ABLE TO USE ISOLATION AND QUARANTINE TO MINIMIZE RISK.
THESE FACILITIES WILL NOT BE USED FOR ALL CASES IN THE CAMPUS COMMUNITY.
[00:30:02]
IF A STUDENT IS LIVING, LET'S SAY, IN AN APARTMENT OFF CAMPUS, THAT STUDENT CAN PROBABLY QUARANTINE EFFECTIVELY.BUT IF A STUDENT HAS STUDENTS, LIVING SITUATION CREATES A HIGHER DEGREE OF RISK.
WE NEED TO BE PREPARED TO IDENTIFY EFFECTIVE ISOLATION AND QUARANTINE SPACES TO MINIMIZE THE RISK OF OUR COMMUNITY SPREAD.
AND WE'VE LEARNED THESE STRATEGIES WORK.
AS YOU KNOW, THE BOULDER COMMUNITY EXPERIENCED A SPIKE ON COVID CASES IN MID-JUNE.
WE KNOW SOME OF THE PEOPLE WHO CONTRACTED COVID HAD ATTENDED PARTIES ON THE HILL.
WE ALSO KNOW THAT SOME OF THE PEOPLE WHO ATTENDED PROTESTS AFTER GEORGE FLOYDS DEATH, WE WORKED WITH THE COUNTY TO BE ABLE TO CONDUCT TESTING AND IMPLEMENT CONTACT TRACING.
AND WHILE I WOULD HOPE THAT WE NOT EXPERIENCE AN OUTBREAK IN THE COMMUNITY, THE CURVE BENT BACK DOWNWARD AND THE RATES OF INFECTION SUBSTANTIALLY DECREASED.
AND MARK OR EFFIE, COULD YOU DISPLAY THE GRAPH SHOWING THE INFECTION RATES IN BOULDER COUNTY OVER THE PAST THREE MONTHS? THANK YOU. SO BOULDER COUNTY HAD AN INCREASE IN CASES IN MARCH AND APRIL, FOLLOWED BY A SHARP DECLINE. WHILE THE STAY AT HOME ORDERS WERE IN EFFECT, THERE WAS A SPIKE IN MID-JUNE AND WE RESPONDED WITH COMMUNICATION, INCREASE TESTING AND CONTACT TRACING.
THESE EFFORTS ARE BEING AUGMENTED.
WHAT BOULDER COUNTY AND OTHER PUBLIC HEALTH AUTHORITIES WERE DOING AND WE WERE PLEASED WITH THE RESULTS. YOU CAN SEE THAT THERE WAS ANOTHER RISE IN THE PAST WEEK, WHICH CONCERNS ALL OF US.
BUT BOULDER PUBLIC COUNTY HEALTH STATED, AND I'M QUOTING, THE INCREASE ON MONDAY DOES NOT APPEAR TO BE ASSOCIATED WITH COLLEGE STUDENTS.
FEWER THAN 25 PERCENT OF THE REPORTED CASES WERE CONFIRMED TO BE COLLEGE STUDENTS.
WHILE WE NEVER LIKE TO SEE A RISE IN CASES, IT'S IMPORTANT TO KNOW THAT COLLEGE STUDENTS ARE NOT THE ONLY PEOPLE WHO CAN BECOME INFECTED.
AND IT'S THE ENTIRE COMMUNITY'S RESPONSIBILITY TO ACT RESPONSIBLY.
THANK YOU. SO THE CHANGE IN STATUS, WE WILL HAVE DIFFERENT MODES OF OPERATION THIS ACADEMIC YEAR AT ONE END OF THE SPECTRUM IS THE SITUATION WHERE THE CAMPUS IS UNDER PUBLIC HEALTH ORDERS REQUIRING US TO CEASE ALL NON-CRITICAL OPERATIONS.
MUCH LIKE WHEN THE CAMPUS TRANSITION TO REMOTE LEARNING IN THE SPRING.
AT THE OTHER END OF THE SPECTRUM IS THE SITUATION WHERE THE CAMPUS IS BACK TO FULLY NORMAL OPERATIONS AND WE WILL NOT BE THERE.
THERE IS NO WAY THAT WE WILL BE IN THIS MODE DURING THE FALL AND ACTUALLY LIKELY WILL NOT BE IN THIS MODE IN THE SPRING UNLESS AN EFFECTIVE VACCINE BECOMES WIDELY AVAILABLE, AVAILABLE BETWEEN THE TWO ENDS OF THE SPECTRUM.
WE HAVE A NUMBER OF PHASES THAT INCREASE THE PRESENCE OF STUDENTS, FACULTY AND STAFF ON CAMPUS. WE HAVE WORKED IN OUR RESEARCH FACILITIES OVER THE PAST SEVERAL MONTHS TO PHASE IN A RETURN TO RESEARCH, AND WE ARE TAKING LESSONS LEARNED AS WE MOVE FORWARD, RETURNING TO IN-PERSON ACADEMIC INSTRUCTION.
SO THE QUESTION BECOMES, HOW DO YOU DECIDE TO MOVE BETWEEN PHASES OR PHRASED ANOTHER WAY? HOW WOULD YOU KNOW IF YOU NEEDED TO MOVE BACK TO REMOTE LEARNING IN THE FALL? WELL, WE DON'T HAVE AN ABSOLUTE FORMULA ANSWERING THESE QUESTIONS.
INSTEAD, OUR EPIDEMIOLOGISTS AND PUBLIC HEALTH EXPERTS WILL BE MONITORING ELEVEN DIFFERENT FACTORS ON A CONTINUOUS BASIS TO ALLOW US TO MAKE DECISIONS ABOUT WHEN CHANGES BECOME NECESSARY.
AND THESE FACTORS INCLUDE THE INCREASE OF STATE COVID 19 REPRODUCTIVE NUMBERS, CAMPUS DENSITY AS MEASURED BY WIRELESS UTILIZATION, UTILIZATION RATE FOR LOCAL HEALTH CARE SYSTEM RESOURCES INCLUDING HOSPITAL BEDS, ICU CAPACITY AND FEDERAL LATER AVAILABILITY INCREASE AND ON CAMPUS CASES AND NUMBER OF WARNINGS OR VIOLATIONS FOR SOCIAL DISTANCING RULES. THE REASON WE MONITOR ALL THESE FACTORS IS BECAUSE THEY PROVIDE A BETTER PICTURE OF OUR ABILITY TO MAINTAIN CAMPUS SAFETY THAN ANY SINGLE MEMBER.
FOR EXAMPLE, YOU COULD HAVE A SPIKE WHERE FIVE STUDENTS ON A SINGLE FLOOR AND A RESIDENCE HALL HAVE TESTED POSITIVE.
THAT'S A DIFFERENT SITUATION, OF COURSE, THAN IF YOU HAVE FIVE STUDENTS IN FIVE DIFFERENT RESIDENCE HALLS WHO TEST POSITIVE.
[00:35:01]
THE NUMBERS REMAIN THE SAME.HOWEVER, THE RESPONSE IS QUITE DIFFERENT, AND WE'LL BE BUILDING A PUBLICLY AVAILABLE DASHBOARD TO PROVIDE VISIBILITY AND TRANSPARENCY ABOUT THESE DATA POINTS.
ALSO, WE HAVE TO REMEMBER ABOUT OUR EXPECTATIONS FOR CONDUCT AND PART OF OUR ABILITY TO EFFECTIVELY ADDRESS CODE, IT IS WITH GOOD SCIENCE.
BUT WE ALSO KNOW COVID SAFETY IS BASED UPON PERSONAL RESPONSIBILITY, JUST LIKE ANY OTHER MEMBERS OF THE COMMUNITY, OUR STUDENTS, OUR FACULTY, OUR STAFF.
THEY NEED TO TAKE RESPONSIBILITY FOR THEIR ACTIONS AND TO DO THEIR PART TO KEEP THEMSELVES AND OTHERS SAFE.
WHY DO WE DISCUSS THIS TOPIC? IT'S IMPORTANT THAT WE NOT TREAT OUR STUDENTS AS THE ENEMY.
COVID AFFECTS PEOPLE OF ALL AGES AND OUR STUDENTS ARE NOT THE NOT THE ONLY MEANS BY WHICH COVID COULD AFFECT OUR COMMUNITIES.
INFECTION RATES HAVE RISEN NATIONALLY FOR PEOPLE IN THEIR 30S AND THEIR 40S.
IF YOU LOOK AT A RECENT SURVEY FROM THE AMERICAN ENTERPRISE INSTITUTE, IT SHOWS THAT YOUNGER PEOPLE ARE VERY AWARE OF COVID THEY'RE CONCERNED ABOUT THEIR SAFETY AND THE HEALTH OF THEIR FAMILIES AND ARE MORE LIKELY TO SUPPORT COMMONSENSE SAFETY MEASURES LIKE WEARING MASKS IN PUBLIC.
THEY WANT TO RETURN TO CAMPUS AND WE NEED TO ENGAGE THEM TO RETURN SAFELY.
BUT I WAS CLEAR IN COMMUNICATING MY DISAPPOINTMENT AND EXPECTATION.
AFTER THE OUTBREAK IN JUNE, WHEN STUDENTS DO NOT MEET THESE EXPECTATIONS AND HAVE NOT CONFORMED THEIR CONDUCT TO OUR STANDARDS, WE'RE PREPARED TO ACT.
WE AMENDED OUR STUDENT CODE OF CONDUCT ON JUNE 25TH, AND IT'S ALREADY IN EFFECT.
WE SPECIFICALLY ADDED LANGUAGE ABOUT FACE COVERINGS TO PROVIDE CLARITY TO STUDENTS ABOUT WHEN AND HOW THEY ARE EXPECTED TO BE WORN.
WE ADDED SPECIFIC LANGUAGE ABOUT GATHERING TO SEND A CLEAR MESSAGE THAT WE EXPECT STUDENTS TO ABIDE BY PUBLIC HEALTH ORDERS AND CAMPUS GUIDELINES ON OR OFF CAMPUS.
VIOLATIONS OF THE CODE HAVE VERY VARIED CONSEQUENCES, AND OUR FOCUS IS TO EDUCATE OUR STUDENTS. WE NEED SPECIFIC INFORMATION ON WHO THE STUDENT IS AND THE SUBSTANCE OF THE VIOLATION. ONCE WE KNOW THIS INFORMATION, WE WILL FOLLOW UP WITH THE STUDENT WHEN WE HAVE MET WITH STUDENTS. WE HAVE OFTEN FOUND THEM TO BE RECEPTIVE AND WILLING TO CHANGE THEIR BEHAVIORS. BEGINNING THIS SUMMER, OUR ASSISTANT DEAN OF STUDENTS, KEVIN KRAMER, STARTED SENDING LETTERS TO ANY ADDRESSES REPORTED AS VIOLATING CITY HEALTH ORDINANCES.
HE'S ALSO REACHING OUT TO LANDLORDS TO LET THEM KNOW ABOUT POSSIBLE INFRACTIONS ON THEIR PROPERTIES AND WHEN POSSIBLE, THESE CASES ARE BEING ADJUDICATED TO PROVIDE EDUCATIONAL OPPORTUNITIES FOR STUDENTS.
OUR FIRST ACTION WILL ALWAYS BE EDUCATION.
OUR STUDENTS ARE COMING FROM VARIOUS PLACES AROUND THE COUNTRY AND THE GLOBE, AND WE WILL WORK TO EDUCATE THEM ON THE CULTURAL NORMS AND PUBLIC HEALTH GUIDELINES TO MITIGATE THE SPREAD OF COVID 19.
BUT WE WILL BE PREPARED TO TAKE APPROPRIATE USE IN CASES WHERE STUDENTS HAVE NOT CORRECTED THEIR BEHAVIORS OR HAVE ENGAGED IN CONDUCT, CREATING A SERIOUS PUBLIC HEALTH AND SAFETY RISK. AND I APPRECIATE THE WORK OF OUR CHIEF OF POLICE, OUR ASSISTANT DEAN OF STUDENTS AND OFF CAMPUS HOUSING AND NEIGHBORHOOD RELATIONS OFFICE AND RELATIONS TEAM TO ADVANCE THE CONVERSATION AND ACTIVE COLLABORATION WITH THE CITY AND UNIVERSITY HILL NEIGHBORHOOD ASSOCIATION TO IMPROVE OUR FOLLOW UP WITH STUDENTS VIOLATING THE CODE.
WE CANNOT EFFECTIVELY ENFORCE OUR STANDARDS OF CONDUCT UNLESS WE CLEARLY COMMUNICATE THEM. AND IN MID-JULY, WE'RE LAUNCHING A NEW COVID 19 COURSE THAT ALL STUDENTS MUST COMPLETE BEFORE THE START OF CLASSES THIS FALL.
THIS COURSE INCLUDES INSTRUCTION ON PHYSICAL DISTANCING, WEARING OF FACE COVERINGS, HAND HYGIENE AND SANITATION, AND FOLLOWING PUBLIC HEALTH ORDERS ON EVENTS AND PUBLIC GATHERINGS. STUDENTS WILL BE REQUIRED TO COMPLETE THIS TRAINING.
STUDENTS WHO DO NOT COMPLETE THE TRAINING WILL HAVE A HOLD ON THEIR ACCOUNT THAT PREVENTS THEM FROM CHANGING THEIR COURSE SCHEDULE BY REGISTERING FOR ADDITIONAL CLASSES.
WE'RE ALSO IMPLEMENTING A SIMILAR TRAINING REQUIREMENT FOR ALL FACULTY AND STAFF.
WHY DO WE HAVE CAMPUS VISITORS SUCH SUCH AS IF A PROSPECTIVE STUDENT? THIS IS THE CAMPUS.
WE WILL REQUIRE THE PROSPECTIVE STUDENT AND ANY FAMILY MEMBERS TO ABIDE BY CAMPUS RULES.
[00:40:04]
WE'RE GOING TO REINFORCE THE TRAINING WITH A MESSAGE ACROSS THE CAMPUS.AND OUR COMMUNICATION TEAM HAS COME UP WITH THE CONCEPT OF PROTECT OUR HERD.
EFFIE. COULD YOU SHOW THE POSTER, PLEASE? WE'LL BE USING THIS IN A NUMBER OF WAYS TO REMIND PEOPLE OF THEIR RESPONSIBILITIES.
SO THANK YOU. I THINK YOU CAN NOW TAKE DOWN THE POSTER.
SO LET ME MOVE ON TO FACILITIES AND PROTECTIVE EQUIPMENT, AND WE'RE NOT JUST ADDRESSING HUMAN FACTORS, BUT WE'RE ALSO ADJUSTING HOW WE USE OUR FACILITIES IN AN EFFORT TO PREVENT INFECTIONS. WE ARE GOING TO BE HAVING LARGE LECTURES IN OUR BIG CLASSROOMS, BRINGING TOGETHER HUNDREDS OF PEOPLE WHEN CLASSES OCCUR.
THEY WILL BE DONE WITH APPROPRIATE SOCIAL DISTANCING TO MINIMIZE THE RISK OF TRANSMISSION. WE'RE GOING TO BE USING SPACE ON CAMPUS DIFFERENTLY.
AND HAVING CLASSES IN PLACES WHERE WE NEVER THOUGHT WE WOULD BE HAVING CLASSES.
WE'RE LOOKING AT HOW TO USE OUR OUTDOOR SPACES OR CLIMATE CONTROLLED TENTS AND OUR ATHLETIC FACILITIES AS ACADEMIC SPACES.
WE'RE GOING TO BE REQUIRING EVERYONE TO WEAR MASKS, WHICH WE KNOW IS ONE OF THE MOST EFFECTIVE MEANS OF PREVENTING THE TRANSMISSION OF THE VIRUS.
WHEN STUDENTS AND FACULTY MEMBERS ARE WEARING MASKS, THE RISK OF TRANSMISSION DROPS BY MORE THAN 90 PERCENT.
IF NEITHER OF THEM WEARS ONE WHEN THE FALL SEMESTER ARRIVES, WE WILL HAVE PURCHASED MORE THAN 80000 THOUSAND MASKS TO PROVIDE TO ALL STUDENTS, FACULTY AND STAFF.
OUR FACILITIES TEAM HAS BEEN WORKING TO ENSURE OUR PHYSICAL ENVIRONMENT IS SAFE FROM ORDERING SANITIZER TO IMPLEMENT A NEW CLEANING PROTOCOLS TO ORDERING HEPA 13 AIR FILTERS FOR BUILDINGS, FOR ORDERING HUNDREDS OF YARDS OF PLEXIGLAS TO BE ABLE TO PROVIDE PHYSICAL BARRIERS IN PLACES WHERE PHYSICAL DISTANCING IS IMPRACTICAL OR LESS EXPERIENCE.
THERE HAVE BEEN MANY QUESTIONS ABOUT THE ACADEMIC EXPERIENCE AND ALL OF THIS WORK IS BEING DONE SO THAT WE CAN PROVIDE STUDENTS OF MEANINGFUL EDUCATIONAL EXPERIENCE.
THE EXPERIENCE THAT WE WILL PROVIDE IN THE UPCOMING YEAR IS NOT THE EXPERIENCE A STUDENT WOULD HAVE HAD LAST FALL OR IN ANY OTHER FALL.
WE'VE HEARD FACULTY CONCERNS ABOUT SAFETY AND ARE TRYING TO ADDRESS THEM BOTH WITH THE STRATEGIES THAT I'VE DESCRIBED ABOVE AND WITH CHANGES TO HOW WE DELIVER INSTRUCTION.
WE ARE COMMITTED TO ENSURING EVERY STUDENT HAS THE OF US THE OPPORTUNITY FOR ON CAMPUS LEARNING. BUT AS I DESCRIBED ABOVE, WE'RE NOT GOING TO HAVE LARGE LECTURES AND THE EDUCATIONAL EXPERIENCE WILL EMPLOY A COMBINATION OF MODALITY MODALITIES, IN-PERSON, HIGH, FLEX AND REMOTE.
AND WE'VE ALSO INFORMED OUR FACULTY THAT THEY NEED TO BE PREPARED TO CHANGE MODALITIES DURING THE COURSE OF THE SEMESTER.
THE OBVIOUS QUESTION YOU MAY HAVE IS HOW MANY CLASSES WILL BE REMOTE AND HOW MANY CLASSES WILL BE IN PERSON. WE'RE WORKING ACROSS THE CAMPUS NOW TO BE ABLE TO ANSWER THAT QUESTION AND PLAN TO BE ABLE TO ANSWER IT DEFINITIVELY FOR EACH INDIVIDUAL STUDENT IN THE NEXT TWO WEEKS. EACH DEPARTMENT HAS BEEN GIVEN AN EXPECTATION IT WILL HAVE BOTH IN-PERSON AND REMOTE INSTRUCTION BECAUSE WE'RE REDUCING THE NUMBER OF POTENTIALLY INFECTIOUS CONTACTS ON CAMPUS BY FIFTY FIVE PERCENT AND WE'LL NEED TO HAVE PHYSICAL DISTANCING.
WE HAD TO DETERMINE THE TOTAL NUMBER OF AVAILABLE CLASSROOM SPACES THAT ARE AVAILABLE, AND THAT INCLUDES USING LOTS OF NONTRADITIONAL SPACES FOR INSTRUCTION TO MAXIMIZE THEM.
WE WILL ALSO EXPAND THE ACADEMIC DAY TO HAVE CLASSES EARLIER IN THE MORNINGS AND LATER IN THE EVENINGS. RECOGNIZING THAT WE HAVE TO BUILD TIMES INTO THE SCHEDULE FOR CLEANING, FOR CLEANING, AND THEN WE WILL NEED TO MATCH UP THE AVAILABLE SPACES WITH THE INSTRUCTIONAL NEEDS. WHAT WE KNOW IS STUDENTS WILL NOT HAVE A FULL COURSE LOAD OF IN-PERSON CLASSES.
WHAT EACH STUDENT WILL HAVE WILL DEPEND UPON THE COURSES IN WHICH THEY'RE ENROLLED.
SOME STUDENTS MAY HAVE TO IN-PERSON CLASSES, SUPPLEMENTED BY IN-PERSON SMALL GROUP DISCUSSIONS. OTHER STUDENTS MAY HAVE LABS CONDUCTED IN PERSON.
STILL OTHERS MIGHT BE PART OF AN ORCHESTRA PRACTICING TOGETHER IN THE COLLEGE OF MUSIC.
EACH STUDENT'S OPTIONS WILL VARY DEPENDING UPON COURSE SELECTIONS.
[00:45:01]
IT'S A COMPLICATED PROCESS AND OUR ACADEMIC DEPARTMENTS ARE REGISTRAR'S OFFICE AND FACILITIES. PERSONNEL HAVE BEEN WORKING AROUND THE CLOCK TO MAXIMIZE OUR IN-PERSON INSTRUCTION. BUT WE ALSO NEED TO BE TRANSPARENT ABOUT WHAT EACH STUDENT CAN EXPECT.UPON RETURNING TO CAMPUS, A STUDENT MUST POSSESS ACCURATE INFORMATION ABOUT THE FALSE ACADEMIC PROGRAM TO MAKE INFORMED EDUCATIONAL DECISIONS.
WE WANT TO AVOID ANY SITUATION WHERE A STUDENT SAYS, THAT'S NOT WHAT I EXPECTED.
IF WE ARE OPEN AND TRANSPARENT ABOUT WHAT WE'RE PROVIDING, WE EMPOWER STUDENTS TO MAKE THE DECISIONS THAT ARE BEST FOR THEM.
AND NOW, FINALLY, JUST ON HOUSING AND DINING.
WE WORK CLOSELY WITH CAMPUS EPIDEMIOLOGISTS AND OTHER HEALTH EXPERTS TO IDENTIFY AND MAKE CHANGES TO HELP MITIGATE HEALTH RISK.
THESE INCLUDE REDUCTIONS TO HOUSING DENSITY, HOLDING SPACES FOR OUR ON CAMPUS STUDENTS TO SELF ISOLATE AND CREATING ACADEMIC COHORTS TO HELP CONTROL THE SPREAD.
WE'RE WORKING WITH LOCAL HOTELS TO SELECT ONE OR TWO THAT WE CAN EFFECTIVELY USE AS ADDITIONAL RESIDENCE HALL SPACE.
THIS YEAR, OUR HOUSING ASSIGNMENTS ARE BASED UPON COLLEGE SCHOOLS AND MAJORS, REALLY SO THAT STUDENTS CAN LIVE WITH OTHER STUDENTS WHO ARE ENROLLED IN COURSES CONNECTED TO THEIR ACADEMIC INTERESTS.
WE WILL BEGIN MOVING STUDENTS IN ON MONDAY, AUGUST 17TH.
AND IN THE PAST IT'S BEEN A SHORT TWO OR THREE DAY EXPERIENCE WITH A LARGE NUMBER OF PEOPLE COMING TO CAMPUS AT ONCE.
THIS YEAR WE'VE EXTENDED THE MOVE IN PERIOD BY ALMOST DOUBLE SO THAT IT WILL RUN UNTIL FRIDAY, AUGUST 21ST.
STUDENTS WILL MAKE IMPORTANT APPOINTMENTS TO MOVE IN, WITH APPROXIMATELY 40 PEOPLE MOVING INTO EACH HALL AT A TIME TO REDUCE THE OVERALL NUMBER OF STUDENTS AND FAMILY MEMBERS AT ANY GIVEN TIME. DINING HALLS WILL PROVIDE MEAL OPTIONS THAT INCLUDE MOBILE ORDERING FOR GRAB AND GO AND IN PERSON OPTIONS.
AND MOBILE ORDERING IS NEW FOR FALL OF 2020 AND WE ARE EXCITED TO BRING THIS TO OUR STUDENTS. IN-PERSON DINING WILL BE LIMITED FOR LOCAL, STATE AND NATIONAL GUIDELINES AS ALIGNED WITH PUBLIC HEALTH ORDERS.
AND WE ARE WORKING TO HAVE ADDITIONAL AREAS FOR STUDENTS TO EAT THEIR MEALS OUTSIDE OF DINING HALLS FOR SOCIAL DISTANCING.
SO THANK YOU AND I'M HAPPY TO TAKE QUESTIONS THAT YOU HAVE.
THANK YOU, CHANCELLOR DISTEFANO.
I JUST WANT TO SAY THANK YOU, CHANCELLOR DISTEFANO, AND TO YOUR ENTIRE TEAM, I KNOW HOW TO ROCK ON THE CALL TO IT SEEMS LIKE YOU ALL ARE PUTTING IN A TREMENDOUS AMOUNT OF EFFORT AND IN FIGURING THIS ALL OUT.
ONE QUESTION THAT I HAVE BENEFITED HAS BEEN COMING UP A LOT LATELY IS KIND OF WHAT WHAT IS THE ANTICIPATION? WHAT ARE YOU ALL THINKING WITH RESPECT TO STAFF RETURNING TO CAMPUS WHO MAYBE AREN'T NECESSARILY IN A DIRECT, YOU KNOW, TEACHING ROLE AND KIND OF WHAT IS YOUR WHAT IS OUR CAPACITY TO WORK WITH STAFF WHO MAYBE DON'T FEEL COMFORTABLE RETURNING? WHAT WHAT CONVERSATIONS ARE YOU ALL HAVING ON THAT FRONT? IT SEEMS WE'VE HEARD A LOT ABOUT STUDENTS AND FACULTY, BUT THERE'S THIS THIS THIRD PIECE HERE THAT I'D LIKE SOME MORE INFORMATION.
SURE. AND MAYBE I'LL I'LL ASK PAT, SINCE HUMAN RESOURCES REPORTS UP TO HIM.
WE WE'VE HAD THESE CONVERSATIONS AND ESPECIALLY EARLY ON, ESPECIALLY WITH STUDENTS ARE MOVING IN. I REALLY WANT TO KEEP THE CAMPUS AS SAFE AS POSSIBLE.
EARLY ON DURING MOVE IN THE EARLY PART OF THIS SEMESTER, PEOPLE THOUGHT MAYBE YOU COULD ADD TO THAT. THANKS AND I APPRECIATE YOU ASKING THAT REGENT KROLL, BECAUSE WE SHOULD HAVE TALKED ABOUT THAT EARLIER.
THE OVERALL STRATEGY THAT WE'RE EMPLOYING FIRST IS THAT IF PEOPLE CAN WORK REMOTELY, EFFECTIVELY, WE WANT TO CONTINUE TO ENABLE THEM TO WORK REMOTELY, EFFECTIVELY.
AND SO I WOULD IMAGINE THAT BOTH ON THE FACULTY SIDE, THERE WILL BE FACULTY THAT ARE WORKING REMOTELY AND THE ROLE ALSO BE STAFF THAT ARE WORKING REMOTELY BECAUSE THEIR POSITIONS ENABLE THEM TO DO IT.
FOR EXAMPLE, MY TEAM HAS NOT BEEN COMING BACK TO CAMPUSES FREQUENTLY AND THERE'S PROBABLY
[00:50:01]
A LOT OF PEOPLE WHO CAN CAN WORK EFFECTIVELY.WE'RE ASKING EACH UNIT TO DO AN ANALYSIS OF EXACTLY WHICH PERSONNEL THEY NEED TO RETURN TO CAMPUS IN ORDER FOR THEM TO BE ABLE TO CONDUCT THEIR THEIR FUNCTIONS EFFECTIVELY AND THEN TO BE ABLE TO FIGURE OUT THE STRATEGIES FOR BEING ABLE TO RETURN PEOPLE WHEN THEY NEED TO RETURN AND NOT HAVE THEM ON CAMPUS WHEN THEY DON'T.
SO THERE MAY BE SOME PEOPLE WHO ARE ON CAMPUS FIVE DAYS A WEEK, BUT THERE MAY BE OTHER PEOPLE WHO ARE ON CAMPUS TWO DAYS A WEEK AND ONLY FOR LIMITED DURATIONS WITH RESPECT TO THE QUESTION OF IF PEOPLE DON'T FEEL COMFORTABLE.
IT REALLY TURNS INTO A QUESTION OF WHY THOSE PEOPLE DON'T FEEL COMFORTABLE IF THEY'RE IN A GROUP THAT HAS BEEN IDENTIFIED AS HAVING A PARTICULAR SUSCEPTIBILITY TO COVID.
AND THAT'S SOMETHING THAT WE DEFINITELY NEED TO BE IN A POSITION TO TO WORK WITH AND ACCOMMODATE. AND THERE ARE SEVERAL PLACES IN THE PUBLIC HEALTH ORDERS WHERE THEY'VE DEFINED CATEGORIES OF WORKERS WHO ARE AT GREATER DEGREE OF RISK AND WHO SHOULD NOT BE RETURNING TO THE WORKPLACE UNLESS ABSOLUTELY NECESSARY.
SO WE NEED TO ACCOMMODATE THAT.
BUT IF IT'S THEM AND WE ALSO KNOW THAT WE'RE GOING TO HAVE WORKERS WHO WE'RE GOING TO NEED TO ACCOMMODATE BECAUSE OF CHILDCARE ISSUES AND THE AVAILABILITY OF THAT IN THE COMMUNITY THAT FFCRA ACTUALLY PROVIDES THE OPPORTUNITY FOR PEOPLE TO BE ABLE TO TAKE LEAVE IN THOSE INSTANCES.
SO WE'RE REALLY EMPLOYING A NUMBER OF STRATEGIES IN ORDER TO HAVE THE CORPS OF WORKERS WHO WE NEED TO HAVE ON CAMPUS IN ORDER TO BE ABLE TO PROVIDE SERVICES WITH ALSO MAINTAINING FLEXIBILITY TO BOTH REDUCE THE POPULATION BURDEN ON CAMPUS AS WELL AS TO ACCOUNT FOR INDIVIDUAL CIRCUMSTANCES.
GREAT. AND I THINK IT WOULD BE HELPFUL AS WE CONTINUE TO HAVE THESE CONVERSATIONS, YOU KNOW, TO TO HEAR UPDATES NOT JUST FROM THE BOULDER CAMPUS, BUT FROM THE OTHER CAMPUSES AS WELL. I MEAN, I PUT DON AND HIS TEAM IN SOMEWHAT SEPARATE CATEGORY BECAUSE MUCH OF WHAT DON'S TEAM DOES ON A DAY TO DAY BASIS IS HEALTH CARE, WHICH NECESSITATES, YOU KNOW, PEOPLE BEING IN PROXIMITY.
BUT CERTAINLY, YOU KNOW, THE SAME QUESTION APPLIES TO THE OTHER CHANCELLORS THAT HAVE YET TO PRESENT. AND IT WOULD BE HELPFUL TO HEAR YOUR THOUGHTS AS YOU AS YOU SHARE YOUR REOPENING STRATEGIES WITH US THIS MORNING.
AND BOY, WHAT AN INCREDIBLE AMOUNT OF PLANNING AND IT'S JUST SO COMPLICATED WITH SO MANY STUDENTS COMING BACK TO CAMPUS.
SO, PHIL, I'M CURIOUS ABOUT THE RESEARCH ENTERPRISE, BECAUSE OBVIOUSLY THAT'S THE OTHER PART OF THE BOULDER CAMPUS.
AND DON SAID THAT ALL THE RESEARCH LABS ARE OPEN ON THE ANSCHUTZ CAMPUS.
I'M WONDERING WHAT'S GOING ON ON THE BOULDER CAMPUS IN TERMS OF THAT.
RESEARCH IS OPEN ON THE BOULDER CAMPUS, REGENT SMITH, AND WHERE THERE ARE THREE MAJOR PHASES THAT RESEARCH IS GOING THROUGH AND THEY'RE NOW INTO PHASE TWO.
AND THAT MEANS OTHER MORE INDIVIDUALS ARE COMING ON CAMPUS OF, YOU KNOW, LIKE THE ANSCHUTZ CAMPUS.
THEY INFORM THEIR SUPERVISORS WHEN THEY'RE COMING IN.
WE ARE LOOKING AT BUILDINGS WHERE WE'RE SEEING OUR RESEARCHERS RIGHT RIGHT NOW.
THEY ARE VERY ACTIVE ON THE CAMPUS.
AND WE CAN LEARN A LOT IN THE NEXT FOUR TO SIX WEEKS FROM OUR RESEARCHERS AND HOW WE CAN MAYBE CHANGE SOME THINGS FOR OUR OTHER POPULATIONS OF FACULTY, STAFF AND STUDENTS.
SO VICE CHANCELLOR [INAUDIBLE] HAS DONE A GREAT JOB WITH HER TEAM AND WORKING WITH OUR RESEARCHERS, BUT THEY ARE BACK ON CAMPUS.
AND AS YOU'VE PROBABLY BEEN READING, WE'RE WE'RE HOPING THAT OUR RESEARCHER AND BIO FRONTIERS, SARAH SAWYER, IS ABLE TO GET HER FIX STICK APPROVED BY THE FDA SHORTLY, WHICH WOULD BE A HUGE HELP TO US.
YEAH. NO, I WAS VERY EXCITED TO READ ABOUT THAT.
WELL, MY OTHER QUESTION IS RELATED TO TESTING, ACTUALLY.
SO MY UNDERSTANDING IS THAT ALL STUDENTS COMING BACK TO CAMPUS NEED TO GET A TEST FIVE DAYS BEFOREHAND.
AND I'M WONDERING, ACTUALLY, I JUST GOT TO COVID TEST YESTERDAY FROM KAISER, AND I HAD THE RESULTS ALREADY THIS MORNING AND FORTUNATELY NEGATIVE.
BUT THERE ARE OTHER PLACES WHERE IT'S TAKING MUCH LONGER.
[00:55:03]
BECAUSE I WAS TALKING TO THE DOCTOR LIKE, YOU KNOW, A BUNCH PEOPLE LIVE IN BOULDER THAT ARE STUDENTS ARE KAISER ARE, YOU KNOW, BOULDER HEALTH.WILL THEY BE ALERTED THAT ALL THE SUDDEN, YOU KNOW, THERE COULD BE 20000 TESTS REQUIRED? AND, YOU KNOW, A QUICK TURNAROUND TIME.
WHAT'S HAPPENING AROUND THAT? LET ME LET ME JUST RESPOND ONE WAY THEN I'LL ASK PAT TO ADD TO IT.
I SERVE ON THE BOULDER COMMUNITY HEALTH BOARD AND THE BOARD OF DIRECTORS.
AND IT'S A CONVERSATION THAT I'VE BEEN HAVING WITH BCH AND ALSO WITH THE OTHER DIRECTORS THERE RIGHT NOW BCH IS DOING VERY WELL AS FAR AS THE NUMBER OF INDIVIDUALS BEING HOSPITALIZED AND MEETING.
I SEE YOU WORK. SO I DEFINITELY WILL BE WORKING WITH BCH ON THIS.
BUT, PAT, MAYBE YOU CAN TALK A LITTLE BIT ABOUT WHAT YOU AND DAN JONES HAVE BEEN WORKING ON. THANK YOU, CHANCELLOR.
AND WHAT WE'VE DONE IS FIRST WE'RE TRYING TO GIVE PEOPLE NOTICE SO THAT THEY KNOW THAT THEY CAN COME AND BRING A TEST.
THE OTHER THING THAT WE'RE GOING TO BE DOING IS HOPEFULLY USING THE RAPID TEST TECHNOLOGY, BUT THEN WE'RE ALSO GOING TO HAVE THE CAPACITY TO HAVE UP TO NINE THOUSAND TEST RUN AND PROCESS WITHIN THAT FIRST WEEK AS STUDENTS ARRIVE.
SO WE'RE NOT RELYING ENTIRELY UPON THEM HAVING THOSE TESTS WHEN THEY'RE COMING IN AND WE'RE MAKING SURE THAT WE HAVE SUFFICIENT CAPACITY TO AUGMENT THAT, BECAUSE WE DO REALIZE THAT SOME STUDENTS MAY BE COMING FROM COMMUNITIES WHERE TESTING IS NOT AS WIDELY AVAILABLE. AND WE ALSO RECOGNIZE THAT WE DON'T WANT THAT PLACED AN UNDUE STRAIN ON THE COMMUNITY RESOURCES.
THANK YOU. OTHER QUESTIONS, REGENTS REGARDING CU BOULDER.
WELL, THAT'S THAT'S ONLY A FEW QUESTIONS THERE CHANCELLOR.
SO ARE YOU GOING TO ASK? I DID HAVE A QUESTION.
I THINK IT'S. I THINK IT'S INEVITABLE WE'RE GOING TO HAVE OUTBREAKS.
I DON'T I JUST CAN'T IMAGINE WITH THIS MANY PEOPLE THAT WE WON'T.
ARE WE PREPARED TO PIVOT QUICKLY, AS WE DID IN MARCH? I'M ASSUMING WE ARE.
AND ASSUMING THAT WE ARE AND WE PIVOT QUICKLY AND WE HAVE TO GO BACK TO WHERE WE WERE IN MARCH, I'M CONCERNED ABOUT THE STUDENTS WHO ARE OBLIGATED TO LEASES.
IF THEY'RE LEAVING BOULDER THERE, THEY'RE OBLIGATED TO TO LEASES THROUGH THE SCHOOL YEAR.
IS A LOT OF FINANCIAL REPERCUSSIONS THAT OUR STUDENTS.
ARE ARE FACED WITH A BIG BURDEN.
AND, OF COURSE, THEY'RE GOING TO BE VERY UNHAPPY AS SOME WERE LESS SPRING.
IF BOULDER CHANGES AND THEY'RE NO LONGER ABLE TO COME ON TO CAMPUS.
HOW HOW ARE WE GOING TO MANAGE THAT? SO IF I MAY.
THE FIRST THING IS THINGS WILL BE DIFFERENT THAN THEY WERE IN MARCH.
YOU KNOW, THE ONLY AT THAT TIME, REALLY, THE ONLY OPTION WAS TO SHUT DOWN.
AND EVEN THOUGH WE WE DIDN'T HAVE VERY MANY CASES, WE WE JUST SHUT DOWN.
I THINK WITH THE PRECAUTIONS THAT WE'RE TAKING AND AS I MENTIONED, AS WE'RE LOOKING ON A DAILY BASIS AT, YOU KNOW, KIND OF 11 DIFFERENT AREAS AND SEEING WHERE WE'RE SEEING, YOU KNOW, CASES COMING UP, IF IT'S ON CAMPUS, OFF CAMPUS, I THINK WE'RE GOING TO BE ABLE TO MANAGE THOSE FAR BETTER THAN WHAT WE WERE ABLE TO DO IN MARCH.
WE ARE AS HIGH AS WE TALKED ABOUT BEFORE.
WE ARE SENDING STUDENTS HOME FOR THANKSGIVING BREAK AND NOT BRINGING THEM BACK.
SO WE HAVE TO PREPARE FOR, AS I SAID, EVERYTHING ON THAT CONTINUUM AS I DOUBT VERY MUCH THAT THINGS WILL BE PERFECT.
I AGREE WHOLEHEARTEDLY WITH YOU.
THE REAL KEY IS HOW WE DO CONTACT TRACING WHEN WE KNOW THAT THERE IS A CASE HOW WE'RE
[01:00:04]
ABLE TO ISOLATE INDIVIDUALS SO THAT CASES DON'T SPIKE.WE HAVE TO TAKE THOSE ALL INTEREST TO THE SITUATION.
BUT WE ALSO HAVE TO PREPARE FOR A MAJOR SPIKE WHERE WE WE MIGHT HAVE TO GO REMOTE SOONER.
WE'LL DO EVERYTHING WE CAN TO AVOID THAT.
BUT HEALTH AND SAFETY IS GOING TO BE NUMBER ONE.
PAT, IF I CAN ASK YOU TO ADD A FEW MORE FROM FROM YOUR WORK WITH THE TEAM.
YEAH. SO I APPRECIATE THE QUESTION REGENT SHARKEY.
AND I THINK THAT YOU IDENTIFIED SOMETHING THAT IS ABSOLUTELY TRUE.
AND I THINK WE HEARD IT IN CHANCELLOR ELLIMAN'S REMARKS.
THIS IS NOT A QUESTION OF WHETHER OR NOT THERE WILL BE ANY CASES THAT OCCUR BOTH ON CAMPUS AND IN THE COMMUNITY.
WE KNOW THAT THERE ARE CURRENTLY CASES THAT ARE OCCURRING IN THE BOULDER COMMUNITY AND IT'S UNLIKELY THAT THERE'S NOT GOING TO.
AND SO THE QUESTION IS REALLY BASED ON WHAT CHANCELLOR DISTEFANO WAS JUST SAYING, WHICH IS WHAT IS OUR CAPACITY TO BE ABLE TO RESPOND EFFECTIVELY TO THOSE CASES WHEN THEY OCCUR? WE DID NOT HAVE ADEQUATE TESTING CAPABILITIES AND REALLY NOWHERE IN THE STATE DID TO BE ABLE TO EFFECTIVELY ADDRESS THIS IN THE SPRING.
MORE IMPORTANTLY, WE DIDN'T HAVE THE ABILITY TO ISOLATE, QUARANTINE AND CONTACT TRACE.
WHAT WE FOUND IS THAT THE SPIKE THAT OCCURRED IN JUNE, THAT IF WE USE THOSE TWO TOOLS WIDELY WHEN CASES OCCUR, WE HAVE A REALISTIC OPPORTUNITY TO BEND THE CURVE BACK DOWN.
WE DO HAVE TO BE CONTINUOUSLY VIGILANT, THOUGH, TO MAKE SURE THAT WE UNDERSTAND WHAT THE DISEASE INDICATORS ARE IN THE COMMUNITY.
AND WE NOT ONLY WORK ON THAT WITH OUR OWN MONITORING SYSTEMS, BUT WE ARE ALSO GOING TO WORK ON THAT WITH THE COUNTY HEALTH DEPARTMENT.
AND THERE WOULD BE A POINT IN TIME.
IT'S NOT BASED ON A SINGLE NUMBER OF CASES WHERE WE MIGHT HAVE TO STAY LISTEN FOR THE NEXT TWO WEEKS.
WE NEED TO TRANSITION TO REMOTE LEARNING AND HAVE STUDENTS, EVEN IF THEY'RE LIVING IN THE DORMITORIES OR LIVING IN THE COMMUNITY, TAKING CLASSES REMOTELY IN ORDER TO DO THAT.
BUT WE WE HOPE TO AVOID THE SITUATION WHERE WE NEED TO SEND EVERYBODY HOME, BECAUSE WHAT WE REALLY HAVE DONE IS BUILT THE CAPACITY OUT TO BE MORE EFFECTIVELY ABLE TO PREPARE FOR CHANGES IN MODE THAN WE EVER WERE ABLE TO IN THE SPRING.
SO WE HAVE A LOT OF DIFFERENT PHASES THAT GO IN BETWEEN WHAT THE OPERATION WOULD BE NORMALLY OR ABNORMALLY DURING THESE TIMES TO SENDING PEOPLE HOME TO THEIR COMMUNITIES OF ORIGIN. AND SO WE'RE WE'RE PREPARING TO BE ABLE TO MAINTAIN IN THOSE DIFFERENT MODES OF OPERATION AS EVEN IF THE DISEASE PRESENCE BECOMES HIGHER.
IN THE END, THANK YOU, IT IS THAT IS THE BOULDER COMMUNITY BEEN EXPRESSING CONCERNS ABOUT THE BOULDER CAMPUS, BECAUSE I WOULD IMAGINE IF I LIVED IN BOULDER, I'D BE CONCERNED ABOUT THE SPREAD BECAUSE OF SO MANY PEOPLE RETURNING BACK TO TOWN, ESPECIALLY COLLEGE STUDENTS.
CAN YOU ANSWER THAT WITH A YES OR NO? WE NEED TO MOVE ON.
WE HAVE TWO OTHER SCHOOLS TWO OTHER CAMPUSES HERE.
YES, WE'RE WORKING VERY CLOSELY WITH THE CITY.
AND PAT HAD A TOWN HALL LAST NIGHT WITH CITY COUNCIL.
GOOD. DISCUSSION, SO THANK YOU.
REGENT KROLL STARTED OUT HIS QUESTION WITH A THANK YOU AND AN APPRECIATION FOR PHIL AND THE TEAM. ALL THE MOVING PARTS TO THE PLANNING THAT GOES ON.
I DON'T THINK WE HAVE ANSWERS TO EVERYTHING, BUT I WOULD LIKE TO ECHO WHAT RICHARD COLE STARTED AND JUST THANK YOU AND I HOPE THE REGENTS ARE ALONG WITH THAT AS WELL.
I THINK THAT THERE IS TREMENDOUS PLANNING.
YOU GUYS HAVE PUT INTO IT SO MANY MOVING PARTS AND SITTING HERE.
I'M APPRECIATIVE OF WHAT YOU'RE DOING.
SO WITH THAT, WE'RE GOING TO MOVE ON TO A CHANCELLOR REDDY AT UCCS.
CHAIR GALLEGOS, REGENTS AND PRESIDENT KENNEDY, THANKS FOR THIS OPPORTUNITY TO SHARE WHAT'S HAPPENING ON OUR CAMPUS.
WE'VE MADE SIGNIFICANT PROGRESS ON PREPARING OUR CAMPUS FOR REMOTE WORK AND FOR OPENING.
AND I'LL SHIP SOME OF THOSE PREPARATIONS TO YOU TODAY.
WE START OUT WITH VISION AND GOALS.
WE SAID OUR ULTIMATE GOAL IN THIS, WE WANT TO PRESERVE THE HEALTH AND SAFETY OF OUR CAMPUS COMMUNITY.
STUDENTS, FACULTY AND STAFF IS AT THE HEART OF EVERY DECISION.
[01:05:02]
WE HAVE MADE THEIR SAFETY.AND WE ALSO INCLUDE OUR COMMUNITY BECAUSE YOU ARE SUCH A BIG PRESENCE IN OUR COMMUNITY AS WELL. OUR GOAL IS TO ENSURE COMPLIANCE WITH PUBLIC HEALTH RESTRICTIONS AND BEST PRACTICES. WE CREATED A INITIATIVE WE CALL IT IS RETURNING STRONGER TOGETHER.
WHAT A SUCCESSFUL OPENING OF THE CAMPUS INVOLVED.
AND OUR PLEDGE, JUST LIKE BOULDER, HAS A PLEDGE.
WE SAID OUR PLEDGES PROTECT THE PRIDE.
SO WE ALL AGREE TO RESPECT THE DIGNITY, HEALTH AND SAFETY OF THE ENTIRE COMMUNITY BY FOLLOWING THE GUIDELINES AND TURNING STRONGLY TO GET A PLAN.
OR 50 PEOPLE WERE ENGAGED IN THIS RECOVERY PROCESS.
AND WE'RE TAKING A LOT OF RECOMMENDATIONS FROM PEOPLE RIGHT FROM THE TOP TO THE GROUND LEVEL IN PREPARING OUR CAMPUS.
SO WHAT WE DID IS WE PHASED IT OUT INTO THREE PHASES AS WE PLANNED IT.
AND JULY 13 IS PHASE ONE, WHICH IS A COUPLE OF DAYS AGO.
SO WE WILL OPEN SELECT INFRASTRUCTURE, ESSENTIALLY POLITICAL BUILDINGS AND SERVICES.
AND THEN IN THE PROCESS PROCEDURES, PROCESSES AND CREATING THE TEAMS ON JULY 27, WE'RE GOING TO START PHASE TWO, WHICH IS STAFF AND FACULTY WILL BE ABLE TO RETURN TO CAMPUS TO TEST EQUIPMENT. AND LEARN ABOUT THEIR CLASSROOM AND CUSTOMER SERVICE, SPACE CONFIGURATION AND SAFETY PROCEDURES.
YOU WILL SEE A LIMITED RETURN OF TOURS, INFORMATION SESSIONS, ATHLETICS AND STUDENT SERVICES, FOR EXAMPLE, BOOKSTORES.
LIBRARY ORIENTATION, ATHLETIC CAMPS AND UNITS WOULD HAVE IMPLEMENTED PHASED RETURN TO CAMPUS WHERE EMPLOYEES BUY THEM.
ON AUGUST 10 THAT WOULD BE PHASE THREE.
CAMPUS WILL OPEN DOORS TO SERVICES BEGIN FALL SEMESTER ACTIVITIES, INCLUDING MOVING WEEK OF FAMILY DEVELOPMENT CENTER AND RETAIL DINING OPENS AT THAT TIME AND AUGUST 24TH.
FALL CLASSES WILL BEGIN IN A VARIETY OF FORMATS.
SO WE TRY TO PHASE IT OUT SO WE SLOWLY RELEASE PEOPLE COMING INTO THE CAMPUS.
THE ADJUSTMENTS ARE MUCH SMOOTHER.
IN TERMS OF PUBLIC HEALTH RESTRICTIONS VIA SUPPRESSION, EXECUTIVE DIRECTOR OF THE WELLNESS CENTER, SOME OF YOU KNOW STEPHANIE HARDENBERG, SHE'S CONNECTED TO A NETWORK OF COLLEGE AND STATE PUBLIC HEALTH OFFICIALS ACROSS THE NATION, AS WELL AS THE NATIONAL AMERICAN COLLEGE HEALTH ASSOCIATION.
SHE IDENTIFIES BEST PRACTICES AND APPLICABLE GUIDELINES THAT INFORM OUR PLANS.
SO WE FEEL PRETTY GOOD THAT WE ARE BRINGING A LOT OF BEST PRACTICES IN.
WE ACTIVATED A STAFF AND FACULTY TRAINING MODULE THAT WAS DEVELOPED BY ANSCHUTZ EARLIER THIS SUMMER AND WE'LL PROVIDE SIMILAR TRAINING TO STUDENTS TO BE COMPLETED PRIOR TO THEIR ARRIVAL ON CAMPUS.
STAFF, FACULTY AND STUDENTS WILL USE IT DAILY SELF CHECKS, WE ENCOURAGE THEM TO BE ALERT FOR SYMPTOMS AND PROACTIVE ABOUT PREVENTION OF WIDESPREAD.
WE'LL HAVE LIMITED SUPPLIES OF DISPOSABLE MASKS IN CUSTOMER SERVICE AREAS TO SUPPORT ENFORCEMENT, BUT THE OFFENDERS SWITCHING OUT TO SOMETHING DIFFERENT.
OUR STUDENT GOVERNMENT IS PLANNED YARDMASTER NEW STUDENTS LIVING IN RESIDENCE HALLS, BUT ALSO INVESTIGATING PARTIES TO GET USABLE MASKS FOR EVERY FACULTY AND STAFF MEMBER.
IN TERMS OF SOCIAL DISTANCING, ALL OUR PLANS ARE PREDICATED ON MAINTAINING SIX FEET OF SOCIAL DISTANCING ON CAMPUS CLASSROOM, COMMON AREAS, CUSTOMER SERVICES, SPACES.
NOW, THAT DISTANCE WOULD CHANGE FROM BECOMING EITHER SHORTER AND LONGER, DEPENDING ON HOW THINGS EVOLVE OVER TIME.
CUSTODIAL DEEP CLEANING WILL BE PROVIDED IN EVERY CLASSROOM BUILDING AND CUSTOMER SERVICES, PHYSICAL MODIFICATION OF CUSTOMER SERVICE BASIS WITH SNEEZE GUARDS AND PHYSICAL SPACING IS IMPLEMENTED, ESPECIALLY IN AREAS SUCH AS BURSAR, CHASHIER WINDOW CIRCULATION, DESK AND LIBRARY, FINANCIAL AID COUNTER REC CENTER RECEPTION AREAS.
CLASSROOM SETUPS INCLUDE, WHERE POSSIBLE, ONE FOOT RADIUS THAT INSTRUCTORS WHO ALLOW INSTRUCTOR TO UNMASK FOR LECTURE.
RESIDENCE HALLS WHO HAVE NO MORE THAN TWO STUDENTS PER ROOM.
NO MORE THAN FOUR PER BATHROOM.
SELF CLEANING SUPPLIES, STUDENTS LIVING IN RESIDENCE HALLS AND IN CLASSROOMS. SHUTTLE SYSTEM OPERATED REDUCED CAPACITY.
ALREADY ROUTES ARE BEING WORKED OUT TO ENSURE STUDENT MOVEMENT ACROSS CAMPUS.
SO, FOR EXAMPLE, IF A SHUTTLE TAKE 20 MINUTES TO TAKE THE TRIP, WE MIGHT SPEND UP TO 10 MINUTES. SO THAT HAPPENS FAST.
AND WE DON'T HAVE TO KEEP STUDENTS IN THE SHUTTLE FOR TOO LONG.
TESTING WILL BE PROVIDED FOR STUDENTS PRESENTING AT THE WELLNESS CENTER WITH SYMPTOMS OR FOR STUDENTS IDENTIFIED THROUGH CAMPUS BASED CONTACT TRACING.
WE WORK VERY CLOSELY WITH EL PASO COUNTY PUBLIC HEALTH.
THEY'LL HELP US HANDLE CONTACT TRACING FOR OUR STAFF, FACULTY AND COMMUTER STUDENTS.
[01:10:05]
AND CAMPUS WELLNESS CENTER WILL HAVE A CONTACT TRACING FOR RESIDENTIAL STUDENTS, STUDENT CODE OF CONDUCT AND HOUSING CONTRACT, A MODIFIED TO REFLECT COMPLIANCE WITH THE PUBLIC HEALTH RESTRICTIONS RELATED TO COVID.WE ARE DISCUSSING OPTIONS TO COMPLY OR CONTRACT CONTACT, RAISING CAPACITY.
WE'RE ALSO LOOKING AT SETTING UP WALL ENTRY TEMPERATURE CHECKING STATIONS AND HIGH TRAFFIC AREAS ON THE CAMPUS BECAUSE IT'S GOING TO BE REALLY TOUGH.
SO WE HOPE THAT WILL ENCOURAGE GOOD PRACTICES.
STAFF AND FACULTY COMPLIANCE ARE BASED ON THE PROTECT THE PRIDE.
AND WE'LL BE HANDLED AS A PERFORMANCE ISSUE.
WE INTEND AS A CAMPUS TO STRICTLY ENFORCED ALL OF THESE GUIDELINES BECAUSE THIS IS A QUESTION OF LIFE AND DEATH.
AND WE WANT TO MAKE SURE THAT WE CAMPAIGN AND MESSAGE ENOUGH SO PEOPLE BECOME VERY SELF AWARE. THIS IS NOT JUST ABOUT THEM.
IN TERMS OF CLASSROOM AND RESEARCH EXPERIENCE, CLASSROOM CAPACITY REDUCE SUBSTANTIALLY DUE TO THE REQUIREMENTS OF SIX FEET SOCIAL DISTANCE.
LOGISTICS TEAM. THIS OFFICE AND INSTRUCTORS TEAM ARE RUNNING AN ITERATIVE PROCESS OF TESTING CAPACITY, WORKING WITH FACULTY AND DELIVERING MORE [INAUDIBLE] CLASSROOMS. FACULTY ON THE INSTRUCTION TEAM CAME UP WITH [INAUDIBLE] ASYNCHRONOUS HYBRID BLENDED TRADITIONAL ONLINE. AND OUR FACULTY RESOURCE CENTER IS AN OFFICE OF INFORMATION TECHNOLOGY, PROVIDING RESOURCES FOR FACULTY.
[INAUDIBLE] AS PART OF THE ITERATIVE PROCESS, WE ARE PRIORITIZING FIRST YEAR COURSES, LABS AND SENIOR CAPSTONE CLASSES.
NOW, LIBRARY AND EXCEL CENTERS ARE INCREASING THEIR CAPACITY TO SUPPORT STUDENTS REMOTELY, AS WELL AS GIVING ON CAMPUS STUDENTS COMPUTER RESOURCES TO MATCH THE INCREASED NUMBER OF RESOURCE MORE COURSES.
I'M REALLY EXCITED THAT WE STARTED PROGRAM AND HAVE SUFFICIENT SUPPLIES.
WE ARE LOANING CHROME BOOKS FOR FREE TO EVERY STUDENT SO THAT THEY CAN CONTINUE THEIR EDUCATION IN ANY PORT DELIVERY.
THESE ARE INCOMING STUDENTS SO THAT WHEN WE HAVE TO PIVOT MORE, THEY'LL HAVE NO PROBLEM.
AS YOU ALL KNOW, MANY OF OUR STUDENTS HAVE A HARD TIME PAYING BILLS.
SO THIS IS ONE WAY WE'RE TRYING TO SUPPORT THEM.
OUR SUBMISSIONS HAVE GONE UP SUBSTANTIALLY COMPARED TO LAST YEAR.
SO SO FACULTY SUBMITTING A LOT MORE GRANT PROPOSALS.
[INAUDIBLE] WITH THE CAMPUS GUIDELINES, TO CONTINUE WITH THE LABS WHO GRADUATE AND UNDERGRADUATE RESEARCHERS.
THIS IS ANTICIPATION [INAUDIBLE] IMPORTANTLY, TO THE MAXIMUM EXTENT POSSIBLE.
[INAUDIBLE] AND ATHLETIC DIRECTORS WILL BE MEETING THIS WEEK TO MAKE DECISIONS ABOUT FALL SPORTS.
THIS IS A LOT OF CONVERSATION ON FALL SPORTS.
STUDENT LIFE EXPECTS TO RESUME CLUBS AND OTHER ACTIVITIES IN PHASE THREE WITH AS MUCH REMOVED AS POSSIBLE AND GATHERINGS OF LESS THAN 50 PEOPLE.
WE'RE ALSO EXPLODING, CREATING A LARGE SCALE PEER MENTORSHIP PROGRAM TO SUPPORT OUR STUDENTS BECAUSE WE ALSO CAN ANTICIPATE MENTAL HEALTH ISSUES TO GO UP AS WE GO THROUGH THE COVID 19 PROCESS AND REC CENTER PLANS TO OPEN THE HOST OF PUBLIC HEALTH RESTRICTIONS.
CUSTOMER SERVICE EXPERIENCE, [INAUDIBLE]. AND WE'RE ALSO INVESTING, INVESTIGATING AND MOBILE SCHEDULING APP FOR CUSTOMER FACING UNITS SO THAT THOSE APPOINTMENTS CAN MINIMIZE.
STAFF AND FACULTY EXPERIENCE, HIGH RISK INDIVIDUALS AND DEFINED CDC GUIDELINES AS IDENTIFIED IN THE FAMILY FIRST COED RECOVERY ACT WILL LOOK THROUGH THEIR SUPERVISOR AND H.R. TO MAKE APPROPRIATE ACCOMMODATIONS.
THEY'LL BE GIVEN HIGHEST PRIORITY.
CONCERNED INDIVIDUALS WHO DO NOT MEET THE HIGHEST DEFINITION BUT STILL HAVE PERSONAL ISSUES LIKE FAMILY MEMBERS WHO ARE IMPACTED WILL BE ENCOURAGED TO WORK WITH THEIR SUPERVISORS TO DETERMINE [INAUDIBLE] PROGRAM.
WE ASKED HR TO DEVELOPED SUPERVISORY TRAINING AND [INAUDIBLE] TO SUPPORT REMOTE WORKING.
THIS IS SOMETHING THEY'RE USED TO.
SO I THINK PEOPLE NEED TO BE GIVEN THOSE GUIDELINES.
AND WE HOPE TO HAVE GOOD METRICS TO GO WITH THAT AS WELL.
AND YOU NEED DIRECTORS RECEIVED INSTRUCTIONS TO MAXIMIZE REMOTE WORK AND BACKOFFICE AREAS AND TO STAGGER OR FLEX COULD USE THEIR EMPLOYEES WILL WORK AND FEND OFF IS THEIR CUSTOMER FACING AREAS.
WE LOOK AT THIS AS AN OPPORTUNITY TO BE INNOVATIVE, HOW WE DO WORK GOING INTO THE FUTURE
[01:15:05]
WITH OUR WITH OUR COVID 19.IN TERMS OF COMMUNITY COMMUNITY HEALTH, AS YOU ALL KNOW, WE HAVE CREATED THE NATIONAL INSTITUTE OF HUMAN RESILIENCE, LED BY DR.
[INAUDIBLE]. HE'S PROVIDING MENTAL HEALTH AND TRAUMA ASSISTANCE TO THE BROADER COLORADO SPRINGS COMMUNITY THROUGH THE GRID PROGRAM.
IT IS IT IS REALLY TAKING OFF LIKE NOBODY COULD BELIEVE.
OUR CAMPUS WILL HOST A BOARDING ANNEX THIS FALL AND THE INCENTIVE FOR APPROXIMATELY FOUR WEEKS, CULMINATING IN THE PRESIDENTIAL ELECTION DAY.
ALUMNI HAVE STEPPED UP WITH THE WRITING CAMPAIGN TO PROSPECTIVE INVITED STUDENTS TO CONTINUE TO ENCOURAGE THEM TO COME BACK TO COLLEGE.
WHAT OUR CONSULTANTS AND CONTINGENCY PLANS, THE CURRENT SURGE IN THE VIRUS UNDERSCORES THAT CHANGING CONDITIONS COULD FORCE MAJOR CHANGES IN OUR PLAN OR EVEN AN EARLIER DECISION TO BRING MORE. HOUSING HAS SET ASIDE 25 PRIVATE ROOMS FOR QUARANTINE IN THE EVENT SOME STUDENTS TEST POSITIVE.
WE HAVE CONTACT TRACING IDENTIFIES POSSIBLE EXPOSURE.
WE WILL ENCOURAGE IMPACTED STUDENTS TO GO HOME IF SAFETY POSSIBLE.
ENFORCEMENT OF COMPLIANCE REMAINS A CONCERN BECAUSE OUR STAFF AND FACULTY HAVE LITTLE TRAINING AND PUBLIC HEALTH ENFORCEMENT.
AND WE LEAN ON OUR OTHER CAMPUSES TO HELP US OUT OF THAT.
WE'LL CONSIDER SEVERAL SOURCES OF INFORMATION FOR DETERMINING IF AND WHEN TO CEASE CAMPUS OPERATIONS AND SEND OUT CLASSES REMOTE.
THOSE WOULD INCLUDE A NUMBER OF CASES IN EL PASO COUNTY AND THE RATE OF INCREASE TESTING CAPACITY, HOSPITALIZATIONS AND HOSPITAL CAPACITY.
NUMBER OF CASES ON CAMPUS, PARTICULARLY IF CONTACT TRACING INDICATES A COMMUNITY SPREAD ON CAMPUS AND THE ABILITY TO SUSTAIN ENFORCEMENT OF PUBLIC HEALTH RESTRICTIONS.
NOW, THE EXACT COMBINATION OF THESE FACTORS WILL VARY AND MUST BE CONSIDERED TOGETHER.
AS WE DECIDE ON THIS, WE ARE WORKING HARD TO COMMUNICATE AS MUCH AS POSSIBLE WITH OUR CAMPUS CITIZENS, INCLUDING TOWN HALLS, PANELS, ANNOUNCEMENTS, REACHING OUT TO STAKEHOLDERS AS OFTEN AS NECESSARY.
SO WE ARE WORKING CLOSELY WITH PRESIDENT KENNEDY, VICE PRESIDENTS AND FELLOW CAMPUSES AND BEING THE BEST PRACTICES FOR THE CAMPUS.
HAPPY TO TAKE ANY QUESTIONS YOU HAVE.
NICE PRESENTATION. I THINK CHANCE WAS TRYING TO SAY SOMETHING.
CHANCE YOU ON MUTE? NO, HE WASN'T ON MUTE.
IT JUST WASN'T COMING THROUGH.
PUT IT IN CHAT. I CAN LOOK IT UP.
HE'S STILL STRUGGLING WITH HIS AUDIO.
NO. DO YOU WANT TO JUST THROW YOUR QUESTION IN THE IN THE CHAT CHANCE AND WE CAN JUST TAKE IT FROM THERE. HE'S TYPING.
CHAT IS COMING THROUGH REGENT HILL.
RICHARD HILL. THIS IS THIS IS MARK, AND I CAN SEE NOW THAT YOUR MIC IS NOT MUTED ANY LONGER.
QUESTION IS CAN YOU PLEASE EXPLAIN IF UCCS STUDENTS ARE RETURNING AFTER THANKSGIVING? THIS WAS SOMETHING WE DISCUSSED AT LENGTH IN OUR CABINET MEETINGS.
THE DECISION WAS GIVEN THAT A RESURGENCE COULD HAPPEN ANYTIME.
RIGHT. SO THAT HAPPENS IN OCTOBER, WE NEED TO GO TO REMOTE RIGHT AWAY.
I MEAN, WE ARE ALL PREPARED TO PIVOT AS SOON AS THAT HAPPENS.
SO WE FIGURED WE WOULD LIKE TO HOLD THE OPTION OF DECIDING IF WE SHOULD GET THE STUDENTS BACK UP FOR THANKSGIVING.
SO WE WILL HOLD THAT OPTION TIGHT AND WE'LL EVALUATE AS TIME GOES BY AND TRY TO GIVE OUR STUDENTS ENOUGH NOTICE TO GO IN THAT DIRECTION.
BUT WE DO INTEND TO GIVE OUR STUDENTS COMPLETE EXPERIENCE.
I MEAN, IF THE RISK IS HIGH, WE SHOULDN'T DO AND BE OPENING THIS FALL.
SO WE WILL MONITOR IT VERY CAREFULLY.
AND IF THE RISK LEVELS INCREASE, WE'LL CERTAINLY MAKE THAT CALL AT THAT TIME.
BUT AT THIS POINT, WE'D LIKE TO KEEP THE OPTION OPEN.
[01:20:01]
OK. I THINK THAT HE IS DONE WITH THIS QUESTION.ANY OTHER QUESTIONS FROM REGENTS? THEN I'M GOING TO ASK YOU TO TAKE A 30 SECOND STAND UP HERE SO WE CAN BE NICE AND FRESH FOR WHEN OUR NEW CHANCELLOR AGAINST HER PLAN HERE.
SO WOULD YOU JUST STAND UP AND STRETCH A LITTLE BIT AND YOU GET YOUR BEARINGS AND SIT BACK DOWN? WE'LL HAVE CHANCELLOR MARKS.
AND SHE'LL BE TALKING ABOUT HER PLAN.
SO SOME OF YOU HAVEN'T MOVED AT ALL.
REGENT KROLL. OK, THAT'S BETTER.
I GET UP AND MOVE AROUND A LITTLE BIT.
SO WITH THAT, LET'S COME BACK TO ORDER REAL QUICK AND WELCOME CHANCELLOR MARKS AND THE FLOOR IS YOURS. THANK YOU.
GOOD MORNING, PRESIDENT KENNY.
THANK YOU SO MUCH FOR GIVING US THE OPPORTUNITY TO SPEAK WITH YOU ABOUT CU DENVER'S ONGOING PLANNING FOR THE RETURN TO CAMPUS FOR FALL 20 20.
AS YOU KNOW, THIS IS MY FIRST OPPORTUNITY TO TALK WITH YOU ABOUT THE PLANS THAT WE'VE MADE AND HOW WE ANTICIPATE HANDLING THINGS FOR THE FALL.
AND I'D LIKE TO START OUT BY JUST SAYING THAT I OWE A GREAT GRATITUDE TO THE TEAM AT DENVER FOR REALLY WORKING ON A DAILY BASIS EVERY SINGLE DAY FOR THE LAST SEVERAL MONTHS TO MANAGE BOTH THIS CRISIS IN THE SPRING AND THEN TO THINK VERY THOUGHTFULLY AND CAREFULLY ABOUT HOW WE PLAN A SAFE RETURN TO CAMPUS IN THE FALL.
AND AS YOU ALL KNOW, THE CU DENVER CAMPUS SITUATION UNIQUE.
AND THOUGH OUR PLANS HAVE SIMILARITIES TO THOSE OF OTHER CAMPUSES, THEY'RE NOT IDENTICAL BECAUSE AS PRIMARILY A COMMUTER CAMPUS, WE HAVE ISSUES BECAUSE OUR STUDENTS USE PUBLIC TRANSIT WHEN THEY'RE MOVING BACK AND FORTH BETWEEN CAMPUS AND REGENT COMMUNITIES, ALTHOUGH WE DO NOT HAVE THE RISK ASSOCIATED WITH A LARGE RESIDENTIAL FOOTPRINT OR ATHLETICS. WE ALSO SHARE OUR CAMPUS WITH TWO OTHER INSTITUTIONS AND WE CONTINUE TO WORK CLOSELY WITH THEM ON SHARED HEALTH PROTOCOLS AND A COORDINATED PHASE DOWN SHOULD THAT BECOME NECESSARY IN THE FALL.
OUR COVID 19 TASK FORCE HAS BEEN MEETING SINCE FEBRUARY, WHEN ORIGINALLY IT WAS FOCUSED ON INTERNATIONAL TRAVEL AND INVOLVES PUBLIC HEALTH AND MEDICAL PROFESSIONALS FROM ANSCHUTZ TO PROVIDE ASSISTANCE.
AND OUR TEAMS ARE CONSTANTLY REVIEWING THE GUIDANCE FROM CDC AND COLORADO DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT AND ARE IN TOUCH WITH OUR LOCAL PUBLIC HEALTH DEPARTMENT AS WELL. AND WE PLAN TO FOLLOW PUBLIC HEALTH GUIDANCE AS THEY CHANGE.
WE HAVE BEEN RAMPING UP OUR RETURN TO CAMPUS OF RESEARCH AND CREATIVE AND CREATIVE ACTIVITIES OVER THE SUMMER WITH STRICT SAFETY PROTOCOLS, INCLUDING SPACING AND FACE COVERING AND LIMITED OCCUPANCY AND SPACES, AND THE DESIGN OF THE SAFETY PROTOCOLS FOR RESEARCH AND CREATIVE WORKS WERE INTENTIONALLY STRICT AND WERE DESIGNED SO THAT THIS WORK CAN CONTINUE THROUGH THE FALL, EVEN IF PUBLIC HEALTH GUIDANCE CHANGE, UNLESS WE SEE A COMPLETE SHUTDOWN ORDER FROM CDPHE OR FROM DENVER PUBLIC HEALTH.
WE HAVE A PLAN FLEXIBLE RETURN TO CAMPUS TO KEEP OUR COMMUNITIES SAFE.
I DON'T WANT TO GIVE YOU A SNAPSHOT OF WHAT WE EXPECT TO FALL AT CU DENVER TO LOOK LIKE.
OBVIOUSLY, OUR FIRST PRIORITY IS THE SAFETY OF OUR COMMUNITY AND ALSO OUR ON OUR STUDENT SUCCESS GOING FORWARD AND ALSO INNOVATING FOR THE FUTURE.
AND OUR GOAL HERE WAS TO PROVIDE OPTIONS FOR OUR DIFFERENT STUDENT POPULATIONS THAT WE SERVE FROM INTERNATIONAL STUDENTS TO OUR LOCAL STUDENTS THAT ARE COMMUTING FROM HOME.
SO WE DESIGNED A MIX OF ON CAMPUS PROMOTE ONLINE AND HYBRID COURSE FORMATS TO MEET A WIDE VARIETY OF STUDENT PREFERENCES AND STUDENT CIRCUMSTANCES.
AND WE'RE PLANNING FOR ABOUT A QUARTER OF OUR COURSES TO BE FULLY ON CAMPUS AND OR HYBRID WITH LIMITED ON CAMPUS ACTIVITIES.
PRIORITY FOR IN-PERSON CLASSES WAS GIVEN TO PRIORITY, WAS GIVEN TO CLASSES WITH EXPERIENTIAL ELEMENTS LIKE LABS AND STUDIOS AND PERFORMANCE CLASSES, AND FOR PARTICULAR STUDENT POPULATIONS SUCH AS FIRST YEAR UNDERGRADUATES AND SENIOR SEMINARS.
AND THE REMAINING THREE QUARTERS OF CLASSES WILL BE TAUGHT REMOTELY USING VIRTUAL LEARNING AND ONLINE FORMATS.
AND WE KNOW WHEN STUDENTS COME BACK TO CAMPUS, THEIR EXPERIENCE IS GOING TO BE DIFFERENT THAN BEFORE. IT WON'T LOOK LIKE FALL 19.
WE'RE GOING TO REQUIRE MANDATORY COVID 19 TRAINING BEFORE RETURNING.
THAT INCLUDES A PLEDGE TO ADHERE TO SAFETY PROTOCOLS.
ALSO, AS YOU'VE HEARD BEFORE, THE DAILY HEALTH ASSESSMENTS AND FACE COVERINGS, LIMITED ROOM OCCUPANCY WITH SIX FOOT SPACING AROUND ALL INDIVIDUALS IN OUR ONE DORM WILL HAVE
[01:25:02]
LIMITED OCCUPANCY WITH ONE STUDENT PER BEDROOM, WITH STRICT CLEANING AND QUARANTINE PROTOCOLS AND FOOD CONTINUING TO BE PROVIDED AND DISPOSABLE SINGLE SERVINGS.AND WE'RE HOPEFUL THAT OUR PLANS FOR LIMITED OCCUPANCY AND SPACING WILL BE SUFFICIENT.
EVEN IF PUBLIC HEALTH ORDERS DO TIGHTEN THIS FALL.
BUT BECAUSE WE CANNOT CONTROL WHAT MAY HAPPEN, OUR FACULTY, ITS STAFF HAVE ALREADY BEEN PREPARING TO PIVOT, IF NECESSARY, TO PROVIDE MORE ONLINE SERVICES AND LESSER DENSITY IN LABS AND CLASSES. IF STRICTER PROTOCOLS ARE REQUIRED.
AND ALTHOUGH THIS HAS BEEN AN INCREDIBLY DIFFICULT TIME FOR EVERYBODY, I HAVE BEEN SO IMPRESSED BY THE RESILIENCY AND CREATIVITY OF OUR FACULTY AND STAFF IN FIGURING OUT HOW TO HELP US RISE TO THIS OCCASION.
THEY HAVE BEEN DEVOTED TO ENSURING THAT OUR STUDENTS HAVE THE RESOURCES THAT THEY NEED AND PROVIDING THEM AN EXCELLENT ACADEMICS EXPERIENCE THAT THEY THEY DO DESERVE.
AS FAR AS THE ACADEMIC EXPERIENCE THAT THEY'LL ENCOUNTER IN THE FALL.
MANY THINGS WILL BE DIFFERENT.
OUR TEAMS ARE WORKING HARD TO SUPPORT THE NEEDS OF OUR STUDENTS, INCLUDING PROVIDING ADDITIONAL LAPTOPS AND BROADBAND SUPPORT, ADDRESSING ISSUES OF FOOD INSECURITY THAT WE SEE ON THIS CAMPUS, INCLUDING MENTAL HEALTH CONCERNS AND INCLUDING STEPS TO ENCOURAGE MORE WELL-BEING FROM A DISTANCE.
WHAT WE HELD A WEBINAR ON TUESDAY.
JUST YESTERDAY FOR STUDENTS AND FAMILIES TO ANSWER QUESTIONS ABOUT HOW THE FALL SEMESTER WOULD LOOK. AND WE HAD OVER 1000 PARTICIPANTS.
SO WE KNOW THERE'S LOTS OF QUESTIONS ON WHETHER THERE'LL BE SPACES ON CAMPUS FOR STUDENTS TO WORK ON, WHETHER WE SEE THE NEED FOR OPERATIONS AND HOW WE'RE GOING TO DEAL WITH A NEED FOR OPERATIONS TO SHIFT TO REMOTE PARKING AND TRANSPORTATION ISSUES AND HOW WE'RE DEALING WITH SAFETY PROTOCOLS.
AND WE'RE DEVELOPING A NUMBER OF COMMUNICATIONS TO BE ABLE TO CONVEY AS MANY AS MUCH INFORMATION AS POSSIBLE IN DIFFERENT WAYS TO OUR DIFFERENT AUDIENCES TO MAKE SURE THAT WE REACH STUDENTS WITH ALL OF THE INFORMATION THAT THEY'RE GOING TO NEED.
IN TERMS OF SPECIFICS ON HOW WE'RE ADDRESSING THE SAFETY ON CAMPUS.
CU DENVER AND WITH ANSCHUTZ ASSISTANCE, HAS ADOPTED AN ONLINE DATA HEALTH ASSESSMENT THAT IS ALREADY BEEN IN PLAY FOR SEVERAL WEEKS.
AND AGAIN, FOLLOWING CU ANSCHUTZ LEAD.
ALL OF THE AREA INSTITUTIONS ARE GOING TO REQUIRE FACULTY AND STAFF AND STUDENTS AND CONTRACTORS AND VISITORS TO TAKE A TRAINING TO SHOW HOW TO PROTECT ONESELF DURING THE VIRUS AND FOR CAMPUS PROTOCOLS.
AND THIS TRAINING IS AN IMPORTANT PART OF WHAT WE'RE HOPING TO ACHIEVE, WHICH IS TRUE CULTURAL CHANGE THAT IS REQUIRED FOR ALL OF US DURING THIS TIME, FROM FREQUENT HANDWASHING TO MAINTAINING SIX FEET A DISTANCE TO ELEVATOR PROTOCOL, ET CETERA.
THE THEORY A CAMPUS IS DEVELOPING A SYSTEM OF PAID STUDENT EMPLOYEE BUILDING AMBASSADORS WHO WILL HELP TO ENCOURAGE AND EDUCATE ALL THE CAMPUS REQUIREMENTS AND PROVIDE GUIDANCE AND ASSISTANCE FOR THE NEW WAYS THAT WE NEED TO BE OPERATING ON CAMPUS.
AND THE [INAUDIBLE] INSTITUTIONS HAVE ALSO COMMITTED TO THE REQUIREMENT OF FACE COVERINGS AT ALL TIMES, WHICH IS CONSISTENT WITH THE CURRENT REQUIREMENTS FOR THE CITY OF DENVER.
EVERY CLASSROOM HAS BEEN EVALUATED TO PROVIDE SIX FOOT BUFFER BETWEEN STUDENTS AND WITH UPDATED OCCUPANCIES.
AND WE'RE DEVELOPING BUILDING GUIDELINES FOR PROPER ENTRY AND EXIT AND MOVEMENT THROUGH THE HALLWAYS. AND WE'LL BE PROVIDING FACEMASKS TO OUR STAFF AND FACULTY FOR REGULAR USE.
RIGHT NOW, WE HAVE TWENTY ONE THOUSAND ONE TIME SURGICAL MASS AND 400 FACE SHIELDS FOR FOR THOSE REGULAR CLOSE, CONSTANT CONTACT.
AS FAR AS TESTING GOES, CONTACT TRACING ONLY THE THE ONLY COMMUNITY FOR WHICH WE MAY REQUIRE A NEGATIVE TEST RESULT OR THE 480 STUDENTS LIVING ON CAMPUS AND LYNX CROSSING.
AND WE'RE WORKING WITH MEDICAL EXPERTS RIGHT NOW TO IDENTIFY HOW TO REQUIRE THIS NEGATIVE TEST BEFORE ARRIVING TO CAMPUS.
WE'RE CONDUCTING FREE TO THE STUDENT ON CAMPUS TESTS THROUGH THE AURARIA HEALTH CENTER UPON THEIR ARRIVAL. AND IF THERE ARE ANY EXPOSURES AT ANY TIME DURING THIS SEMESTER, WE AGAIN WILL REQUIRE AND PROVIDE WIDESPREAD SYMPTOMATIC EXPOSURE TESTING.
WE ANTICIPATE ONLY USING THE NASAL SWAB PCR TEST AT THIS TIME THE STATE DOES NOT PROVIDE MANY LOCATIONS FOR ASYMPTOMATIC TESTING AT THIS TIME.
AT THE PEPSI CENTER TESTING CENTER, IT IS RIGHT NEXT TO CAMPUS.
AND WE'VE RECEIVED INFORMATION THAT EXCEPT FOR LARGE HOSPITAL SYSTEMS RIGHT NOW, TESTING CAN TAKE UP TO SEVEN TO 12 DAYS TO TO RECEIVE TESTING, TO RECEIVE RESULTS THROUGH THE STATE. AND THANKFULLY, WE'RE WORKING WITH AMSTUTZ SO THAT WE CAN REDUCE THAT TURNAROUND TIME AND POTENTIALLY THE PROJECTED COST FOR TESTING A GOOD PROPORTION OF DENVER STUDENTS DO NOT HAVE HEALTH INSURANCE OR ARE MEDICAID ELIGIBLE.
[01:30:01]
SO IT'S IMPORTANT THAT WE HAVE FREE OR SUBSIDIZED TESTING.IN ADDITION TO THE TESTING, WE'RE PREPARING A CONTRACT TRACING SYSTEM UTILIZING PAID PUBLIC HEALTH STUDENTS, PUBLIC HEALTH STUDENTS.
AND THESE STUDENTS WILL ALSO HAVE THE OPTION OF RECEIVING CREDIT FOR THIS ACTIVITY.
AND CU DENVER, IT WILL BE PARTICIPATING WITH DENVER PUBLIC HEALTH AND CDPHE TO HAVE ACCESS TO THE STATES CONTACT TRACING, SOFTWARE AND TRAINING IN TERMS OF EXPECTATIONS FOR CONDUCT AT. DENVER, WE'RE ADOPTING A CAMPUS WIDE PLEDGE TO ENCOURAGE OUR COMMUNITY TO UNDERSTAND THAT WEARING FACE COVERINGS AND SOCIAL DISTANCING IS GOOD FOR EVERYONE.
THE GOAL IS THAT WE HOLD EACH OTHER ACCOUNTABLE FOR GOOD PUBLIC HEALTH PRACTICES.
AND IN A DIFFERENT IN ADDITION, WE HAVE MADE SOME MINOR CHANGES TO OUR STUDENT CONDUCT CODE TO BE EVEN CLEARER WITH A COMPLIANCE WITH PUBLIC HEALTH ORDERS AND THE FACT THAT THAT WILL BE REQUIRED.
I SPOKE BRIEFLY ABOUT HOUSING THAT WERE DE DENSIFYING OUR OUR RESIDENCE HALL FROM OCCUPANCY, FULL OCCUPANCY OF 720 TO 480.
THIS PERMITS ONE STUDENT PER BEDROOM, ONE TO ONE IN A RATIO OF TWO TO ONE IN A BATHROOM WITH ADDITIONAL CLEANING REGIMENTS AND THE HVAC SYSTEM AND LYNX CROSSING IS PARTICULARLY WELL SUITED TO HANDLING THE SPREAD OF COVID 19.
EACH UNIT HAS ITS OWN HVAC SYSTEM, TERMS OF RESEARCH AND CREATIVE ACTIVITIES.
WE'RE FOLLOWING THE PROTOCOLS THAT HAVE ANY SET, AND THE MAJORITY OF RESEARCHERS THAT HAVE BEEN INVITED BACK INCLUDE FUNDED RESEARCH NECESSARY GRADUATE STUDENT RESEARCH TO TO ENSURE A TIMELY GRADUATION AND COVID 19 RESEARCH.
AND WE'VE ADOPTED STRICT SPACING POLICIES AND I JUST WANTED TO ADDRESS THE QUESTION AROUND THAT WAS ASKED AROUND SOME FACULTY AND STAFF EXPRESSING CONCERN ABOUT RETURNING TO CAMPUS. WE DO RECOGNIZE THAT THERE THERE TRULY IS A LOT OF ANXIETY OUT THERE RIGHT NOW ABOUT RETURNING TO CAMPUS.
AND IT'S OUR RESPONSIBILITY TO TAKE VERY SERIOUSLY THE COMMUNICATING WITH THE STEPS THAT WE ARE TAKING TO CREATE A SAFE ENVIRONMENT.
FOR EXAMPLE, WE WILL BE COMMUNICATING ABOUT THE STEPS THAT OUR FACILITIES TEAMS ARE TAKING TO IMPROVE VENTILATION AND FILTERING IN OUR H/VAC SYSTEMS AND HOW WE HAVE PLEXIGLAS CONSTRUCTION SERVICES AVAILABLE FOR UNITS THAT HAVE CONSTITUENT FACING OFFICES AND HOW REUSEABLE. AND ONE TIME MASS WILL BE AVAILABLE FOR STAFF AND FACULTY AND STUDENTS AND HOW WE HAVE FACE SHIELDS THAT WILL BE AVAILABLE AS WELL, AND THAT WE HAVE A COMMUNITY RESPONSIBILITY TO INDULGE IN A SAFETY CULTURE AND WEAR MASKS.
THE INDIVIDUALS THAT DO HAVE PREEXISTING CONDITIONS WILL BE ABLE TO REQUEST ACCOMMODATION THROUGH ADA PROCESS AND TO FACILITATE AN EVEN QUICKER RESPONSE.
WE'VE MODIFIED SOME OF THE DOCUMENT DOCUMENTATION REQUIREMENTS THAT EMPLOYEES MAY HAVE SO THAT H.R. CAN BE TO ASSIST WITH THESE CONVERSATIONS.
AND JENNIFER, I DON'T KNOW IF YOU WANT TO ADD ANY MORE DETAIL AROUND HOW WE'RE ACCOMMODATING THOSE THAT HAVE CONCERNS ABOUT RETURNING TO CAMPUS.
AND I THINK REGENT KROLL, YOUR QUESTION WAS SPECIFICALLY AROUND STAFF AND HOW WE'RE MANAGING STAFF. SO I JUST WANT TO GIVE YOU A LITTLE BIT MORE INFORMATION ABOUT THAT.
WE'VE BEEN WE'VE CREATED A SET OF GUIDELINES FOR ALL OF OUR SUPERVISORS AS THEY DETERMINE REALLY WHAT ARE THE BUSINESS OPERATIONS THAT NEED TO BE ON CAMPUS AND WHAT ARE THE BUSINESS OPERATIONS THAT CAN BE DONE CONTINUED TO BE DONE REMOTELY.
AND SO EACH SUPERVISOR IS GOING THROUGH THOSE GUIDELINES.
WE HAD A TOWN HALL TO HELP SUPERVISORS UNDERSTAND EMPLOYEES TO UNDERSTAND WHAT THAT WOULD LOOK LIKE. AND THEN EACH ONE IS REALLY LOOKING AT THEIR BUSINESS OPERATIONS TO SEE WHAT MAKES SENSE. AND THEN WE CAN FIGURE OUT, GIVEN WHAT THE OPERATIONS NEED TO BE AND WHAT WE CAN KEEP REMOTE.
WE ACTUALLY DID A STUDENT SURVEY TO UNDERSTAND BETTER WHAT THEY WOULD LIKE TO SEE AS REMOTE, CONTINUED REMOTE STUDENT SERVICES VERSUS WHAT THEY WOULD LIKE TO SEE ON CAMPUS.
SO WE'RE MARRYING UP ALL OF THAT INFORMATION AND THEN WE'LL BE ABLE TO DECIDE AND FIGURE OUT WHAT STAFF WOULD NEED TO BE ON CAMPUS AND WHO'S APPROPRIATE TO BE ON CAMPUS, GIVEN THE LIMITATIONS AND THE ANXIETY AND THE FEAR THAT ARE THERE.
AND SO, OBVIOUSLY, ALL THE PPE THAT MICHELLE TALKED ABOUT WOULD BE PROTECTING BOTH THE STUDENTS AND THE STAFF WHO WE'RE WORKING WITH THOSE STUDENTS.
AND SO IT'S REALLY BEEN A JOINT, REALLY ROBUST SET OF WORK THAT'S GOING ON BETWEEN WHAT OUR STUDENTS NEED, WHAT THE OPERATIONS NEED, WHAT OUR EMPLOYEES NEED, HOW DO WE BRING THAT TOGETHER AND MAKE THAT SAFE? I'LL HAND IT BACK TO YOU, MICHELLE.
THOSE CONCLUDE MY REPORT, AND I'M HAPPY TO TAKE QUESTIONS.
REGENTS, QUESTIONS THAT YOU HAVE.
[01:35:01]
CHANCELLOR MARKS, I THINK YOU BROUGHT UP AN INTERESTING TIDBIT THAT WE HAVEN'T REALLY DIVED INTO MUCH TODAY.AND PERHAPS THIS CAN WAIT TILL OUR NEXT UPDATE ON THIS TOPIC.
BUT, YOU KNOW, THE PROSPECT OF VISITORS COMING TO CAMPUS, YOU KNOW, FOR A NUMBER OF MYRIAD EVENTS FROM WHERE I SIT, PARTICULARLY FROM AN ENROLLMENT PERSPECTIVE, YOU'RE THINKING ABOUT TOURS FOR PROSPECTIVE STUDENTS POTENTIALLY.
WHAT'S WHAT'S THE GENERAL THINKING? AND AGAIN, I DON'T EXPECT AN ANSWER TODAY, BUT WOULD BE GOOD TO GET THIS PREPARED FOR THE NEXT TIME WE WE DISCUSS.
WHAT'S THE GENERAL THINKING ABOUT VISITORS TO CAMPUS? YOU KNOW, OBVIOUSLY IN BOULDER, WE HAVE DIVISION ONE ATHLETICS THAT ARE UNLIKELY TO HAVE BUTTS IN SEATS. MAYBE THEY ARE.
I DON'T KNOW. BUT CERTAINLY AS WE LOOK TO MAINTAIN THE INTEGRITY OF OUR SAFETY PROTOCOLS, INTRODUCING ADDITIONAL PEOPLE FROM OUTSIDE OF OUR CAMPUS COMMUNITY TO CAMPUS IS A CONCERN, PARTICULARLY WITH THE DENVER CAMPUS.
I'LL ADD TO, YOU KNOW, BEING RIGHT THERE IN THE HEART OF DOWNTOWN, WE DON'T REALLY HAVE A WHOLE LOT OF CONTROL OVER WHO GOES ONTO YOUR CAMPUS.
DOZENS OF COLORADO SPRINGS AND BOULDER SOMEWHAT MORE ISOLATED.
ANSCHUTZ. SAME THING RIGHT THERE BY THE MAJOR BUS ROUTES.
YOU KNOW, YOU'RE GOING TO HAVE SOME OTHER FOLKS THAT ALREADY ARE PASSING THROUGH CAMPUS.
SO I'D BE CURIOUS TO HEAR THOSE THOUGHTS THE NEXT TIME WE ALL CONNECT.
ANY OTHER QUESTIONS FROM REGENTS? MINE IS MORE OF A COMMENT THAN A QUESTION.
BUT HOW MUCH ARE YOU HEARING CONCERN ABOUT COMMUTING VIA THE BUSSES OR THE OTHER PUBLIC TRANSPORTATION? I KNOW OFTEN WHEN I COME TO CAMPUS, I TAKE TWO BUSSES TO GO THERE AND I FIND THAT SORT OF A SCARY PROSPECT.
ARE YOU HEARING THAT FROM STUDENTS, FACULTY AND STAFF? WE HAVE RECEIVED FEEDBACK ON THIS.
AND JENNIFER, YOU MAY HAVE THE LATEST ON THAT.
SO WE ACTUALLY WORKED WITH OUR STAFF COUNSEL ON THIS, AS WELL AS OUR SURVEY OF STAFF.
AND SO WE HAVE ACTUALLY LEARNED A LOT ABOUT THE CONCERNS AROUND USING PUBLIC TRANSPORTATION RIGHT NOW.
AND WHAT WE'VE DONE TO RESPOND TO THAT IS WE, AS YOU KNOW, WE HAVE VERY LIMITED PARKING ON THE CAMPUS.
BUT WHAT WE'VE DONE IS OUR FACILITIES TEAM IS ACTUALLY LOOKING AT ADDITIONAL PARKING THAT WE CAN PROVIDE FOR OUR STUDENTS AND EMPLOYEES THAT WE HAVE FOR A FEE, OF COURSE, BUT BUT FOR A REDUCED FEE.
AND WHAT WE'RE TRYING TO DO, TOO, IS WORK WITH THE AURERIA CAMPUS, BECAUSE SINCE WE WON'T HAVE A FULL CAMPUS FULL OF OF PEOPLE LIKE WE NORMALLY WOULD, THE FORTY FIVE THOUSAND PEOPLE THAT WOULD TYPICALLY BE ON CAMPUS, IT'LL BE MUCH DIMINISHED.
WE'LL BE ABLE TO USE THE [INAUDIBLE] TO ALLOW PEOPLE WHO ARE NOT COMFORTABLE TAKING PUBLIC TRANSPORTATION TO USE AUTOMOBILES AS WELL AS BICYCLE'S.
AND SO THERE ARE OTHER OPTIONS THAT WE'RE LOOKING AT AND TRYING TO FIND MORE WAYS TO BE CREATIVE FOR PEOPLE IF THEY'RE NOT COMFORTABLE TAKING PUBLIC TRANSIT.
YEAH, WELL, I'M JUST THINKING ABOUT THE PEPSI CENTER, YOU'VE GOT THAT RIGHT ACROSS THE STREET. I WONDER IF THERE'S SOME, YOU KNOW, WITH THE SHUTTLE OR, YOU KNOW, SOME ARRANGEMENTS. WE HAVE DCPA RIGHT NEXT TO US TO WHICH HAS AN EXTRAORDINARY AMOUNT OF PARKING. SO WE ACTUALLY IT'S INTERESTING THAT HOW THE DYNAMIC HAS CHANGED DOWNTOWN WITH SO FEW PEOPLE COMING INTO DOWNTOWN AT THIS POINT THAT IT REALLY HAS CHANGED THE CONSTRAINTS THAT WE USED TO HAVE AROUND PARKING.
LAST OPPORTUNITY FOR QUESTIONS.
HEARING NONE. MICHELLE, GREAT PRESENTATION.
APPRECIATE YOUR PLANNING AND YOUR TIME AND THE SAME FOR THE REST OF THE CHANCELLORS.
I THINK A REALLY GOOD IDEA OF WHAT WE'RE TRYING TO DO, AND IT ALL SEEMS VERY POSSIBLE AT THIS POINT. I KNOW THERE'S GOING TO BE LOTS OF HARD WORK WITH THAT.
PRESIDENT KENNEDY, DID YOU WANT TO TIE THIS UP AT ALL BEFORE WE MOVE ON? I WOULD JUST SAY I THINK YOU GOT THE IMPRESSION THAT WE HAVE HAD A LOT OF PEOPLE ON CAMPUSES SPEND A LOT OF EFFORT CONSIDERING MANY, MANY VARIABLES AND TAKING A GREAT CONCERN FOR THE SAFETY AND HEALTH OF OUR FACULTY, STAFF AND STUDENTS.
AND AND A TRUE COMMITMENT TO DELIVERING ON OUR MISSION.
SO I CERTAINLY HOPE THAT YOU FEEL MORE COMFORTED THAT WE'RE WE'RE TAKING THE CHALLENGE OF BACK THE FALL VERY SERIOUSLY.
AND WE APPRECIATE YOUR INTEREST.
AND I APPRECIATE ALL THE GREAT WORK THAT WAS EXHIBITED BY THE PRESENTATIONS GIVEN BY THE CHANCELLOR'S TEAM TODAY.
[01:40:03]
