THEY MAKE A FEW COMMENTS? YES, PLEASE.

WELL, THANK YOU, REGENT MONTEIRO AND THANK YOU, BOARD OF REGENTS, FOR BESTOWING THE CHANCELLOR EMERITUS HONOR ON ME.

AND THIS HONOR MEANS A LOT.

IT'S HUMBLING.

AND AS YOU HONOR ME SO, I'M GRATEFUL TO EACH AND EVERY ONE OF YOU FOR SUPPORTING ME DURING MY TENURE AS CHANCELLOR.

I FELT LIKE I MADE MORE FRIENDSHIPS WITH YOU ALL DURING THAT PROCESS AS WELL.

AND IT HAS BEEN MY DISTINCT PLEASURE AND PRIVILEGE TO SERVE AS THE CHANCELLOR OF THE UNIVERSITY OF COLORADO, COLORADO SPRINGS.

I'VE BEEN WORKING AT UCCS FOR OVER 32 YEARS AND PRETTY MUCH GAVE MY ENTIRE WORK LIFE TO THIS AMAZING UNIVERSITY.

AND THROUGHOUT MY CAREER, MY FAMILY STOOD BY ME, SUPPORTING ME AND CHEERING ME ON EVERY STEP OF THE WAY IN EVERY ROLE I HELD AT THE UNIVERSITY.

SO, I WANT TO START THANKING MY MOTHER, WHO HAS A MAJOR PRESENCE IN MY LIFE.

ALWAYS SHARE WITH PEOPLE.

I WOULDN'T BE HERE WITHOUT HER SUPPORT AND BLESSING.

MY BETTER HALF LATER AND OUR CHILDREN, DAVID AND KAREN HAVE BEEN A CONSTANT SOURCE OF SUPPORT AND INSPIRATION FOR ME THROUGHOUT MY ADMINISTRATIVE CAREER.

I'M ALSO GRATEFUL TO HAVE MY SISTER ANUJA, WHO IS VISITING FROM INDIA, MY MOTHER-IN-LAW, SULOCHANA, AND MY OTHER SON, MY SON IN LAW PARTH, HERE WITH ME TODAY, WHO ALSO HAVE BEEN MY CHEERLEADERS THROUGHOUT.

THANK YOU ALL SO VERY MUCH.

I COULDN'T HAVE DONE WHAT I DID WITHOUT ALL OF THEIR SUPPORT.

I WANT TO THANK ALL OF THE CU SYSTEM PRESIDENTS AND VICE PRESIDENTS WHO SUPPORTED ME OVER THE LAST SEVERAL YEARS.

I'M GRATEFUL TO PHIL, DON, DOROTHY AND MICHELLE FOR THEIR FRIENDSHIP AND SUPPORT.

WE WENT THROUGH A LOT OF GOOD TIMES AND NOT SO GOOD TIMES, BUT WE STAYED TOGETHER.

I WANT TO FINALLY EXPRESS MY GRATITUDE TO ALL THE FACULTY, STAFF, STUDENTS AND ADMINISTRATORS AT UCCS, WHOM I HAD THE HONOR TO SERVE AS WELL AS THE MANY WONDERFUL LEADERS, ALUMNI AND THE COMMUNITY OF COLORADO SPRINGS.

I'M PROUD OF THE ACCOMPLISHMENTS WE HAVE MADE OVER THE LAST SEVERAL YEARS, ESPECIALLY AS SOME OF THOSE WERE MENTIONED LEADING THE CAMPUS THROUGH THE COVID YEARS.

I KNOW THERE IS A LOT MORE GOOD TO COME AND I KNOW THE AMAZING FACULTY AND STAFF WILL HELP MAKE THAT HAPPEN.

I KNOW HOW HARD JENNIFER IS WORKING TO ENSURE THAT UC'S SUCCESS CONTINUES, SO I WISH YOU THE VERY BEST, JENNIFER, AS YOU LEAD ON.

[00:10:08]

AS I WAS SHARING WITH SOMEONE, I DID MY PHD TO BECOME A FACULTY MEMBER, AND SOMEWHERE ALONG THE WAY I LOST MY WAY AND BECAME A DEAN FOR ABOUT 12.5 YEARS AND THEN CHANCELLOR FOR OVER SIX YEARS.

SO NOW I'M FINDING MY WAY BACK.

SO NEXT YEAR, FALL, I'LL COME BACK TO THE CLASSROOM.

I'M STILL A TEACHER AT HEART.

SO AGAIN, ONCE AGAIN, THANK YOU FOR THIS HONOR.

I SURE WILL CHERISH IT.

THANK YOU SO MUCH.

THANK YOU. IS THERE A MOTION TO APPROVE THE RESOLUTION? MOVED. SECOND.

GREAT. IT IS MOVED BY REGENT SPIEGEL AND SECONDED BY REGENT MONTERO TO APPROVE THE RESOLUTION.

IS THERE ANY DISCUSSION? SOMETIMES. VENKAT I JUST WANT TO TELL YOU HOW MUCH I APPRECIATE THE LEADERSHIP THAT YOU PROVIDED FOR SOUTHERN COLORADO AND UNIVERSITY OF COLORADO AT COLORADO SPRINGS.

YOU BROUGHT ME IN AS A ROOKIE.

YOU TAUGHT ME A LOT ABOUT WHAT IT'S LIKE TO BE AN EDUCATION, AND I'LL NEVER FORGET THAT.

I HOPE THAT OUR FRIENDSHIP CONTINUES.

AND IF THERE'S ANYTHING I CAN DO TO HELP SUPPORT YOU ALONG THE WAY, DON'T HESITATE TO CALL ME.

GREAT, VENKAT. I JUST WANTED TO THANK YOU SO MUCH.

AND AS I HEAR YOU TALKING ABOUT THAT FULL CIRCLE MOMENT, YOU KNOW, WE HEARD IN THE RESOLUTION ALL THE AMAZING WORK YOU'VE DONE, PARTNERING WITH THE UNIVERSITY OF COLORADO AT COLORADO SPRINGS AND THE COLORADO SPRINGS COMMUNITY AND SOUTHERN COLORADO.

AND I THINK AT THE HEART OF THAT IS YOUR HEART FOR STUDENT EXPERIENCE AND WHAT AN EDUCATION CAN PROVIDE FOR OUR STUDENTS.

AND SO GRATEFUL FOR THAT.

I THINK THE LIVES THAT YOU'VE INSPIRED AND CHANGED THROUGH YOUR VISION OF WHAT AN EDUCATION CAN DO IS WONDERFUL AND SO GRATEFUL TO CALL YOU A FRIEND AND LOOK FORWARD TO CONTINUING TO SEE YOU AND LATA AND YOUR FAMILY.

AND THANK YOU SO MUCH FOR ALL YOU'VE DONE TO INSPIRE SO MANY STUDENTS AND TO CONTINUE TO DO SO.

THANK YOU. VENKAT I HAVE.

AM I ON HERE? YEAH.

VENKAT, I'VE APPRECIATED SEEING YOU BEFORE.

YOU WERE THE CHANCELLOR AND SUPPORTING YOU DURING THE YEARS THAT YOU WERE A CHANCELLOR.

A LOT HAPPENED FOR THE MOUNTAIN LIONS AND FOR THE STUDENTS AND FOR THE CITY OF COLORADO SPRINGS WHILE YOU WERE THERE.

SO THANK YOU FOR THAT.

NOW THAT YOU'RE NOT CHANCELLOR, I WILL EXPECT THAT MOTORCYCLE TRIP TO GRAND JUNCTION.

THERE'S ROOM THERE FOR THAT.

AND, YOU KNOW, THE OTHER THING THAT WE DIDN'T DO WAS WE DIDN'T GET TO A BASEBALL GAME.

BUT KEEP THAT HAT FOR ME.

AND WHEN YOU EITHER THIS YEAR OR THIS SPRING OR NEXT YEAR WHEN YOU'RE BACK AS A TEACHER, WE'LL DO THAT ALSO.

THANKS FOR ALL YOUR HARD WORK.

YOU'VE MADE A BIG DIFFERENCE.

THANK YOU. REGENT GALLEGOS CHANCELLOR MARKS VENKAT, YOU WERE THE VERY FIRST PERSON THAT I MET AT THE UNIVERSITY OF COLORADO BECAUSE YOU CHAIRED MY SEARCH COMMITTEE IN THE WINTER OF 2020, AND IT WAS PRETTY COVID, OR AT LEAST WHEN WE WERE ELBOW BUMPING AND, AND YOU WELCOMED ME.

AND I FEEL LIKE YOU'VE WELCOMED ME OVER THE LAST THREE PLUS YEARS TOGETHER AS A FRIEND, AS A COLLEAGUE, AS SOMEBODY TO CALL WHEN WE JUST WANTED TO TALK THINGS THROUGH. SO EVEN THOUGH OUR TIME TOGETHER AS CO CHANCELLORS IS COMING TO AN END, OUR FRIENDSHIP WILL NOT.

THANK YOU FOR EVERYTHING THAT YOU'VE GIVEN TO ME AS A COLLEAGUE AND A FRIEND.

THANK YOU, MICHEL.

ANYONE ELSE? YES, CHANCELLOR.

WE'VE WORKED TOGETHER NOW FOR A NUMBER OF YEARS.

AND YOU'VE BEEN A GREAT PARTNER.

YOU KNOW, COMING UP WITH A JOINT PROGRAM FOR PTA HAS BEEN A WONDERFUL THING, I THINK, FOR THE STATE AND FOR THE REGION.

AND YOU'VE BEEN A FRIEND.

YOU HAVE TO PROMISE ME THAT IF I COME AND JOIN YOU FOR COLORADO AT COLORADO SPRINGS, WE DON'T HAVE TO GO BACK TO THE, WHAT WAS THE NAME OF IT? THE RESTAURANT, THE CASBAH CAFE OR THE SERVICE.

THAT'S REFERRING TO A RATHER INFAMOUS DINNER THAT THERE ARE STORIES ABOUND.

BUT ANYWAY, YOU'VE BEEN A GREAT FRIEND AND I WISH YOU NOTHING BUT THE BEST.

AND IF THERE'S ANYTHING WE CAN EVER DO AT SHOOTS, DON'T HESITATE TO ASK.

THANK YOU, DON. GREAT.

CHANCELLOR SOBHANI FIRST AND THEN YOU.

THANK YOU.

I JUST WANT TO SAY TO YOU, VENKAT, THANK YOU SO MUCH FOR YOUR FRIENDSHIP OVER THE PAST SIX YEARS WHEN WE'VE WORKED TOGETHER THROUGH COVID, THROUGH ONLINE, THROUGH BUDGET MODELS, THROUGH ALL SORTS OF THINGS BETWEEN CU, DENVER AND UCS.

AND THEN I JUST WANT TO SAY THANK YOU FOR THE SUPPORT AND THE ADVICE AND LETTING ME STAND ON THE SHOULDERS OF A GIANT.

[00:15:06]

YOU ARE TRULY INCREDIBLE.

AND WE HEARD THAT IN THE RESOLUTION THAT WAS JUST READ ABOUT YOUR ACCOMPLISHMENTS IN THE SIX YEARS THAT YOU WERE CHANCELLOR AND OF COURSE THE YEARS PRIOR AND YOUR OTHER ROLES. AND I JUST WANT TO SAY THANK YOU FOR THE FRIENDSHIP AND THE PARTNERSHIP AND WISHING YOU THE VERY BEST.

THANK YOU, JENNIFER AND VENKAT, I WANT TO BEGIN BY THANKING YOU FOR YOUR LEADERSHIP DURING ONE OF THE MOST DIFFICULT TIMES WE ALL FACED GOING THROUGH COVID AND HOW YOU APPROACHED COVID WITH YOUR FACULTY AND YOUR STUDENTS AND YOUR STAFF.

AND THAT TOOK REAL LEADERSHIP AND COURAGE.

AND I APPLAUD YOU FOR THAT.

I ALSO THANK YOU FOR YOUR FRIENDSHIP AND LOOK FORWARD TO CONTINUING YOUR FRIENDSHIP.

WHEN I'M IN COLORADO SPRINGS, DON, I'M GOING TO GO TO THAT RESTAURANT BECAUSE IT'LL ONLY BE THE TWO OF US, YOU KNOW? BUT THANK YOU SO MUCH.

THANK YOU. GREAT.

I'D JUST LIKE TO SAY I'M THANKFUL EVERYBODY SPOKE BEFORE ME SO I CAN BE COMPOSED.

MAY JUST.

THANK YOU. THANK YOU.

IT'S THE EARLIEST I'VE EVER CRIED IN A MEETING.

SO THANK YOU SO MUCH.

ON BEHALF OF BRUCE, WHO WOULD LOVE TO THANK YOU IN PERSON AND MARK WHO WOULD LOVE TO AS WELL AND AND MYSELF.

AND SO, WE'RE INCREDIBLY GRATEFUL FOR YOUR FOR YOUR FOR YOUR SERVICE.

AND THOSE 32 YEARS ARE GOING TO CONTINUE.

AND AND I THINK I'M NOT SURE IF LEONARD HAS BEEN HERE THAT LONG.

BUT NO, I THINK YOU HAVE THE RECORD IN THE ROOM, ACTUALLY.

AND SO WHAT WHAT WHAT HAS NEVER VEERED OVER THOSE YEARS IS YOUR INCREDIBLE COMMITMENT TO UX AND TO THE AND ESPECIALLY TO THE STUDENTS OF UX.

I MEAN IT WHEN WHEN PEOPLE LISTEN TO YOU TALK, IT ALWAYS COMES THROUGH YOUR YOUR DEEP APPRECIATION AND COMMITMENT TO THE STUDENTS AND TO THE FACULTY AND THE STAFF AND ALSO TO THE COMMUNITY.

I OFTEN WILL TALK ABOUT WHEN I'M IN COLORADO SPRINGS, I'LL TALK ABOUT HOW THERE'S THIS SPECIAL RELATIONSHIP BETWEEN UX AND THE COMMUNITY THAT THAT IT'S MORE OF A KIND OF A FAMILY AND YOU'RE PART OF WHAT MADE THAT MADE THAT POSSIBLE AND CONTINUE TO ELEVATE THAT RELATIONSHIP OVER TIME.

AND SO I'M INCREDIBLY GRATEFUL FOR FOR TO YOU FOR THAT DEEP, DEEP COMMITMENT AND YOUR ONGOING DEDICATION AND LOVE AFFAIR WITH WITH THE UNIVERSITY OF COLORADO, COLORADO SPRINGS.

SO THANK YOU FOR FOR YOUR FOR YOUR SERVICE.

AND AND WE LOOK FORWARD TO TO SEEING TO TO TO SEEING WHAT THAT NEXT STEP LOOKS LIKE IN THE CLASSROOM AND AND AND THE LUCKY STUDENTS WHO GET TO LEARN FROM YOU.

SO THANK YOU. THANK YOU, TODD.

THANK YOU. SO THE QUESTION BEFORE US IS APPROVAL OF THE RESOLUTION OF APPRECIATION FOR CHANCELLOR EMERITUS VENKAT REDDY.

ALL IN FAVOR, PLEASE SAY AYE.

AYE. ANY OPPOSED? THE MOTION PASSES.

CONGRATULATIONS. THANK YOU.

THANK YOU ONCE AGAIN. APPRECIATE IT.

GREAT. THE NEXT ORDER OF BUSINESS IS THE CHAIR'S REPORT.

GOOD PICTURE.

YEAH. ELIZABETH, COULD WE DO A QUICK PICTURE? GREAT.

[00:22:23]

MIC].

WELL, GO AHEAD AND RESUME.

SO NEXT UP IS THE CHAIR'S REPORT.

[E. 1:45 p.m. CHAIR AND PRESIDENT REPORTS]

NOT AS EXCITING AS APPRECIATING VENKAT, BUT NONETHELESS.

SO, AFTER A PRODUCTIVE RETREAT IN JULY, IT'S BEEN REALLY GOOD TO GATHER AGAIN AS A BOARD, PARTICULARLY AT THE BEGINNING OF A NEW YEAR, AND IT'S THE FIRST BOARD MEETING THAT I'M SERVING AS CHAIR. I FEEL REALLY HONORED, ESPECIALLY AS A CU DENVER FACULTY MEMBER.

I'M ESPECIALLY PLEASED TO BE HERE ON THE DENVER CAMPUS THANKS TO CHANCELLOR MARK AND HER ENTIRE TEAM WHO MADE THIS WORK AS WELL AS THE OTHER PEOPLE IN THE SYSTEM.

I KNOW IT WAS A LARGE TEAM, SO THANK YOU.

I WANT TO WELCOME ALL OF OUR NEW STUDENTS, FACULTY AND STAFF SYSTEMWIDE TO SEE YOU, AS WELL AS WELCOME BACK ALL OF OUR RETURNING CU COMMUNITY MEMBERS.

[00:25:08]

WITH TENS OF THOUSANDS OF PEOPLE CONVERGING IN OUR FOUR CAMPUSES, THE FALL SEMESTER IS OFF TO A GREAT START AFTER A TERRIFIC AND BUSY SUMMER AT CU.

SO WHAT HAVE THE REGENTS BEEN DOING THIS SUMMER? A LOT. THE REGENTS KICKED OFF OUR SUMMER OUTREACH TOUR IN MAY WITH A VISIT TO COLORADO'S EASTERN PLAINS.

I JOINED REGENTS MCNULTY SPIEGEL VAN DRILL ON A THREE DAY TRIP THAT INCLUDED STOPS IN BURLINGTON, KIT CARSON, HUGO AND LYMAN.

AND WE MANAGED TO MISS SOME HAIL, WHICH WAS PRETTY NICE, BARELY THANKS TO THE CAMPUS LEADERS AND FACULTY WHO JOINED US ON THIS PRODUCTIVE TRIP IN JUNE.

IN JUNE, I JOINED REGENTS MONTEIRO, GALLEGOS AND OTHER LEADERS, FACULTY AND STUDENTS ON A TOUR OF COMMUNITIES IN SOUTHERN COLORADO THAT INCLUDED VISITS TO PUEBLO, PUEBLO, WEST CANYON CITY, FLORENCE WALSENBURG, LA VETA AND TRINIDAD.

AND JUST LAST WEEK I JOINED PRESIDENT SOLOMON REGENT CHAVEZ, MONTARA SMITH, CHANCELLOR MARKS, CHANCELLOR DISTEFANO AND OTHERS AS WE VISITED SEVERAL COMMUNITIES IN SUMMIT LAKE AND EAGLE COUNTIES.

ON ALL OF THESE OUTREACH TRIPS, WE MET WITH COMMUNITY LEADERS, PUBLIC SCHOOL ADMINISTRATORS, ELECTED OFFICIALS, HEALTH CARE PROVIDERS, BUSINESS LEADERS AND STUDENTS AND FAMILY. THESE TRIPS ARE INCREDIBLY VALUABLE OPPORTUNITIES FOR US TO CONNECT WITH COMMUNITIES ACROSS THE STATE, TO STRENGTHEN EXISTING RELATIONSHIPS AND TO BUILD NEW CONNECTIONS. OUR OUTREACH WORK ALLOWS US TO ENGAGE DIRECTLY WITH COLORADANS AND LEARN HOW WE CAN BETTER SERVE THEIR NEEDS WHILE ALSO EDUCATING THEM ABOUT CU, WHAT WE OFFER AND THE INCREDIBLE THINGS HAPPENING ON ALL OF OUR CAMPUSES.

I WANT TO GIVE A SHOUT OUT TO TONY SALAZAR CUZ VICE PRESIDENT FOR OUTREACH AND ENGAGEMENT AND HIS TEAM FOR PUTTING TOGETHER WONDERFUL TRIPS PACKED WITH PRODUCTIVE AGENDAS.

ALL OF YOU DO AN OUTSTANDING JOB ORGANIZING OUTREACH EFFORTS AND I REALLY APPRECIATE IT.

AND THERE ARE A LOT OF FUN TOO.

SPEAKING OF TONY, HE WAS SELECTED TO RECEIVE ONE OF THE LATINO LEADERSHIP INSTITUTE'S AWARDS FOR 2023.

AN ALUMNUS OF THE LATINO LEADERSHIP INSTITUTE, TONY WILL RECEIVE THE INSTITUTE'S INFLUENCE AWARD IN RECOGNITION OF HIS LEADERSHIP AND EFFORTS TO DRIVE POSITIVE CHANGE IN THE LATINO COMMUNITY ACROSS COLORADO.

TONY WILL BE HONORED AT AN AWARDS GALA ON SEPTEMBER 14TH AT EMPOWER FIELD AND WILL ALSO BE FEATURED ON DENVER SEVEN THROUGHOUT HISPANIC HERITAGE MONTH, WHICH BEGINS SEPTEMBER 15TH. CONGRATULATIONS, TONY.

BUT THE CONGRATULATIONS DON'T END THERE.

SEVERAL OTHER ARE IN ORDER.

REGENT JAMES WAS NAMED ONE OF COLORADO'S TOP 25 MOST POWERFUL WOMEN IN BUSINESS BY THE COLORADO WOMEN'S CHAMBER OF COMMERCE.

WHERE IS SHE? SHE'S BEING POWERFUL.

YEAH. ALL RIGHT.

NO, WAIT. START OVER. START OVER.

ALL RIGHT. SEE, I WAS WORRIED ABOUT TONY MAKING A RUN FOR IT, AND IT WAS WANDA I NEEDED TO KEEP AN EYE ON.

GREAT. SO, ADDITIONAL CONGRATULATIONS.

IN ORDER. REGENT JAMES WAS NAMED ONE OF COLORADO'S TOP 25 MOST POWERFUL WOMEN IN BUSINESS BY THE COLORADO WOMEN'S CHAMBER OF COMMERCE.

THIS WELL-DESERVED HONOR CELEBRATES REGENT JAMES LEADERSHIP, SUCCESS, VISION AND MANY CONTRIBUTIONS TO THE COMMUNITY AND THE STATE, INCLUDING PAVING THE WAY FOR OTHER WOMEN LEADERS. CONGRATULATIONS, WANDA.

IF YOU CAN STEP FORWARD.

OH, SURE, YOU COULD DO IT, TOO.

THOSE ARE BEAUTIFUL. SO NICE.

SO GOOD. WE APPRECIATE YOU AND ALL YOU DO.

THANK YOU. THANK YOU. CONGRATULATIONS.

THANK YOU. THAT'S SO GOOD.

LAST MONTH. ALSO, REGENT MONTERREY CO-HOSTED A SUCCESSFUL EVENT IN COLORADO SPRINGS WITH REGENT EMERITUS KYLE HYBL AND THE EL POMAR FOUNDATION SHOWCASING CU CENTER FOR COMBAT MEDICINE AND BATTLEFIELD RESEARCH AND ITS WORK TO SAVE AND IMPROVE LIVES ON THE BATTLEFIELD AND AT HOME.

THE EVENT DREW MANY COMMUNITY MEMBERS IN ADDITION TO LEADERS IN BUSINESS AND THE BROADER COMMUNITY.

IT WAS A GREAT OPPORTUNITY TO RAISE AWARENESS ABOUT THIS IMPORTANT CENTER HOUSED ON OUR CU ANSCHUTZ MEDICAL CAMPUS.

THANK YOU, REGENT.

AND FINALLY, I WANT TO CONGRATULATE REGENT VAN DRIEL AND HIS WIFE ON THE BIRTH OF THEIR BEAUTIFUL, HEALTHY LOOK AT ME AGAIN.

BEAUTIFUL, HEALTHY BABY BOY.

MIGUEL. EDWARD.

LUIS VENDRELL.

CONGRATULATIONS. THIS SUMMER ALSO MARKED THE ANNOUNCEMENT THAT CU WOULD BE MOVING FROM THE PAC 12 CONFERENCE TO THE BIG 12 IN 2024.

THE MOVE COMES AFTER A UNANIMOUS VOTE BY THE REGENTS.

WE'RE EXCITED ABOUT WHAT THE FUTURE HOLDS FOR BOULDER ATHLETICS.

[00:30:03]

AND IF YOU DIDN'T KNOW THE BUFFS UPSET TCU IN TEXAS ON SEPTEMBER 3RD AND WHAT WAS THE BEST FOOTBALL GAME I'VE EVER WATCHED IN MY LIFE? CONGRATULATION BUFFS.

GO BUFFS. GO BUFFS.

AND WHILE WE'RE ON THE SUBJECT OF ATHLETICS, I WANT TO WISH ALL OF OUR CU BUFF AND UC'S MOUNTAIN LIONS STUDENT ATHLETES INCREDIBLE SEASONS.

IN ADDITION, A BIG SHOUT OUT TO THE CLUB SPORTS STUDENTS ON ALL OF OUR CAMPUSES.

YOUR ENGAGEMENT PROVIDES A MEANINGFUL IMPACT TO OUR STUDENT BODY AND CAMPUS IN TERMS OF UPCOMING EVENTS.

I WANTED TO NOTE SOME THINGS THAT YOU COULD ATTEND.

BUFFS FOOTBALL PLAYS NEBRASKA THIS WEEKEND.

YOU CAN GO IF YOU CAN GET A TICKET.

BUFF WOMEN'S SOCCER PLAY NEW MEXICO TONIGHT.

BUFFS WOMEN. VOLLEYBALL PLAYS KANSAS TOMORROW IN THE WICHITA STATE INVITATIONAL AT UCCS.

MOUNTAIN LIONS WOMEN'S VOLLEYBALL IS PLAYING WESTERN OREGON RIGHT ABOUT NOW IN THE MOUNTAIN LION CLASSIC, ALSO AT UCCS.

WOMEN'S SOCCER IS PLAYING IN WESTERN OREGON TONIGHT.

AND UCCS MEN'S SOCCER IS PLAYING SAINT EDWARD'S LATER THIS AFTERNOON.

I HOPE YOU GUYS CAN ATTEND SOME OF THESE EVENTS AND SUPPORT OUR STUDENTS.

BEFORE I TURN THINGS OVER TO PRESIDENT SOLOMON FOR HIS REPORT, I WANT TO THANK MY COLLEAGUES ON THE BOARD FOR THEIR SERVANTS SERVICE ON OUR GOVERNANCE, FINANCE, UNIVERSITY AFFAIRS AND AUDIT COMMITTEES.

THE WORK THAT HAPPENS IN THESE COMMITTEES ENSURES THAT WE'RE OPERATING AT THE HIGHEST LEVELS OF EFFICIENCY, EFFECTIVENESS AND TRANSPARENCY AS A GOVERNING BOARD.

THANKS TO YOU ALL.

THANKS, PRESIDENT SOLOMON.

THANK YOU VERY MUCH.

SO MUCH GOING ON.

SO MANY THINGS TO CELEBRATE.

AND SO I ADD MY MY CONGRATULATIONS TO REGENT VAN DRIEL AND YOUR FAMILY.

SO CONGRATULATIONS TO YOU AND TO REGENT JAMES.

CONGRATULATIONS TO YOU ON YOUR HONOR AND YOUR BEAUTIFUL FLOWERS.

YES. AND TO TONY, WHO DIDN'T GET FLOWERS.

I NOTICED. BUT BEAUTIFUL POCKET SQUARE THERE, MAN.

AND CONGRATULATIONS TO YOU AS WELL.

THIS IS THIS THIS IS TRULY A SPECIAL TIME.

AND I FORGOT TO PRESS PRINT ON MY COMPUTER THIS MORNING.

SO, I'M LOOKING AT MY SCREEN HERE A LITTLE BIT.

BUT AND IT'S BEEN A REALLY AWESOME SUMMER AS RENNISON DISCUSSED, WE'VE HAD THREE GREAT OUTREACH TRIPS AND I'M SO THRILLED THAT THAT WE'RE CONTINUING OUR SUMMERTIME TRADITION OF GOING OUT AND CONNECTING WITH DIFFERENT PARTS OF COLORADO.

THE LAST TRIP TO THE MOUNTAIN COMMUNITIES WAS IT JUST ENDED, AND WE WERE TALKING ABOUT IT.

WE ALL KEEP ON TALKING ABOUT IT BECAUSE IT WAS SUCH A GREAT TRIP.

AND SO, THANKS TO TONY AND ESPECIALLY TO CHRISTIAN REESE, WHO DID ALL THE PLANNING FOR THAT TRIP AND WHO REALLY PUT TOGETHER A GREAT, GREAT TIME FOR ALL OF US.

AND IT WAS A WONDERFUL EXAMPLE OF HOW OUR OUTREACH CAN ENGAGE SO MANY PIECES OF THE CAMPUS OF THE CU COMMUNITY TO REALLY ADD VALUE TO THE WORK WE DO.

AND SPECIAL THANKS TO REGENT, TO CHANCELLOR MARKS AND CHANCELLOR DISTEFANO FOR PARTICIPATING ON THE TRIP.

WE ALSO AND THESE AND OUR OUTREACH WORK OF COURSE CONTINUES THROUGHOUT THE YEAR AND THEY'RE JUST NOT MULTI-DAY TRIPS, BUT EVERY DAY WE'RE WORKING TO MAKE SURE THAT WE'RE MAINTAINING AND BUILDING CONNECTIONS WITH THE PEOPLE OF COLORADO SO THAT WE CAN DELIVER ON OUR GOALS, WHICH IS TO REFLECT THE DIVERSITY OF COLORADO AND TO REALLY CONNECT WITH THE PEOPLE OF COLORADO AND LISTEN TO WHAT THEY WANT FROM US AND ALSO SHARE WITH THEM WHAT WE CAN PROVIDE FOR THEM AND TO SHOW THE PEOPLE OF COLORADO THAT THERE IS A PLACE FOR THEM HERE AT THE UNIVERSITY OF COLORADO.

WE, LOTS OF THINGS GOING ON.

SO, YOU ALL MIGHT HAVE SEEN OR MAYBE YOU WILL SEE THAT THERE'S A GREAT ARTICLE IN CU CONNECTIONS TODAY ABOUT THE RECENT SUPREME COURT DECISION AND THE IMPACT WE THINK IT WILL AND WON'T HAVE ON THE UNIVERSITY OF COLORADO.

SO PLEASE TAKE A LOOK AT THAT.

I THINK THAT THAT THERE THERE'S A PERCEPTION OUT THERE OF WHAT THE IMPACT OF THAT SUPREME COURT DECISION WILL BE ON THE UNIVERSITY OF COLORADO.

AND THE ACTUAL IMPACT IS QUITE DIFFERENT.

AND SO PLEASE TAKE A LOOK.

WE ARE INCREDIBLY COMMITTED TO OUR WORK TO REFLECT THE DIVERSITY OF COLORADO AND TO CREATE CAMPUS COMMUNITIES WHERE EVERYBODY FEELS LIKE THEY BELONG.

AND OUR COMMITMENT WILL NOT WANE.

AND OUR AND OUR AND THE PROGRAMS THAT WE'VE PUT IN PLACE AND WILL CONTINUE TO PUT IN PLACE TO SUPPORT THAT WORK ARE THRIVING.

AND AND WE WILL THEY WILL CONTINUE TO THRIVE.

THAT'S SOMETHING THAT THE BOARD IS COMMITTED TO, SOMETHING I'M COMMITTED TO AND SOMETHING THE CHANCELLORS ARE COMMITTED TO AS WELL.

SO, PLEASE TAKE A LOOK AT THAT.

AND PLEASE SPREAD THE WORD THAT THAT THAT WE ARE WE ARE DOING EVERYTHING THAT WE CAN TO TO MAKE PROGRESS IN THAT SPACE.

A COUPLE OTHER THINGS I JUST WANTED TO ANOTHER CELEBRATION IS SPACE COMMAND.

[00:35:05]

I LOVE THAT SPACE COMMAND IS STAYING IN COLORADO AND IT IS THE ULTIMATE EXAMPLE OF WHAT BIPARTISANSHIP CAN PRODUCE.

SO, OUR ENTIRE CONGRESSIONAL DELEGATION, WHILE THEY DON'T AGREE ON MUCH, THEY ALL AGREED ON THIS.

AND WE HAD UNANIMOUS SUPPORT FROM THEM AND FROM BUSINESS COMMUNITY AND CAMPUSES AROUND THE STATE.

AND REGARDING SPACE COMMAND.

AND I AM THRILLED THAT SPACE COMMAND WILL BE STAYING RIGHT HERE IN COLORADO AND RIGHT THERE IN COLORADO SPRINGS.

SO, CONGRATULATIONS TO ALL OF US BECAUSE WE'RE AWESOME.

AND WE GOT THAT DONE. THANK GOODNESS.

ANOTHER THING I JUST WANTED TO MENTION THAT IS ALSO SOMETHING THAT YOU'LL BE HEARING MORE ABOUT IS A RENEWED PARTNERSHIP WITH THE DANIELS FOUNDATION. AND WE RECENTLY ENTERED INTO AN MOU WITH DANIELS TO BRING CLARITY AS TO HOW OUR RELATIONSHIP IS GOING TO WORK IN THE FUTURE SO THAT WE CAN GUARANTEE THAT THE STUDENTS WHO RECEIVED DANIELS SCHOLARSHIPS ALL GET THEIR ENTIRE COST OF ATTENDANCE COVERED ON ALL OF OUR CAMPUSES.

AND SO THANKS TO THE CAMPUSES, TO THE CHANCELLORS, TO THEIR TEAMS, AND TO CHAD MARTORANO, WHO WORKED WITH DANIELS TO HELP MAKE THAT THAT POSSIBLE.

AND ESPECIALLY THANK YOU TO DANIELS, BECAUSE THEY'RE THE ONES WHO ARE MAKING THIS A PRIORITY.

SO THANK YOU SO MUCH TO THEM.

ONE THING AND I WON'T TALK ABOUT IT TOO MUCH, BUT BECAUSE I SUSPECT CHANCELLOR ELLIMAN WILL MENTION IT DURING HIS REMARKS.

BUT THE ANSCHUTZ ACCELERATION INITIATIVE IS GOING REALLY WELL.

AND AND I THINK THAT YOU YOU HAD ABOUT 3 OR 4 TIMES MORE APPLICANTS THAN YOU EXPECTED AND THAT THE EXTRAORDINARY CREATIVITY AND BIG THINKING THAT'S COMING OUT.

SHE'S CAMPUS NEVER CEASES TO AMAZE ME.

SO THANK YOU TO THE CHANCELLOR FOR YOUR LEADERSHIP THERE, AND I WISH YOU GOOD LUCK IN CHOOSING WHICH ONES TO FUND, BECAUSE IT'S GOING TO BE A HARD CHOICE.

WE HEARD A LITTLE BIT ABOUT ABOUT CU BOULDER ATHLETICS.

YOU KNOW, PEOPLE ARE TALKING A LITTLE BIT ABOUT FOOTBALL THESE DAYS.

AND SO, WE'RE ALL LOOKING FORWARD TO SATURDAY.

AND SO, CONGRATULATIONS TO PHIL AND TO THE ENTIRE CU BOULDER COMMUNITY AND OUR STUDENT ATHLETES ESPECIALLY AND OUR AND OUR WONDERFUL COACH.

BUT SO, I'M SO GRATEFUL THAT REGENT RENNISON MENTIONED THE OUTSTANDING PERFORMANCE IN SO MANY OF OUR SPORTS AND THE OTHER THE OTHER GAME, THE OTHER SPORTS DON'T GET QUITE AS MUCH OF ATTENTION, BUT THOSE ATHLETES WORK JUST AS HARD AND THEY ARE FUN AND EXCITING TO WATCH.

AND SO PLEASE, I ENCOURAGE YOU ALL TO GO AND WATCH A VOLLEYBALL GAME OR TWO BECAUSE THOSE ARE ACTION PACKED FUN THINGS TO WATCH AND AND SOCCER AS WELL AND SO MANY OTHER SPORTS ON BOTH CAMPUSES.

AND SO WITH THAT, I THINK I AM GOING TO KICK IT OVER TO THE CHANCELLORS AND ASK THEM TO GIVE BRIEF UPDATES FROM THEIR FOR THEIR CAMPUSES.

AND SINCE WE'RE IN MICHELLE'S HOUSE, WE WILL HAND IT OVER TO YOU FIRST.

THANK YOU. WELL, WELCOME, REGENTS, TO BACK TO DENVER.

WE'RE DELIGHTED TO HAVE YOU HERE.

AND THANKS TO BOTH THE SYSTEM AND THE CU DENVER TEAM FOR ALL OF THE OPERATIONAL SUPPORT THAT MAKES THESE MEETINGS HAPPEN.

IF YOU WERE HERE ON LAWRENCE STREET, WHERE WE SIT TODAY, TWO WEEKS AGO, YOU WOULD HAVE SEEN INCREDIBLE ENERGY.

EVERY YEAR WE DO SOMETHING CALLED BLOCK PARTY, WHICH BRINGS OUT OUR STUDENTS AND OUR STAFF AND OUR FACULTY AND OUR HULK AND OUR COMMUNITY TOGETHER TO TO CELEBRATE AND INTRODUCE OUR STUDENTS TO ALL OF THE THINGS THAT WE HAVE TO OFFER.

AND IT WAS INCREDIBLE THE ENERGY THIS YEAR.

I THINK A FEW OF US WERE TALKING ABOUT THAT EARLIER.

IT JUST FEELS DIFFERENT.

PEOPLE ARE ON CAMPUS AND PEOPLE ARE EXCITED TO BE BACK AND THEY'RE EXCITED TO BE CONNECTING.

ON MOVE IN DAY, WHICH WAS THREE PLUS WEEKS AGO FOR US.

WE WELCOMED HUNDREDS OF NEW STUDENTS INTO CITY HEIGHTS.

IT WAS JUST SO EXCITING TO MEET STUDENTS FROM ALL OVER THE COUNTRY AND REALLY ALL OVER THE WORLD WHO ARE WHO ARE MOVING IN TO START COLLEGE FOR THE FIRST TIME.

WE ALSO HAD NEW FACULTY ORIENTATION AND WE WELCOMED 40 NEW TENURE TRACK AND ERC FACULTY AND MORE THAN 150 LECTURERS TO CU DENVER.

AND WE'VE HAD A NUMBER OF DIFFERENT EVENTS TO RECOGNIZE AND MEET THEM.

I THINK WE ALSO HAD NEW STUDENT CONVOCATION, WHICH IS SOMETHING WE DO EVERY YEAR WHERE WE BRING ALL OF OUR 3000 PLUS FIRST YEAR STUDENTS TOGETHER.

AND I SPOKE IN AT PROVOST NAKAYAMA SPOKE AND OUR SENIOR VICE CHANCELLOR, SNOWDEN SPOKE.

AND SINCE THE POET LAUREATE OF COLORADO WAS ON THE FRONT PAGE OF THE DENVER POST TODAY, I'LL ALSO SAY THAT WE HAD OUR CU DENVER, OUR ALUM ASIA FOX, WHO IS THE POET

[00:40:04]

LAUREATE OF AURORA, COME BACK ON CAMPUS.

SHE WAS AN ENGLISH MAJOR HERE AND SPEAK TO OUR NEW STUDENTS.

AND THIS HAS JUST BECOME A TRADITION OF OURS TO BRING SUCCESSFUL ALUM IN THE COMMUNITY BACK AND SPEAK TO OUR FIRST-YEAR STUDENTS.

THE LAST THING I'LL JUST SAY IS WE SEE YOU, DENVER GOT NOTICE AT THE END OF LAST SEMESTER THAT WE ARE THE FIRST CAMPUS IN THE ENTIRE MULTI STATE ROCKY MOUNTAIN REGION TO ACHIEVE SOMETHING CALLED AN APEC, WHICH IS ASIAN AMERICAN PACIFIC AND NATIVE AMERICAN PACIFIC ISLANDER DESIGNATION STATUS FROM THE DEPARTMENT OF EDUCATION.

AND THAT ALSO COMES ALONG WITH A NEARLY $2 MILLION GRANT FROM THE DEPARTMENT OF EDUCATION TO HELP US PROVIDE MORE STUDENT SERVICES AND SUPPORT.

WE'RE EXCITED ABOUT THIS.

AND NOT ONLY DOES THIS MAKE US AND BY THE WAY, THIS IS CU, DENVER AND ANSCHUTZ TOGETHER, IT NOT ONLY MAKES US ELIGIBLE FOR GRANTS THAT ARE ONLY AVAILABLE FOR THOSE WHO HAVE THIS DESIGNATION, BUT MOST IMPORTANTLY, IT WILL HELP US CREATE MORE PROGRAMING TO SUPPORT OUR STUDENTS BETTER.

AND WE'RE HAVING A CELEBRATION WHICH YOU'RE ALL INVITED TO ON OCTOBER 10TH IN THE MORNING, I THINK, OVER AT LOWELL AND ROB SALAZAR WELLNESS CENTER TO APPRECIATE THE DESIGNATION. SO THANK YOU.

THANK YOU VERY MUCH. AND CHANCELLOR ELLIMAN.

THANK YOU, MR. PRESIDENT. YOU KNOW, OUR STUDENTS START BACK IN JULY.

WE WE ARE A 12 MONTH DEAL.

SO BUT IT IS GREAT TO HAVE THE CAMPUS BACK AND FULLY ROLLING.

AND AS MICHELLE SAID, AND I KNOW OTHERS WILL, THE ENERGY LEVEL IS REALLY COMING BACK.

WE'RE WE'RE STILL, I THINK, STRUGGLING TO GET THE SPIRIT BACK TO THE PRE-COVID LEVELS.

BUT WE'RE GETTING CLOSER AND I FEEL VERY GOOD ABOUT THAT.

SINCE THE LAST REGENT MEETING, WE'VE CLOSED OUR BOOKS AND WE HAD A PRETTY GOOD YEAR LAST YEAR.

WE TICKED OVER 700,000,000IN NEW RESEARCH AWARDS, WHICH WAS A NEW NUMBER FOR US.

AND IF YOU ACTUALLY THAT DOESN'T INCLUDE GIFTS.

IF YOU INCLUDE GIFTS.

WE'RE A LITTLE OVER 800 MILLION.

AND SO THAT'S THE RESEARCH ENTERPRISE, WHICH IS REALLY CRITICAL.

AS TODD POINTED OUT TO OUR ENTIRE OUR SORT OF ECOSYSTEM IS DOING VERY WELL AND WE'RE GRATEFUL FOR THAT.

TODD MENTIONED THE.

AND SHOOTS ACCELERATION AND INITIATIVE OR I THAT WAS WHICH WE TALKED ABOUT EARLIER THAT WAS A $50 MILLION GIFT.

AND THE INTENTION WAS TO GO OUT TO THE FACULTY OF ALL THE SCHOOLS ON CAMPUS FOR IDEAS THAT COULD COULD ACTUALLY BE TRANSLATIONAL IN THE EYE, IN THE CLINIC OR AFFECTING CARE WITHIN 3 TO 5 YEARS WE THOUGHT WE WOULD GET.

AND THE IDEA WAS THAT WE WERE GOING TO PICK SOMEWHERE BETWEEN 3 AND 7 TO SUPPORT WITH, YOU KNOW, 5 TO 10,000,000 MILLION GRANTS EACH. WE THOUGHT WE'D GET 30 APPLICATIONS AND WE GOT 170.

SO WE'RE WE'RE NOW WE'VE CALLED THAT DOWN TO 70.

BUT SOME OF US HAVE THE DUBIOUS PLEASURE OF ON OCTOBER 14TH, THE TEN PAGE PROPOSALS ARE DUE, WHICH IF I DO THE MATH, MEANS I'VE GOT 800 PAGES OF READING TO DO BETWEEN THEN AND THE AND EARLY NOVEMBER TO BE ONE OF THE PEOPLE WHO WILL BE PICKING THE THE NEXT COUPLE LEVEL.

WE'RE GOING TO THEN GET IT DOWN TO 30 OR 35 AND BRING IN AN OUTSIDE GROUP TO TO VET THEM.

BUT IT'S PRODUCED AN ENORMOUS AMOUNT OF ENERGY ON THE CAMPUS.

IT'S BEEN A LOT OF FUN TO BE A PART OF, AND IT'S MADE A FEW PEOPLE KIND OF UNHAPPY.

BUT THAT'S JUST LIFE.

IT'S REALLY IT'S BEEN A GREAT THING TO DO.

WE HAVE A NEW DEAN OF THE COLORADO SCHOOL OF PUBLIC HEALTH, AND THE LAST THING I WOULD MENTION IS, AGAIN, RELATIVE TO LAST YEAR, WE HAD ANOTHER RECORD YEAR IN PHILANTHROPY.

WE TACKED UP OR TIPPED A LITTLE OVER $245 MILLION IN IN PHILANTHROPY, WHICH FOR US IS AN ENORMOUSLY IMPORTANT ACCELERANT FOR THE CAMPUS.

SO IT'S BEEN A GOOD YEAR.

AND I THINK WE'RE WE'RE CONTINUING THAT MOMENTUM.

I FEEL PRETTY GOOD ABOUT WHERE WE ARE.

THANK YOU. THANK YOU, CHANCELLOR DISTEFANO.

AND THANK YOU, PRESIDENT SULLIVAN.

ONCE A YEAR.

SO I'M GOING TO DEVIATE FROM ENROLLMENT AND SO ON.

ONCE A YEAR WE'RE ASKED TO TALK TO THE BOARD, THE BOULDER CAMPUSES ABOUT KIND OF THE LANDSCAPE OF THE NCAA.

AND IN ADDITION, THERE WAS A QUESTION FROM A BOARD MEMBER ABOUT THE KNIGHT COMMISSION AND HOW THAT FITS.

AND SO, I'LL BRIEFLY TALK ABOUT THOSE TWO AND IF THERE ARE ANY QUESTIONS, I'M HAPPY TO ANSWER THEM.

SO, THE MAJOR COMMITTEE RIGHT NOW AT THE NCAA IS THE TRANSFORMATION COMMITTEE, AND THE TRANSFORMATION COMMITTEE IS LOOKING AT THREE MAJOR AREAS ELEVATING FOR SUPPORT, ELEVATING SUPPORT FOR STUDENT ATHLETES, MENTAL, PHYSICAL AND ACADEMIC WELL-BEING, ENHANCING THE DIVISION ONE CHAMPIONSHIP

[00:45:07]

EXPERIENCE FOR STUDENT ATHLETES, AND BUILDING A FASTER, FAIRER AND MORE EQUITABLE DIVISION ONE AND FOR THE AREAS OF MENTAL AND PHYSICAL HEALTH.

CU BOULDER DOES AN INCREDIBLE JOB IN THE SUPPORT OF OUR STUDENT ATHLETES, AND FOR MANY OF THE CHANGES THAT HAVE BEEN ENACTED BY THE TRANSFORMATION COMMITTEE SO FAR OR THAT WILL COME IN THE FUTURE, WE'RE ALREADY DOING ALL THIS, AND WE CAN DO MORE FOR OUR STUDENTS AND HAVE ONLY TO MAKE SIMPLE, SIMPLE SHIFTS, SHIFTS AND PROCESSES.

ALSO, THERE'S A GOAL OF ABOUT MEMBERSHIP EXPECTATION FOR EDUCATION AND PROGRAMING IN SPECIFIC AREAS.

SO, FOR EXAMPLE, CU IS ALREADY AHEAD OF OUR PEERS IN THE AREAS OF MENTAL HEALTH, STRENGTH AND CONDITIONING, NUTRITION, NAME, IMAGE AND LIKENESS, FINANCIAL LITERACY TRANSFER REQUIREMENTS, CAREER PREPARATION, DIVERSITY, EQUITY AND INCLUSION AND BELONGING AND SEXUAL VIOLENCE PREVENTION.

SO, WE FEEL VERY CONFIDENT THAT WE ARE IN LINE WITH THE RECOMMENDATIONS COMING OUT OF THE TRANSFORMATION COMMITTEE.

NOW, ONE OF THE ONE OF THE AREAS, A DIFFERENT ORGANIZATION.

SO, YOU HAVE TO REALIZE THE KNIGHT COMMISSION IS DIFFERENT FROM THE NCAA AND THEIR RECOMMENDATIONS THAT CAME OUT JUST A FEW A FEW WEEKS AGO IS ALLOWING COLLEGE ATHLETES TO EARN COMPENSATION FROM THIRD PARTIES FOR THE USE OF THEIR NAME, IMAGE AND LIKENESS.

AND WE DO THAT.

THAT'S SOMETHING THAT'S DONE WITH THE NCAA CHANGING THE NCAA'S REVENUE DISTRIBUTION SYSTEM.

ONE OF THE THINGS THAT YOU SHOULD KNOW ABOUT THE NCAA, THEIR ONLY SOURCE OF REVENUE AND IT'S A LOT IT'S $1 BILLION, BUT THEIR ONLY SOURCE OF REVENUE COMES FROM MARCH MADNESS FROM BASKETBALL.

THAT'S THEIR ONLY SOURCE OF REVENUE.

AND IT'S $1 BILLION.

SO, THERE'S THE NCAA DOESN'T USE ANY I MEAN, THEY DON'T SPONSOR BOWL GAMES.

THEY'RE NOT A PART OF THE COLLEGE FOOTBALL PLAYOFFS.

SO, WHEN THE KNIGHT COMMISSION TALKS ABOUT CHANGING THE REVENUE DISTRIBUTION, IT ALL GOES TO THE SCHOOLS AND UNIVERSITIES AND COLLEGES IN EACH OF THE DIVISIONS ONE, TWO AND THREE, AND THAT'S IT.

RECOGNIZING NCAA DIVISION ONE GOVERNANCE AND ADOPTING PERFORMANCE GOVERNANCE PRINCIPLES TO MAINTAIN COLLEGE ATHLETICS AT A PUBLIC TRUST.

AND SO, AS I MENTIONED, NIL IS ALLOWED.

IT'S, AS I MENTIONED, THE ONLY SOURCE OF REVENUE IS MARCH MADNESS, THE COLLEGE FOOTBALL PLAYOFF.

THERE IS NO REVENUE THAT COMES TO THE NCAA.

THE GOVERNANCE IS CURRENTLY UNDER REVIEW BY THE TRANSFORMATION COMMITTEE.

SO THAT IS SOMETHING THAT THE NCAA IS LOOKING AT.

AND I THINK FROM OUR STANDPOINT, WE BELIEVE COLLEGE THAT COLLEGE ATHLETICS IS AT A CROSSROADS AND WE'RE MOVING IN THE RIGHT DIRECTION.

IF WE CAN MOVE THE TRANSFORMATION COMMITTEE FORWARD, WHICH I BELIEVE WE CAN, AND HERE AT CU BOULDER, WE DO ALL THAT WE CAN IN THE BEST INTEREST OF OUR STUDENT ATHLETES WELL-BEING.

OKAY. THANK YOU VERY MUCH.

AND CHANCELLOR SOBHANI, THANK YOU.

I'VE BEEN ON THE UCS CAMPUS FOR ALMOST TWO MONTHS NOW, SO HAVE PROBABLY A SHORT REPORT TO GIVE.

BUT JUST WANT TO SAY THANK YOU BECAUSE I'VE JUST BEEN SO WELCOMED IN THIS ROLE AND I'M GRATEFUL FOR THAT FROM ALL OF YOU.

IT'S BEEN AN INCREDIBLE START TO THE SEMESTER.

THE ENERGY ON CAMPUS HAS JUST BEEN PHENOMENAL.

JUST LIKE CHANCELLOR MARKS WAS TALKING ABOUT THAT.

WE'RE BACK AND STUDENTS ARE BACK.

FACULTY AND STAFF ARE BACK.

AND EVERYONE TELLS ME IT FEELS LIKE 2019 BECAUSE OF THE ENERGY AND THE NUMBER OF PEOPLE WHO ARE ON CAMPUS.

WE ARE SEEING A SLIGHT INCREASE IN OUR ENROLLMENT, AND THAT IS BECAUSE OF THE INCREDIBLE WORK THAT OUR FACULTY, STAFF AND STUDENTS HAVE DONE OVER THIS SUMMER AND OVER THE PAST YEAR TO BRING MORE STUDENTS TO CAMPUS, WHETHER THAT'S PHONE CALLS TO FRIENDS, PHONE CALLS TO FROM OUR FACULTY TO STUDENTS OR THE REALLY DEEP, DEEP WORK THAT OUR STAFF DOES.

AND SO, I'M GRATEFUL FOR THAT.

WE ALSO HAVE KICKED OFF THIS YEAR WHAT WE CALL OUR TAP, THE TEXTBOOK AFFORDABILITY AND ACCESS PROGRAM, WHICH HAS BEEN AN INCREDIBLE SUCCESS FOR US AND MUCH BETTER, MUCH MORE ADOPTION OF THIS THAN WE HAD EXPECTED.

THIS ALLOWS OUR STUDENTS TO GET THEIR PHYSICAL AND DIGITAL COURSE MATERIALS WITHOUT HAVING TO PLACE INDIVIDUAL ORDERS OR PAY OUT OF POCKET, AND IT ALLOWS THEM TO HAVE THEIR

[00:50:05]

MATERIALS BEFORE CLASSES START.

SO, WE THINK THAT WILL HAVE A BIG IMPACT ON STUDENT SUCCESS.

WE HAD 90% OF OUR FACULTY ADOPT THE PROGRAM AND 89% OF OUR STUDENTS TO DATE HAVE USED THIS THIS PROGRAM.

WE ALSO HAVE THE MORE STUDENT ATHLETES ON CAMPUS THAN EVER BEFORE.

WE HAVE 384 STUDENT ATHLETES IN 14 SPORTS.

AND FOR THE FIRST TIME, THE MAJORITY OF THOSE ATHLETES ARE FROM OUT OF STATE AND THAT'S EXCITING FOR US TO BRING IN SO MUCH TALENT.

WE ALSO JUST A COUPLE OF OTHER UPDATES.

WE HAVE TWO GRANTS THAT WE JUST RECEIVED THAT ARE TOTALING OVER A QUARTER MILLION DOLLARS FOR OUR PARKING AND TRANSPORTATION TEAM.

WE HAVE TWO NEW ELECTRIC SHUTTLE BUSSES AND FIVE ELECTRIC VEHICLE CHARGING STATIONS.

SO, THIS COMMITMENT TO OUR GREENING OUR ENVIRONMENT IS REALLY ALIVE AND WELL ON THE UCS CAMPUS.

WE ALSO WANT TO SAY THAT PROGRESS CONTINUES ON OUR ANSHUTZ ENGINEERING CENTER, AND WE WILL BE OPEN FOR CLASSES IN THAT NEW BUILDING FOR THE SPRING SEMESTER.

AND WE WANT TO WELCOME DR.

HILARY FOUTS, WHO WILL BE JOINING US AS OUR NEW DEAN OF THE GRADUATE SCHOOL.

KELLY KLEEB CONTINUES TO STAND IN THAT ROLE FOR THE NEXT SEMESTER, AND SHE'S BEEN INCREDIBLE IN INCREASING OUR GRADUATE STUDENT ENROLLMENT OVER THIS PAST YEAR.

WE'VE HAD VISITS FROM OUR FEDERAL ELECTED OFFICIALS ALL AROUND.

I THINK PEOPLE ARE REALLY EXCITED ABOUT SPACE COMMAND PRESIDENT ELLIMAN.

SO, WE'RE GETTING A LOT OF VISITS.

SENATOR HICKENLOOPER'S CYBERSECURITY AND SMALL BUSINESS HEARING WAS HELD IN AUGUST, AND WE HAD REPRESENTATIVE DOUG LAMBORN'S, CHIEF OF STAFF, VISIT US AND OUR CYBERSECURITY PROGRAMS. FINALLY, I JUST WANT TO THANK ALL OF THE REGENTS WHO WERE IN OUR NECK OF THE WOODS FOR OUR OUTREACH SOUTHERN COLORADO OUTREACH WORK AND THE OUTREACH TOUR THAT WE WERE DOING.

PRESIDENT SOLOMON, THANK YOU.

I THINK YOU HAVE VISITED THE CAMPUS THREE TIMES IN THE PAST TWO MONTHS AND CERTAINLY REGENT MONTARA.

THANK YOU FOR THE WORK THAT YOU DO ON THE CENTER ADVISORY BOARD AND FOR BEING SUCH A SUPPORTER OF OUR CAMPUS.

CHANCELLOR ELLIMAN TO YOU AND DEAN RILEY, THANK YOU FOR THE VISIT LAST WEEK.

I FEEL LIKE THE PARTNERSHIPS THAT WE HAVE WITH CU ANSCHUTZ ARE THRIVING AND IT'S SO EXCITING TO BE A PART OF THAT.

SO, THANK YOU.

THERE'S THE UPDATE FOR UCS FOR MY TWO MONTHS HERE.

THANK YOU. NEXT ON THE AGENDA IS TO HEAR FROM OUR GOVERNANCE LEADERS.

[F. 2:25 p.m. GOVERNANCE LEADERS REPORTS]

FIRST UP IS STAFF COUNCIL CO-CHAIRS JENNY HURT AND ALAN SLINKARD.

I DON'T SEE JENNY, SO I'M GUESSING ALAN'S GOING TO DELIVER REMARKS TODAY.

WELCOME. OH.

SO, THANK YOU. PRESIDENT SOLOMON REGENT CHAIR.

RENNISON VICE CHAIR MONTEIRO THE REGENTS AND CHANCELLORS FOR THIS OPPORTUNITY TO SHARE SOME OF THE INSIGHTS WE'VE GLEANED FROM SOME OF THE STAFF SHARED GOVERNANCE GROUPS ABOUT THE STAFF ON THE INDIVIDUAL CAMPUSES.

SO, OVER THE PAST SEVERAL WEEKS, JENNY AND I HAVE BEEN MEETING WITH THE SHARED GOVERNANCE LEADERS FROM BOULDER, COLORADO SPRINGS, DENVER, THE SYSTEM'S OFFICE AND ANSCHUTZ.

AND WE'VE HAD OUR EYES OPEN TO A LOT OF THINGS THAT ARE GOING ON WITH STAFF THAT WE WOULD LIKE TO SHARE WITH YOU AS OPPOSED TO THE METHODOLOGY THAT WE USED LAST YEAR WHERE WE WERE TRYING TO BRING YOUR ATTENTION TO SOME OF THE THINGS IN A WAY THAT SOUNDED A LITTLE BIT TOO PREACHY.

JENNY AND I WANTED TO MAKE SURE THAT THIS YEAR WE ENSURE THAT WE'RE ALL ON THE SAME PAGE AND WE'RE WORKING TOGETHER.

AND SO WE'LL BE WORKING ON SOME WHITE PAPERS AND THINGS TO THAT REGARD TO BRING TO YOU SO THAT WE CAN HELP KIND OF CREATE A PLATFORM TO BUILD ON SOME OF THE THINGS THAT WE'RE GOING TO BRING TO YOUR ATTENTION.

SO, SOME OF THE THINGS THAT WE GLEANED OVER THE LAST SEVERAL WEEKS, STAFF ARE TALKING ABOUT THE IMPORTANCE OR THE VALUE OF INSTITUTIONAL KNOWLEDGE, THAT INSTITUTIONAL KNOWLEDGE, ESPECIALLY RELATED TO THE RETENTION OF HIGHLY QUALIFIED STAFF AND THE WORKLOAD MANAGEMENT PRACTICES, PROMOTION AND PROFESSIONAL DEVELOPMENT OPPORTUNITIES THAT SEEM TO BE LACKING AT A LOT OF OUR CAMPUSES.

THE IMPORTANCE OF THE VALUE OF SHARED GOVERNANCE, ENSURING PROPER AND EFFECTIVE MESSAGING AND ENACTING POLICIES AND PRACTICES IN SUPPORT OF THIS AT ALL LEVELS THROUGHOUT THE SYSTEM. FISCAL EQUALITY AND SUPPORT OF SHARED GOVERNANCE, INCLUDING STIPENDS, FUNDING AND LEAVE TIME CODES FOR THE PARTICIPATION THAT EACH AND EVERY ONE OF US PROVIDE TO OUR CAMPUSES.

COMMUNICATING ALSO WHAT WE AS SHARED GOVERNANCE GROUPS ARE ACCOMPLISHING ON BEHALF OF STAFF.

CONTINUING DISCUSSIONS ON HOW TO ALLOW FRONTLINE STAFF TO PARTICIPATE MORE FULLY IN SHARED GOVERNANCE AND HAVE THEIR VOICES HEARD MORE FULLY.

[00:55:02]

BENEFITS, ESPECIALLY CONCERNING A GREATER FLEXIBILITY IN THE SELECTION OF THEM AND MORE OPPORTUNITIES FOR CHILD AND ELDER CARE AND CERTAIN INSTANCES SURROUNDING OUR NEW PHARMACY PLAN THAT WE'VE HAD SOME FOLKS BRING TO OUR ATTENTION THAT THE FAMILY PLANNING PORTION OF THAT HAS CAUSED SOME CHALLENGES.

CONTINUING THE GOOD WORK THAT'S BEEN ACCOMPLISHED SURROUNDING HEALTH AND WELLNESS IN.

AND I WAS GOING TO KIND OF TALK ABOUT A LITTLE BIT THE EFFECTS OF THE SCOTUS RULING AND HOW THAT WE MIGHT BE ABLE TO HELP AND WORK IN SOME REGARD AS TO HOW THAT MIGHT KIND OF ATTACH SHARED GOVERNANCE IN WORKING WITH THE CAMPUSES IN RELATIONSHIP TO DIB.

BUT FELICITY SHARED THAT DOCUMENT WITH ME THIS MORNING, AND SO I'LL PASS ON THAT FOR RIGHT NOW.

ONE OF THE THINGS THAT SEEMS TO BE REALLY IMPORTANT, BOTH ON THE BOULDER CAMPUS, AT THE SYSTEMS OFFICE AND AT ANSCHUTZ IN DENVER, IS WHAT IS THE FUTURE OF A HYBRID WORKING MODEL GOING TO LOOK LIKE AS WE GO FORWARD? AND FINALLY, COMMUNITY BUILDING EVENTS THAT WE CAN WORK TOGETHER ON TO PROVIDE STAFF A DEEPER SENSE OF ENGAGEMENT, IDENTITY AND BELONGING, LIKE THE ELITCH'S EVENT THAT WE DID THIS SUMMER. THAT WAS SPECTACULAR.

SO MORE THAN ANYTHING ELSE, THIS YEAR, UCSC WANTS TO WORK ON BUILDING BRIDGES, RELATIONSHIPS AND COLLEGIALITY IN MAKING SPACE FOR STAFF TO SHARE IDEAS, CONCERNS, NEEDS AND THEIR VISION OF WHAT THEY WOULD LIKE TO SEE IN THE WAY OF CAMPUS AND SYSTEM SUPPORT, ENGAGEMENT AND FEELING HEARD AND VALUED.

WE ALL WANT SIMILAR THINGS, BUT EACH OF US HOLD DEAR TO IDEOLOGIES AND PERSPECTIVES THAT AT TIMES DIFFER.

WHAT'S REQUIRED IN TIMES LIKE THESE IS A RETURN TO A SENSE OF OPEN DIALOG SO THAT ALL VOICES ARE HEARD.

HARD CHOICES ARE DISCUSSED AND AN OPENNESS TO COMPROMISE IS EMBRACED.

JENNY AND I'S MOTTO HAS ALWAYS BEEN AND ALWAYS WILL BE TO HELP US HELP YOU.

SO, OVER THE COMING YEAR, OUR FOCUS WILL BE TO PROVIDE A PLATFORM TO STAFF FOR BRINGING THEIR IDEAS, VISION AND VOICE TO YOU SO THAT TOGETHER WE CAN WORK AS A HOLISTIC ENTERPRISE TO MAKE THE CU SYSTEM THE BENCHMARK THAT OTHERS WISH TO EMULATE.

THANK YOU FOR YOUR TIME.

THANK YOU. THANK YOU. THANKS.

UP NEXT, FACULTY COUNCIL CHAIR DR.

ALASTAIR NORCROSS.

THANK YOU.

SO I'D LIKE TO TAKE THIS TIME TO THANK PRESIDENT SOLOMON, CHAIR RENNISON, VICE CHAIR MONTEIRO, THE REGENTS AND THE CHANCELLORS FOR THE OPPORTUNITY TO SHARE WITH YOU THE CURRENT WORK OF THE SIU FACULTY COUNCIL.

BUT FIRST LET ME INTRODUCE MYSELF.

THIS IS MY FIRST REPORT AS FACULTY COUNCIL CHAIR.

I'M A PROFESSOR IN THE DEPARTMENT OF PHILOSOPHY AT CU BOULDER.

I SPECIALIZE IN ETHICS.

MY TEACHING AND RESEARCH IS FOCUSED BOTH ON ETHICAL THEORY AND ON ISSUES IN APPLIED ETHICS AND APPLIED ETHICS, IN PARTICULAR, THE TREATMENT OF NON-HUMAN ANIMALS, WHICH HAS BEEN A PARTICULAR PASSION OF MINE FOR AT LEAST 30 YEARS.

I'M ALSO A DIRECTOR OF THE CENTER FOR VALUES AND SOCIAL POLICY AT CU BOULDER.

AND FOR MY SINS ALSO THE VICE CHAIR OF THE BOULDER FACULTY ASSEMBLY.

AND I'VE JUST BEEN INVITED TO SERVE ON A TENURE REVIEW COMMITTEE BY SOMEBODY WHO CLEARLY DOESN'T KNOW HOW MUCH SERVICE I'M ALREADY DOING.

THAT WOULD BE, I THINK, THE PROVOST OR MAYBE THE DEAN OF ARTS AND SCIENCES.

I DON'T KNOW. SO FACULTY COUNCIL IS NOT AS BUSY AS YOU GUYS OVER THE SUMMER.

BUT WE WE HAVE BEEN DOING SOME THINGS.

IN PARTICULAR, A SUBCOMMITTEE OF US HAVE BEEN WORKING ON REVISING OUR CONSTITUTION AND BYLAWS, AND WE ARE GETTING FAIRLY CLOSE TO THE CONSTITUTION BYLAWS OF THE FACULTY SENATE, OF WHICH FACULTY COUNCIL IS A PART.

AND WE'RE GETTING FAIRLY CLOSE TO HAVING REVISIONS READY TO VOTE ON CONSTITUTION REVISIONS HAVE TO BE VOTED ON BY THE FULL FACULTY SENATE BYLAWS.

REVISIONS CAN BE APPROVED BY A MEETING OF THE FACULTY COUNCIL.

THE CAMPUSES HAVE HAD A LOT OF CHANGE IN LEADERSHIP, IN SHARED GOVERNANCE, AND SCHULTZ IS UNCHANGED.

ETHELYN THOMAS AND LARSEN.

WE HAVE A NEW CHAIR OF BOULDER FACULTY ASSEMBLY, SHELLY MILLER, A NEW LEADER IN COLORADO SPRINGS.

MONIKA, YOU. AND AS OF JUST TWO DAYS AGO, A NEW LEADER IN DENVER, SASHA BERGER BUSH.

SO WITH THREE OUT OF FOUR NEW ASSEMBLY LEADERS, WE'VE GOT A RADICALLY DIFFERENT FACULTY COUNCIL EXECUTIVE

[01:00:02]

COMMITTEE. SO WE'RE LOOKING FORWARD TO WORKING ON A LOT OF OUR PRIORITIES.

SO LET ME JUST SAY A COUPLE OF THINGS ABOUT OUR PRIORITIES FOR THE COMING YEAR.

ONE VERY LARGE PRIORITY AND THIS IS SOMETHING THAT'S VERY DEAR TO MY HEART, IS THE EQUITY ISSUES REGARDING NON TENURE TRACK FACULTY, BOTH THE IOC FACULTY AND LECTURERS OR ADJUNCTS.

SO WHAT I'VE ASKED ONE OF OUR COMMITTEES TO DO IS TO START GATHERING INFORMATION ON THE SITUATION OF ADJUNCTS IN PARTICULAR ACROSS THE FOUR CAMPUSES. I WANT TO SEE HOW THEY ARE USED, HOW THEY'RE TREATED, DIFFERENT LEVELS OF COMPENSATION, BENEFITS, ETCETERA.

AND FACULTY COUNCIL WILL BE LOOKING AT GIVING THESE WHO ARE MANY OF WHOM ARE OUR MOST VULNERABLE COLLEAGUES, MORE OF A VOICE IN FACULTY GOVERNANCE. AND WE'LL ALSO BE LOOKING AT THE SITUATION OF IOC FACULTY ACROSS THE CAMPUSES.

WHAT PERCENTAGE, FOR EXAMPLE, OF IOC FACULTY ARE ON MULTIYEAR CONTRACTS? HOW MANY WILL HAVE ACCESS TO THE NEW FIVE YEAR CONTRACTS THAT RECENTLY, THANKFULLY BECAME AVAILABLE, AND HOW THE DIFFERENT CAMPUSES ARE CHOOSING TO USE THE NEW TITLES APPROVED IN APS 5060.

ANOTHER ISSUE PARTICULARLY DEAR TO MY HEART AND ESPECIALLY TO SHELLY MILLER'S HEART NEW CHAIR, IS TAKING CLIMATE CHANGE SERIOUSLY AND PUSHING FOR CU TO BE A LEADER IN RESEARCH AND RESPONDING TO THE CHALLENGES OF CLIMATE CHANGE.

THIS ISSUE GROWS IN URGENCY WITH EACH PASSING YEAR, AND I THINK WE NEED, AS A MATTER OF MORAL URGENCY TO BE OUT IN FRONT OF THIS.

SO WE WOULD VERY MUCH LIKE THE SYSTEM TO REEXAMINE THE OPTIONS FOR DIVESTING FROM ASSETS THAT ARE IMPLICATED IN EXACERBATING THE PROBLEMS OF CLIMATE CHANGE. AND FINALLY, THE ISSUE OF CONCEALED CARRY ON CAMPUSES.

ALL OF ALL FOUR CAMPUSES, FACULTY, STAFF AND STUDENT LEADERSHIP ARE UNITED IN WANTING THE CHANCELLORS OF THE DIFFERENT CAMPUSES TO BE GIVEN THE OPTION TO BAN OR NOT CONCEALED CARRY.

NOW THAT THAT'S LEGALLY SOMETHING THAT'S AVAILABLE TO THEM.

AND SO I'M HOPING, REGENTS, THAT YOU WILL TAKE THIS ISSUE UP.

THANK YOU FOR YOUR TIME.

THANK YOU. OH, I'M SORRY.

I MUST APOLOGIZE.

I CAN'T STAY FOR VERY LONG.

I HAVE TO GO TO A MEMORIAL SERVICE FOR MY SISTER IN LAW, SO I HAVE TO CATCH A FLIGHT FAIRLY SOON.

SO DON'T TAKE IT PERSONALLY IF I LEAVE NOW.

I'M SORRY TO HEAR THAT BUT THANK YOU FOR YOUR REPORT.

UP NEXT, ICSF CHAIR NICHOLAS DAWSON.

MY LIBRARY OF CONGRESS FRIEND AND I STILL HAVE MY LIBRARY CARD IN MY WALLET.

I DO TOO. IT IS NICE TO MEET EVERYONE.

MY NAME IS NICHOLAS DAWSON.

I'M HERE TO REPRESENT THE ICSF AS ITS CHAIRMAN.

THE ICFS IS THE INTER STUDENT FORUM, AND WE ARE A COLLECTION OF THE STUDENT GOVERNMENT LEADERSHIP FROM THE FOUR CAMPUSES, AND WE EACH INDIVIDUALLY REPRESENT THE STUDENT BODY.

WE TRY AND MAKE SURE THE STUDENTS ALL HAVE A VOICE THAT CAN BE DIRECTLY CARRIED TO MEETINGS LIKE THIS, AS WELL AS THE PRESIDENT.

MR. SOLOMON, WHO I'VE ALREADY HAD THE PLEASURE OF HAVING A MEETING WITH BOTH THIS YEAR AND PREVIOUSLY.

THANK YOU FOR BEING SO RECEPTIVE TO OUR FEEDBACK.

TO BEGIN THIS ACADEMIC YEAR.

WE HAVE PROBABLY DONE THE LEAST OVER THE SUMMER OF ANY OF THE SHARED GOVERNANCES MOST OF OUR STUDENTS HAVE LUCKILY BEEN ABLE TO ENJOY THEIR SUMMER BREAKS.

THE ANSCHUTZ CAMPUS IS, AS USUAL, A SLIGHT EXCEPTION TO THAT.

BUT WE ENJOY THE WORK WE'VE BEEN SO FAR ONBOARDING OUR NEWEST MEMBER, INCLUDING BRIA COMBS AND SAVANNAH BROOKS FROM THE CU DENVER CAMPUS. WE HAVE SOME RETURNING FACES, INCLUDING MYSELF FROM THE ANSCHUTZ CAMPUS, AS WELL AS AXEL ADAN AND CHASE, AXEL AND AIDEN FROM THE CU, COLORADO SPRINGS CAMPUS AND CHASE CORNWELL FROM THE BOULDER CAMPUS.

WE ARE ALL HAPPY TO NETWORK AND COMMUNICATE WITH ESSENTIALLY ANYONE WHEN IT COMES TO BETTER REPRESENTING THE STUDENT BODY IN THIS REGARD TO GET THINGS OFF. WE HAVE BEEN HAVING SEVERAL MEETINGS DURING WHICH WE HAVE BEEN TRYING TO IDENTIFY OUR PRIORITIES WITHIN THIS.

WE HAVE BEEN INITIALLY SENDING OUT SOME POLLS TO COLLECT FEEDBACK FROM EACH OF OUR INDIVIDUAL MEMBERS AND COMPILING THAT SO WE CAN BEGIN TO SEEK OUT ACTION ITEMS FOR THIS UPCOMING ACADEMIC YEAR.

TO BUILD ON THAT, WE ARE LOOKING FORWARD TO CONNECTING WITH OUR CHANCELLORS TO RECEIVE IDEAS FROM THEM AS WELL AS OTHER INDIVIDUALS SUCH AS PRESIDENT SOLOMON, REGENTS AND ANY OTHER FACULTY OR STAFF MEMBERS WHO BELIEVE THEY HAVE INSIGHT THAT WE CAN UTILIZE.

WE ARE INTERESTED IN COOPERATING WITH ALL ELEMENTS OF THE CU SYSTEM AS WELL AS THE INDIVIDUAL CAMPUSES TO TRY AND ELEVATE THE EXPERIENCE FOR THE INDIVIDUAL STUDENTS.

[01:05:08]

WE WANT TO BE ABLE TO MAKE AN IMPACT BOTH AT THE LOCAL CAMPUS LEVEL AS WELL AS AT THE SYSTEM LEVEL AND TAKE WHATEVER ISSUES WE MAY DISCOVER OR AREAS OF GROWTH WE MAY DISCOVER TO THE APPROPRIATE AUTHORITY SO WE CAN TRY AND ACHIEVE MEANINGFUL CHANGE AS EASILY AS POSSIBLE.

CURRENTLY WE DON'T HAVE ANY MAJOR PRIORITIES SCHEDULED.

WE HAVE HAD OUR FIRST TWO MEETINGS, THOUGH ONBOARDING HAS GONE WELL AND WE'RE GETTING A NEW DOCUMENT SHARING PLATFORM SO WE CAN BEGIN TO IDEATE TOGETHER AND FORM A STABLE STRUCTURE OF CONTINUED DOCUMENT MANAGEMENT FOR THE FUTURE SO WE CAN BUILD ON WHAT WE'VE DONE PREVIOUSLY.

IT LOOKS LIKE I STILL HAVE TWO MINUTES, BUT I DO BELIEVE THAT'S ALL I HAVE TO REPORT RIGHT NOW.

THANK YOU ALL FOR YOUR TIME.

AND REGRETTABLY, I ALSO NEED TO LEAVE HERE SHORTLY.

HOWEVER, ONE OF THE OTHER STUDENT GOVERNMENT LEADERS WILL BE TAKING MY SPOT UP AT THE TABLE TO CONTINUE TO REPRESENT THE STUDENT BODY.

THANK YOU AGAIN. THANK YOU.

THANK YOU. THE NEXT ORDER OF BUSINESS.

OH, I APOLOGIZE. YES, I.

A COUPLE OF YOU WERE NEW AND YOU'RE REPRESENTING YOUR DIFFERENT CAMPUSES AND REALLY THE WHOLE SYSTEM AT THIS POINT IN OUR BOARD MEETING, IT'S SO IMPORTANT TO HEAR FROM YOU, YOUR PEOPLE THAT TELL US WHAT THE TEMPERATURE IS ON YOUR CAMPUSES AND WHAT YOU'RE WORKING ON AND THE STAFF, STUDENTS AND FACULTY ARE IMPORTANT.

THIS IS OUR ONE CONTACT THAT WE HAVE WITH YOU EVERY COUPLE OF MONTHS.

WHAT YOU HAVE TO SAY TO US IS REALLY IMPORTANT.

AND I WANT TO THANK YOU FOR YOUR CONCISE REPORTS AND HOW IMPORTANT IT IS THAT YOU COME BEFORE THIS BOARD AND KIND OF LET US KNOW WHAT YOU'RE WORKING ON AND WHAT SOME OF YOUR NEEDS ARE. SO THANK YOU VERY MUCH.

I THINK THIS IS A TRULY IMPORTANT PART OF OUR BOARD MEETINGS.

RIGHT. THANK YOU.

THE NEXT ORDER OF BUSINESS IS THE APPROVAL OF THE CONSENT AGENDA.

[G. 2:45 p.m. CONSENT AGENDA]

THE ENTIRE CONSENT AGENDA IS LISTED IN BOARD DOCS.

IS THERE A MOTION TO APPROVE THE ITEMS ON THE CONSENT AGENDA? SECOND. SECOND. IT'S MOVED BY REGENT VAN DRIEL AND SECONDED BY REGENT CHAVEZ TO APPROVE THE CONSENT AGENDA.

IS THERE ANY DISCUSSION? EVERYBODY'S GOOD. GREAT.

THE QUESTION BEFORE US IS APPROVAL OF ALL ITEMS LISTED ON THE CONSENT AGENDA.

ALL IN FAVOR, PLEASE SAY AYE.

AYE. ANY OPPOSED? THE MOTION PASSES.

THANK YOU, EVERYBODY.

SO UP NEXT IS A PRESENTATION AND BREAKOUT DISCUSSION REGARDING ONLINE ENROLLMENT AND PROGRAMS.

[H. 2:50 p.m. DEEP DIVE FOCUS AREA]

CFO CHAD MARTIRANO AND VICE PRESIDENT MIKE LEITNER AND ASSISTANT VICE PRESIDENT ANGELIQUE FOSTER WILL LEAD US IN THIS.

SO WE ARE TOTALLY AHEAD OF SCHEDULE RIGHT NOW.

SO I'M JUST SURVEYING THE ROOM TO MAKE SURE THAT WE CAN GET THINGS IRONED OUT.

WOULD IT BE HELPFUL IF WE DID A SHORT BREAK? MAYBE. MAYBE LIKE FIVE MINUTES? OKAY. HOW ABOUT WE TAKE A FIVE MINUTE BREAK AND COME BACK? AT WHAT TIME ARE WE AT NOW? WE ARE 211.

SO 216.

THIS IS VERY FUN.

ALL RIGHT, GREAT. CHAD, DO YOU HAVE EVERYBODY YOU NEED? OKAY, GOOD.

YEAH.

RIGHT NOW. YOU'VE GOT ONE.

HERE'S ELLIMAN. AGAIN.

ALL RIGHT. THANKS, CHAD.

YEAH. ALL RIGHT.

GOOD AFTERNOON, EVERYBODY.

THIS IS THIS IS THE FIRST OF OUR OUR BOARD MEETINGS FOR THE YEAR WHERE WE'RE GOING TO TAKE SOME TIME TO DO A DEEP DIVE AND BREAK OUT AND DO SOME TABLETOP CONVERSATIONS WITH THE CAMPUSES DURING THE SUMMER RETREAT.

WE HAD TALKED ABOUT SOME OF THE UNDERLYING METRICS IN TANDEM WITH THE STRATEGIC PLAN, AND ONE OF THOSE METRICS THAT WE TRACK ON AN ANNUAL BASIS IS ONLINE ONLINE ENROLLMENT AND PROGRAMS. AND AT THE TIME, WE VOICED MORE INTEREST IN HAVING A DEEP DIVE IN THIS SPACE.

SO HERE WE ARE TODAY.

OVER THE LAST YEAR, DATA GOVERNANCE HAS COME UP WITH A WAY TO CONSISTENTLY REPORT ON AND COLLECT STUDENTS THAT WERE FULLY IN LINE, FULLY

[01:10:01]

ENROLLED ONLINE, 100%.

SO EXCLUSIVELY ONLINE.

AND WHAT THIS CHART HERE SHOWS BEFORE BEFORE YOU IS THAT ORANGE YELLOW SECTION ARE STUDENTS THAT ARE 100% ONLINE.

SO THAT'S THAT'S NO IN-PERSON CLASSES.

THAT BLUE SEGMENT IS MULTIMODAL OR SOME ONLINE.

THOSE TWO DEFINITIONS, THOSE THAT ORANGE YELLOW SECTION TO THE BLUE REPORTING THOSE CONSISTENTLY ACROSS THE CAMPUSES TOOK SOME WORK.

BUT WE GOT THERE THROUGH OUR DATA GOVERNANCE PROCESS AND THIS IS HOW WE'LL BE REPORTING THINGS MOVING FORWARD.

SO WHAT DOES THIS CHART SHOW US? FISCAL YEAR 2021 IS WHERE YOU SEE THAT BIG SPIKE.

AND THAT'S THE THAT'S THE YEAR WHERE WE WERE PRIMARILY REMOTE.

AND YOU CAN SEE THAT THE MAJORITY OF THE CREDIT HOURS AND ENROLLMENT THAT WE DELIVERED WAS IN THE ONLINE SPACE.

YOU SEE KIND OF A DOUBLING IN TERMS OF THAT PRIOR YEAR, AROUND 31,000, KIND OF ALMOST DOUBLING TO GET TO THAT 66,000.

AND IT'S IT'S GONE DOWN A LITTLE BIT IN THE SUBSEQUENT YEARS, BUT DEFINITELY STILL LARGER THAN FISCAL YEAR 20.

WHEN WE LOOK AT THIS SAME THING JUST THROUGH CREDIT HOURS, IT'S A FAR LARGER JUMP.

SO THAT 222,000IN FISCAL YEAR 20 JUMPING TO OVER A MILLION.

THIS IS JUST CREDIT HOURS DELIVERED.

SO, THIS ISN'T JUST STUDENTS ENROLLED IN AN ONLINE COURSE.

THIS IS STUDENTS TRULY TAKING MORE OF THEIR COURSEWORK IN AN ONLINE FASHION.

WHEN WE LOOK AT ONLINE AS A SHARE OF TOTAL ENROLLMENT.

AND SO I'VE JUST ADDED A LITTLE GRAY SEGMENT HERE.

SO THIS IS A STUDENT TAKING A COURSE THAT WAS NOT ONLINE AT ALL.

YOU CAN SEE THAT JUMP IN FISCAL YEAR 21 AGAIN.

AND THEN YOU SEE IT KIND OF GETTING GOING BACK A LITTLE BIT IN THE OTHER DIRECTION, BUT STILL BEING A SIGNIFICANT SHARE.

THE OTHER THING TO OBSERVE IN THIS CHART IS THAT STUDENTS TEND TO TAKE MORE MULTIMODAL THAN 100% ONLINE.

WHEN YOU LOOK IN THE AGGREGATE, WHEN YOU LOOK AT THIS BY THE FISCAL YEAR.

BUT THAT'S NOT NECESSARILY THE CASE WHEN YOU LOOK AT IT BY TERM.

SO, IF WE LOOK AT ONLINE ENROLLMENT BY TERM, THIS IS THIS IS THE PRIOR PARDON ME, FIVE FISCAL YEARS HERE.

AND IF WE LOOK AT THE SUMMER TERM, FALL TERM AND SPRING TERM, SIMILAR PATTERN IN THE FALL AND SPRING THAT WE SAW ON THE PREVIOUS SLIDE.

BUT IF YOU LOOK AT THAT SUMMER TERM, THE MAJORITY OF THE CREDIT HOURS AND THE MAJORITY OF THE ENROLLMENT THAT HAS OCCURRED DURING THE SUMMER TIME FRAME FOR THOSE PRIOR THREE YEARS HAS BEEN STUDENTS THAT ARE TAKING A COURSE THAT'S SOLELY ONLINE.

SO THERE'S DEFINITELY A TARGET OF OPPORTUNITY THERE IN TERM.

AND STUDENTS ARE VOTING WITH THEIR FEET, THEY'RE ENROLLING IN THOSE PROGRAMS AND WE'RE MEETING THEM WHERE THEIR DEMAND IS.

SO WE CAN CARVE UP THIS PIE IN A THOUSAND DIFFERENT WAYS IN TERMS OF LOOKING AT THIS DATA.

BUT RATHER THAN DO THAT IN THIS SPACE, WE'RE GOING TO WE'RE GOING TO KICK IT OVER TO THE TABLETOPS HERE WHERE YOU CAN AFFORD MORE OF AN EXCHANGE OF WHAT'S HAPPENING AT THE CAMPUS LEVEL IN THIS SPACE.

AND SO MIKE IS GOING TO TALK US THROUGH THE BREAKOUT.

AND I SHOULD SAY THE SAME WAY.

ANY QUESTIONS ON THESE SLIDES BEFORE WE MOVE FORWARD? WELL, I WOULD HAVE SOME QUESTIONS, BUT I'LL WAIT TILL THE BREAKOUT SESSIONS BECAUSE SOME OF THE CHARTS REALLY SHOW THAT WE'VE FROM 2020, WE'VE GONE DOWN.

SO, I'LL WAIT AND SEE THAT, YOU KNOW, ONLINE HAS BEEN PRETTY IMPORTANT.

AND A YEAR AGO WE WENT TO A HYBRID MODEL WHICH WAS DIFFERENT THAN WE'VE DONE IN THE PAST.

SO I'LL BE INTERESTED IN SOME OF THE DETAILS.

PERFECT. EXACTLY.

THANKS CHAD AND THE OF THE NEXT TWO SLIDES BECAUSE I ONLY HAVE TWO SLIDES.

THE LAST ONE IS THE HARDEST AND MOST IMPORTANT.

OKAY. SO JUST PAY ATTENTION.

SO THIS IS THE BREAKOUT TABLES IN TERMS OF WHO YOU'LL BE HEARING.

NOW, DO YOU REMEMBER HOW THIS WORKS? YES. YOU GET TO STAY IN PLACE.

THEY GET TO MOVE.

OKAY, SO THEY'RE AT ONE TABLE NOW AND THEN THEY WILL MOVE AS WE GO THROUGH THE TIMES.

BUT BUT IF YOU TAKE A MOMENT AND LOOK AT PARDON ME, LOOK AT WHO WILL BE AT THE TABLE AS YOUR EXPERTS.

IT'S REALLY LED BY THE CHANCELLORS AND THAT'S WHAT REGENT GALLEGOS TO YOUR POINT, THAT'S WHAT HAPPENED THAT YEAR, YEAR AND A HALF AGO. I CAN'T REMEMBER THE TIME FRAME IT WAS.

ALL RIGHT. IT'S THE CAMPUSES AND THE CHANCELLORS ARE LEADING THAT.

BUT THEN WE'RE GOING TO HAVE ON EACH OF THE TABLES LIKE THE 1 OR 2 KEY PEOPLE ON THE CAMPUS THAT ARE THE EXPERTS, NOT THEY'RE TEACHING A BUNCH OF ONLINE COURSES NECESSARILY, BUT THEY'RE RUNNING THIS SO THEY'LL BE ABLE TO ANSWER YOUR QUESTIONS.

SO, THIS IS A GREAT TEAM OF PEOPLE TO BE ABLE TO ADDRESS THE QUESTIONS YOU HAVE AND GET A SENSE OF HOW THIS IS MOVING FORWARD.

NOW, THE HARD PART.

HEY, REMEMBER.

REMEMBER THIS? OKAY. WHICH ONE ARE YOU?

[01:15:05]

SEE. ALL RIGHT, SO I'M THREE.

EVERYBODY GOT THEIR NUMBER.

EVERYBODY READY? OKAY.

BECAUSE ALL WE'RE GOING TO DO NOW IS STAND UP AND GO TO THAT TABLE.

SO DON'T GET LOST.

OKAY. SO, WE'LL SEE YOU AT THE TABLE.

THANK YOU.

OKAY. THE MEETING WILL COME BACK TO ORDER.

FIRST UP TODAY IS THE FINANCE COMMITTEE DISCUSSION AND SOME ACTION ITEMS.

[K. 8:30 a.m. FRIDAY, SEPTEMBER 8, 2023 - MEETING RESUMES, CALL TO ORDER, Chair Rennison presiding - CU Denver Business School, Jake Jabs Event Center, 1475 Lawrence Street, Denver, CO 80202 (Large Conference Room on the First Floor)]

I'M GOING TO TURN IT OVER TO REGENT CHAVEZ FOR THIS PORTION.

[L. 8:35 a.m. FINANCE COMMITTEE DISCUSSION AND ACTION ITEMS]

THANK YOU, MADAM CHAIR.

THE FINANCE COMMITTEE MET ON AUGUST 28TH.

THE MEETING BEGAN WITH A REVIEW OF THE 23-24 DRAFT FINANCE COMMITTEE WORK PLAN.

THERE ARE A NUMBER OF INTERESTING PRESENTATIONS AND UPDATES SCHEDULED THROUGHOUT THE YEAR, AND I ENCOURAGE YOU ALL TO ATTEND IF YOU CAN.

DURING THE CAPITAL CONSTRUCTION PORTION, THE COMMITTEE HEARD THE QUARTERLY CAPITAL CONSTRUCTION REPORT FROM COREY.

THANK YOU, COREY, FOR ALL YOUR HARD WORK.

THE COMMITTEE APPROVED A PROPOSAL FROM CU BOULDER TO CONVEY 88FT² OF PROPERTY TO THE CITY OF BOULDER FOR A MULTI-MODAL IMPROVEMENT PROJECT ALONG 30TH STREET BETWEEN COLORADO AND ARAPAHOE, MAKING IT SAFER FOR STUDENTS, FACULTY, STAFF AND COMMUNITY MEMBERS TRAVELING ALONG 30TH STREET BETWEEN MAIN AND EAST CAMPUS.

NEXT CU BOULDER C BOULDER PREVIEWED SOME POSSIBLE UPCOMING CASH FUNDED PROJECT SUBMITTALS.

THE CAMPUS IS ALLOTTING FUNDING, ALLOCATING FUNDING FOR PLANNING AND EARLY DESIGN PURSUANT TO THEIR MASTER PLAN PROCESS FOR SEVERAL PROJECTS. AND FINALLY, THE COMMITTEE APPROVED $17.5 MILLION ENERGY PERFORMANCE CONTRACT PROPOSAL FOR UCCS, WHICH IS REALLY GOING TO MAKE A DIFFERENCE WITH THEIR ENERGY PLAN OVER THE NEXT TWO DECADES.

THE PROPOSAL FINANCES 28 SMALL PROJECTS AND 48 BUILDINGS ON CAMPUS, AND THE ANNUAL SAVINGS IN UTILITY PAYMENTS IS ESTIMATED TO BE ALMOST $1 MILLION $930,000.

DURING THE FINANCE PORTION OF THE MEETING, SCOTT MUNSON GAVE THE QUARTERLY IT PROJECT STATUS REPORT.

INCLUDING THE DATA GOVERNANCE AND MANAGEMENT PROJECT.

THE ADVANCEMENT NEXT GEN PROJECT AND THE TIME AND LABOR PROJECT.

NEXT USHA SHARMA, WHO IS HERE AND OUR NEW TREASURER.

I WANT TO JUST ASK USHA TO STAND AND AND EVERYONE CAN SEE HER WELCOME HER [APPLAUSE].

SHE IS A CU DENVER GRAD.

I'LL MENTION MICHELLE POKED ME AND MADE SURE I SAID THAT.

USHA AND DAN PRESENTED A NUMBER OF TREASURY UPDATES.

THE COMMITTEE APPROVED A PROPOSAL TO EXTEND THE INTERNAL CAMPUS LINES OF CREDIT.

USHA PRESENTED THE 21-22 THROUGH 23-24 REVENUE BOND BUDGET REPORT SHOWING THAT CU'S REVENUE IS ADEQUATE TO SUPPORT OUTSTANDING BONDS AND THAT PROJECT PROJECTED CAMPUS BUDGETS, REFLECT ADEQUATE DEBT SERVICE COVERAGE FOR ALL THOSE PROJECTS.

AND NEXT, USHA GAVE THE ANNUAL DEBT SERVICE RATIO REPORT REGENT POLICY LIMITS CU'S DEBT SERVICE RATIO TO 7% OF OUR BUDGET, AND CU'S CURRENT DEBT RATIO IS 5.17, SO WE'RE IN GOOD SHAPE.

DAN PROVIDED AN UPDATE ABOUT RECENT TENDER REFUNDING.

THE TRANSACTION OVER THE SUMMER RESULTED IN A NET PRESENT VALUE SAVINGS OF $8.1 MILLION AND GROSS SAVINGS OVER THE LIFE OF THE OLD DEBT OF $15.1 MILLION.

THE TREASURY TEAM CONTINUES TO DO AN EXCELLENT JOB OF IDENTIFYING OPPORTUNITIES FOR SAVINGS AND DEBT IN OUR DEBT PORTFOLIO.

AND FINALLY, DAN WALKED THROUGH, WALKED THE COMMITTEE THROUGH THE IMPLEMENTATION OF THE TREASURY INVESTMENT PROCESS REVIEW COMMITTEE REPORT FINDINGS.

THERE WERE 17 INDIVIDUAL FINDINGS IN THE REPORT 16 OF THE 17 ARE COMPLETE.

SO WE'RE REALLY HAPPY ABOUT THAT 11 OF THE 17 REQUIRE ONGOING REVIEW OR REPORTING, INCLUDING ENHANCED QUARTERLY REPORTING TO THE REGENTS FINANCE COMMITTEE.

USHA AND CHAD ARE AVAILABLE TO ANYONE WHO HAS QUESTIONS IF THEY'D LIKE ADDITIONAL DETAIL ON THAT IMPLEMENTATION PROCESS.

AND FINALLY, MADAM CHAIR, OUR NEXT MEETING IS SCHEDULED FOR THE AFTERNOON OF OCTOBER 11TH.

THANK YOU. THANK YOU.

[01:20:03]

SO THE NEXT ORDER OF BUSINESS.

VP MARTURANO PRELIMINARY FALL ENROLLMENT ESTIMATES.

THANKS. GOOD MORNING.

GOOD MORNING, EVERYBODY.

SO THIS IS THE TIME OF THE YEAR WHERE WE REPORT BACK TO THE BOARD AND WE HAVE OUR FIRST SNAPSHOT OF WHAT WE WHAT WE'RE ACTUALLY SEEING IN TERMS OF BOOTS ON THE GROUND FOR FALL ENROLLMENT. WE USE THOSE WORDS PRELIMINARY ESTIMATE INTENTIONALLY BECAUSE THIS IS GENERALLY WHERE WE THINK THINGS ARE.

BUT THE ACTUAL CENSUS DATE BY CAMPUS VARIES A LITTLE BIT.

IT CAN BE THIS WEEK, IT COULD BE IN THE NEXT WEEK A LITTLE BIT.

AND WE'LL FINALIZE THAT AND GET THAT DETAIL OUT TO EVERYONE.

SO GENERALLY SPEAKING, THIS IS WHERE CAMPUSES ARE HEADED THIS FALL.

THIS FIRST CHART JUST COMPARES WHERE WE WHERE WE ARE TODAY RELATIVE TO WHERE WE THOUGHT WE WERE GOING TO BE BACK IN JUNE.

SO THE VERY RIGHT HAND COLUMN, THAT DOTTED LINE IS WHERE WE THOUGHT WE WERE GOING TO BE.

AND THAT SOLID LINE IS WHERE WE ARE.

YOU CAN SEE THAT THEY'RE PRETTY CLOSE IN SCALE.

IN SOME INSTANCES, THEY'RE UP FLAT AND THEN DOWN.

SO BOULDERS' A LITTLE BIT UP SPRINGS IS PRETTY MUCH TOTALLY IN LINE.

DENVER IS DOWN A LITTLE BIT AND SHOOTS IS UP.

THAT BOX ON THE RIGHT HAND CORNER IS THE FALL TO FALL CHANGE.

SO THAT'S FALL OF 22 TO FALL OF 23.

IN LOOKING AT WHERE WE THOUGHT WE WOULD BE IN JUNE.

THAT'S THAT TOP SECTION HERE AND THEN THE SECTION THAT'S HIGHLIGHTED WITH THAT ORANGE CIRCLE AROUND IT IS WHERE WE ARE TODAY.

SO YOU CAN KIND OF COMPARE THE DIFFERENCE OF WHERE WE THOUGHT WE WERE GOING TO BE TODAY.

IF YOU DO THE MATH ON THOSE AND SAY, WELL, WHAT WAS THE CHANGE FROM JUNE TO THIS PRELIMINARY FALL SNAPSHOT? THIS IS THE DELTA.

SO AN INCREASE OF 1.3% OVER BUDGET AT BOULDER, UCCS IS UP BY 0.3%.

DENVER IS DOWN BY A LITTLE BIT, AROUND 1% AND ANSCHUTZ IS DOWN A LITTLE BIT.

WE'VE TALKED ABOUT HOW ENROLLMENT IS KIND OF THE SEED CORN FOR REVENUE BECAUSE WE'RE WE DON'T GET AS MUCH STATE FUNDING AS WE DO RELATIVE TO TUITION REVENUE.

SO WHAT DOES 1% IN ENROLLMENT LOOK LIKE IN TERMS OF REVENUE BOTTOM LINES FOR THE CAMPUSES? THIS IS JUST SOMETHING TO LEVEL SET IN ONE'S HEAD AS WE TALK ABOUT ENROLLMENT THROUGHOUT THE YEAR, WHETHER IT'S THIS PRELIMINARY SNAPSHOT OR WHETHER WE GO THROUGH THE BUDGET CYCLE, THIS IS GENERALLY WHAT THAT 1% EQUATES IN TERMS OF DOLLARS BY CAMPUS.

SO WHEN WE GET INTO THE CAMPUS DETAIL AND LOOKING AT BOULDER.

FALL BUDGET IS UP 1.8 OVER THE PRIOR FALL AND 1.3% OVER BUDGET.

PRELIMINARY FIRST YEAR ENROLLMENT IS OVER 7,300 STUDENTS, WHICH IS A 3.8% INCREASE OVER THE PRIOR YEAR.

I WON'T READ ALL OF THESE VERBATIM.

THE THAT THIRD TO THE BOTTOM BULLET IS, I THINK, ONE THAT IS WORTH CALLING OUT THAT THE INCOMING UNDERGRADUATE STUDENTS AT BOULDER, NEARLY ALL OF THOSE ARE RESIDENT STUDENTS COMPARED TO BUDGET.

AND THAT'S A SIGNIFICANT NUMBER AND WE'LL SHOW THAT IN THE COMING SLIDES.

SO THIS THESE ENROLLMENTS ABOVE BUDGETED BUDGET IN JUNE HAVE RESULTED IN ADDITIONAL REVENUES AT THE CAMPUS, AND THE CAMPUS WILL USE THOSE REVENUES THROUGH THEIR INTERNAL CAMPUS BUDGET MODEL, WHICH IS A COMBINATION OF ALLOCATING THE FUNDS TO A SCHOOL OR A DEPARTMENT BASED ON ENROLLMENT, COMPLETION AND RETENTION.

AND WE'LL TALK ABOUT MORE ON AN INTERNAL CAMPUS BUDGET MODELS AT THE JANUARY FINANCE COMMITTEE MEETING.

CHAD, QUICK QUESTION ON THOSE TRANSFER STUDENTS COMING IN TO BOULDER.

DO WE KNOW WHERE THEY'RE COMING FROM? ARE THEY COMING FROM IN-STATE OUT OF STATE, TWO YEAR PROGRAMS? I'M GOING TO I'M GOING TO DEFER TO THE CAMPUS.

I BELIEVE WE DO.

BUT THERE'S A VERY SMALL PORTION OF THE TRANSFER STUDENTS THAT ARE FROM OUT OF STATE.

THE MAJORITY OF OUR TRANSFER STUDENTS COME FROM IN-STATE, LARGELY FROM FRONT RANGE COLLEGES.

OKAY. THANK YOU.

SO HERE IS ALL OF THE MATH BEHIND THAT PRIOR TABLE WITH BULLETS.

YOU GENERALLY SEE INCREASES ACROSS THE BOARD.

THAT POINT THAT I WAS MAKING ON THE PRIOR SLIDE, IF YOU LOOK IN THAT BOTTOM SECTION, THE VERY FIRST ROW, YOU CAN SEE THAT 5% INCREASE IN RESIDENT UNDERGRADUATE NEW FIRST YEAR STUDENTS. THAT'S THAT'S EXCITING NEWS AT BOULDER.

WHEN WE TALK ABOUT WHAT THESE DIFFERENCES IN ENROLLMENT MEAN RELATIVE TO BUDGET, YOU SEE INCREASES AS YOU AS YOU AGAIN, WORK YOUR WAY DOWN THE RIGHT HAND SIDE AND THAT AMOUNTS TO ABOUT $7.8 MILLION.

SO THAT'S $7.8 MILLION IS ABOUT A LITTLE BIT LESS THAN 1% OF TUITION REVENUE THAT WE HAD PROJECTED IN JUNE.

AND IT'S ABOUT 0.7% OF THE TOTAL CAMPUS OPERATING BUDGET.

HERE'S SOME JUST TRENDS HISTORICALLY, IF WE THINK ABOUT BREAKING UP ENROLLMENTS TO CONTINUING UNDERGRADUATE STUDENTS, NEW FIRST YEAR UNDERGRADUATE STUDENTS AND TRANSFERS,

[01:25:03]

AND WE LOOK AT THAT BOTH BY UNDERGRADUATE AND GRAD.

THIS IS ALSO DETAIL THAT WE HAVE ON A HISTORICAL BASIS THAT GOES BACK FURTHER THAN THIS IN THE JUNE BUDGET BINDER.

AND THIS JUST GIVES YOU A SENSE OF WHERE THAT NUMBER IS LOOKING LIKE IT'S GOING TO FIRM UP WITH IN THE CURRENT YEAR.

SO MOVING ON FROM BOULDER INTO UCCS, THE UCCS ENROLLMENT IS PROJECTED TO BE RIGHT, PRETTY MUCH RIGHT IN LINE WITH WHAT THEY HAD BUDGETED A LITTLE BIT OVER BUDGET BY 0.3%.

THEY'RE TENDING TO SEE STUDENTS TAKE HEAVIER CREDIT HOURS SO THAT TOTAL STUDENT CREDIT HOURS IS UP 1.3% OF WHAT THEY PROJECTED.

SO A LOT OF FIRST YEAR STUDENT GROWTH AT UCCS AND THEN INCREASES AT THE GRADUATE AND ENROLLMENT AS WELL.

THE THE THING I THINK THAT'S IMPORTANT TO POINT OUT IN TERMS OF A BUDGET RELATIVE TO ENROLLMENT IS THAT A LOT OF THE GROWTH THAT YOU SEE HERE, IF YOU WERE TO LOOK ON THIS RIGHT HAND COLUMN, IT'S IN THE NON RESIDENT STUDENT SECTION.

SO THAT'S THAT HELPS OUR BUDGET AT THE BOTTOM LINE AND IS HELPING THE CAMPUS IN TERMS OF BEING ON BUDGET WITH ITS OVERALL REVENUE PICTURE.

THE OTHER THING TO HIGHLIGHT ON THIS SLIDE IS THAT NEW FIRST YEAR STUDENTS AT UCCS ARE GOING UP.

AND SO TO THE DEGREE TO WHICH THE CAMPUS CAN MAKE EFFORTS TO RETAIN THOSE STUDENTS OVER TIME, THAT BODES WELL FOR THEIR OVERALL ENROLLMENT PICTURE IF YOU'RE TO THINK OVER A FOUR YEAR TIME FRAME. CHAD DO WE HAVE ANY IDEA OF WHY WE'RE GETTING OUT OF STATE STUDENTS AT UCCS? I MEAN, WE HAVEN'T FOR A WHILE.

WE'VE LOST RESIDENT STUDENTS AS WELL.

DO WE HAVE AN IDEA? IS THERE A STRATEGY OR A STRUCTURE GOING ON THAT IS SHOWING THAT WE'RE GOING TO BE PICKING UP STUDENTS OUT OF STATE? OR ARE WE LOOKING AT IT AS JUST A BLIP AND WE DON'T KNOW WHY? SURE. CHANCELLOR, THANK YOU.

I CAN I CAN ADDRESS THAT.

WE'VE ACTUALLY MADE A VERY SPECIFIC STRATEGY AROUND THREE GEOGRAPHIC AREAS TEXAS, MINNESOTA AND CALIFORNIA TO BE ABLE TO INCREASE OUR NON RESIDENT STUDENTS.

AND WE'VE ALSO HIGHLY SOUGHT AFTER ATHLETES WHO ARE ALSO NON RESIDENT.

AND IT'S JUST PART OF THE STRATEGY OF REALLY TRYING TO BRING IN MORE NONRESIDENT STUDENTS TO CHAD'S POINT, TO HELP WITH OUR FINANCIAL SITUATION. AND IT JUST OBVIOUSLY JUST BRINGS MORE DIVERSITY INTO OUR CAMPUS A LSO.

THANKS. THANK YOU.

I'M GLAD TO HEAR THAT THERE IS A STRATEGY AND THAT WE'RE NOT JUST KIND OF DEPENDING ON WHAT HAPPENS THAT YEAR OR NOT BECAUSE WE'VE WORRIED ABOUT ABOUT ENROLLMENT THERE FOR A FEW YEARS.

SO THE FACT THAT WE'RE ACTIVELY WORKING ON IT.

AND SO THE OUT OF STATE STUDENTS WOULD PROBABLY REFLECT THOSE THREE STATES, OR NOT YET.

YES. NO, IT WAS IT WAS A STRATEGY THAT WAS PUT INTO PLACE LAST YEAR WHEN OUR NEW VICE CHANCELLOR OF ENROLLMENT MANAGEMENT STARTED AND WE WERE ALREADY SEEING IMPACT FOR THAT FOR FALL 2023, I THINK WE'LL SEE EVEN MORE IMPACT IN FALL OF 2024.

BUT WE WORK REALLY CLOSELY WITH EAB TO HAVE THE REALLY TO TO PURCHASE THE NAMES TO BE ABLE TO ACHIEVE THAT STRATEGY.

IS THERE A NUMBER THERE THAT TALKS ABOUT WHAT YOUR RETENTION RATE WAS FROM LAST YEAR TO THIS YEAR? BECAUSE RETENTION IS A BIG PART OF ENROLLMENT AS WELL.

SO IF I COULD STEP IN ON THAT, WE WILL HAVE RETENTION NUMBERS FOR FALL OF 23 AT THE NOVEMBER BOARD MEETING, AND THAT WILL BE ONE OF THE AREAS OF KIND OF A FOCUS AREA, DEEP DIVE. THAT'S WHERE WE ACTUALLY HAVE THE COMPLETED FALL CENSUS AND WE CAN IDENTIFY THOSE STUDENTS AND WE'LL BE ABLE TO TALK ABOUT THAT AT DEPTH BOTH IN INTRODUCTORY PRESENTATION AS WELL AS THE BREAKOUT SESSIONS.

SURE. THANK YOU.

SO IN LOOKING AT THE BUDGET PICTURE AT UCCS, IT'S PRETTY MUCH IN LINE WITH BUDGET, A LITTLE BIT POSITIVE, 0.3% ABOVE THEIR TUITION REVENUE AND 0.2% OF THEIR JUNE OPERATING BUDGET.

AND LOOKING AT SOME TRENDS BY THOSE DIFFERENT WAYS THAT WE CAN EVALUATE ENROLLMENT THAT TIE BACK TO THE JUNE TABLE.

THIS JUST SHOWS SOME OF THAT DATA.

THE ROW THAT I WOULD POINT PEOPLE'S ATTENTION TO IS THAT SECOND ROW, THAT NEW FIRST YEAR UNDERGRADUATE STUDENT ROW.

YOU CAN SEE THAT THERE'S BEEN STEADY GROWTH IN THAT OVER THAT FOUR YEAR SNAPSHOT IN EXCESS OF 1,700 STUDENTS AROUND THIS FALL.

YOU KNOW. AND SO IF YOU GO BACK.

SO BECAUSE THAT NEW FIRST YEAR STUDENT ROW IS GROWING OVER TIME, THE HOPE IS IF THE CAMPUS DOES WELL OR BETTER IN TERMS OF RETENTION, THEN THAT TOP ROW WILL BEGIN TO TURN UP.

THAT'S EXACTLY RIGHT.

ONE OTHER THING THAT WE HAVEN'T THAT WE CONTINUE TO EVALUATE HOW WE CAN ILLUSTRATE THIS IS THAT IN SOME INSTANCES YOU'LL SEE ANY CAMPUS, THIS ISN'T NECESSARILY TRUE

[01:30:02]

FOR UCCS OR ANY OTHERS, BUT SOMETIMES YOU'LL SEE CONTINUING STUDENT UNDERGRADUATES OR CONTINUING STUDENTS GET SMALLER.

YOU CAN HAVE AN INCREASE IN RETENTION RATE AND HAVE CONTINUING STUDENTS DECREASE, AND THAT'S A FUNCTION OF GRADUATING A LARGER COHORT.

SO THAT SHOULDN'T THAT'S NOT A BAD NEWS PHENOMENON.

IT'S JUST SOMETHING THAT WE HAVEN'T FIGURED OUT HOW TO ILLUSTRATE IN A GOOD WAY.

AND WE'RE WORKING ON THAT AND WE HOPE TO BE ABLE TO SHARE THAT WITH FOLKS LATER.

SHIFTING OVER TO DENVER, THEY'RE PROJECTING ENROLLMENT DECLINE OF AROUND 3.7% COMPARED TO LAST FALL, AND THAT'S AROUND A 1% BELOW WHERE THEY WERE BUDGETING IN JUNE.

AND THAT'S THAT'S A FUNCTION OF JUST ENROLLMENT BEING DOWN FOR WHAT THEY HAD FORECASTED FOR INCOMING FRESHMEN.

GRADUATE ENROLLMENT IS ALSO DOWN FOR INCOMING GRADUATE INTERNATIONAL STUDENTS.

THERE'S BEEN SOME CHALLENGES ASSOCIATED WITH THE SHIFT TO HOW THEY EVALUATED FOREIGN CREDENTIALS.

SO THEY HAD A SMALLER APPLICATION POOL.

THERE'S SOME CONTINUING GRADUATES THAT ARE A POSITIVE SPOT, BUT THAT INCOMING COHORT IS A LITTLE BIT WEAKER THAN WHAT THE CAMPUS HAD ANTICIPATED.

AND WE'LL ILLUSTRATE THAT ON THE NEXT SLIDE HERE.

SO YOU CAN SEE DECLINES PRETTY MUCH IN MOST OF THE CATEGORIES.

I MENTIONED THAT THAT CONTINUING INTERNATIONAL STUDENT IS A IS A STRONG POINT, BUT THAT INCOMING COHORT ISN'T.

AND SOMETHING ELSE THAT'S IMPORTANT TO POINT OUT HERE IS THAT THE REASON THAT WE'RE HIGHLIGHTING THAT INTERNATIONAL STUDENT COMPONENT IS JUST LOOK AT THE NON RESIDENT GRADUATE SECTION IN THE MIDDLE, THE COHORT FOR INTERNATIONAL STUDENTS.

IT'S AS BIG AS DOMESTIC NON RESIDENT STUDENTS.

SO THAT'S A BIG MARKET.

IN TERMS OF THE CAMPUS'S ENROLLMENT, FIRST YEAR STUDENT ENROLLMENT IS DOWN RELATIVE TO THE PRIOR YEAR.

BUT THERE IS A CHART HERE AT THE END WHICH I'LL POINT TO ABOUT, YOU KNOW, THE OPPORTUNITY AT CU DENVER TO HAVE ON CAMPUS HOUSING AND HOW THAT'S IMPACTED FIRST YEAR STUDENT ENROLLMENT. WHEN WE LOOK AT WHAT THOSE CHANGES FROM JUNE RELATIVE TO TODAY LOOK LIKE, IT'S RESULTING IN A BUDGET DELTA OF AROUND $3.5 MILLION AND THAT'S ABOUT 1.4% COMPARED TO THEIR JUNE BUDGET AT THE CAMPUS.

AND HERE IN THIS IS WHAT I WANTED TO HEARKEN BACK TO YOU IN THAT PRIOR SLIDE OF THAT FIRST YEAR STUDENT.

LOOK AT THE SECOND ROW HERE.

YOU CAN SEE IT'S AROUND 13-1400 IN THAT FIRST YEAR AND THAT FIRST.

BUT WHEN YOU MOVE FORWARD TO YEARS TWO THROUGH FOUR, IT'S IN EXCESS OF 1,600 STUDENTS.

SO THAT THAT SHIFT IN FROM 2021 TO 21-22 IS WHEN FIRST YEAR STUDENT HOUSING CAME ONLINE WITH WITH UNIVERSITY HEIGHTS.

SO THAT'S I ALWAYS REFER TO IT AS FISH, WHICH IS WHAT IT WAS PLANNED OUT YEARS AGO.

BUT THERE'S STUDENTS ARE VOTING WITH THEIR FEET IN TERMS OF THAT OPPORTUNITY AND WANTING TO HAVE A DESIRE TO LIVE ON CAMPUS.

AND YOU CAN SEE THAT ON THAT CHART.

SO HOW IS THE CAMPUS RESPONDING TO THAT BUDGET CHALLENGE? THEY'RE CONTINUING TO REALIGN THEIR BUDGET IN THE CURRENT YEAR BASED ON THE PLANNING EFFORTS THAT THEY HAD DEVELOPED THROUGHOUT LAST YEAR HEADED INTO THE JUNE BUDGET.

THE CAMPUS IS GOING TO HONOR THE 3% MERIT POOL FOR ITS STAFF, AND FACULTY.

CONTINUE TO FOCUS ON OVERALL ENROLLMENT STRATEGIES.

AND SOME OF THOSE INCLUDE THINGS LIKE REALLY TRYING TO DIG INTO TO RECRUIT MORE SPRING ENROLLMENT AND RETAIN THOSE STUDENTS FROM THE FALL TO THE SPRING.

BUT WHEN THEY BALANCE THEIR BUDGET IN THE CURRENT YEAR, THEY'RE GOING TO USE A FEW STRATEGIES.

SO ONE OF THOSE IS EVALUATE WHAT POSITIONS THEY MIGHT HAVE TARGETED AS OPEN OR WANTING TO GROW AND SEE WHAT THAT IMPACT WOULD BE ON STUDENTS TO SEE IF THEY COULD HOLD BACK AND WHAT THAT IMPACT WOULD BE ON EXISTING EMPLOYEES IN THAT SPACE.

SO IF THERE'S FEWER STUDENTS TO SERVE, MAYBE YOU DON'T NEED TO HAVE AN ADDITIONAL EMPLOYEE IN THAT POSITION.

ADDITIONALLY, THE CAMPUS IS LOOKING TO FLEX AND REDUCE ITS PLAN TO PERCENT COMPRESSION RETENTION AND EQUITY BUDGET INITIATIVE.

AND THEY'LL REDUCE THAT AND THEN HOLD ON DISTRIBUTING UNTIL THEY GET THROUGH THEIR COMPREHENSIVE COMPENSATION COLLABORATIVE FRAMEWORK, WHICH IS AN EVALUATION OF ALL OF ITS ALL OF THE CAMPUSES, STAFF AND FACULTY RELATIVE TO MARKET TO INFORM WHERE THEY WOULD DISTRIBUTE COMPRESSION, RETENTION AND EQUITY.

NOW THAT THAT EVALUATION IN AND OF ITSELF IS INCREDIBLY VALUABLE AND OVER TIME THE CAMPUS WILL BE ABLE TO MAKE PROGRESS IN THAT SPACE.

BUT IT JUST MIGHT NOT BE WHAT WE WERE PLANNING IN THE CURRENT FISCAL YEAR.

FINALLY, THE CAMPUS IS EVALUATING HOW TO USE SOME EARLY RETIREMENT AND FIGURING OUT WHERE THERE MIGHT BE A GOOD MATCH WITH AN INDIVIDUAL THAT'S EMPLOYED THAT BENEFITS BOTH THAT INDIVIDUAL AS WELL AS THE CAMPUS.

AS WE WORK THROUGH THIS BUDGET CYCLE, WE'LL CONTINUE TO ALIGN THE CURRENT YEAR.

[01:35:01]

START TO DEVELOP PLANS FOR NEXT YEAR FOR FISCAL YEAR 25.

I'D MENTIONED EARLIER IN THE PRESENTATION AT THE JANUARY FINANCE COMMITTEE MEETING WE'LL HAVE AN IN-DEPTH CONVERSATION ABOUT INTERNAL CAMPUS BUDGET MODELS, AND THAT'S WHERE WE'LL TALK ABOUT KIND OF THE THE ALIGNMENT AND THE ADJUSTMENTS HAPPENING AT UCCS, WHERE WE ARE AT DENVER WITH OUR BUDGET MODEL AND HOW BOULDER AND ANSCHUTZ'S BUDGET MODELS WORK AS WELL. WE'LL USE A REVISED BASE FROM THESE ADJUSTMENTS IN THE CURRENT YEAR AS A STARTING PLACE FOR WHEN WE FORECAST AND BUILD BUDGETS IN FEBRUARY FOR NEXT YEAR.

I JUST WANT TO, I WON'T GO INTO DEPTH.

I'VE TALKED WITH PRESIDENT SOLOMON AND OF COURSE WITH CHANCELLOR MARKS ALL THE TIME.

THE LACK OF ENROLLMENT AT CU DENVER AND THAT SORT OF STUFF IS GETTING PRETTY WORRISOME.

AND NOW I'VE BEEN ON THE BOARD FOR TEN YEARS.

WE'VE SEEN EMPLOYMENT DECLINES FOR SEVEN OF THOSE EIGHT YEARS.

WE DON'T SEEM TO BE GETTING A REAL HANDLE ON IT.

WE ALWAYS BALANCE THE BUDGET, WHICH WE DO VERY WELL, BUT AT THAT TIME WE WERE LOSING PROGRAMS AND WE MAY BE LOSING GOOD PEOPLE.

WE ONLY DO THAT SO MUCH.

AND I'M CONCERNED ABOUT IT AS EVERYBODY WHO'S BEEN TO THESE MEETINGS, WHEN WE TALK ABOUT ENROLLMENT HAVE.

I KNOW THAT PRESIDENT SOLOMON AND CHANCELLOR MARKS ARE CONCERNED ABOUT IT.

IN MY OPINION, IT'S TIME TO PUT TOGETHER A PLAN AND MOVE FORWARD WITH IT.

IT'S JUST TO THE POINT WHERE IN THE AMOUNT OF TIME THAT I'VE BEEN HERE, INCLUDING A SUBSIDY THAT WE'VE DONE FOR CU DENVER FOR SEVEN YEARS NOW. I JUST THINK AS A REGENT WITH FISCAL RESPONSIBILITY AND ACCOUNTABILITY TO HOW OPPORTUNITIES ARE FOR OUR KIDS, I SEE A CAMPUS THAT MAY NEED A PRETTY GOOD PLAN TO GO FORWARD WITH IT.

AND SO I'VE TALKED WITH PRESIDENT SOLOMON ABOUT IT.

AND I DON'T NEED TO SEE ANY MORE ABOUT IT, BUT I STILL AM CONCERNED ABOUT IT.

I JUST WANTED TO ASK CHANCELLOR MARKS, ARE WE SEEING THE LACK OF ENROLLMENT KIND OF ACROSS THE BOARD OR ARE THERE CERTAIN SCHOOLS OR MAJORS WHERE IT'S HAVING MORE PROBLEMS? WHAT CAN YOU TELL US ABOUT THAT? WE'RE SEEING IT IN THREE PARTICULAR AREAS THERE.

IT IS SOMEWHAT ACROSS THE BOARD, BUT THE AREAS THAT CHAD HIGHLIGHTED IS ONE MORE I WANTED TO HIGHLIGHT.

THERE'S SOME DECLINE IN PRIMARILY OUT-OF-STATE FIRST TIME FRESHMEN.

THERE'S A LARGER DECLINE IN TRANSFER STUDENTS, WHICH HITS ACROSS THE BOARD.

AND OUR LARGEST DECLINE IS IN INTERNATIONAL MASTER'S STUDENTS.

THESE ARE ALL NEW STUDENTS FOR INTERNATIONAL, WHICH HAS THE BIGGEST BUDGETARY IMPACT THE INTERNATIONAL MASTER'S STUDENTS.

CHAD MENTIONED ONE PART OF THIS STORY, WHICH IS THAT WE DID USE A DIFFERENT WAY OF ASSESSING TRANSCRIPTS WHICH MAY HAVE IMPACTED IT.

BUT PROBABLY THE LARGER ISSUE IS THAT WE SAW A HUGE INCREASE IN INTERNATIONAL MASTER'S STUDENTS LAST YEAR, PROBABLY A BIT OF A COVID BUBBLE AND NOW IT'S NORMALIZING.

WE STILL HAVE MORE INTERNATIONAL MASTER'S STUDENTS NOW THAN WE HAD A FEW YEARS AGO.

SO WE ACTUALLY SOME OF THIS IS MASKING, I THINK WHAT REGENT GALLEGOS IS RAISING, WHICH IS AN INTERNATIONAL ENROLLMENT STRATEGY THAT WE ARE PUTTING IN PLACE SOME GOOD NEWS STORIES THAT SOME WORK THAT WE HAVE BEEN DOING IN THE LAST COUPLE OF YEARS.

ONE IS VERY DEEP WORK ON RETENTION.

AND SO WHAT YOU DON'T SEE IS SOME IS THE NUMBER OF INTERNATIONAL GRADUATE STUDENTS, FOR EXAMPLE, THAT WE'RE RETAINING, WHICH IS IMPROVING AS WELL AS OUR CONTINUING STUDENTS. IT IS ALSO MASKING THE ONLINE STRATEGY THAT YOU HEARD ABOUT YESTERDAY, WHICH THOSE NUMBERS ARE UP SIGNIFICANTLY IN PROGRAMS. AND WE DO HAVE OTHER INITIATIVES THAT ARE INVESTING IN THE DEVELOPMENT OF PROGRAMS WHERE MARKET DATA SHOW US THAT WE HAVE THE POTENTIAL OF GROWING RAPIDLY AND ALSO A NEW RECRUITMENT STRATEGY BOTH FOR SPRING AND IN THE LONGER TERM.

SO WE ARE NOT WHERE WE WANT IT TO BE THIS YEAR.

SUMMIT WE HAD TWO LARGE GRADUATIONS, WHICH SO SOME OF THIS IS PREDICTABLE, BUT I THINK YOU'RE ABSOLUTELY RIGHT.

WE NEED AN INTENTIONAL STRATEGY.

WE HAVE PUT PIECES OF THAT IN PLACE AND WE'RE STARTING TO SEE DIVIDENDS.

BUT UNFORTUNATELY, THE TRANSFER.

OUR GOAL THIS YEAR, WE SET OUT TO BE THE NUMBER ONE TRANSFER INSTITUTION IN THE STATE.

AND THAT IS GOING TO INVOLVE CONNECTING MORE DEEPLY WITH COMMUNITY COLLEGES AND MAKING SOME CHANGES TO OUR PROCESS.

AND SO THE INSTITUTION IS DOING THAT WORK.

AND I HOPE THAT OVER THE NEXT FEW YEARS WE WILL SEE A SHIFT IN THIS PATTERN BECAUSE IT IS CONCERNING.

THANK YOU. MOVING FORWARD TO CU ANSCHUTZ THE FALL BUDGET.

FALL ENROLLMENT RELATIVE TO BUDGET IS IS RIGHT IN LINE AND THERE ARE ABOUT ONE AND ONE HALF PERCENT ABOVE THE PRIOR FALL.

[01:40:08]

AS WE'VE TALKED IN FINANCE COMMITTEE, THE CAMPUS STRUCTURE IN TERMS OF ITS BUDGET MODEL IS A LITTLE BIT DIFFERENT WHERE EACH SCHOOL IN COLLEGE HAS KIND OF ITS OWN BUDGET.

UH OH, I DIDN'T DO THAT.

SO THAT IMPACT VARIES ACROSS ACROSS COLLEGE.

SO IN THE SCHOOL OF MEDICINE, THEY'RE ACTUALLY EXPECTING AN INCREASE OF 30, 38 STUDENTS.

SO HOW CAN THAT BE WHEN WE'RE ALWAYS AT CAPACITY FOR ANY INDIVIDUAL COHORT? THEY HAD SOME STUDENTS THAT WERE ON LEAVE AND THEN HAVE COME BACK TO CONTINUING THEIR DEGREE PROGRESSION AND THAT WAS 38 MORE THAN THEY WERE PROJECTING BACK IN JUNE AT PHARMACY, A DECREASE OF 35 STUDENTS, AROUND A HALF A MILLION DECREASE RELATIVE TO THE JUNE BUDGET THERE.

IN LOOKING AT PERCENTAGES.

AGAIN, THIS THING THAT I ALWAYS WANT TO POINT OUT, BUT THIS DOUBLE DIGIT GROWTH FOR THE NURSING PROGRAM, THAT UNDERGRADUATE SPACE IS SIGNIFICANT.

THAT'S TIED TO THE CAMPUSES GOALS OF WANTING TO INCREASE THE PROGRAMING AND OUTPUT THERE IN TERMS OF STUDENTS MEETING WORKFORCE DEMAND WITH MORE NURSING GRADUATES, THAT BOTTOM SECTION LOOKS A LITTLE WEIRD WITH REALLY BIG PERCENTAGE INCREASES, BUT THAT'S JUST A FUNCTION OF HOW THE TERM WORKS AT ANSCHUTZ WHERE SOME OF THEIR NEW STUDENTS ACTUALLY START IN THE SUMMER. SO THIS IS PICKING UP A REALLY SMALL NUMBER OF STUDENTS THAT ACTUALLY STARTED IN THE FALL OUTSIDE OF THAT USUAL COHORT START TIME.

IN TERMS OF OVERALL BUDGET.

RIGHT IN LINE WITH BUDGET.

AGAIN, THIS VARIES BY COLLEGE, BUT THIS IS RIGHT.

THIS IS RIGHT IN LINE OF THE TOTAL BOTTOM LINE.

SO NO CHANGE.

AND THEN HISTORICAL TRENDS, YOU CAN SEE HERE AGAIN THAT TOP LINE OF UNDERGRADUATE NURSING.

YOU CAN SEE REALLY GOOD GROWTH OVER THE LAST FOUR YEARS AND AN OVERALL TREND OF GROWTH ON THE GRADUATE SIDE.

SO WHERE DO WE GO FROM HERE? WE'VE USED DATA FROM LATE AUGUST INTO EARLY SEPTEMBER TO POPULATE THIS PRESENTATION FOR THIS PRELIMINARY ENROLLMENT ESTIMATE.

WE FINALIZED CENSUS THIS WEEK AND INTO NEXT WEEK IN THE MIDDLE OF SEPTEMBER.

WE PROVIDE FINAL CENSUS DATA TO THE COLORADO DEPARTMENT OF HIGHER EDUCATION ON OCTOBER 15TH.

AND WHEN THE DEPARTMENT HAS ALL OF THAT DATA COMPILED, WE'LL GET ALL OF THAT STUFF BACK AND WE'LL SEND OUT A REPORT.

AND THEN THAT TIME FRAME, WE'LL ALSO BE ABLE TO EVALUATE WHAT DID CUS ENROLLMENT LOOK LIKE BY ETHNICITY, BY OTHER OTHER STUDENT DEMOGRAPHIC DATA THAT WE ARE INTERESTED IN IN EVALUATING.

SO THAT'S THAT'S WHERE WE ARE AT THIS STAGE.

SO THERE'S SOME GOOD NEWS AND BAD NEWS.

SO THAT'S WHERE WE ARE.

SO WE'LL SEE KIND OF A STATE NUMBER AS WELL, RIGHT, ON HOW OTHER COLLEGES AND UNIVERSITIES ARE FARING.

AND THE REASON TO LOOK AT THAT IS BECAUSE IT WILL SET A TREND FOR WHAT'S HAPPENING WITH HIGHER EDUCATION IN THE STATE, WHICH SHOULD HELP US AS WELL.

RIGHT. WHEN WILL WE SEE THAT NEXT? THAT'S EXACTLY RIGHT.

SO THAT'S THAT FINAL BULLET THERE.

YEAH. SO IN THE NOVEMBER TIME FRAME, WE'LL HAVE THAT DATA.

BUT BUT TO YOUR POINT OF WHY IS THAT INFORMATIONAL OR IMPORTANT, ESPECIALLY HITCHING BACK TO WHAT CHANCELLOR MARKS WAS SAYING IS IF WE KNOW THAT THERE'S A CERTAIN COMMUNITY COLLEGE POPULATION GROWING THAT MIGHT BE A TARGET INSTITUTION OR TARGET POPULATION FOR TRANSFERS, IF WE IF WE KNOW HOW CSU, FORT COLLINS, COLORADO SCHOOL OF MINES OR UNC ARE DOING RELATIVE TO OUR OVERALL RESEARCH INSTITUTIONS, THAT'S KIND OF LIKE A COMPARISON THAT WE CAN EVALUATE.

HOW ARE WE DOING RELATIVE TO OUR PEERS IN THE STATE.

SO YES, IT'S VALUABLE IN ALL SORTS OF WAYS AND WE'LL GET THAT OUT TO FOLKS IN NOVEMBER.

THE OTHER THING IS THAT WE WILL HAVE DATA ON RETENTION AND THAT'S ONE OF OUR MAIN PILLARS FOR THE STRATEGIC PLAN. SO I WOULD THINK THAT WE'D WANT TO PAY REALLY CLOSE ATTENTION TO THAT TO SEE HOW WE'RE COMING AFTER A COUPLE OF YEARS OF HARD WORK ON THAT.

I THINK THAT WE'LL BE SEEING THAT ALSO AND THAT WILL TELL US WHETHER OUR STRATEGIES ARE IMPORTANT OR NOT AND HOW WE'RE WORKING ON THEM OR WHETHER WE HAVE TO DO SOMETHING DIFFERENT WITH IT.

SO SOME IMPORTANT STUFF COMING THAT WILL BE HALLMARKS FOR WHETHER THIS BOARD AND THIS ADMINISTRATION ARE MAKING SOME GAINS IN SOME DIFFERENT AREAS.

JUST, YOU KNOW, AN ANECDOTAL OBSERVATION FROM THE OUTREACH TRIP IS WE TALK ABOUT THE UNIVERSITY OF COLORADO, DENVER.

IT WAS REALLY INTERESTING TO HEAR SUPERINTENDENTS TALK ABOUT HOW MUCH LESS EXPENSIVE IT IS TO GO TO METRO.

BUT THERE WAS NO CONVERSATION AROUND RETENTION AND GRADUATION RATES WHEN YOU DO GO TO METRO AND THE QUALITY OF EDUCATION, IT WAS ALMOST IN MY MIND, A BIT OF A SURPRISE WHEN WE TOLD THEM THE DIFFERENCES BETWEEN GRADUATION RATES.

SO THAT LEADS ME TO BELIEVE THAT MARKETING, THE QUALITY OF UCD SPECIFICALLY, IN A LOT OF THOSE FIRST GENERATION COMMUNITIES WILL HOPEFULLY HELP US INCREASE

[01:45:07]

THE AMOUNT OF STUDENTS THAT CHOOSE US OVER METRO BECAUSE THERE'S NOTHING WORSE THAN DROPPING OUT OF SCHOOL WITH STUDENT DEBT AND NOT COMPLETING A DEGREE.

ALL RIGHT.

THANK YOU. THANK YOU.

SO UP NEXT, WE HAVE THE TREASURER'S REPORT WITH TREASURER USHA SHARMA.

WELCOME. GOOD MORNING.

I DON'T THINK I NEED TO INTRODUCE MYSELF AGAIN SINCE REGENT CHAVEZ DID THAT.

SO IT'S A PLEASURE TO BE HERE PRESENTING AND PRESENTING TO YOU THE QUARTERLY REPORT FOR QUARTER ENDING JUNE 30TH, 2023, WHICH ALSO HAPPENS TO BE YEAR END FOR THE UNIVERSITY.

YOU ALSO HAVE AN EIGHT PAGE REPORT THAT IS POSTED ON BOARD DOCS.

MY PRESENTATION TODAY IS ONLY LIKE FOUR SLIDES AND THIS IS THE EXTRACTION OF SOME OF THE KEY DATA FROM THAT REPORT.

I'LL PROVIDE YOU AN UPDATE ON TREASURY POOL INVESTMENTS, OUR DEBT POSITION AND LIQUIDITY POSITION AS OF JUNE 30TH.

NEXT SLIDE, PLEASE.

SO THERE IS A LOT OF INFORMATION ON THIS SLIDE.

IT'S A DASHBOARD FOR TREASURY POOL INVESTMENT PORTFOLIO.

TOTAL ASSETS IN THE TREASURY POOL WAS $3.2 BILLION AT THE END OF 2000 FISCAL YEAR 2023 VERSUS $2.9 BILLION AT THE END OF FISCAL YEAR 2022.

A NICE GAIN OF $291 MILLION OVER A YEAR.

EQUITIES BOUNCED BACK TO A POSITIVE TERRITORY IN THE FIRST HALF OF 2023 CALENDAR YEAR AFTER A VOLATILE MARKET AS WE ALL EXPERIENCED LAST YEAR.

RETURNS ON POOL ASSETS FOR QUARTER ENDING JUNE 30TH WAS 2.97 VERSUS OUR BENCHMARK INDEX RETURN OF 2.75%. ROLLING 12 MONTH RETURN WAS 9% VERSUS BENCHMARK RETURN OF 7.58, A NICE OUTPERFORMANCE BY 142 BASIS POINTS.

THE THREE YEAR RETURN LAST THREE YEAR RETURNS WAS 7.11% AND 5.49 FOR INCEPTION TO DATE, POOL OUT FORM OUTPERFORMED ALL OF ITS BENCHMARK INDICES IN ALL TIME PERIODS MENTIONED HERE.

AND THESE RETURNS ARE NET OF FEES, SO NOTHING IS TAKEN OUT.

SO WHAT YOU SEE HERE IS WHAT IS STATED IN THE PORTFOLIO.

AS OF JUNE 30TH, 2023, PORTFOLIO CONSISTED OF ABOUT 25% IN CASH, 25% IN FIXED INCOME, 50% IN EQUITY. BREAKING THAT EQUITY PORTION FURTHER 10% OF THAT IS IN THE FOUNDATION LONG TERM INVESTMENT POOL, 8% IN GLOBAL EQUITY, 8% IN INTERNATIONAL EQUITY, AND ABOUT 24% IN DOMESTIC EQUITY.

SO THE DOMESTIC EQUITY, AS MEASURED BY S&P 500, RETURNED ALMOST 20% FOR THE LAST 12 MONTHS.

BUT WORTH MENTIONING IS THAT THE INDEX IS DOMINATED BY SEVEN STOCKS, WHAT THEY CALL LIKE MAGNIFICENT SEVEN, APPLE, AMAZON, ALPHABET, NVIDIA, META, MICROSOFT AND TESLA.

THEY MAKE UP ABOUT 25% OF THE PORTFOLIO FROM MARKET CAPITALIZATION AND THEY TOOK LIKE COLLECTIVELY RETURNED 64% WITH THE REST OF THE REMAINING INDEX EARNING ONLY 3%.

THE AGGREGATE BONDS LOST ABOUT 9% FOR THE LAST 12 MONTHS, AND THEN THE INTERNATIONAL STOCKS RETURNED ALMOST 19%.

AND WE WILL CONTINUE TO SEE LOSS IN LONG TERM BOND PORTFOLIO WITH RISING RATES E NVIRONMENT.

NEXT SLIDE, PLEASE.

SO THIS IS A NEW REPORT MOST PROBABLY THE FULL BOARD HASN'T SEEN BEFORE.

THIS SLIDE SHOWS A SNAPSHOT OF THE POOL BALANCE BY SEGMENT AT A SPECIFIC POINT IN TIME, WHICH IN THIS CASE IS JUNE 30TH, 2023.

NUMBERS ON PREVIOUS SLIDE PROVIDED YOU A YEAR OVER YEAR COMPARISON, WHEREAS THIS ONE IS GIVING YOU OUR INVESTMENT BALANCES AT COST AND MARKET VALUE.

I WANT TO PAUSE HERE AND SEE IF YOU HAVE ANY QUESTIONS BEFORE I JUMP TO THE NEXT SLIDE.

OH, I THINK WE CAN GO TO THE NEXT ONE.

SO THIS IS THE SLIDE THAT GIVES YOU INVESTMENT POOL OPERATING INDICATORS WITH GREEN ARROWS POINTING UP, SAYING THAT WE HAD GAINED, WE HAD POSITIVE RETURNS AND THE PORTFOLIO AND THE RED ARROWS POINTING DOWN ARE INDICATE LOSSES.

AND AS I MENTIONED BEFORE, MOST PROBABLY THE BOND PORTFOLIO WILL SEE FURTHER LOSSES FOR THE NEXT COUPLE OF QUARTERS BECAUSE OF THE RISING RATE ENVIRONMENT.

[01:50:02]

RIGHT NEXT ONE.

SO THIS IS THIS IS MY LAST ONE.

AND THIS IS THE OVERVIEW OF UNIVERSITY'S DEBT PORTFOLIO.

DEBT BALANCE AS OF JUNE 30TH WAS $1.74 BILLION, DOWN ABOUT $78 MILLION FOLLOWING PRINCIPAL PAYMENTS THAT HAPPENED ON JUNE 1ST. THE RECENT TENDER REFUNDING THAT CLOSED ON AUGUST 1ST, WHICH HAPPENS TO BE IN ANOTHER QUARTER, REDUCES THIS OUTSTANDING BALANCE FURTHER BY ABOUT $17 MILLION.

THE CURRENT DEBT CAPACITY RATIO REGENT CHAVEZ MENTIONED 5.17.

THE 5.17 IS WITH NEW DEBT ISSUED AND WITHOUT ANY NEW DEBT ISSUED.

THAT NUMBER IS 4.74.

BUT WHAT MY POINT THAT I WANT TO EMPHASIZE HERE IS WITH NEW DEBT ISSUED OVER THE NEXT FIVE YEARS FOR REGENT APPROVED PROJECTS, THAT DEBT CAPACITY RATIO AT THE END OF FISCAL YEAR 28 WILL BE 3.86.

SO IT'S STILL A LOT OF CAPACITY LEFT TO REGENT TARGET OF 7% AND THE STATUTORY LIMIT OF 10%.

UM, THE WEIGHTED AVERAGE COST OF CAPITAL CURRENTLY IS AT 2.2%.

IT'S A FULL PERCENTAGE POINT DROP FROM 2018.

SO IMPLEMENTING DIFFERENT DEBT STRATEGY THAT INCLUDES COMMERCIAL PAPER, VARIABLE RATE DEBT AND PUT BONDS HAVE CONTRIBUTED TO LOWER THIS COST OF CAPITAL, WHICH DIRECTLY IMPACTS CAMPUS'S ANNUAL DEBT SERVICE PAYMENTS.

THAT'S ALL I HAVE READY FOR QUESTIONS.

THANK YOU. I THINK THIS IS YOUR FIRST PRESENTATION.

RIGHT? SO WE'RE THRILLED TO HAVE YOU HERE.

SO WELCOME. AND AND WE LOOK FORWARD TO TO WORKING WITH YOU FOR MANY, MANY YEARS.

THE DEBT CAPACITY RATIO NUMBERS ARE ALWAYS INCREDIBLE TO ME HOW IMPRESSIVE THAT IS THAT SUCH A LOW PERCENTAGE AND LIKE YOU SAID, EVEN WITH ANTICIPATED ADDITIONAL DEBT FOR NEW FOR NEW PROJECTS THAT HAVE BEEN APPROVED IT'S GOING TO GO DOWN.

AND SO OUR OUR ISSUE IS NEVER THAT THAT WE DON'T HAVE ENOUGH CAPACITY.

IT'S JUST THAT WE HAVE TO MAKE DEBT PAYMENTS.

SO YEAH, SO BUT THAT'S VERY THAT'S REALLY IMPRESSIVE.

AND THE OTHER THING I JUST WANT TO COMMENT ON IS, IS THE STABLE, THE INCREDIBLE CREDIT RATINGS WE HAVE AND THE AND THE FACT THAT WE ARE CONTINUING TO BE LOOKED AT AS STABLE IS REALLY POSITIVE.

AND THAT'S NOT WHAT YOU SEE IN IN HIGHER EDUCATION GENERALLY.

AND SO SO KUDOS TO YOU AND TO THOSE WHO CAME BEFORE YOU.

NOT YET. AND TO THE ENTIRE TEAM WHO AND TO THE REGENTS AND THE CAMPUSES AND EVERYBODY WHO'S JUST MANAGING ALL OF THAT SO WELL.

SO THANK YOU VERY MUCH.

THANK YOU. AND JUST A REMINDER THAT THAT POLICY LIMIT AND THAT PROJECTED FISCAL YEAR 24 DEBT CAPACITY RATIO ARE THE ONE I MENTIONED.

IT'S ALL AT SYSTEM LEVEL.

SO YOU MIGHT SEE NUMBERS SLIGHTLY DIFFERENT FOR EACH CAMPUSES.

BUT THANK YOU FOR THE UPDATE.

I DO HAVE ONE VERY SMALL QUESTION.

THE VERY FIRST SLIDE IN YOUR PRESENTATION.

IS THAT YOUR PICTURE? OH, HE'S TALKING TO CHAD ABOUT THAT.

YEAH. SO THAT IS A VIEW OF TWIN LAKES FROM SUMMIT OF MOUNT ELBERT.

I WAS THERE LAST SATURDAY.

YEAH, THAT'S WHAT I THOUGHT.

SO THE TRADITION CONTINUES WITH OUR TREASURER.

YEAH, I KNOW. I'M WAITING FOR MY BIG ONE.

YEAH. SHE'S CARRYING ON THE TRADITION.

YES, EXACTLY.

THANK YOU SO MUCH AND WELCOME.

OH, I'M SORRY. I HAVE A QUICK QUESTION.

SORRY. LESLEY YEAH. TODD, YOU MENTIONED OUR RATING COMPARED TO OTHERS IN HIGHER ED, SO ARE THE ARE THE RATINGS ALL PUBLIC KNOWLEDGE? YES.

BE INTERESTING TO SEE, ACTUALLY.

YEAH. WE ACTUALLY THE STATE TREASURER PUBLISHES ALL THE RATINGS FOR COLORADO'S HIGHER ED INSTITUTIONS.

SO, YES, IT WOULD BE INTERESTING TO SEE THE LINK SO WE COULD SEE THAT OURSELVES.

YEAH. SO WE CAN GET THAT OUT TO YOU.

GREAT. YEAH. AND IT'S A SWEET SPOT TO BE BECAUSE, I MEAN, THERE IS ALWAYS REQUIREMENTS TO MAINTAIN HIGHER [INAUDIBLE], BALANCE EVERYTHING WITH TRIPLE A, BUT THE SPREAD DIFFERENTIAL WHEN YOU WHEN WE GO OUT TO THE BOND MARKET TO ISSUE DEBT IS NOT THAT DIFFERENT BETWEEN THE TOP TRIPLE A AND THEN THE NOT BELOW.

YEAH. GREAT. GREAT.

THANK YOU. ANYONE ELSE?

[01:55:02]

ANY OTHER QUESTIONS? THANK YOU.

THANKS. THE NEXT ORDER OF BUSINESS IS THE GOVERNANCE COMMITTEE REPORT AND WORK PLAN.

GOVERNMENT CHAIR OR GOVERNMENT CHAIR.

[M. 10:00 a.m. GOVERNANCE COMMITTEE DISCUSSION AND ACTION ITEMS]

COMMITTEE CHAIR SPIEGEL AND VICE PRESIDENT DINEGAR WILL PRESENT.

GREAT. THANK YOU. THANK YOU, CHAIR RENNISON.

AND GOOD MORNING, EVERYONE.

IN ADDITION, PRELIMINARY NOTICE WAS PROVIDED TO THE COMMITTEE REGARDING LAWS AND POLICIES THAT WILL BE DISCUSSED AT THE OCTOBER GOVERNANCE COMMITTEE MEETING.

THOSE POLICIES ARE 3I COMPENSATION FOR ADMINISTRATIVE OFFICERS RETURNING TO ANY FACULTY POSITIONS AND 5E TENURED AND TENURE TRACK FACULTY DISMISSAL FOR CAUSE.

PREVIOUSLY CHANGES WERE VOTED ON AT THE JUNE BOARD OF REGENTS MEETING AND THE NEWLY PROPOSED CHANGES ARE INTENDED TO FURTHER CLARIFY THE PROCESS.

THESE CHANGES ARE RECEIVING NOTICE OF MOTION AT THIS BOARD MEETING AND WILL BE DISCUSSED AGAIN AT THE OCTOBER GOVERNANCE COMMITTEE MEETING.

INDEMNIFICATION OF CONTRACTORS.

THESE CHANGES ARE RECEIVING NOTICE OF MOTION AT THIS BOARD MEETING AND WILL BE DISCUSSED AGAIN AT THE OCTOBER GOVERNANCE COMMITTEE MEETING.

PROPOSED CHANGES TO REGENT POLICY 2L.

PUBLIC COMMENT AT COMMITTEE MEETINGS.

THESE CHANGES ARE RECEIVING NOTICE OF MOTION AT THIS BOARD MEETING AND WILL BE DISCUSSED AGAIN AT THE OCTOBER GOVERNANCE COMMITTEE MEETING.

THE NEXT GOVERNANCE COMMITTEE MEETING.

THAT OCTOBER MEETING IS SCHEDULED FOR OCTOBER 26TH AND THANK YOU AGAIN TO EVERYONE FOR FOR ALL YOUR WORK AND I'LL TURN IT BACK OVER TO CHAIR RENNISON.

THANK YOU. SO WE HAVE SEVERAL ACTION ITEMS TO TURN OUR ATTENTION TO.

THE FIRST IS GOING TO BE ACTION ITEM ON POLICY 10A PROVISIONS RELATING TO DIVERSITY AND NONDISCRIMINATION POLICIES.

JUDY BONACQUISTI AND VALERIE SIMONS, DID YOU WANT TO COME FORWARD AND CHAT ABOUT IT? YEAH. THANK YOU, CHAIR RENNISON.

GOOD MORNING, REGENTS. THANK YOU ALL FOR YOUR COORDINATION, LEADERSHIP AND SUPPORT AS WE HAVE TACKLED REGENT POLICY 10.

AS YOU KNOW, IT HAS MANY DIFFERENT SUBSECTIONS AND HAS BECOME IT'S BEEN REFERRED TO AS KIND OF A FRANKENSTEIN POLICY.

SO I APPRECIATE THE LEADERSHIP AND THE ITERATIVE PROCESS THAT WE WORKED WITH THE CAMPUSES, WITH SHARED GOVERNANCE, DIFFERENT OFFICES TO GET US TO WHERE WE ARE TODAY.

SO THE PIECES THAT YOU HAVE IN FRONT OF YOU ARE BROKEN UP INTO DIFFERENT SEGMENTS.

WE ARE REQUESTING THAT YOU TAKE A LOOK AT POLICY 10A, RESCIND WHAT THE CURRENT POLICY IS AND REPLACE WITH THE NEW PROPOSED POLICY 10 A. SO FOR THOSE WHO MAY NOT BE AWARE HERE IN THE AUDIENCE, THIS PROCESS THAT WE WENT THROUGH THIS YEAR WAS INTENTIONALLY INCLUSIVE AND ITERATIVE.

IT WAS LED BY COLLEAGUES FROM THE SYSTEM AND CAMPUSES, PARTICULARLY THOSE OFFICES, THE DEI OFFICES, EQUITY OFFICES AND HUMAN RESOURCES OFFICES.

BUT WE WORKED WITH MANY OF OUR CONSTITUENTS AND THEN ALSO DID A C CONNECTIONS ARTICLE SO THAT WE CAN ENSURE THAT WE WERE RECEIVING FEEDBACK FROM THE MASSES.

WE WANTED TO GET AS MUCH INFORMATION AS WE COULD.

SO THE CURRENT POLICY 10A WAS CREATED IN THE 70S HAS NOT BEEN TOUCHED SINCE THE 70S.

SO WORKING WITH THIS COMPREHENSIVE GROUP TO ENSURE THAT WE WERE LOOKING AT DIVERSITY, EQUITY AND INCLUSION AS A METHOD OF THE VALUES AND FOUNDATIONAL TO OUR STRATEGIC PLAN, WE HAVE PROPOSED A NEW UPDATE.

SO 10A THE RECOMMENDATION IS TO RESCIND CURRENT 10A AND REPLACE WITH THE PROPOSED 10A THAT IS IN BOARD DOCS.

VALERIE, DID I MISS ANYTHING? NOTHING FURTHER FROM ME. THANK YOU.

GREAT. I WOULD MAKE A MOTION THAT WE.

GREAT. AND I'LL SECOND THAT.

ALL RIGHT. WELL, I WILL GO TO THE NEXT PAGE OF MY SCRIPT THEN.

IT HAS BEEN MOVED BY REGENT GALLEGOS AND SECONDED BY REGENT SPIEGEL TO APPROVE TO APPROVE PROPOSED CHANGES TO POLICY 10.

IS THERE ANY DISCUSSION ON THIS? YES. REGENT VANDRIEL.

THANK YOU, MADAM CHAIR.

SO, 10A AS IT PREVIOUSLY CONSTITUTED, EXISTED FOR ABOUT 50 YEARS.

AND WHEN IT CAME INTO PLACE, WE HAD STRUGGLES WITH DISCRIMINATION AND PROVIDING LACK OF SERVICE TO A VARIETY OF GROUPS OF PEOPLE, CERTAINLY INCLUDING WOMEN, PEOPLE FROM RURAL COLORADO, FIRST GENERATION STUDENTS, CONSERVATIVES, POOR COLORADOANS, HISPANIC, BLACK, ASIAN STUDENTS, AND PROBABLY OTHERS, OTHER CATEGORIES I HAVEN'T MENTIONED IN THE PAST 50 YEARS.

WE'VE GONE TO HAVING PROBLEMS ADDRESSING ON THE BASIS OF SEX.

WE HAVE PROBLEMS SERVING HISPANIC STUDENTS, RURAL STUDENTS, FIRST GENERATION STUDENTS, CONSERVATIVE STUDENTS AND BLACK STUDENTS.

WE HAVEN'T MADE AS MUCH PROGRESS AS WE WOULD HAVE LIKED UNDER THIS UNDER OUR PREVIOUS POLICY.

THIS ONE'S BETTER.

I DON'T THINK THIS IS A GREAT POLICY.

I THINK IT'S BETTER.

I'M HAPPY WITH WHERE WE'VE WHERE WE'VE COME ON THIS.

I THINK WE CANNOT DILUTE OURSELVES THAT THIS CAN STAND FOR 50 YEARS.

WE THIS GIVES US SOME OPPORTUNITY.

IN PARTICULAR, THERE ARE SOME CHANGES IN THIS THAT CODIFY SOME ACCOUNTABILITY THAT I'M GRATEFUL FOR AND I'M GRATEFUL FOR US FOR WORKING ON.

I DON'T LOVE EVERYTHING IN THIS, BUT I DO LOVE THAT WE'RE TRYING TO MAKE THE UNIVERSITY OF COLORADO MORE ACCESSIBLE.

AND SO I THANK EVERYONE FOR WORKING ON THIS AND I LOOK FORWARD TO WHAT COMES NEXT.

GREAT. REGENT THANK YOU, MADAM CHAIR.

[02:05:03]

SO WE'RE THE POLICY IS NOW IS NOT IN A PLACE THAT I CAN SUPPORT IT.

UM, AND SO I WILL VOTE NO ON ON THIS CHANGE TODAY.

I DO WANT TO TAKE A MOMENT, THOUGH, TO THANK YOU, MADAM CHAIR, REGENT SPIEGEL TO THANK YOU FOR LISTENING TO ME, LISTENING TO THE CONCERNS OF MANY OF THE FOLKS THAT I REPRESENT AND THE FOURTH CONGRESSIONAL DISTRICT ON THIS MATTER.

I DO THINK THAT THE PROCESS WAS OPEN.

I THINK THAT MY OBSERVATIONS CRITIQUES WERE THOUGHTFULLY CONSIDERED, AND I APPRECIATE THAT.

JUDY, THIS STARTED OUT IN A PLACE WHERE I REALLY DIDN'T LIKE IT.

BUT I'M THANKFUL TO YOU TOO, FOR TAKING THE TIME TO SIT DOWN WITH ME AND TO SPEND OVER AN HOUR LISTENING TO ME.

MY WIFE DOESN'T EVEN LISTEN TO ME FOR LONGER THAN AN HOUR, SO I DON'T KNOW WHETHER THE PRESIDENT TOLD YOU YOU HAD TO DO THIS OR WHETHER YOU ACTUALLY WERE INTERESTED IN WHAT I HAD TO SAY. BUT REGARDLESS, I DO.

I DO FEEL LIKE I WAS HEARD.

AND I DO THINK THIS PROCESS WAS FAIR AND TRANSPARENT, AND I'M GRATEFUL FOR THAT.

AND SO THOUGH I WILL VOTE NO TODAY, THAT IS A REFLECTION ON THE SUBSTANCE OF THE POLICY AND NOT A REFLECTION ON THE PROCESS THAT WAS USED TO GET US TO THIS POINT. SO THANK YOU, MADAM CHAIR.

AND AGAIN, THANK YOU, REGENT SPIEGEL FOR YOUR WORK.

THANK YOU REGENT MCNULTY.

ANYBODY ELSE? GREAT.

REGENT JAMES.

GOOD. GOOD MORNING, EVERYBODY.

THIS POLICY CHANGE AND THANK YOU TO JUDY AND YOUR TEAM FOR THE TREMENDOUS AMOUNT OF WORK THAT YOU DID ON THIS AND THE TREMENDOUS AMOUNT OF EXPLANATIONS THAT I BELIEVE YOU DID FOR PROBABLY EVERY REGION UP HERE.

AND WE REALLY APPRECIATE THAT WORK.

I DO WANT TO SAY SOMETHING ABOUT A NUMBER OF THINGS ON THIS ON THIS POLICY.

THIS POLICY IS AT THE CORE OF WHY I'M SITTING AT THIS TABLE.

MY ELECTION TO THIS BOARD REPRESENTS 44 YEARS WITHOUT A BLACK WOMAN ON THIS BOARD.

AND THIS HAS NOT BEEN UPDATED SINCE 1971.

SO THERE HAVE BEEN NUMEROUS CHANGES, OBVIOUSLY IN AMERICA SINCE 1971.

SO I'M GLAD THAT WE'RE GETTING TO THE POINT OF REFLECTING THIS.

AS POLITICS HAS TAKEN OVER IN AMERICA, WE'VE SEEN SUPREME COURT ISSUES AND DIFFERENT THINGS.

AND IT'S REALLY IMPORTANT THAT WE PROTECT THE IDEA OF DIVERSITY BECAUSE IN AMERICA WE ARE ALL BETTER WITH DIVERSITY.

ALL OF THAT BEING SAID, I'VE GOT A TREMENDOUS AMOUNT OF RESPECT FOR EVERY SINGLE REGION ON THIS BOARD.

THIS IS ONE OF THE MOST SPECTACULAR BOARDS THAT I HAVE EVER HAD THE PRIVILEGE OF WORKING ON.

AND I WILL SAY THAT EVERYBODY SITTING AT THIS DAIS THIS MORNING, I WOULD CALL FRIEND AND I WOULD HAVE DINNER WITH THEM AND I WOULD EVEN LISTEN TO FRANK FOR AN HOUR.

AND I BELIEVE THAT THIS PROCESS THAT WE WENT THROUGH WAS VERY OPEN AND HAD A LOT OF ROBUST CONVERSATION.

AND THANK YOU, REGENT SPIEGEL FOR TAKING THIS ON BECAUSE YOU'VE PUT IN MONTHS AND MONTHS OF WORK BEHIND THIS, WHICH HAS BEEN TERRIFIC.

OBVIOUSLY, THERE'S A LOT OF DISCUSSIONS THAT WE'RE GOING TO CONTINUE TO HAVE GIVEN THE CLIMATE OF WHICH WE EXIST IN, NOT ONLY IN COLORADO BUT IN AMERICA.

AND I'M THRILLED THAT WE'RE MOVING FORWARD WITH THIS.

I WOULD LIKE TO SEE THIS BE STRONGER, REFLECTING OUR SUPPORT OF THE IMPORTANCE OF DIVERSITY, EQUITY AND INCLUSION IN ALL THAT WE DO.

AND THIS IS ONCE AGAIN THE BEGINNING OF THIS CONVERSATION, NOT THE END OF THIS CONVERSATION.

SO THANK YOU TO ALL AND THANK YOU FOR ALL OF THE WORK.

I'M VERY EXCITED TO CONTINUE TO ROLL UP OUR SLEEVES AND CONTINUE TO WORK TO MAKE THE UNIVERSITY OF COLORADO A PLACE WHERE WE ALL FEEL WELCOME, NO MATTER WHAT YOUR ROLE IS WITH THIS AMAZING UNIVERSITY.

THANK YOU. YES, GO AHEAD.

THANK YOU. I JUST WANT TO ECHO THE COMMENTS THAT MY FELLOW REGENTS HAVE MADE.

I THINK THE WORK THAT JUDY AND VALERIE DID WAS TREMENDOUS.

I APPRECIATE THE OPEN DIALOG AND YOU CONTINUE TO REPRESENT THE VALUES OF THIS UNIVERSITY.

I SO APPRECIATE THAT.

I THINK WHAT'S IMPORTANT TO RECOGNIZE IN ANY POLICY IS THAT IT'S WORDS ON PAPER.

IT'S THE ACTIONS WE TAKE EVERY DAY, THE THINGS THAT WE DO TO CHANGE THE THINGS THAT ARE HAPPENING IN OUR STATE, TO MAKE OUR UNIVERSITY STRONGER.

I'M SEEING THAT IN THE WORK WE'RE DOING WITH OUR OUTREACH TRIPS AND THE TRUE CONCERN WE HAVE ON MAKING THIS A PLACE WHERE EVERYBODY IS WELCOME.

AND I JUST WANT TO MAKE SURE THAT WHEREVER THE POLICY ENDS UP, IT'S THE ACTIONS WE TAKE BY THE LEADERSHIP OF THIS UNIVERSITY THAT MAKES A DIFFERENCE IN THE SCHOOL THAT WE LEAD

[02:10:08]

AND THE PRIDE THAT WE HAVE IN THE SCHOOL THAT WE LEAD.

AND I COULDN'T AGREE MORE WITH REGENT JAMES ON THAT WHOLE NOTION.

THIS IS A STRONG BOARD AND WE HAVE STRONG BELIEFS.

AND ALTHOUGH ALTHOUGH WE MAY HAVE MINOR DIFFERENCES IN SOME OF THOSE BELIEFS, THE WAY WE COME TOGETHER AS A BOARD IS REALLY A PROUD PIECE TO BE A PART OF.

AND I WANT TO THANK ALL OF YOU FOR ALLOWING US TO DO THAT.

THANK YOU REGENT MONTERA, ANY OTHER DISCUSSION? IF NOT, COULD YOU PLEASE CALL THE ROLL? SO THE MOTION PASSES.

THANK YOU, EVERYBODY.

THE NEXT ACTION ITEM IS A PROPOSAL TO RESCIND REGENT POLICY 10H PORTION OF A LETTER TO REPRESENTATIVE GONZALEZ ADOPTED BY THE REGENTS.

JUDI AND VALERIE DO YOU WANT TO SPEAK TO THAT, PLEASE? THIS IS ANOTHER FRAGMENT OF A LETTER FROM 1973 THAT EXISTS IN CURRENT POLICY.

OUR RECOMMENDATION IS TO RESCIND THIS ACTION.

WE BELIEVE THAT IT'S ENCOMPASSED WITHIN SOME OF OUR UPDATED POLICIES THROUGH OUR FREEDOM OF EXPRESSION ARTICLES.

SO REGENT LAW ONE.

GREAT. ANYTHING ELSE? OKAY. IS THERE A MOTION TO RESCIND POLICY 10H?.

SO MOVED. OH, BOY.

OKAY. IT'S MOVED BY REGENT SPIEGEL AND SECONDED BY REGENT GALLEGOS.

IS THERE ANY DISCUSSION? OKAY. I'M SORRY. I DIDN'T SEE WHO WENT FIRST.

ALL RIGHT. REGENT MCNULTY.

THANK YOU, MADAM CHAIR. I SHARED THESE THOUGHTS IN GOVERNANCE COMMITTEE.

I DO UNDERSTAND THAT THIS IS A AN HISTORICAL ANOMALY THAT SITS IN REGENT POLICY.

IT IS CERTAINLY UNUSUAL.

I ALSO SAID, HAD I KNOWN THAT I COULD GET MY NAME INTO REGENT LAW BY DOING SOMETHING WHEN I WAS IN THE LEGISLATURE, I PROBABLY WOULD HAVE DONE THAT TOO.

BUT I DIDN'T KNOW THAT AT THE TIME.

IT'S THE SENTIMENT THAT IS EXPRESSED IN THIS THAT I FIND VERY IMPORTANT TO THE WORK OF THE UNIVERSITY, TO THE WAY IN WHICH PEOPLE OUTSIDE OF THIS SCHOOL VIEW OUR UNIVERSITY.

I AM FINE WITH TAKING THIS LANGUAGE AND PUTTING IT SOMEPLACE MORE APPROPRIATE IN A MORE APPROPRIATE WAY.

I DON'T THINK THAT WHAT WE HAVE IS AS FORCEFUL ON FREE SPEECH AS THE LANGUAGE THAT IS EXPRESSED HERE. AND SO MY OPINION, AS I EXPRESSED IN COMMITTEE, AN EXPRESSED HERE TODAY, WE SHOULD NOT REPEAL THIS PROVISION UNTIL WE HAVE IN FRONT OF US A PROVISION THAT REPLACES THIS LANGUAGE SOMEPLACE ELSE IN A MORE APPROPRIATE PLACE AND A MORE APPROPRIATE WAY IN REGENT POLICY.

AND SO I AM A NO VOTE.

AND FOR FOR THOSE REASONS, WILL OPPOSE THIS CHANGE TODAY.

THANK YOU. REGENT VANDRIEL.

THANK YOU, MADAM CHAIR.

THIS IS A POLICY THAT I LOVE QUITE A BIT FOR MANY OF THE REASONS REGENT MCNULTY SHARED.

I'VE TALKED ABOUT THIS A LOT WITH PEOPLE, AND I WANT TO HIGHLIGHT A FEW THINGS ABOUT THIS.

NUMBER ONE, THIS IS WORKING.

CU HAS A REPUTATION ACROSS THIS COUNTRY FOR THE WAY THAT GUESTS ARE TREATED ON OUR CAMPUSES FOR THE WAY THAT FREE SPEECH WORKS ON OUR CAMPUSES.

WE SCORE VERY WELL.

WE SHOULD BE PROUD OF THAT.

WE ALSO SHOULDN'T BE CHANGING THAT.

THE OBJECTIONS TO THIS POLICY THAT I'VE HEARD ARE SUBSTANTIALLY THAT THE TITLE IS BAD.

I WILL AGREE WITH THEM.

THE TITLE IS UNUSUAL.

IT IS. IT DOES NOT FIT IN OUR SCHEME, BUT THE SUBSTANCE OF THE POLICY IS IMPORTANT TO US AND THE HISTORY THAT WE HAVE WHERE THIS HAS LASTED FOR MORE THAN 50 YEARS IS ONE I'M PROUD OF.

I'M APPALLED THAT WE ARE CONSIDERING ABANDONING THIS COMMITMENT THAT HAS WORKED THAT HAS BEEN A CREDIT TO THIS UNIVERSITY.

I DISAGREE THAT OTHER PARTS OF REGENT LAW AND REGENT POLICY ADEQUATELY PROTECT EVERY PROVISION IN HERE AND EVERY PROVISION IN HERE CURRENTLY WORKS.

WE SHOULD NOT BE DOING THIS UNTIL WE HAVE AN ADEQUATE AND COMPLETELY SUBSTANTIAL REPLACEMENT.

THANK YOU, MADAM CHAIR.

THANK YOU. ANY ADDITIONAL.

IF NOT, COULD YOU CALL THE ROLL, PLEASE?

[02:15:25]

SO THE MOTION TO RESCIND PASSES.

THANK YOU. NEXT ACTION ITEM PROPOSAL TO RESCIND REGENT POLICY 10P DIVERSITY.

SO THIS IS A POLICY THAT WAS ORIGINALLY CREATED IN THE 90S AND NOW WITH THE PASSING OF THE NEW 10A IT IS NO LONGER NECESSARY.

SO OUR RECOMMENDATION IS TO RESCIND.

GREAT. IS THERE A MOTION TO RESCIND POLICY 10P? SO MOVED OKAY. I THINK WE'VE GOT A MOTION BY REGENT SPIEGEL AND A SECOND BY JAMES AND A THIRD BY REGENT GALLEGOS.

SO IS THERE ANY DISCUSSION ON THIS? SEEING NONE. COULD YOU CALL THE ROLL, PLEASE? SO AND JUST SO EVERYBODY KNOWS REGENT MCNULTY'S GOT A BUSINESS CALL.

HE'S TRYING TO GO BACK AND FORTH.

HE'S EXCUSED.

YEAH. SO THE MOTION PASSES, THEN WE'LL MOVE ON.

ACTION ITEM CHANGES TO ARTICLE 2A AND REGENT POLICY 2C1 VP HUETH.

THANK YOU, MADAM CHAIR.

SO, ARTICLE 2A CURRENTLY SETS THE THE DATE FOR ELECTION OF THE BOARD CHAIR AND VICE CHAIR AS THE LAST REGULAR MEETING BEFORE THE END OF THE FISCAL YEAR, WHICH IS ORDINARILY THE JUNE BOARD MEETING.

AS WELL ARTICLE 2 OR POLICY 2C1 PROVIDES THE SAME TIMING FOR APPOINTMENT OF COMMITTEES AND COMMITTEE CHAIRS AND COMMITTEE LEADERSHIP. THIS PROPOSAL IS TO CHANGE THE DATE FOR THE CYCLE OF ELECTING CHAIRS AND APPOINTING COMMITTEES TO THE FIRST REGULAR MEETING AFTER THE BEGINNING OF THE CALENDAR YEAR SO IT WOULD MOVE CHAIR AND VICE CHAIR ELECTIONS AND COMMITTEE APPOINTMENTS TO ESSENTIALLY PROBABLY THE FEBRUARY BOARD MEETING EVERY YEAR.

THE WAY THIS PROPOSAL IS WRITTEN, THE CHANGES WOULDN'T GO INTO EFFECT UNTIL 2025.

SO THE CURRENT COMMITTEE APPOINTMENTS AND BOARD LEADERSHIP WOULD SERVE THROUGH THE END OF THE FISCAL YEAR AND THEN THE BOARD WOULD HAVE THE REST OF THIS YEAR TO DECIDE WHETHER OR NOT THE NEXT CHAIR CYCLE IS SIX MONTHS OR 18 MONTHS.

I NEED TO POINT OUT THAT CHANGES TO THE LAWS OF THE REGENTS REQUIRE A NOTICE OF MOTION AT LEAST TWO MONTHS AT A REGULAR MEETING PRIOR TO THE MEETING, WHICH IS GOING TO TAKE ACTION.

AND AS WELL REGENT POLICY CHANGES REQUIRE A NOTICE OF MOTION, AT LEAST ONE REGULAR MEETING PRIOR.

SO THIS WAS NOTICED TO THE BOARD AT THE JUNE AT YOUR REGULAR JUNE BOARD MEETING.

AND SO IT'S TIMELY TO CONSIDER IT HERE NOW BECAUSE ONE OF THE CHANGES IS TO A LAW OF THE REGENTS, IT WOULD REQUIRE A TWO THIRDS VOTE.

SO AND I KNOW THIS IS YOUR YOU'VE CHAMPIONED THIS.

YES. DOES THAT MEAN I SHOULD SAY SOMETHING? YEAH, GO RIGHT AHEAD.

I BROUGHT THIS UP BECAUSE.

WELL, LAST YEAR I HAD TO DO COMMITTEE ASSIGNMENTS THREE TIMES, SO WHEN NEW BOARD MEMBERS COME IN, THEY COME IN, IN JANUARY AND THEY GET ASSIGNED A COMMITTEE OR COMMITTEES.

AND THEN WE HAVE NEW ELECTIONS AND POTENTIALLY NEW COMMITTEE ASSIGNMENTS.

AND I JUST FEEL LIKE IT'S GOOD TO HAVE, YOU KNOW, TIME ON A COMMITTEE TO REALLY UNDERSTAND WHAT THE COMMITTEE IS ALL ABOUT AND TO FUNCTION WELL.

SO I JUST I FEEL LIKE IT JUST STRENGTHENS UP THE WAY THE BOARD FUNCTIONS.

THANK YOU. IS THERE A MOTION TO APPROVE CHANGES TO ARTICLE 2 A.

SO MOVED. MOVED.

SECOND. WHOA, WHOA. [LAUGHTER] OKAY.

MOVE BY REGENT MONTERA.

I'M GOING TO GO WITH REGENT VANDRIEL THIS TIME AS A SECOND.

IS THERE ADDITIONAL DISCUSSION ON THIS? YEAH, I'LL SAY SOMETHING PLEASE.

REGENT GALLEGOS. YES.

ONE THE OLD POLICY I THINK, HAS SERVED US WELL FOR I DON'T KNOW HOW MANY YEARS.

I THINK THAT WHEN YOU CHANGE POLICIES, IT SHOULD BE THAT THERE IS A GOOD REASON FOR IT.

[02:20:03]

I DON'T SEE GOOD REASONS.

IT'S SIX OF ONE HALF DOZEN OF ANOTHER.

AND YOU KNOW, WHEN PEOPLE COME IN IN JANUARY AND THEY'RE ASSIGNED TO A COMMITTEE AT THAT POINT AND THEN IT COULD CHANGE AGAIN IN JUNE, I THINK WHAT HAPPENS AT THAT POINT IS THAT IT GIVES PEOPLE A CHANCE TO GET THEIR FEET ON THE GROUND AND US TO KNOW THEM BEFORE A NEW ONE IS ASSIGNED.

SO, YOU KNOW, FOR ME, IT'S NOT NECESSARY TO DO THIS BECAUSE I THINK WE HAVE A POLICY THAT'S BEEN IN PLACE FOR A LONG TIME.

AND AGAIN, I DON'T BELIEVE IN CHANGING POLICY FOR THE SAKE OF CHANGING.

I THINK THERE SHOULD BE A REASON I DON'T SEE ONE, SO I'M NOT GOING TO SUPPORT IT.

THANK YOU REGENT GALLEGOS.

ANY OTHER DISCUSSION? IF NOT, COULD YOU PLEASE CALL THE ROLL? REGENT CHAVEZ. AYE.

REGENT GALLEGOS? NO. REGENT JAMES? YES. REGENT MCNULTY.

NOT HERE. REGENT MONTERA.

[INAUDIBLE] YES. REGENT SPIEGEL.

YES. REGENT SMITH? YES. REGENT VANDRIEL? YES. AND CHAIR RENNISON.

YES. SO THE MOTION PASSES.

THANK YOU. AND CONGRATULATIONS REGENT SMITH.

I KNOW THIS IS SOMETHING YOU'VE WANTED FOR A WHILE.

SO THE NEXT ACTION ITEM WAIVER OF NOTICE OF MOTION TO CONSIDER CHANGES TO ARTICLE EIGHT AND POLICY EIGHT.

VP HUETH.

THANK YOU, MADAM CHAIR. SO I JUST READ THE BOARD.

ARTICLE 2E OF THE LAWS OF THE REGENTS REQUIRE CHANGES OF LAW TO THE REGENTS TO HAVE TWO MONTHS NOTICE.

THERE'S AN EXCEPTION.

YOU CAN CHANGE THE LAWS OF THE REGENTS AT THIS MEETING WITHOUT ANY NOTICE, WHICH YOU HAVE NOT HAD ON THIS ITEM.

AND WE'RE GOING TO TALK ABOUT THE ITEM AT THE IN JUST A SECOND WITH A UNANIMOUS VOTE.

THE SECOND ITEM SEVEN ON YOUR AGENDA, CHIEF COMPLIANCE OFFICER.

I WANT TO MAKE SURE I GET HER TITLE RIGHT.

AND UNIVERSITY OF COLORADO VICE PRESIDENT HUETH IS GOING TO TALK TO YOU A LITTLE BIT ABOUT THE REASON FOR THIS CHANGE.

BUT ESSENTIALLY, THE LEGISLATURE AMENDED THE COLORADO CIVIL RIGHTS ACT TO REQUIRE PUBLIC EMPLOYERS WHO ARE COVERED BY THE ACT TO PREVENT DISCRIMINATION ON THE BASIS OF MARITAL STATUS.

AND YOU HAVE ARTICLE EIGHT IS YOUR NONDISCRIMINATION POLICY, WHICH PROHIBITS DISCRIMINATION ON THE BASIS OF PROTECTED CLASSES.

WHAT WE NEED TO DO IS FIRST ASK YOU FOR A UNANIMOUS VOTE TO WAIVE THE NOTICE REQUIREMENT SO THEN YOU CAN CONSIDER THE CHANGE TO ARTICLE EIGHT AND ACTUALLY POLICY EIGHT TWO AS WELL TO ADD MARITAL STATUS IN ORDER TO KEEP US IN COMPLIANCE WITH STATE STATUTE.

SO WE HAVE TWO SEPARATE ACTIONS HERE.

GREAT. YEAH, I WOULD APPRECIATE EVERYTHING.

VICE PRESIDENT HUETH SAID, JUST TO REITERATE, IT'S NOW DISCRIMINATORY PRACTICE AS OF AUGUST 7TH, 2023 IN COLORADO FOR EMPLOYERS TO REFUSE TO HIRE, TO DISCHARGE, TO PROMOTE OR DEMOTE, TO HARASS DURING THE COURSE OF EMPLOYMENT, OR TO DISCRIMINATE IN MATTERS OF COMPENSATION TERMS, CONDITIONS OR PRIVILEGES OF EMPLOYMENT AGAINST ANY INDIVIDUAL OTHERWISE QUALIFIED BECAUSE OF MARITAL STATUS.

SO WE ARE RECOMMENDING THIS CHANGE TO REGENT LAW AND POLICY SO THAT OUR CAMPUSES CAN PREVENT, ADDRESS AND ELIMINATE DISCRIMINATION ON THIS PROTECTED CLASS BASIS.

THANK YOU. IS THERE A MOTION TO WAIVE THE REQUIRED? THANK YOU. SECOND.

ALL RIGHT. IT'S BEEN MOVED BY REGENT GALLEGOS AND I THINK REGENT SMITH GOT IN THERE WITH THE SECOND.

ANY DISCUSSION? OH. OH, I'M SORRY.

I JUST WANT TO CLARIFY THAT THIS FIRST VOTE IS GOING TO BE FOR A WAIVER OF NOTICE.

RIGHT. OKAY.

THANK YOU. NO DISCUSSION.

IF NOT, COULD YOU PLEASE CALL THE ROLL? REGENT CHAVEZ.

AYE. REGENT GALLEGOS? YES. REGENT JAMES? YES. REGENT MCNULTY.

NOT HERE. REGENT.

MONTERA. YES.

REGENT SPIEGEL.

YES. REGENT SMITH.

YES. REGENT VANDRIEL.

YES. AND CHAIR RENNISON.

YES. SO THE MOTION PASSES.

THANK YOU. SO NOW WE CAN MOVE ON TO ACTUALLY CHANGING ARTICLE EIGHT.

DID YOU WANT TO ADD FURTHER EXPLANATION TO THAT? I THINK THAT WE HAVE COVERED IT IN THAT PRIOR DISCUSSION.

THANK YOU VERY MUCH. THANKS.

SO IS THERE A MOTION TO APPROVE CHANGES TO ARTICLE EIGHT OF THE LAWS OF THE REGENTS AND REGENT POLICY? SO MOVED. ALL RIGHT.

REGENT SPIEGEL GOT IN WITH THE MOTION AND VANDRIEL GOT THE SECOND ON THAT ONE.

SO IS THERE ANY DISCUSSION? GREAT. REGENT VANDRIEL.

THANK YOU, MADAM CHAIR. I'M HAPPY WE'RE DOING THIS, BUT I WANT TO HIGHLIGHT THAT THIS IS SOMETHING THAT'S THIS IS PART OF SOMETHING THAT'S REALLY IMPORTANT TO ME, WHICH IS CODIFYING THINGS WE ALREADY SHOULD BE DOING.

I'M PROUD WE'RE DOING THIS, BUT I FIRMLY BELIEVE THAT WE SHOULD LOOK FOR AND TAKE EVERY OPPORTUNITY TO CODIFY THE RIGHTS

[02:25:05]

THAT PEOPLE HAVE THAT WE'RE ALREADY GRANTING THEM.

I BELIEVE THAT THAT IS A MATTER OF RESPECTING THEIR DIGNITY AND JUSTICE.

SO I'M THRILLED WE'RE DOING THIS.

I THINK THAT EVERYONE IN THE UNIVERSITY COMMUNITY SHOULD FEEL WELCOME TO BRING TO US OTHER THINGS THAT THEY WISH CODIFIED THAT WE ARE ALREADY DOING.

I DON'T VIEW THIS AS US CHANGING ANYTHING SUBSTANTIAL OTHER THAN SAYING THAT WE'RE ALREADY DOING IT AND THUS I WANT US TO CONTINUE DOWN THAT PATH.

THANK YOU, MADAM CHAIR. THANK YOU.

ADDITIONAL DISCUSSION.

IF NOT, COULD YOU CALL THE ROLL, PLEASE? REGENT CHAVEZ. AYE.

REGENT GALLEGOS.

YES. REGENT JAMES? YES. REGENT MCNULTY.

NOT HERE. REGENT MONTERA.

YES. REGENT SPIEGEL.

YES. REGENT SMITH? YES. REGENT VANDRIEL? YES. AND CHAIR RENNISON.

YES. SO THE MOTION PASSES.

THANK YOU. OUR NEXT ITEM IS A NOTICE OF MOTION REGARDING RECOMMENDED CHANGES TO REGENT POLICY 2N AND ARTICLE 2E OF THE LAWS OF THE REGENTS.

VICE PRESIDENT DEININGER IF YOU COULD SHARE THAT.

THANK YOU VERY MUCH. WE'RE ASKING THE BOARD TO REVISIT POLICY 2N AND 2E.

THESE ARE POLICIES THAT YOU APPROVED JUST IN JUNE.

THE CHANGES ARE INTENDED TO ALLOW THE STAFF TO MAKE NON-SUBSTANTIVE CHANGES IN A TIMELY MANNER WHEN NEEDED, TO CORRECT OBVIOUS INCONSISTENCIES OR ERRORS IN THE LAWS AND POLICIES OF THE REGENTS. I'LL GIVE YOU A COUPLE OF EXAMPLES.

WE HAVE INCORRECT REFERENCES TO STATE STATUTE REGENT LAWS REGENT POLICIES.

WE HAVE INCONSISTENT REFERENCES TO ITEMS THE REGIONS HAVE PREVIOUSLY ACTED ON.

FOR EXAMPLE, THE BOARD PREVIOUSLY APPROVED CHANGING ALL POLICY REFERENCES TO EXEMPT PROFESSIONAL EMPLOYEES TO UNIVERSITY STAFF.

WHEN WE FIND CORRECTIONS THAT NEED TO BE MADE, WE'D LIKE TO BE ABLE TO DO THAT.

SOMETIMES WE HAVE INCORRECT TITLES.

AN EXAMPLE IS WE HAVE REFERENCES TO REGENT BUDGET AND FINANCE COMMITTEE.

IT SHOULD BE THE REGENT FINANCE COMMITTEE.

SO WHAT WE'RE ASKING TO DO IS THAT THE CURRENT LANGUAGE THAT WAS APPROVED IN JUNE SAID THE COMMITTEE WILL SHARE THE PROPOSED LIST OF NON-SUBSTANTIVE CHANGES WITH THE GOVERNANCE COMMITTEE AND THEN THE BOARD OF REGENTS.

AND THIS IS THE KEY PART ON AN ANNUAL BASIS BEFORE ANY SUCH CHANGES ARE MADE TO REGENT POLICY.

SO WE'RE ASKING FOR PERMISSION TO DO THAT WITHOUT HAVING TO WAIT UP TO A YEAR TO ACTUALLY MAKE THE CHANGES.

BUT THE COMMITMENT IS THAT WE WOULD PROVIDE A WRITTEN SUMMARY OF ANY NEW CHANGES TO THE REGENT GOVERNANCE COMMITTEE AND WRITTEN SUMMARY BE INCLUDED IN THE BOARD DOCS FOR EACH BOARD OF REGENTS MEETING AS PART OF THE GOVERNANCE COMMITTEE REPORT.

AND IT WAS REALLY OUR MISTAKE IN JUNE THAT WHAT WE SHOULD HAVE DONE IS REALLY BEEN MORE CLEAR WHAT WE MEANT BY SIMPLE, NON-SUBSTANTIVE CHANGES.

WE DIDN'T REALLY DO A GOOD JOB IN DOING THAT, AND THAT'S KIND OF HOW WE ENDED UP WHERE WE ARE.

SO THIS IS A REQUEST TO FIX THAT.

GREAT. THANK YOU VERY MUCH.

IS THERE ANY DISCUSSION ON THIS NOTICE OF MOTION? GOOD. OKAY, GREAT.

THE NEXT NOTICE OF MOTION IS REGARDING RECOMMENDED CHANGES TO REGENT POLICY 13 G.

VICE PRESIDENT HUETH.

SO THIS IS JUST A NOTICE OF MOTION.

YOU DON'T HAVE TO VOTE ON THIS.

AND IT'S OUR INTENTION TO CONSIDER THIS AT THE GOVERNANCE COMMITTEE MEETING IN OCTOBER AND BRING IT BACK TO YOU IN NOVEMBER.

IN 2020, YOU ADOPTED POLICY 13 G, WHICH PROVIDES WHICH ALLOWS THE ADMINISTRATION TO, IN CERTAIN LIMITED CIRCUMSTANCES, INDEMNIFY EXTERNAL CONTRACTORS AS PART OF OUR PROCUREMENT PROCESS WHEN THE BENEFITS OF A CONTRACT AND THE INDEMNIFICATION IN QUESTION OUTWEIGH THE RISKS.

AND SO WHAT THIS WHAT OUR PROPOSED CHANGES WOULD DO IS STREAMLINE THE PROCESS FOR HAVING THE CHANCELLOR AND THE PRESIDENT APPROVE THESE KINDS OF CLAUSES WHICH THEY ARE REQUIRED TO UNDER YOUR POLICY EVERY TIME.

SO WE ARE SIMPLY MAKING THE PROCUREMENT PROCESS MORE EFFICIENT AND YOU'LL HAVE A CHANCE TO DEBATE THIS BOTH AT GOVERNANCE IN OCTOBER AND AT THE NOVEMBER MEETING. ALL RIGHT.

THANK YOU. OUR NEXT NOTICE OF MOTION REGARDS RECOMMENDED CHANGES TO REGENT POLICY 2L VICE PRESIDENT HUETH AGAIN.

AGAIN, JUST TO NOTICE THE MOTION, YOU DON'T HAVE TO VOTE ON IT, BUT AT THE NOVEMBER MEETING WE'LL GIVE YOU A CHANCE TO DEBATE AND CONSIDER PROPOSED CHANGES TO THE REGENT POLICY THAT ALLOWS FOR PUBLIC COMMENT TO AGAIN PROVIDE US WITH A MORE EFFICIENT PROCESS FOR ASKING PEOPLE TO SIGN UP FOR PUBLIC COMMENT IN ADVANCE AND GIVING COMMITTEE CHAIRS AND THE BOARD CHAIR THE ABILITY TO ADJUST WHERE THE PUBLIC COMMENT APPEARS IN THE MEETING WHEN IT'S APPROPRIATE.

AND YOU MIGHT ASK EFFIE IF SHE WANTS TO SAY ANYTHING.

YEAH. THIS POLICY CONCERNS PUBLIC COMMENT AT COMMITTEE HEARINGS AND IT DID NEED SOME UPDATING BECAUSE IT WAS PRE ZOOM. SO WE DID SOME UPDATES THAT ALSO WILL ALLOW FLEXIBILITY TO THE COMMITTEE CHAIRS.

THANKS. THANK YOU BOTH.

[02:30:05]

OH, I'M SO SORRY. PLEASE.

YEAH. I CAN'T REMEMBER VOTING SO MUCH DURING THE MEETING AS WE JUST DID.

[LAUGHTER] AND WHAT I THINK IT'S A SIGN OF IS A LOT OF PEOPLE WORKED HARD OVER THE SUMMER.

REGENT SPIEGEL REALLY WORKED HARD IN PUTTING THINGS TOGETHER AND I HOPE EVERYONE GOT A CHANCE TO MAKE A MOTION OR A SECOND [INAUDIBLE] TO DO THAT.

BUT I THINK IT ALSO POINTS OUT THAT THE GOVERNANCE COMMITTEE IS A PRETTY INTERESTING AND EFFICIENT AND MAYBE THE BEST COMMITTEE THAT'S OUT HERE. [LAUGHTER] SO I JUST WANT JUST WANT TO CALL THAT OUT TO YOU, YOU KNOW, AND WE DON'T HAVE TO VOTE ON THAT JUST.

GLENN, WE WERE GETTING ALONG SO WELL.

NO, I ABSOLUTELY ECHO YOUR SENTIMENT.

I WAS JUST GOING TO SAY, I THINK EVERYBODY CAN SEE THAT ASIDE FROM ALL THE OUTREACH TRIPS THAT WE TOOK, HOW BUSY PEOPLE WERE THIS SUMMER, INCLUDING REGENTS, BUT ALSO MANY PEOPLE IN THE SYSTEM OFFICE AND ON CAMPUSES DOING THIS.

THIS WAS A LOT OF WORK.

AND SO CONGRATULATIONS ON THIS HEAVY LIFT.

SO THANK YOU, EVERYBODY.

ALL RIGHT. UP NEXT IS TRULY THE BEST COMMITTEE, THE UNIVERSITY AFFAIRS COMMITTEE DISCUSSION AND ACTION ITEM CHAIR SMITH AND VICE PRESIDENT LIGHTNER.

[N. 10:40 a.m. UNIVERSITY AFFAIRS COMMITTEE DISCUSSION AND ACTION ITEMS]

I'LL TURN IT OVER TO YOU.

THANK YOU, REGENT JAMES JUST LEANED OVER TO ME AND SAID, I SEE THERE'S A COMPETITION ON MOVING AND SECONDING MOTIONS.

I JUST REALIZED THAT SO GOT TO BE FAST IN THIS GROUP.

[LAUGHTER] I AM SORRY I MISSED THE THE COMMITTEE MEETING BECAUSE THERE WAS A BIG LOGJAM AND I'M REALLY EXCITED THAT A LOT OF THINGS THAT HAVE BEEN SORT OF STUCK HAVE MOVED.

SO THANK YOU.

AND YES, I DON'T KNOW IF WE'VE EVER HAD THIS MANY VOTES BEFORE ON DIFFERENT POLICIES.

SO WE MET THE FIRST UNIVERSITY AFFAIRS COMMITTEE MEETING FOR THE SCHOOL YEAR ON SEPTEMBER 1ST.

THE COMMITTEE CONSISTS OF MYSELF AS CHAIR KEN MONTERA'S VICE CHAIR, WANDA JAMES AS A COMMITTEE MEMBER, AND THEN MARK VANDRIEL, WHO HAD AN EXCUSED ABSENCE.

THE FACULTY LIAISON COUNCIL LIAISON IS PROFESSOR ALASTAIR NORCROSS, WHO WAS HERE YESTERDAY, AND HE WAS PRESENT ALSO AT OUR MEETING.

IN ADDITION TO THE COMMITTEE MEMBERS, WE HAD BOARD CHAIR RENNISON AND REGENT GALLEGOS AND THANK YOU FOR YOUR PRESENCE.

THE COMMITTEE CONSIDERED THE FOLLOWING DISCUSSION INFORMATION AND ACTION ITEMS. THERE WAS A PRESENTATION BY THE UNIVERSITY OF COLORADO BOULDER SCHOOL OF EDUCATION DEAN KATHERINE SCHULTZ ON THE PROPOSED CU BOULDER SCHOOL OF EDUCATION, BA AND MIDDLE AND HIGH SCHOOL TEACHING.

AFTER THE PRESENTATION AND QUESTIONS AND COMMENTS FROM THE COMMITTEE MEMBERS MOVED THE FOLLOWING AND MOVED AND SECONDED THE FOLLOWING RESOLUTION.

THE UNIVERSITY AFFAIRS COMMITTEE RECOMMENDS THE APPROVAL OF THE UNIVERSITY OF COLORADO SCHOOL OF EDUCATION MHST DEGREE TO THE FULL BOARD AT THEIR SEPTEMBER 7TH, 2023 MEETING AND THAT IT BE PLACED ON THE CONSENT AGENDA ITEM.

IT WAS UNANIMOUSLY APPROVED BY THOSE ATTENDING.

SECOND ACTION ITEM WAS A PRESENTATION BY UC COLORADO SPRINGS PROFESSOR ALEX ILYASOVA, ASSISTANT ASSOCIATE DEAN, COLLEGE OF LAS, TO PROPOSE THE MOVE OF UCCS TECHNICAL COMMUNICATION AND INFORMATION DESIGN PROGRAM TO THE UCCS TECHNICAL AND INFORMATION DESIGN DEPARTMENT.

AFTER THE PRESENTATION AND QUESTIONS, THE COMMITTEE MEMBERS VOTED TO APPROVE THE CHANGE FROM PROGRAM TO DEPARTMENT AND WAS UNANIMOUSLY APPROVED BY THOSE ATTENDING.

AND THEN THE LAST ACTION ITEM WE HAD WAS A PRESENTATION BY UCCS PROFESSOR HEATHER ALBANESI, DIRECTOR OF THE WOMEN'S AND ETHNIC STUDIES WEST PROGRAM.

AND WE HAD A MOTION TO MOVE OR TO PROPOSE MOVING THE UNIVERSITY AFFAIRS OR THE WEST PROGRAM TO A DEPARTMENT AT THE BOARD MEETING, AND IT UNANIMOUSLY PASSED.

WE HAD TWO REALLY INTERESTING INFORMATION AND DISCUSSION ITEMS ON AI.

THE FIRST WAS A PRESENTATION ON THE BOULDER NSF, AI INSTITUTE ON STUDENT AI TEAM BY PROFESSOR SIDNEY D'MELLO.

[02:35:05]

IT WAS FASCINATING TO WATCH.

HE HAD LITTLE VIDEO CLIPS OF THE STUDENTS USING AI TO DEVELOP CLASSROOM NORMS. AND THEN THERE WAS THIS NEAT LITTLE GRAPHIC THAT WOULD SHOW UP FOR EACH GROUP AND THEN THE OVERALL GRAPHIC OF HOW COLLABORATIVE THEY WERE THINKING FORWARD AND SO FORTH.

AND IT'S JUST FASCINATING TO SEE HOW THERE ARE WORRIES ABOUT AI.

BUT I CAN BE USED IN A VERY PRODUCTIVE WAY FOR TEACHING.

THE SECOND INFORMATION ITEM WAS A PRESENTATION ON AUGMENTING PEOPLE WITH TRUSTED AI BY BETH RUDIN, CEO AND CHAIRWOMAN FOR FAST.AI.

THERE WERE LOTS OF QUESTIONS ABOUT THIS, ALSO, INCLUDING CHANGES THAT WE MIGHT HAVE TO MAKE IN POLICY.

WHAT SORT OF TRAINING WE MIGHT NEED FOR STUDENTS.

I DIDN'T REALIZE I HAVE NOT BEEN ON CHATGPT THE OPEN SOURCE, BUT ANY THING THAT YOU WRITE ON THERE OR ANY QUESTIONS THAT YOU PUT IN THERE GOES INTO THE UNIVERSE OF DATA POINTS THAT THAT PEOPLE CAN PICK UP.

SO IT WAS JUST INTERESTING.

YOU KNOW, I DON'T KNOW THAT MUCH ABOUT AI, AND THE WHOLE COMMITTEE JUST FOUND IT A BSOLUTELY FASCINATING AND A LOT OF QUESTIONS WERE GENERATED BY THAT.

THE COMMITTEE ALSO DISCUSSED THE DRAFT WORK PLAN AND AFTER SOME MODIFICATION, VOTED TO APPROVE THE WORK PLAN AND SEND IT TO THE FULL BOARD.

AND THE MOTION WAS APPROVED UNANIMOUSLY BY THOSE ATTENDING.

THEN LAST INFORMATION ITEM, WHICH DIDN'T REQUIRE A VOTE OR ANYTHING, WAS NOTICE OF TWO DEGREE NAME CHANGES FROM THE ANSCHUTZ MEDICAL CAMPUS, FROM THE PHD IN STRUCTURAL BIOLOGY AND BIOCHEMISTRY TO THE PHD IN STRUCTURAL BIOLOGY, BIOCHEMISTRY AND BIOPHYSICS, AND THEN IN THE SCHOOL OF PHARMACY, THE PHD IN PHARMACY TO THE PHD IN PHARMACY AND MOLECULAR MEDICINE.

WE ADJOURNED ON TIME AT 11:30 AND OUR NEXT MEETING WILL BE OCTOBER 17TH FROM 1 TO 3:30.

AND THAT'S IT. DID YOU WANT TO SHARE ABOUT AHEC INFORMATION NOW OR? NO. OKAY, GREAT. ALL RIGHT.

THANK YOU.

ALL RIGHTY. SO OUR NEXT ITEM, MY SCRIPT IS FALLING APART HERE.

I APOLOGIZE, BUT THE NEXT WE HAVE AN ACTION ITEM TO APPROVE A NEW BA DEGREE IN MIDDLE AND HIGH SCHOOL TEACHING AT THE UNIVERSITY OF COLORADO, BOULDER.

IS THERE A MOTION? IS THERE A SECOND? SECOND. AGAIN I HEARD.

OH. SECOND.

MOVE BY. OKAY. REGENT SPIEGEL.

SECONDED BY REGENT JAMES.

IS THERE ANY DISCUSSION ON THIS ITEM? I ACTUALLY WANTED TO HAVE SOME COMMENTS BEFORE WE MOVE ALONG, SO JUST TO EXPLAIN WHAT HAPPENED.

YEAH. SO AS I JUST NOTED IN MY REPORT, THE BA AND MIDDLE AND HIGH SCHOOL TEACHING WAS PRESENTED TO THE UNIVERSITY AFFAIRS COMMITTEE IN MAY AND RECOMMENDED TO THE FULL BOARD AT THE JUNE MEETING.

AT THE JUNE MEETING, REGENT VANDRIEL RAISED SOME CONCERNS AND THE BOARD VOTED TO REFER THE MATTER BACK TO UNIVERSITY AFFAIRS.

THE CAMPUS WORKED TO ADDRESS CONCERNS OVER THE SUMMER AND BROUGHT THE PROPOSAL BACK TO US IN OUR AUGUST MEETING.

AND AS I SAID, THE PROPOSAL WAS APPROVED UNANIMOUSLY BY UA AND THEN SENT TO THIS BOARD MEETING.

AND THEN, AS I NOTED, REGENT VANDRIEL WAS UNABLE TO ATTEND THE AUGUST MEETING.

SO REGENT VANDRIEL HAS ASKED THAT THE PROPOSAL BE REMOVED AND FROM THE CONSENT AGENDA AND HENCE WE ARE GOING TO BE VOTING ON THAT.

SO. ALL RIGHT, THANK YOU.

SO, REGENT VANDRIEL THANK YOU, MADAM CHAIR.

WHEN THIS PROPOSAL ORIGINALLY CAME UP, I HAD CONCERNS OVER TWO ELEMENTS OF IT THAT THEY VIOLATED REGENT LAW.

ONE WAS OVER THE ADMISSIONS SCHEME.

I RECEIVED A LOT OF DIFFERING INFORMATION, AS REGENT SMITH NOTED IN THEIR LEAD UP TO OUR JUNE BOARD MEETING AND HAD ASKED TO POSTPONE THIS FOR MORE CLARIFICATION.

IN THE PERIOD SINCE THEN, THEY PROVIDED A FULL AND ADEQUATE EXPLANATION AND A COMPLETELY SATISFACTORY EXPLANATION FOR THEIR ADMISSIONS SCHEME.

I'M COMPLETELY AND TOTALLY HAPPY WITH IT AND HAVE NO RESERVATIONS ON IT.

THE OTHER CONCERN WAS THAT THE OPERATIONS OF THE PROGRAM IMPERMISSIBLY DISCRIMINATED IN VIOLATION OF REGENT LAW 8A.

THEY PROVIDED THE BEST INFORMATION THEY COULD IN THAT PERIOD AND THEY HAVE NOT SATISFIED ME.

[02:40:03]

I'M NOT ACTUALLY SURE AT THIS POINT WHAT THEY COULD DO TO SATISFY ME, WHICH WAS WHY I DIDN'T ASK FOR MORE INFORMATION, BECAUSE I DON'T KNOW WHAT MORE INFORMATION THEY COULD PROVIDE. MY JUDGMENT AND THEIRS ON THE NATURE OF THE PROGRAM IS SIMPLY DIFFERENT.

I VIEW IT AS NOT COMPATIBLE WITH CERTAIN ELEMENTS OF IT, AS NOT COMPATIBLE WITH THE NATURE OF REGENT LAWS OF THIS UNIVERSITY.

I SUSPECT MOST PEOPLE DISAGREE WITH ME AND THAT IS FINE, BUT I CAN'T SUPPORT IT BECAUSE OF THAT.

AND THAT IS WHY WE ARE HERE TO VOTE AND WHY I WILL BE OPPOSING IT.

THANK YOU. ANY ADDITIONAL DISCUSSION? IF NOT, EFFIE COULD YOU CALL THE ROLL, PLEASE? REGENT CHAVEZ.

AYE.

REGENT GALLEGOS.

NO. REGENT JAMES.

AYE. REGENT MCNULTY.

THANK YOU. I'M A NO. REGENT SPIEGEL.

YES. REGENT SMITH.

YES. REGENT VANDRIEL.

NO. AND CHAIR RENNISON.

YES. SO THE MOTION PASSES.

SO WE'RE A LITTLE BIT AHEAD OF TIME.

SO I THINK IT'S PROBABLY A GOOD TIME TO CALL MAYBE A TEN MINUTE BREAK.

IF THAT'S OKAY. WE CAN RESUME.

THAT'S RIGHT. REGENT MCNULTY HAS RETURNED, SO WE'RE GOING TO BE BREAKING.

[LAUGHTER] SO IF WE COULD GET BACK HERE AT 10:10, THAT WOULD BE EXCELLENT.

THANK YOU. OKAY, THAT'S GOOD TO KNOW.

OKAY, GREAT. LET'S GO AHEAD AND GET STARTED.

THE NEXT ITEM ON OUR AGENDA, I THINK ALL THE REGENTS WELL HERE COMES REGENT SMITH ARE H ERE IS AN ACTION ITEM ATHLETIC DIRECTOR, CONTRACT RENEWAL FOR THE UNIVERSITY OF COLORADO, BOULDER.

[O. 10:50 a.m. REGENT DISCUSSION AND ACTION ITEMS]

I'M GOING TO TURN THE FLOOR OVER TO VP HUETH TO SHARE A LITTLE BIT ABOUT THIS WITH US.

THANK YOU, MADAM CHAIR, MEMBERS OF THE BOARD, YOU'VE HAD SOME OF THE ADDITIONAL PRELIMINARY DISCUSSION WITH CHANCELLOR DISTEFANO ABOUT HIS PROPOSALS TO EXTEND THE CONTRACT FOR ATHLETIC DIRECTOR RICK GEORGE BY ONE YEAR.

ESSENTIALLY, THE TERMS OF HIS CURRENT CONTRACT DON'T CHANGE WITH THE EXCEPTION OF APPROXIMATELY $100,000 RAISE.

AND IT EXTENDS HIS CONTRACT BY ONE YEAR, WHICH IS SORT OF THE THE NATURAL CADENCE AND RHYTHM OF WHAT THE ATHLETIC DIRECTOR TERMS. SO I CAN ANSWER ANY QUESTIONS AND SO CAN PAT O'ROURKE WHO'S HERE ON BEHALF OF THE CHANCELLOR, IF YOU NEED.

GREAT. ALL RIGHT.

IS THERE A MOTION TO RENEW OR FOR THE ATHLETIC DIRECTOR CONTRACT RENEWAL AT THE UNIVERSITY OF COLORADO, BOULDER.

IS THERE A MOTION? SO MOVED.

ALL RIGHT. I BELIEVE WE'VE.

OKAY. SORRY.

REGENT CHAVEZ MOVES AND REGENT MONTERA SECONDS.

ANY DISCUSSION? ALL RIGHT. SEEING NONE.

EFFIE CAN YOU CALL THE ROLL? REGENT CHAVEZ? AYE.

REGENT GALLEGOS? NO. REGENT JAMES? YES. REGENT MCNULTY? YES. REGENT MONTERA.

YES. REGENT SPIEGEL.

YES. REGENT SMITH? YES. REGENT VANDRIEL.

YES. AND CHAIR RENNISON.

YES. THE MOTION PASSES.

THANK YOU. NEXT UP, WE HAVE AN INFORMATION ITEM UPDATE ON THE UNITED STATES SUPREME COURT AFFIRMATIVE ACTION DECISION.

VP HUETH. VP HOWARD, IF YOU WANT TO SHARE.

THANK YOU, MADAM CHAIR.

SO, AS YOU KNOW, PRESIDENT SOLOMON ASKED ME AND VICE PRESIDENT HOWARD TO TAKE A MOMENT DURING THE PUBLIC SESSION TO TALK ABOUT OUR EFFORTS TO EDUCATE THE UNIVERSITY COMMUNITY ABOUT THE IMPACT OF THE STUDENTS FOR FAIR ADMISSIONS VERSUS HARVARD, WHICH IS THE AFFIRMATIVE ACTION DECISION THAT THE US SUPREME COURT PUBLISHED IN JUNE.

AND JUST UNUSUALLY, BUT BECAUSE OF THE AMOUNT OF ATTENTION TO THIS CASE NATIONALLY, THE OFFICE OF UNIVERSITY COUNCIL PUBLISHED A NON-PRIVILEGED MEMO TO AS AN EFFORT TO EDUCATE THE UNIVERSITY COMMUNITY ABOUT THE ACTUAL IMPACT WHICH VICE PRESIDENT HOWARD CAN TALK ABOUT.

BUT HE HAS PUBLISHED IN CONNECTIONS AND IN A NUTSHELL, WHAT THE OFFICE OF UNIVERSITY COUNCIL HAS ENDEAVORED TO HELP THE UNIVERSITY COMMUNITY UNDERSTAND IS THAT THE DECISION IS CLEAR THAT COLLEGES AND UNIVERSITIES CANNOT USE RACE AS A FACTOR IN ADMISSIONS DECISIONS, WHICH IS NOT SOMETHING THAT HAS A GREAT IMPACT TO THE UNIVERSITY BECAUSE WE HAVE MOVED BEYOND

[02:45:06]

PURE RACE BASED ADMISSIONS PRACTICES.

MORE IMPORTANTLY, WHAT THE CASE DOES NOT DO, WHAT THE DECISION DID NOT DO IS LIMIT THE ABILITY OF COLLEGES AND UNIVERSITIES TO ENGAGE IN THE KINDS OF EFFORTS TOWARD DIVERSITY, EQUITY AND INCLUSION THAT ARE PART OF THE PRESIDENT'S STRATEGIC PLAN OR THE EFFORTS THAT THE CAMPUSES HAVE BEEN UNDERTAKING TO INCREASE DIVERSITY ON THE CAMPUSES.

AND AS PRESIDENT HOWARD, YOU MIGHT WANT YOU TO TALK A LITTLE BIT ABOUT THAT.

THANK YOU VERY MUCH. HAPPY TO BE HERE WITH I CERTAINLY APPRECIATE WORKING WITH JEREMY AND HIS UNIVERSITY COUNCIL TEAM AS THEY HAVE CONTINUED TO ARTICULATE THE OPPORTUNITIES THAT REMAIN IN OUR EFFORTS TO MAKE SURE WE HAVE A DIVERSE AND INCLUSIVE CAMPUS COMMUNITY.

MY COMMUNICATIONS COLLEAGUES, WHICH I'D LIKE TO NAME ON THE CAMPUSES, KATHY GREEN, JOHN LESLIE, CHRIS VALENTINE AND MARIE WILLIAMS AND I, WE CERTAINLY UNDERSTAND THE IMPORTANCE OF CELEBRATING THE DIVERSE STUDENTS AND PROGRAMS OFFERED AT THE UNIVERSITY OF COLORADO.

YOU WILL SEE THIS IN THE MARKETING MATERIALS THAT ARE CURRENTLY CREATED AND WILL CONTINUE TO BE CREATED.

AS COMMUNICATORS WE ALSO UNDERSTAND OUR CHARGE, WHICH IN PART WAS ARTICULATED BY PRESIDENT SOLOMON AND THE CHANCELLORS FOLLOWING THE SUPREME COURT'S DECISION, WHICH I BELIEVE IS WORTH REPEATING TODAY.

THEY SAID IN A STATEMENT, WE ARE STEADFAST IN OUR BELIEF THAT A VIBRANT AND INCLUSIVE COMMUNITY LEADS TO A RICHER EDUCATIONAL EXPERIENCE FOR ALL, CONTRIBUTES TO A POSITIVE SOCIETY, AND PREPARES OUR GRADUATES TO EXCEL IN AN INCREASINGLY INTERCONNECTED AND DIVERSE WORLD.

SO WHAT I AM STRESSING, ALONG WITH MY COLLEAGUES AND WHAT YOU WILL CONTINUE TO SEE IN VARIOUS AREAS OF OUR COMMUNICATIONS EFFORTS, IS A CELEBRATION OF THE UNIVERSITY OF COLORADO AND THE STATE OF COLORADO'S DIVERSITY FROM ITS NATIVE AMERICAN ROOTS, ITS WESTERN HERITAGE IN THE RURAL PLAINS, THE UNIQUENESS OF ITS MOUNTAIN COMMUNITIES, THE CULTURES REPRESENTED IN CITIES AND TOWNS AND THE POINTS OF VIEW THAT COME FROM EVERY STATE IN THE UNION AND FROM COUNTRIES ACROSS THE GLOBE.

ALL OF THESE THINGS ARE TO BE CELEBRATED AND WILL CONTINUE TO BE HIGHLIGHTED IN OUR COMMUNICATIONS WORK.

I JUST WANT TO OFFER A FEW SPECIFICS AROUND SOME THINGS THAT ARE CURRENTLY BEING DON.

I THINK THAT HELP IN OUR EFFORTS AROUND DIVERSITY.

THE PRE-COLLEGIATE DEVELOPMENT PROGRAM IS AN ACADEMIC ENHANCEMENT PROGRAM FOR FIRST GENERATION STUDENTS AND FAMILIES FROM TARGETED MIDDLE AND HIGH SCHOOLS, AND IT IS VITAL TO HELPING STUDENTS IN THEIR PATH TO A HIGHER EDUCATION.

AT CU BOULDER WE ARE EXPANDING TUITION AND FEE FREE PROGRAMS FOR COLORADO RESIDENTS.

SPECIFICALLY THE CU PROMISE AND SOUTHERN UTE PARTNERSHIP AND THE CENTER FOR AFRICAN AND AFRICAN AMERICAN STUDIES, ALSO KNOWN AS THE CAUSE, IS CONTINUING TO ADVOCATE FOR SOCIAL JUSTICE.

CU DENVER OFFERS SCHOLARSHIPS FOR UNDOCUMENTED AND DACA STUDENTS TO HELP WITH THEIR HIGHER EDUCATION ASPIRATIONS AND IS CELEBRATING ITS ASIAN AMERICAN AND NATIVE AMERICAN PACIFIC ISLANDER SERVING INSTITUTION DESIGNATION.

UCCS HAS FORMED THE COUNCIL ON INCLUSIVE BELONGING TO ENGAGE STUDENTS, STAFF AND FACULTY ACROSS THE UCCS COMMUNITY TO FOSTER A GREATER CULTURE OF ACCESS.

THE ANSCHUTZ MEDICAL CAMPUS IS CONNECTING TO THE GREATER DENVER AND AURORA AREAS THROUGH THE CAREER EXPLORATION AND SCIENCE EXPOSURE OPPORTUNITIES PROGRAM.

THESE ARE BUT A FEW OF THE EXAMPLES OF THE WORK THAT ARE BEING DONE TO ENSURE STUDENTS CAN FIND CONNECTIONS THAT WILL HELP THEM WITH THEIR SENSE OF BELONGING ON OUR CAMPUSES.

THANK YOU. THANK YOU VERY MUCH.

ANYBODY LIKE TO MAKE A COMMENT OR? ALL RIGHT. PLEASE.

SO THANK YOU FOR THAT, JEFF, AND THANKS TO JEREMY FOR PUTTING THE GUIDANCE TOGETHER FOR THE CAMPUS COMMUNITY.

I REALLY APPRECIATE THAT.

AND WE'LL CONTINUE THIS WORK THERE.

THE AS JEREMY SAID, WE THINK THAT THE SUPREME COURT DECISION WILL HAVE NO IMPACT ON OUR UNDERGRADUATE ADMISSIONS AND WILL AND HE WILL CONTINUE TO WORK WITH THE CAMPUS COMMUNITIES TO MAKE SURE THAT OUR GRADUATE ADMISSIONS FOLKS UNDERSTAND CLEARLY WHAT THE REQUIREMENTS ARE. BUT OUR ONGOING EFFORTS ARE NOT GOING TO CHANGE IN TERMS OF OUR OUTREACH, THE WORK THAT WE'RE DOING TO

[02:50:06]

CHANGE OUR CULTURE ON OUR CU CAMPUSES, TO MAKE SURE THAT IT'S A PLACE WHERE PEOPLE FROM EVERY CORNER OF COLORADO FEEL LIKE THEY WANT TO BELONG, THAT THEY CAN WHERE THEY FEEL LIKE IT'S A PLACE THAT THEY WANT TO BE.

AND SO I WANT TO THANK YOU FOR HELPING US COMMUNICATE THAT JEFF, THANKS TO THE CAMPUSES AND THANKS TO THE REGENTS, BECAUSE ALL OF THIS IS BASED UPON WHAT WE HAVE IN OUR REGENT POLICIES WHICH WERE JUST UPDATED.

AND THEN THIS IS A PRIORITY FOR ALL OF US, THE ENTIRE UNIVERSITY COMMUNITY.

SO THANK YOU. AND AND, YOU KNOW, FOR ANYBODY WHO HAPPENS TO BE LISTENING, YOU KNOW, SO PLEASE SEND IN YOUR APPLICATIONS.

THANK YOU. THANK YOU.

THE NEXT ITEM ON OUR AGENDA IS JUST GENERAL DISCUSSION.

DO ANY REGENTS HAVE ANYTHING THAT THEY WANT TO DISCUSS? EXCELLENT. REGENT SMITH.

YEAH. THANK YOU.

SO ONE THING THAT I HAD WANTED AS CHAIR WAS TO GET REPORTS FROM THE AHEC LIAISON AS WELL AS THE LIAISON TO THE FOUNDATION.

SO IN JUNE, I WAS APPOINTED LIAISON TO THE AHEC BOARD, AND WE HAD OUR I HAD MY FIRST MEETING ON JUNE 28TH.

AND AFTERWARDS I GOT TO DO A GOLF CART TOUR OF THE CAMPUS WITH COLLEEN WALKER.

AND IT WAS REALLY INTERESTING TO SEE.

YOU KNOW, IT'S A VERY COMPLICATED RELATIONSHIP, AS MICHELLE KNOWS, BETWEEN THREE DIFFERENT CAMPUSES, CCD, METRO AND UCD.

AND SO IT WAS REALLY INTERESTING TO GO AROUND THE ENTIRE CAMPUS AND SEE EVERYTHING AND SEE HOW THEY'RE INTERCONNECTED AND PLANS FOR FUTURE PLANS AND SO FORTH.

I DON'T REMEMBER IF REGENTS NEW REGENTS GET THE FULL TOUR OF THE CAMPUS OR IF IT'S JUST UCD.

DO YOU KNOW MICHELLE? WE HAVE. LAST YEAR WHEN WE HAD NEW REGENT ORIENTATION, WE MADE SOME STOPS IN DIFFERENT PLACES ON THE BROADER CAMPUS.

YEAH, GREAT. SO I THINK THAT'S IMPORTANT BECAUSE IT IS A COMPLICATED RELATIONSHIP.

AND I HAD, YOU KNOW, I DON'T GO VERY OFTEN ON THE FAR END BY THE WHERE THE LIGHT RAIL GOES.

ON THE AUGUST 18TH, WE HAD A ZOOM MEETING TO VOTE FOR THE NEW AURARIA CHIEF OF POLICE.

THERE WAS ONLY ONE SOLE FINALIST BECAUSE THE OTHER FINALISTS HAD DROPPED OUT THE NIGHT BEFORE.

THE FINALIST WAS JASON MULLENDORE, WHO HAD BEEN ACTING AS INTERIM POLICE CHIEF.

AND SINCE I JOINED THE BOARD JUST RECENTLY, I HAD NOT BEEN PRIVY TO THE OTHER INTERVIEWS, BUT IT SEEMED LIKE JASON WAS JUST SEEMS TO BE THE PERFECT FIT FOR THIS POSITION. HE WAS BORN AND RAISED IN STERLING, COLORADO AND ATTENDED NORTHEASTERN JUNIOR COLLEGE.

HE ATTENDED METRO AND RECEIVED HIS BA IN CRIMINAL JUSTICE, AND HE WAS THE FIRST PERSON IN HIS FAMILY TO ATTAIN A HIGHER EDUCATION DEGREE.

AND HE BEGAN HIS POLICING CAREER ON THE AURARIA CAMPUS AND HAS HELD NEARLY EVERY POSITION POSSIBLE ON THAT CAMPUS.

AND ALONG THE WAY, HE RECEIVED HIS MASTER'S FROM UC DENVER AND CURRENTLY SERVES AS AN ADJUNCT PROFESSOR AT SPA. SO AGAIN, YOU KNOW, FIRST GENERATION, HE'S BEEN WORKING A LONG TIME ON THAT CAMPUS.

HE DEVELOPED MANY DIFFERENT TRAINING PROGRAMS AND SO FORTH.

SO TO ME, HE SEEMED LIKE A REALLY GOOD FIT.

SO THAT'S MY REPORT ABOUT AHEC.

THANK YOU VERY MUCH.

ANYONE ELSE? SEEING NOTHING ELSE.

THIS CONCLUDES OUR PUBLIC MEETING.

THE BOARD OF REGENTS PRESIDENT SOLOMON AND VICE PRESIDENT HUETH WILL MEET IN EXECUTIVE SESSION.

[P. 11:30 a.m. EXECUTIVE SESSION PART II]

ALSO, I WANT TO POINT OUT THAT'S ON HERE.

THE NEXT REGULAR BOARD MEETING IS GOING TO BE SCHEDULED NOVEMBER 7TH TO 8TH AT UCCS.

SO THANK YOU, EVERYBODY, FOR ALL THE WORK AND FOR ATTENDING.

REGENT RENNISON CAN I SAY SOMETHING? YES, PLEASE.

NOT A LOT DISCUSSED, PLEASE KEEP THAT ON THE AGENDA.

THERE'S TIMES WHEN PEOPLE WANT TO TALK ABOUT WHAT'S HAPPENING IN THEIR PARTICULAR AREA OR SOMETHING THAT'S HAPPENED IN THEIR CONGRESSIONAL DISTRICT AND SO ON AND SO FORTH. SO I THINK IT'S IMPORTANT THAT WE DO THAT.

I KNOW OVER THE LAST 8 TO 10 YEARS THAT WAS IMPORTANT TIME.

AND SO KEEP THAT ON.

AT LEAST TRY IT A COUPLE MORE TIMES.

ABSOLUTELY. I TOTALLY AGREE WITH YOU.

SO WE WILL KEEP IT.

ALL RIGHT. THANK YOU, EVERYONE.

HAVE A GREAT WEEKEND.
