IT'S A DISASTER OF HISTORIC PROPORTIONS AND IT'S DISRUPTED EVERY PORTION OF OUR LIVES.
THAT'S WHY WE'RE CALLING IN FROM HOME AND THAT'S WHY WE DON'T HAVE STUDENTS ON CAMPUS.
AND THAT'S WHY WE'RE WORKING ON.
ON WHAT ARE OUR NEXT PART OF THE YEAR AND NEXT YEAR WERE GOING TO LOOK LIKE.
SO. DURING THIS PARTICULAR TIME, IT'S BEEN PRETTY AMAZING HOW MANY PEOPLE HAVE WORKED HARD IN GETTING US TO WHERE WE ARE.
I THINK IT WAS IMPORTANT THAT WE WORRIED MOST ABOUT THE SAFETY AND HEALTH OF OUR STUDENTS AND OUR FACULTY.
AND I THOUGHT WE DID THAT VERY WELL IN MAKING THE DECISIONS THAT WE DID.
I'D ALSO LIKE TO JUST THANK THE BOARD OF REGENTS FOR THE AMOUNT OF TIME THAT THEY HAVE PUT IN NOT ONLY ON THIS VIRUS DEAL, BUT ON ALL OF THE OTHER THINGS THAT WE'VE DONE IN TERMS OF DOING THE REGENTS BUSINESS AND MAKING SURE THAT THAT WE'RE STRATEGICALLY LEADING THIS UNIVERSITY AND THIS BOARD.
AS I SAID IN A COMMUNICATION A COUPLE DAYS AGO, LOTS OF LOTS OF PEOPLE THAT HAVE DONE A REALLY GOOD JOB. AND I'M NOT GOING TO GO THROUGH ALL OF THOSE RIGHT NOW, BECAUSE I THINK THAT AS THIS MEETING UNFOLDS, YOU'LL SEE A LOT OF THOSE PEOPLE THAT ARE BEING THANKED.
BUT I REALLY WANT TO CALL ATTENTION TO OUR FACULTY AND OUR STAFF WHO HAVE TAKEN AND AND THEY'VE TAKEN THE CLASSES THAT THEY WERE ASSIGNED TO AND THE STUDENTS.
AND THEY'RE CONTINUING TO DO THINGS ONLINE AND VISUAL AND LOTS OF DIFFERENT THINGS IN ORDER TO MAKE SURE THAT OUR STUDENTS CONTINUE TO LEARN AND TO COMPLETE THEIR DEGREES.
I THINK OUR HEARTS SHOULD GO OFF TO THEM FOR ALL OF THE WORK THAT THEY'RE DOING.
I WAS PRETTY MUCH DROPPED EVERYTHING THAT THEY WERE DOING IN THEIR CLASSES AND MOVED TO THAT. SO, AGAIN, LOTS OF PEOPLE DOING LOTS OF THINGS WELL.
AND I THINK THAT YOU'LL BE NOTICED IN IN A LITTLE BIT.
BUT WITH THAT, THAT'S THE END OF MY REPORT.

I, TOO, AM APPRECIATIVE FOR THE ENGAGEMENT AND SUPPORT OF THE REGENTS DURING THESE CHALLENGING TIMES.

I'M EMPATHETIC WITH THE STUDENTS WHO HAVE HAD TO ACCOMMODATE MID-SEMESTER CHANGES IN HOW THEIR COURSES ARE DELIVERED TO OUR RESEARCHERS WHO ARE ANXIOUS TO GET BACK INTO THEIR LABS. YET PERHAPS THOSE WHO DESERVE OUR APPRECIATION THE MOST ARE THOSE ON THE FRONTLINES OF THE CRISIS. OUR DOCTORS LIKE MEDICAL PROVIDERS CARING FOR THOSE IMPACTED BY COVID 19 AT RISK TO THEMSELVES AND DOING SO, WORRIED ABOUT AVAILABLE RESOURCES THAT THEY NEED THE SAFETY TO DELIVER THAT CARE.AND THEY SHOULD KNOW THAT WE ARE ALL COMMITTED TO DOING ANYTHING WE CAN TO HELP.
IT IS AMAZING TO SEE OUR MEDICAL PROFESSIONALS HAVE SO QUICKLY EMBRACED DIGITAL MEANS TO PROVIDING CLINICAL CARE WITH POSSIBLE.
I'M APPRECIATIVE TO OUR CHANCELLORS AND THEIR TEAMS THAT ARE DEMONSTRATING INCREDIBLE LEADERSHIP. THEY JOIN ME IN THINKING EVERY DAY ABOUT HOW CAN WE HELP ALLEVIATE THE STRESS MANY FEEL DURING THESE UNCERTAIN TIMES.
WHETHER IT BE BY DELIVERING MENTAL HEALTH SUPPORT DIGITALLY OR WORKING TO ENSURE THAT ALL FEEL WELCOME AND INCLUDED AT CU.
HAS BEEN DEVOTED TO LEADING DURING THIS PANDEMIC.
WE MOVE TO REMOTE TEACHING EVEN BEFORE WE HAD A CONFIRMED CASE ANY CAMPUS.
WE MOVED TO WORK AT HOME BEFORE BEING TOLD TO BY EITHER OUR CITIES OR THE STATE.
WE HAVE PARTNERED WITH OUR FELLOW HIGHER ED CEOS TO MAKE THE CASE AT BOTH THE FEDERAL AND STATE LEVEL THAT WE NEED SUPPORT FOR OUR STUDENTS, BUT ALSO FOR PRESERVING THE VITALITY OF OUR INSTITUTIONS OF HIGHER LEARNING.
DURING THIS CRISIS, WE HAVE STEPPED UP TO PARTNER WITH THE STATE, WHETHER IT BE BY OFFERING THE COUNCIL OF OUR PUBLIC HEALTH PROFESSIONALS, THE ENGAGEMENT OF OUR BIOMEDICAL ENGINEERING PROFESSORS, AND EXPANDING PRODUCTION OF CRITICALLY NEEDED EQUIPMENT, OFFERING OUR BUILDINGS AS A PLACE OF CARE OR DILIGENTLY EXPLORING BREAKTHROUGHS IN THERAPIES FOR THIS DISEASE. AGAIN, A SHOUT OUT TO THE WOMEN AND MEN AT THE FOREFRONT OF MEDICINE AND RESEARCH IN RESPONDING TO COVID 19 TIMES LIKE THIS DEMONSTRATE JUST WHAT A JEWEL CU, COLORADO AND THE REGENT HAVE WITH THE CU ANSCHUTZ MEDICAL CAMPUS.
THE CAMPUS IS PLAYING A SIGNIFICANT AND LEADING ROLE, AND WHILE WE'RE FOCUSED ON WHAT IS IMMEDIATELY IN FRONT OF US CONTINUING OUR MISSION, ENSURING HEALTH AND SAFETY, WE ARE ALSO LOOKING ON THE HORIZON FOR SHORT AND LONG TERM CHALLENGES AND OPPORTUNITIES AT CU.
IS YOU BECAUSE WE HAVE ALWAYS LED AND WE ARE COMMITTED TO DOING SO UNDER THE GUIDANCE OF THE REGENTS TODAY.

I THINK THEY'RE DOING A TREMENDOUS NUMBER OF THINGS.
I ALSO KNOW THAT THE FACULTY COUNCIL CHAIR, JOANNE ADDISON, HAS WORKED HARD AT SOME DIFFERENT THINGS AND THEY HAVE BEEN A BIG HELP IN TERMS OF THE UNIVERSITY OF COLORADO.
ONE OF THE THINGS THAT I WOULD ASK HER TO DO AT ONE OF OUR NEXT MEETINGS, WHENEVER THAT MIGHT BE, IS TO TALK ABOUT SHARED GOVERNANCE AND WHAT SHE FEELS THE STRENGTHS AND THE WEAKNESSES OF SHARED GOVERNANCE ARE AND HAVE BEEN IN THE PAST.
BUT CERTAINLY IN THE LAST YEAR, I THINK THAT WOULD BE INFORMATIVE FOR THE BOARD TO HEAR THAT. AND ALSO, I KNOW THAT THEY'RE GETTING READY TO DO ELECTIONS FOR THEIR FACULTY SENATE AND IT'LL BE INTERESTING TO SEE HOW THOSE ARE GOING TO GO AND AND WHO MAY LEAD THE FACULTY COUNCIL NEXT YEAR.

WE COVERED THE VARIOUS TIPS AND COMPLAINTS WE GET THROUGH THE HOTLINE AND HOW THOSE ARE RESPONDED TO BY THE AUDITORS OR OTHER APPROPRIATE FOLKS.
WE COVERED THE PROCESS FOR SELECTING A NEW UNIVERSITY AUDITOR EVERY 10 YEARS.
UNDER LAW, WE HAVE TO SELECT A NEW AUDIT FIRM TO DO THE UNIVERSITY'S FINANCES, AND THAT NEW FIRM WILL BE SELECTED BY AND IN PLACE BY THE SUMMER.

SO THAT PRECIPITATED A SPECIAL MEETING ON THE 24TH.
THE COMMITTEE MEMBERS THAT WERE PRESENT AT THE MARCH 9TH MEETING WERE MYSELF AND THE COMMITTEE VICE CHAIR REGENT GRIEGO AND REGENT GANAHL AND REGENT JACK KROLL.
AND THEN WE WERE ALSO JOINED AT THAT MEETING BY MARK KENNEDY AND SEVERAL OF THE UNIVERSITY STAFF MEMBERS.
THE MARCH 24TH MEETING WAS CONDUCTED REMOTELY.
SO AT THE MARCH 9TH MEETING, IT BEGAN WITH PRESIDENT KENNEDY AND DEAN [INAUDIBLE] PRESENTED AN UPDATE ON THE STRATEGIC PLAN.
AND AS THE IT STUDY BY DELOITTE CONCLUDED, THE TAC ENABLEMENT GROUP WILL BE ABLE TO MOVE FORWARD. ALL THE WORKING GROUPS ARE WORKING REALLY HARD TO REFINE METRICS AND DEVELOP ACTION STEPS AND THE STRATEGIC PLAN.
LEADERS WANT TO MEET WITH THE REGENTS TO DISCUSS A STRATEGIC PLAN AND GET FEEDBACK BEFORE THE RETREAT. AND THE GOAL IS TO BUILD TO PRESENT THIS STRATEGIC PLAN AT THE RETREAT.
AND THAT WAS DISCUSSED ON MARCH 9TH.
ALL THOSE THINGS HAVE CHANGED SINCE THEN, BUT THAT WAS THE CONVERSATION THEN AND.

THERE'S PROBABLY TWO OF THE POLICIES THAT ARE MORE SIGNIFICANT THAN SOME OF THE OTHER ONES, WHICH DAN CORRECTLY CHARACTERIZED AS CLEANUP.
THERE WERE TWO POLICIES THAT I BROUGHT FORWARD BEFORE THE GOVERNANCE COMMITTEE'S CONSIDERATION, BUT THAT THOSE HAD BEEN CHANGES THAT PRESIDENT KENNY HAD PREVIOUSLY DISCUSSED WITH YOU. THE FIRST ONE OF THOSE DEALS WITH HOW THE COMMITTEES SET THEIR AGENDAS AND TRADITIONALLY THE CHAIR OF THE COMMITTEE HAS HAD THE ABILITY TO SET THE AGENDA FOR A COMMITTEE IN ORDER TO BE ABLE TO PROMOTE THE BIPARTISAN SPIRIT IN WHICH THE BOARD HAS BEEN WORKING.
THERE IS A PROPOSED NEW POLICY WHICH WOULD BE WITHIN REGENT POLICY 2C IT IS SECTION 2 C, SUBSECTION 1 G, WHICH WOULD ADD A PROVISION THAT SAID THAT THE CHAIR AND THE VICE CHAIR OF THE COMMITTEE SHALL CONSULT WITH THE ADMINISTRATION AND BE RESPONSIBLE FOR APPROVING THE AGENDA FOR EACH COMMITTEE MEETING.
IN THE EVENT THAT THE CHAIR AND VICE CHAIR OF THE COMMITTEE WOULD DISAGREE ABOUT WHETHER SOMETHING SHOULD BE EITHER AN ACTION ITEM OR A DISCUSSION ITEM FOR A COMMITTEE MEETING, THAT IF THEY WERE UNABLE TO RESOLVE THEIR OWN DISAGREEMENT, THAT THEY WOULD ELEVATE THAT TO THE CHAIR OF THE BOARD, AND THAT THE CHAIR OF THE BOARD WOULD HAVE THE ABILITY TO RESOLVE THE DISAGREEMENT AND SET THE FINAL MEETING AGENDA.
I WOULD IMAGINE THAT THAT WOULD BE SOMETHING THAT WOULD RARELY BE NECESSARY, BUT THAT THE INTENT OF THIS PARTICULAR PROVISION IS TO MAKE SURE THAT THE CHAIR AND THE VICE CHAIR, WHICH UNDER REGENT LAW AND POLICY NEED TO BE MEMBERS OF OPPOSITE POLITICAL PARTIES, ARE WORKING TO SET THE COMMITTEE'S AGENDA IN COORDINATION WITH THE ADMINISTRATION.

CURRENTLY, THE BOARD USES ROBERT'S RULES OF ORDER IN ORDER TO BE THE DEFAULT MEETING FOR A PROCEDURE AT THE MEETINGS.
IF THE LAWS OF THE REGENTS DON'T OTHERWISE SPECIFY.

AND WHEN THEY PRESENTED THEM RECENTLY, WE ALSO UPDATED OUR CU BUDGET FORECAST, OUR REVENUE FORECAST RECENTLY THAT INDICATED THAT STATE REVENUES ARE PROBABLY CLOSE TO $2 BILLION SHORT OF FUNDING THE GOVERNOR'S ENTIRE BUDGET REQUEST.
AND SO DEFINITELY SOME CHALLENGES ON THE HORIZON.
AND THANKFULLY, THE FEDERAL THE FEDERAL RELIEF FUNDS MIGHT GO A LONG WAY TOWARD ADDRESSING THAT SHORTFALL.
THE KEY QUESTION, OF COURSE, IS HOW LONG IS IT GOING TO LAST? AND THAT'S JUST SOMETHING THAT NOBODY KNOWS THE ANSWER TO.
IT WILL IMPACT STATE REVENUES AND IMPACT OUR ENROLLMENTS.
IT'LL IMPACT EVERY EVERYTHING ABOUT WHAT WE'RE DEALING WITH.
AND IT'S JUST SOMETHING THAT WE DON'T KNOW THE ANSWER TO.
THE STATE BUDGET WILL WOULD HAVE USUALLY BEEN PASSED BY NOW, BUT IT HAS NOW BEEN DELAYED BY THE STATE. THE POLICYMAKERS ARE ARE REALLY COMMITTED TO TRYING TO WRITE A BUDGET ACCORDING TO THE MOST TO THE BEST AVAILABLE INFORMATION.

I'M SURE THEY'RE NOTICING QUITE A BIT AND THEY DOWNGRADED HIGHER EDUCATION, THE HIGHER EDUCATION OUTLOOK FOR THE ENTIRE NATION TO NEGATIVE FROM STABLE AND THANKS TO DAN WILL SEND FOR GIVING US THAT INFORMATION.
THE NEXT STEPS IN THE STATE BUDGET BALANCING PROCESS ARE, AS I MENTIONED, TRYING TO DO THERE FIRST. THEY'RE GOING TO NEED TO KNOW EXACTLY HOW MUCH THE STATE BUDGET SHORTFALL IS AND TO KNOW THAT I'M SURE IT'S SOMETIME IN THE NOT TOO DISTANT FUTURE.
THE STATE'S ECONOMISTS ARE GOING TO BE UPDATING THEIR BUDGET FORECASTS AND THAT WILL INFORM THE STATE OF THE JOINT BUDGET COMMITTEE ABOUT HOW HOW BIG OF A SHORTFALL THEY NEED TO DEAL WITH IN THE STATE BUDGET.
TONY IS GOING TO TALK TO US A LITTLE BIT IN A FEW MINUTES ABOUT THE FEDERAL RELIEF FUNDS AND WHAT WE KNOW AND WHAT WE DON'T KNOW ABOUT THEM AND THE DEGREE TO WHICH THEY MIGHT BE ABLE TO HELP US IN TERMS OF BALANCING THE STATE BUDGET AND PROVIDING RELIEF TO SEE YOU IN HIGHER EDUCATION IN GENERAL IN COLORADO.
THE JOINT BUDGET COMMITTEE AND THE GOVERNOR'S BUDGET OFFICE ARE WORKING RIGHT NOW TO DEVELOP BUDGET BALANCING OPTIONS THAT WILL INCLUDE BUDGET CUTS, EXPENDITURE REDUCTIONS, SMALLER INCREASES IN ANTICIPATED FOR SOME THINGS, BUT ALSO POSSIBLY REVENUE INCREASES.
WE'VE BEEN THROUGH THIS BEFORE IN COLORADO DURING THE GREAT RECESSION.
WE SAW THAT THE BUDGET BALANCING ACTIONS WERE A MIX OF A VARIETY OF THINGS.
BUT ONE OF THE SINGLE MOST IMPORTANT THINGS INVOLVED IN BALANCING THE BUDGET BACK THEN WAS THE FEDERAL RELIEF FUND SAYS.
THAT'LL BE THE CASE AGAIN NOW THAT THE DEADLINE FOR BALANCING THE BUDGET IS UNCLEAR.
BUT THE NEXT FISCAL YEAR BEGINS ON JULY 1.
AND SO MIGHT GET SO FROM FROM WHAT TANYA AND I HAVE BEEN HEARING, IT'S LIKELY THEY WILL BE WAITING AS LONG AS POSSIBLE, BUT ALSO TRYING TO BE SENSITIVE ON THE NEED FOR PUBLIC

AND IF THERE IS A NEED FOR ADDITIONAL BUDGET CUTS, STATE LAW REQUIRES THE GOVERNOR TO KEEP THE BUDGET BALANCED.
SO THE WE JUST HEARD WORD THAT THE SUPREME COURT ALLOW WHAT IS GOING TO ALLOW THE LEGISLATURE TO MEET ON NONCONSECUTIVE DAYS.
RIGHT. WE DON'T REALLY KNOW WHEN THEY MIGHT BE ABLE TO RECONVENE.
NO. CAN YOU GIVE US CAN YOU MAYBE GIVE US YOUR BEST ASSESSMENT ON WHAT'S THE LATEST THEY COULD PROBABLY PASS A BUDGET? WELL, THE BUDGET WOULD NEED TO BE IN PLACE PRIOR TO JUNE 30TH.

THEY ARE ALSO WAITING WITH THE HOPES AS WE GET TO OUR NEXT SLIDE THAT THEY ARE ABLE TO ENCAPSULATE AND INCORPORATE ALL OF THE ADDITIONAL FEDERAL STIMULUS MONEYS.
AND WE'RE HEARING PRESIDENT KENNEDY, I ACTUALLY, WHEN WE SPOKE WITH SENATOR GARDNER, HEARD THAT THERE IS GOING TO BE A STIMULUS PACKAGE FOR.
AND SO I DO BELIEVE THE JOINT BUDGET COMMITTEE LEADERSHIP WILL WANT TO INCORPORATE AS MUCH AS OF THOSE DOLLARS IN BOTH STIMULUS PACKAGE 3 AND 4 INTO THEIR FINAL BUDGET BALANCING, WHICH WOULD ALLOW THEM TO DO LESS CUTS.

THE WAY THE FEDERAL STIMULUS PACKAGE WAS WRITTEN, NO STATE SHOULD RECEIVE BELOW 1.4 BILLION FOR SOME OF THOSE STATES THAT HAVE SMALLER POPULATIONS.
BUT OUR FUNDING WILL BE DIVIDED.
SO ABOUT ONE POINT MILLION, ONE POINT ONE WILL GO TO THE LOCAL ENTITIES, CITIES AND COUNTIES TO BE USED FOR COVERED 19 AND THEN ABOUT 1.2 WILL BE ALLOCATED TO THE STATE.

SO ASIDE FROM THE MORE FLEXIBLE FUNDING GOING DIRECTLY TO THE STATES, WE HAVE SPECIFIC FUNDING GOING TO BOTH K-12 AND HIGHER EDUCATION FUNDS.
THE HIGHER ED PIECE OF THIRTEEN POINT NINE FIVE BILLION MUST BE SPLIT.
50 PERCENT NEEDS TO GO DIRECTLY TO THE STUDENTS AND THEN THE OTHER 50 PERCENT WILL GO TO THE INSTITUTIONS AS WAS BROUGHT UP EARLIER.
WE'RE GETTING CLARIFICATION AS TO HOW THAT WILL BE DISSEMINATED.

AND WORKING FOR THOSE I THINK WILL BE ABLE TO RECEIVE SOME OF THOSE FUNDS.

AND YOU CAN LOOK AT THE COST OF HOUSING AND DINING, PRO-RATED REIMBURSEMENTS AND CREDITS AND THE COSTS OF THE STUDENT IN HOURLY EMPLOYEES.
AND IT'S ABOUT A FORTY FOUR MILLION COST DOLLAR SYSTEM WIDE.
IT'S IMPORTANT TO NOTE HERE THAT THESE COSTS DON'T INCLUDE ADDITIONAL COSTS THAT ARE BEING ABSORBED BY OUR AREA CAMPUSES, THAT THE APEC GROUP IN DENVER AND AND CHANCELLOR HORRELL SHARED WITH US THAT THEY'RE ANTICIPATING AN IMPACT OF AT LEAST SIX MILLION DOLLARS. OF COURSE, THERE ARE ZEROS RIGHT.
THE JOINT BUDGET COMMITTEE STAFF ASKED US TO CONSIDER THREE DIFFERENT SCENARIOS ZERO, MINUS 10 TO MINUS 20.
AND YOU CAN SEE WHAT THE DOLLAR IMPACTS WOULD BE BY EACH FOR EACH CAMPUS IF STATE FUNDING WERE CUT BY THOSE PERCENTAGES.
NOW, WE'RE IT'S A PARTICULARLY YOU KNOW, THIS IS A VERY CHALLENGING TIME BECAUSE NOT ONLY DO WE HAVE SOME UNEXPECTED EXPENSES THAT I LISTED ON THE PRIOR SLIDE, BUT WE ALSO HAVE THE RISK OF ENROLLMENT BEING LOWER THAN WE HAD ANTICIPATED, WHICH MAKES THIS AN UNUSUAL SESSION. USUALLY WHEN WHEN THE ECONOMY IS IN A SLUMP, HIGHER ED ENROLLMENTS GO UP.
BUT WE'RE WE'RE CONCERNED THAT THAT MIGHT NOT BE THE CASE, AT LEAST IN THE NEAR FUTURE.
AND SO WE'RE DEFINITELY TRYING TO, YOU KNOW, ENCOURAGE POLICYMAKERS TO OR JUST SHARE THIS INFORMATION WITH THEM SO THAT HOPEFULLY THEY'LL HAVE MERCY AND AND NOT NOT CUT US AS MUCH OR FOR POSSIBLY NOT CUT US BECAUSE WE'RE HAVING TO DEAL WITH DECLINING ENROLLMENT, BUT POTENTIALLY DECLINING ENROLLMENTS AND UNEXPECTED EXPENSES THAT OBVIOUSLY WE'RE NOT ALONE IN COLORADO DEALING WITH THOSE CHALLENGES.
WHEN YOU LOOK AT ENROLLMENTS AT ALL OF OUR CAMPUSES, THIS IS HOW MUCH IT WOULD COST EACH CAMPUS IF THERE WAS A 1 PERCENT DECLINE IN ENROLLMENT IN EACH OF THESE CATEGORIES.
AND, JUST SO THIS CHART MAKES SENSE TO YOU.
THE NONRESIDENT UNDERGRADUATE ENROLLMENT RIGHT HERE IS THE SUM OF BOTH DOMESTIC AND INTERNATIONAL. SO THESE TWO NUMBERS ADDED TOGETHER EQUAL THIS NUMBER.
AND THE SAME THING, NONRESIDENT GRADUATE.
THESE TWO NUMBERS ADDED TOGETHER EQUAL THIS NUMBER, BUT THIS GIVES YOU AN IDEA OF WHAT 1 PERCENT ENROLLMENT DECLINE WOULD HAVE, WHAT THE IMPACT WOULD BE ON EACH OF OUR CAMPUSES.

YOU'VE SEEN THIS LIKE THIS BEFORE WHEN WE TALKED ABOUT THE POTENTIAL IMPACT OF BUDGET SHORTFALLS AT THE UNIVERSITY OF COLORADO.
BUT EACH OF THE CAMPUSES, WAS IT, YOU KNOW, PUT TOGETHER A LIST OF THE KINDS OF THINGS THAT YOU'D HAVE TO CONSIDER.
IF BUDGET CUTS, YOU KNOW, DEPENDING UPON THE DEGREE TO WHICH BUDGET BUDGETS ARE IMPACTED, AND SO WE HAVE A SLIDE IN HERE FOR EACH OF THE CAMPUSES THAT THERE IS A CONSISTENT THEME.

THERE COULD BE ACTIONS DEPENDING ON THE DEPTH OF CUTS THAT COULD IMPACT OUR WORKFORCES, EITHER IN TERMS OF COMPENSATION OR ACTUAL OR ACTUAL LAYOFFS OR FURLOUGHS, DEPENDING UPON THE SEVERITY OF THE PROBLEM.
AND THERE IS ALSO THE POSSIBILITY THAT SOME PROGRAMS WOULD BE IMPACTED, PROGRAMS COULD BE ELIMINATED OR CONSOLIDATED.

AND I KNOW THIS IS HAPPENING AT ALL THE OTHER CAMPUSES AS WELL.
OUR TEAMS HAVE JUST BEEN DOUBLING DOWN TO REALLY LOOK AT ALL OF THIS.
AND THANKFULLY, WE WERE POISED TO DO THAT BECAUSE OF THE REMARKABLE WORK THAT WAS HAPPENING BEFORE AS WE WERE REALLY TAKING A LOOK AT AT OUR ONGOING BUDGET ISSUES.
AND WE HAD IMPLEMENTED AN INCENTIVE BASED BUDGET MODEL.
AND THAT'S GOING TO SERVE US EVEN BETTER IN THE FUTURE THAN WE MIGHT HAVE ANTICIPATED.

WE'VE BEEN OFFERING ONLINE DEGREES SINCE NINETEEN NINETY SIX, SO YOU'LL SEE US PROMOTING IT QUITE A BIT IN TERMS OF THE STRENGTH WE HAVE IN OFFERING THIS ONLINE DEGREES AND HOW WE CONTINUE TO PROVIDE QUALITY EDUCATION THROUGH THAT OUR FACULTY WHO TEACH ON CAMPUS WHILE ALSO TEACHING ONLINE.
SO WE WILL TRY TO STRESS A LOT ON THAT MARKETING SIDE OF THE ISSUE.

THE BIGGEST HIT WE'RE GETTING RIGHT NOW, THE BIGGEST PROBLEM I THINK WE'RE GETTING OTHER THAN ONE THAT TODD MENTIONED IS IS ON THE CLINICAL SIDE OF THE HOUSE WHERE WE'RE WE'RE JUST BEING CRUSHED BY THE DECISION TO STOP ELECTIVE SURGERIES, BASICALLY ELECTIVE ACTIVITY. WE'RE GOING TO COME BACK TO A NEW NORMAL AND WE'RE GONNA COME BACK AND I THINK WE WILL LEARN AND WE'LL BE WE'LL BE BETTER FOR IT.

SO IT'S KIND OF LOOKING AT THE SAME THING THROUGH TWO DIFFERENT LENSES.
SO BY NOT RESTORING THE ENROLLMENT CONTINGENCY AT CU DENVER AND SPENDING DOWN A LITTLE BIT. AND THEN THE OTHER QUESTION I HAD WAS THERE'S THE TANYA HAD MENTIONED THE FIFTY TO FIFTY IN FIVE THOUSAND TWO HUNDRED FIFTY DOLLARS THAT EMPLOYERS CAN BE EXEMPTED FROM THEIR FEDERAL TAX OBLIGATIONS, PAYROLL TAX OBLIGATIONS.
IF WE OFFER A STUDENT LOAN FORGIVENESS, THAT'S SOMETHING MAYBE WE COULD HAVE YOUR SHOT.
I DON'T KNOW IF IT IS ONLY FOR PEOPLE WHO ARE ALREADY OFFERING THAT BENEFIT.

AND I MEAN, I DON'T KNOW IF IF I CAN PUT YOU ON THE SPOT TO MAYBE TALK ABOUT THAT FOR JUST A SECOND.
I WOULD JUST ENCOURAGE PEOPLE TO READ IT BECAUSE IT'S IMPORTANT FOR US TO LOOK BEYOND OUR OWN BOUNDARIES AND SEE WHAT OTHER UNIVERSITIES ARE DOING AND OTHER STATES ARE DOING REGARDING TESTING AND OTHER THINGS.
IT'S A TIME FOR US TO BE VERY INNOVATIVE.
WHAT WHAT THE UNIVERSITY OF CALIFORNIA SYSTEM IS DOING IS THAT THEY ARE AND WE TALKED ABOUT IT THIS MORNING, IS THERE BYPASSING TESTS IN ORDER TO GET INTO A UNIVERSITY.
AND THEY'RE ALSO TAKING GRADES SINCE MOST OF THE SCHOOLS ARE NOT IN SESSION THIS YEAR.
THEY'RE TAKING GRADES FROM HOMESCHOOLING AND FROM OTHER THINGS WHERE THEY DIDN'T IN THE PAST IN ORDER TO WORK WITH STUDENTS AND TO BE ABLE TO ENROLL THEM.
AND SO THEY THEY'VE ALREADY STARTED TO DO SOME OF THAT.
AND WHAT THEY'RE LOOKING AT AS WELL AS IS ENROLLMENT.
I THINK IT'LL BE INTERESTING TO SEE WHAT KINDS OF OF FLEXIBILITY KINDS OF THINGS THAT YOU WILL APPROACH THIS BOARD WITH AS WELL IN ORDER TO MAKE SURE THAT IT'S NOT BUSINESS AS USUAL. SORRY, GO AHEAD, DOROTHY.

AND OF COURSE, AS AS YOU KNOW AND AS HAS BEEN REPORTED, THOSE TESTS WILL NOT BE OFFERED THIS SPRING. AND SO WORKING WITH CDHE, THE HIGHER ED INSTITUTIONS ARE TRYING TO GET THE GOVERNOR TO PROVIDE A WAIVER FOR THAT STATUTE SO THAT THEN WE CAN ADDRESS THESE ISSUES.

VICE PRESIDENT LIGHTNER THAT OUR REGENT POLICIES SAY THAT THE ADMISSION CRITERIA AND ADMISSION STANDARDS RESTS WITH OUR FACULTY.
SO WE'RE A LITTLE BIT DIFFERENT THAN THE UC SYSTEM IN THAT THE UC SYSTEM KIND OF DICTATES ADMISSION CRITERIA FROM THE BOARD LEVEL, WHEREAS WE HAVE DELEGATED THAT MOSTLY TO OUR FACULTY. SO PERHAPS THAT'S SOMETHING THAT THE FACULTY CAN TAKE A LOOK AT AS WELL.
DURING THE INTERVENING MONTHS BETWEEN WHEN WE ENROLL OUR FALL CLASS AND WHEN WE NEED TO START RECRUITING FOR 2021 AND BEYOND.
ABSOLUTELY. AND JUST TO ADD COMPLEXITY TO THE CONVERSATION, AND YOU'RE EXACTLY RIGHT.
INTERNATIONAL BACCALAUREATE STUDENTS ARE NOT ABLE TO TAKE THEIR EXAMS THIS PARTICULAR YEAR. AND THE I.B.
PROGRAMS ARE STILL GOING TO GRANT DIPLOMAS BASED ON COURSEWORK IN GRADES.
HOWEVER, CCHE REGULATIONS AND STATUTORY REQUIREMENTS SAY THAT IF THEY'VE GOT A DIPLOMA, WE HAVE TO GIVE THEM 24 HOURS OF CREDIT.
WHICH IS WONDERFUL. BUT THEN THE CREDIT THAT THEY GET IS BASED ON THE EXAM SCORES, BECAUSE THE EXAM SCORES ARE WHAT DROVE.
SO AS YOU CAN SEE, WE'VE GOT A CHICKEN AND EGG THING GOING ON WITH INTERNATIONAL BACCALAUREATE THAT WE'RE WORKING ON RIGHT NOW WITH THE STATE AS WELL.
GREAT. MR. CHAIR I WANT TO COMPLIMENT THE GOVERNOR'S OFFICE HAS BEEN REALLY WORKING CLOSELY WITH US, NOT JUST ON THIS ISSUE.
YOU MAY HAVE SEEN THAT THEY WAIVED THEIR PERFORMANCE REQUIREMENTS FOR THE TEACHERS AND K-12. THEY ALSO RE WAIVED ALL OF THE TESTING REQUIREMENTS FOR THE STUDENTS ON C MASS.
AND SO I DO REALLY WANT TO THANK THEM BECAUSE I THINK EVENTUALLY WE'RE GONNA GET WHAT WE NEED TO GET TO MAKE SURE THAT OUR STUDENTS GET WHAT THEY NEED TO BE SUCCESSFUL.
