WHICH IS A PROPOSAL FOR A NEW PHD DEGREE IN ENGINEERING EDUCATION FROM CU BOULDER.THIS PROPOSAL WILL BE PRESENTED BY KATHERINE EGGERT, SENIOR VICE PROVOST FOR ACADEMIC PLANNING AND ASSESSMENT.

THIS PROPOSAL IS RECOMMENDED BY THE PROVOST AND THE CHANCELLOR AT CU BOULDER.
DR. BIELEFELDT IS NOT ONLY A PROFESSOR IN CIVIL, ENVIRONMENTAL, AND ARCHITECTURAL ENGINEERING, SHE'S ALSO THE DIRECTOR OF OUR INTEGRATED DESIGN ENGINEERING PROGRAM IN THE COLLEGE OF ENGINEERING AND APPLIED SCIENCE.
THAT PROGRAM IS AN INTERDISCIPLINARY ENGINEERING PROGRAM THAT WILL HAVE TIES TO THIS NEW PROPOSED PHD IF IT IS PROVED.

WE ALREADY HAVE FACULTY AND STAFF ACROSS THE COLLEGE OF ENGINEERING EMBEDDED WITH ALL OF OUR EXISTING DEPARTMENTS AND PROGRAMS WHO ARE ACTIVE IN CONDUCTING RESEARCH RELATED TO ENGINEERING EDUCATION.
OUR PROPOSAL HAS ALSO BEEN ENDORSED BY KATHY SCHULTZ, THE DEAN OF THE SCHOOL OF EDUCATION, AS WELL AS GLEN KRUTZ, THE DEAN OF THE COLLEGE OF ARTS AND SCIENCES. NEXT SLIDE.
THE UNIVERSITY OF COLORADO BOULDER ALREADY HAS A NATIONAL REPUTATION FOR ENGINEERING EDUCATION, INNOVATION, ENGAGEMENT, A WORLD RENOWNED FACULTY ACROSS OUR COLLEGE IN THIS INTERDISCIPLINARY SPACE, AS WELL AS ATTRACTING MILLIONS OF DOLLARS IN ENGINEERING EDUCATION RESEARCH GRANTS.
HOWEVER, AT PRESENT, WE HAVE NO CLEAR ACADEMIC PATH FOR STUDENTS WHO WANT TO CONDUCT THEIR DISSERTATION STUDIES WITHIN THIS AREA. NEXT SLIDE.
THE PROGRAM THAT WE PROPOSE WOULD ALLOW INDIVIDUALS PRIMARILY WITH A BACKGROUND IN ENGINEERING OR COMPUTER SCIENCE TO BUILD THEIR SKILLS IN ORDER TO INVESTIGATE IMPORTANT PROBLEMS RELATED TO THE ENGINEERING EDUCATION ECOSYSTEM.
FOR EXAMPLE, THEY COULD STUDY RESEARCH-BASED INSTRUCTIONAL STRATEGIES IN OUR COURSES AND UNDERSTAND POLICIES THAT IMPACT THE SUCCESS OF OUR STUDENTS.
WE'VE DESIGNED THE PROGRAM IN A FLEXIBLE WAY THAT WOULD ALLOW OUR GRADUATES TO HAVE CAREERS AS BOTH ENGINEERING FACULTY MEMBERS, ADMINISTRATORS WITHIN HIGHER EDUCATION AND BEYOND.
NEXT SLIDE. THE GRAPH SHOWN ILLUSTRATES THE FACT THAT THE NUMBER OF BACHELOR'S DEGREES BEING AWARDED IN ENGINEERING AND COMPUTER SCIENCE HAS BEEN ON A RAPIDLY INCREASING TRAJECTORY OVER THE LAST 10 YEARS.
WE CLEARLY NEED EDUCATORS WITH SKILLS TO CORRECTLY AND COMPETENTLY EDUCATE THESE FOLKS TO ENTER THE WORKFORCE AND SERVE SOCIETY THROUGH OUR EXPERTISE.
IN ADDITION, THE ENGINEERING ECOSYSTEM STILL HAS CHALLENGES EDUCATING AT THE DIVERSITY OF INDIVIDUALS WITHIN OUR SOCIETY.
SPECIFICALLY ONLY ABOUT ONE IN FOUR GRADUATES ARE WOMEN AND THE NUMBER OF INDIVIDUALS FROM UNDERREPRESENTED RACIAL AND ETHNIC BACKGROUNDS IS ONLY ABOUT 16.5%.
THIS IN PARTICULAR WILL CREATE A PROBLEM IF WE DON'T ADDRESS THE CHANGING DEMOGRAPHICS OF GRADUATING SENIORS COMING OUT OF HIGH SCHOOLS AROUND THE COUNTRY.
THERE ARE EXISTING DOCTORAL PROGRAMS IN ENGINEERING EDUCATION AT A NUMBER OF UNIVERSITIES AROUND THE COUNTRY.
A NUMBER ARE AT UNIVERSITIES THAT HAVE THE HIGHEST RANKED UNDERGRADUATE ENGINEERING EDUCATION PROGRAM, SUCH AS THE UNIVERSITY OF MICHIGAN AND PURDUE UNIVERSITY.
WE BELIEVE THAT THERE'S A CLEAR TIE BETWEEN THE EXPERTISE OF FACULTY AND RESEARCHING AND STUDYING ENGINEERING EDUCATION AND THEN CREATING THOSE PROGRAMS AT BEST SERVE STUDENTS AT OUR INSTITUTIONS.
NEXT SLIDE. THE STRUCTURE OF THE DOCTORAL PROGRAM THAT WE

PROPOSE IS ALIGNED WITH THE OTHER DOCTORAL DEGREES THAT ARE OFFERED OUT OF THE COLLEGE OF ENGINEERING.SPECIFICALLY, THE TOTAL CURRICULUM COMPRISES 60 CREDIT HOURS, 30 CREDITS ARE FROM COURSEWORK.
WITHIN THAT SPACE OF 30 CREDITS, NINE OF THOSE CREDITS WOULD BE UPPER DIVISION GRADUATE LEVEL COURSES SPECIFIC TO ENGINEERING OR COMPUTER SCIENCE IN A TECHNICAL FOCUS AREA.
WELL, CREDITS WOULD BE REQUIRED TO BUILD SKILLS AND EDUCATION, RESEARCH AND TEACHING.
THESE ARE COURSES THAT ALREADY EXIST ACROSS THE UNIVERSITY OF COLORADO BOULDER SYSTEM, LARGELY WITHIN THE SCHOOL OF EDUCATION, BUT ALSO ADDITIONAL UNITS.
IN THE FUTURE, WE WOULD CREATE A SMALL NUMBER OF ADDITIONAL COURSES SPECIFICALLY TARGETED AT THE ENGINEERING EDUCATION DOCTORAL PROGRAM.
THE REMAINING CREDITS WOULD BE FLEXIBLE TO ACCOMMODATE A VARIETY OF COURSES FOR THE INTERESTS OF THE STUDENT AND THEIR DISSERTATION ADVISOR.
THIS WOULD ACCOMMODATE A VARIETY OF BACKGROUNDS THAT PEOPLE BRING INTO THE PROGRAM, AS WELL AS THE LATER CAREER PATHS THAT THEY ENVISION.
THE REMAINING 30 CREDITS ARE DISSERTATION HOURS.
THE RESEARCH PATHWAY, AGAIN, IS CONGRUENT WITH ALL OF THE OTHER DOCTORAL DEGREE PROGRAMS WITHIN THE COLLEGE OF ENGINEERING, WHICH INCLUDE A PRELIMINARY EXAM, A COMPREHENSIVE EXAM, AND A DISSERTATION ORAL DEFENSE.

THE LEARNING OUTCOMES THAT WE ENVISIONED FOR OUR STUDENTS IS THAT WHEN THEY GRADUATE, THEY WILL BE ABLE TO CONDUCT INDIRECT RESEARCH AND ENGINEERING EDUCATION, DEVELOP, REVIEW AND CRITIQUE RESEARCH DESIGNS TO STUDY ENGINEERING EDUCATION SETTINGS, EFFECTIVELY TEACH ENGINEERING SUBJECTS, DESIGN AND ASSESS ENGINEERING COURSES, AS WELL AS ADDRESS CRITICAL ISSUES FACING ENGINEERING EDUCATION, SUCH AS CHALLENGES RELATED TO INCREASING THE DIVERSITY OF OUR STUDENTS, AS WELL AS INCORPORATING INNOVATIONS SUCH AS AI. NEXT SLIDE.
THE PROJECTED ENROLLMENT AND BUDGET, I DON'T KNOW WHICH VERSION WE'RE LOOKING AT.
IT LOOKS LIKE AN OLD VERSION, BUT I'LL JUST GO OVER IT VERBALLY.
WE HAD PLANNED TO RECRUIT A COHORT OF ABOUT 5-6 INCOMING DOCTORAL STUDENTS EACH YEAR.
THOSE STUDENTS WOULD GRADUATE FROM THE PROGRAM AFTER THREE TO FIVE YEARS, AND THAT WOULD GIVE US A STEADY-STATE ENROLLMENT IN THE PROGRAM OF 22-26 STUDENTS.
THE ENGINEERING DEAN HAS PLEDGED TO FULLY SUPPORT OUR STARTUP COSTS AND HIRING ASSOCIATED WITH THE DOCTORAL PROGRAM.
THIS INITIALLY WHICH START WITH EXISTING FACULTY IN COURSES ON THE BOULDER CAMPUS.
THEN, BY 2026, WE PLAN TO HIRE THREE ADDITIONAL TENURE TRACK FACULTY, THEY WOULD BE ROSTERED WITHIN EXISTING DEPARTMENTS IN THE COLLEGE OF ENGINEERING, AND THEY WOULD TEACH A COMBINATION OF UNDERGRADUATE EXISTING ENGINEERING COURSES, AS WELL AS THESE FEW ADDITIONAL COURSES THAT WE PROPOSE THAT WOULD BE DEVELOPED FOR THE DOCTORAL DEGREE IN ENGINEERING EDUCATION.
THE PROGRAM WOULD BE SUPPORTED BY A QUARTER TIME PROGRAM MANAGEMENT, THAT MANAGEMENT PERSON IMBEDDED WITHIN THE INTEGRATED DESIGN ENGINEERING PROGRAM THAT I DIRECT.
ALSO A QUARTER TIME GRADUATE ADVISOR THAT WOULD BE SHARED WITH OTHER INTERDISCIPLINARY GRADUATE PROGRAMS IN OUR COLLEGE.
THEN, THE FINANCE AND HR STAFF ARE PRE-EXISTING WITHIN THE DEAN'S OFFICE.
IT IS PROJECTED UNDER OPTIMISTIC BUDGET SCENARIOS THAT THE PROGRAM WOULD BREAK EVEN WITH INCOMING MONIES FROM TUITION AS WITH THE EXPENSES TO THE PROGRAM IN ABOUT YEAR 5.

IT'S A CORE BASED PROGRAM WITH HYBRID DELIVERY, RANKED 23RD.
US NEWS AND WORLD REPORT RANKED SIXTH BY MODERN HEALTH CARE AND ALSO AACSB IN CAHME ACCREDITED. NEXT PLEASE.

THE PROGRAM DESIGN IS THAT IT WILL BE COHORT BASED HYBRID DELIVERY, MUCH LIKE THE EMBA PROGRAM THAT WE HAVE CONSIDERABLE EXPERIENCE, 42 CREDIT HOURS OVER FIVE SEMESTERS, AND THEN A DOCTORAL DISSERTATION COMPLETED OVER TWO SEMESTERS WITH A COMPREHENSIVE EXAM.
IT CAN BE DONE IN THREE YEARS, WHICH IS ON PAR WITH COMPETING DHA PROGRAMS. MOST EXISTING PROGRAMS ARE MORE TRADITIONAL PHDS THAT DON'T CATER TO FOLKS WHO WANT TO PURSUE MORE OF A EXECUTIVE PROFESSIONAL DOCTORATE.
INDUSTRY FEEDBACK SUGGESTS INSUFFICIENCY IN QUALITY EXECUTIVE FORMAT PROGRAMS. CURRENTLY THERE ARE ABOUT 100 SEATS AVAILABLE IN THOSE KINDS OF PROGRAMS AND SUGGESTS THAT DEMAND IS MORE LIKE 800.
LEADING COMPETITORS INCLUDE THEIR MEDICAL UNIVERSITY OF SOUTH CAROLINA, UNIVERSITY OF MISSISSIPPI, CENTRAL MICHIGAN, AND YOU SEE SOME PRICE POINTS HERE AS WELL.
THEN, THE UNIVERSITY OF ALABAMA AT BIRMINGHAM, WHICH I BELIEVE THE NUMBER 1 RANKED PROGRAM AND ALMOST $110,000.
IN MARCH OF 2022, OUR TEAM DID INTERVIEWS WITH 26 HEALTH CARE ADMINISTRATIVE LEADERS AT A CONFERENCE.
THEY WERE LESS ENTHUSIASTIC ABOUT TRADITIONAL PHD PROGRAMS BECAUSE OF THE THEORETICAL FOCUS COMPARED TO A DHA.
THEY APPRECIATE THE DHA FROM THE MORE OF THE PRACTICAL APPROACH.

CURRENTLY, WE HAVE WE HAVEN'T BEEN MARKETING THE PROGRAM, BUT WE HAVE FOUR STUDENTS WHO BECOME AWARE OF IT, OR ALUMNI WHO ARE INTERESTED IN THE PROGRAM.
THEN, THE FINANCIAL PROTECTION.

A SECOND LEAK IS STUDENTS WHO FINISHED HIGH SCHOOL BUT DO NOT PURSUE POST-SECONDARY EDUCATION.
ANOTHER LEAK IS STUDENTS WHO PURSUE A TWO-YEAR DEGREE BUT DROP OUT WITHOUT FINISHING.
THEN NUMBERS TWO AND THREE HERE I SEE WE HAVE TWO NUMBER ONES.
NUMBER 2 HERE IS GOING TO BE TALKED ABOUT BECAUSE WE HAVE A SOLUTION.
NUMBER 3 IS WHAT THIS PROPOSAL IN THIS LEGISLATION IS ABOUT.
NUMBER 2 IS STUDENTS WHO PURSUE A TWO-YEAR DEGREE BUT TRANSFER TO A FOUR-YEAR INSTITUTION BEFORE THEY COMPLETE THEIR TWO-YEAR DEGREE.
BUT IF THEY DON'T FINISH THEIR FOUR-YEAR DEGREE, THEY DON'T HAVE EITHER A FOUR-YEAR DEGREE OR A TWO-YEAR DEGREE.
THE LAST ONE, STUDENTS WHO START A FOUR-YEAR DEGREE STRAIGHT INTO A FOUR-YEAR PROGRAM, BUT DROP OUT BEFORE COMPLETING THE FOUR-YEAR DEGREE AND THAT'S WHAT WE'RE GOING TO BE CONCENTRATING ON WITH THESE TWO PROPOSALS.
NEXT SLIDE, PLEASE. THE TOOL THAT TO HELP THE STUDENTS FROM COMMUNITY COLLEGE TO A FOUR-YEAR BEFORE THEY GET THEIR ASSOCIATES DEGREE IS CALLED REVERSE TRANSFER.
RATHER THAN TRANSFERRING CREDITS FROM THE COMMUNITY COLLEGE TO THE FOUR-YEAR INSTITUTION, WHICH WE DO ALL THE TIME, THIS IS TRANSFERRING CREDITS FROM THE FOUR-YEAR INSTITUTION TO THE TWO-YEAR INSTITUTION TO FILL OUT THE REQUIREMENTS FOR AN ASSOCIATE'S DEGREE AT THE TWO-YEAR INSTITUTION.
THERE ARE SOME TECHNICAL DETAILS AND LIMITATIONS IN HERE, BUT I THINK THE BIGGEST THING IS MOST PEOPLE DON'T THINK ABOUT DOING IT.
THERE'S NOT A LOT OF MOVE TO ENCOURAGE STUDENTS TO GET THAT ASSOCIATES DEGREE WHEN THEY HAVE SUFFICIENT FOUR-YEAR CREDITS TO TRANSFER BACK.
BUT THERE IS A MECHANISM. NEXT SLIDE, PLEASE.
BUT STUDENTS WHO ENTER A FOUR-YEAR INSTITUTION FROM HIGH SCHOOL AND DROP OUT WHEN IN GOOD ACADEMIC STANDING, WELL THEY HAVE OPTIONS.
THEY COULD RE-ENROLL, FINISH THEIR FOUR-YEAR DEGREE.
THEY COULD TRANSFER TO ANOTHER FOUR-YEAR INSTITUTION AND COMPLETE THEIR DEGREE.
OR THEY COULD TRANSFER IT TO A TWO-YEAR INSTITUTION AND SEE WHAT MIGHT TRANSFER AND IS THERE SOME WAY THEY COULD GET AN ASSOCIATES THAT WAY AND THERE ARE TECHNICAL ISSUES THERE.
BUT IF WE LOOK AT THE RECORD AND THIS IS WHAT CCHE DID AND OUR CAMPUSES HAVE DONE AS PART OF THE WORK FOR THE LEGISLATION.
THERE ARE THOUSANDS OF STUDENTS WHO DROP OUT OF A FOUR-YEAR PROGRAM WITH MORE THAN 70 CREDIT HOURS.
NORMALLY WE THINK ABOUT 120 CREDIT HOURS FOR A FOUR-YEAR DEGREE.
SOMETIMES MORE FOR ENGINEERING, BUT THINK ABOUT 120 HOURS, SO THEY'RE 50 CREDITS OR LESS AWAY AND THEY'RE NOT TRANSFERRING TO A TWO-YEAR OR FOUR-YEAR INSTITUTION.
THEY'VE STOPPED OUT FOR ANY NUMBER OF LIFE CIRCUMSTANCES AND WHAT THEY HAVE TO SHOW FOR IT IS DEBT.
THE CHALLENGE WAS, WHAT CAN WE DO ABOUT THAT? IS THERE AN OPTION? THE CDHE, WITH SOME INSTITUTES FOR HIGHER ED AS WELL AS LEGISLATORS, ENVISIONED A PROGRAM THAT WOULD ALLOW STUDENTS, [NOISE] WITH AT LEAST 70 CREDITS AND A CERTAIN NUMBER OF GENERAL EDUCATION CREDITS TO BE ELIGIBLE FOR AN ASSOCIATE'S DEGREE FROM THE FOUR-YEAR INSTITUTION.

WHAT WE HAVE TODAY IS TWO PROPOSALS.
ONE FROM DENVER, ONE FROM COLORADO SPRINGS, WHERE THEIR FACULTY WORKED TO DESIGN AN ASSOCIATE OF GENERAL STUDIES DEGREE FOR THIS VERY SPECIFIC INITIATIVES AND THAT'S THE MOST FLEXIBLE TWO-YEAR DEGREE THAT YOU COULD ACTUALLY IMPLEMENT AND IT'S NOT REALLY A DEGREE THAT TAKES YOU ANYWHERE.
IT'S NOT MEANT TO BE A TRANSFER DEGREE TO ANOTHER FOUR-YEAR INSTITUTIONS.
IT'S A DEGREE THAT HELPS THE STUDENTS IN MULTIPLE WAYS, BUT IT'S NOT AS POWERFUL AS AN AA OR AN AS AND CERTAINLY NOT AS A FOUR-YEAR DEGREE.
THEIR PROPOSALS ARE VERY SIMILAR.
THERE ARE SOME INTERNAL SMALL DIFFERENCES, BUT THEY ALL FIT THIS FRAMEWORK.
IF YOU LOOK ACROSS THE TWO CAMPUSES, THE ESTIMATES BY BOTH CDHE AND THE CAMPUSES ARE THAT THIS COULD IMPACT NEXT UP TO 7,000 STUDENTS.

THEY WERE THE ONES THAT BRAINSTORMED WHICH CORE COURSES WOULD BE APPROPRIATE TO INCLUDE IN THIS DEGREE PROPOSAL.
FROM THERE FACULTY WERE ENGAGED THROUGHOUT THE PROCESS.
HERE AT CU DENVER, WE HAVE DECIDED IF THIS WERE APPROVED, WE WOULD BE AWARDING THIS THROUGH OUR COLLEGE OF LIBERAL ARTS AND SCIENCES.
THAT'S THAT ACRONYM CLAS, YOU SEE RIGHT THERE SO THE FACULTY AND STAFF COMMITTEES WITHIN THE COLLEGE OF LIBERAL ARTS AND SCIENCES DID GO THROUGH AND APPROVE THIS AT THEIR CURRICULUM COMMITTEE, AND ALSO WITH THE FACULTY AND STAFF COUNCIL.
FROM THERE, IT WENT FROM THE COLLEGE LEVEL UP TO THE CAMPUS WIDE FACULTY UNIVERSITY CURRICULUM COMMITTEE.

STUDENT ELIGIBILITY IN THIS CASE ARE OUR FORMER STUDENTS WHO HAVE 70 OR MORE CUMULATIVE HOURS AND THE COMPLETION OF 15 CREDIT HOURS OF THE CORE HERE IN DENVER.
THEY COULD NOT HAVE BEEN ENROLLED IN THE LAST 20 SEMESTERS OR 10 YEARS AND HAVE STOPPED OUT FOR TWO OR MORE TERMS. THEY'RE NOT CURRENTLY ENROLLED AND DIDN'T EARN A CREDENTIAL.
WE ARE PLANNING THAT ALL BACHELOR DEGREE SEEKING STUDENTS AT CU DENVER WOULD BE ELIGIBLE, SO ALL DEGREE PATH COULD BE ELIGIBLE FOR THIS AGF.
BASED ON A QUERY FROM THE COLORADO DEPARTMENT OF HIGHER EDUCATION, THEY FOUND 2,705 FORMER CU DENVER STUDENTS THAT THEY THOUGHT COULD BE ELIGIBLE.
HOWEVER, THAT WAS BEFORE WE TOOK INTO CONSIDERATION THINGS LIKE OUR SPECIFIC COURSE SO THAT NUMBER MIGHT COME DOWN A LITTLE BIT. NEXT SLIDE.
ONE OF THE THINGS THAT WAS A REQUIREMENT IS THAT THESE STUDENTS OR FORMER STUDENTS HAD TO HAVE RESIDENCY AT CU DENVER, WHICH MEANS THEY NEED TO HAVE AT LEAST 18 CREDIT HOURS AT CU DENVER, AND THAT'S THE POLICY ACCORDING TO THE HIGHER LEARNING COMMISSION AND SO WE WILL FOLLOW THROUGH WITH THAT.
YOU CAN SEE HERE THESE ARE THE CLASSES THAT OUR CORE CURRICULUM OVERSIGHT COMMITTEE SUGGESTED AND OUR CLAS FACULTY AGREED TO, WHICH ARE OUR ENGLISH CORE COMPOSITION 1, ENGLISH CORE COMPOSITION 2, AND THEN NINE MORE CREDITS DISTRIBUTED ACROSS OUR FIVE KNOWLEDGE AREAS THAT ARE PART OF OUR EXISTING CORE CURRICULUM.

AS WAS MENTIONED, THE COLORADO DEPARTMENT OF HIGHER EDUCATION HAS PROVIDED $40,000 GRANTS TO EACH OF THE HIGHER EDUCATION INSTITUTIONS IN THE STATE THAT ARE INTERESTED IN PURSUING THIS AND SO THAT GRANT WILL HELP US OFFSET SOME OF THESE OPERATIONAL COSTS IN TERMS OF GETTING THIS PROGRAM OFF THE GROUND.
BEYOND THAT FEW DENVER WOULD TAKE ON THE COST ASSOCIATED WITH DOING THIS ON AN ONGOING BASIS IN THE FUTURE.
HOWEVER, WE DON'T THINK THERE WILL BE VERY LARGE COST ASSOCIATED IN THE FUTURE.
IT REALLY IS THIS INITIAL PUSH FOR THOSE STUDENTS THAT HAVE BEEN ELIGIBLE OVER MANY YEARS.

ALL OF THESE THOUGHT IT MADE SENSE TO MOVE FORWARD WITH A PROPOSAL.
THE MOST COMMON QUESTION THAT WAS RAISED WAS JUST REGARDING A POTENTIAL WORKLOAD FOR STAFF AND THE ENROLLMENT MANAGEMENT AND ACADEMIC ADVISING AREAS, AND THOSE AREAS EXPECT THE WORKLOAD WILL BE MANAGEABLE.
WE FOLLOWED THEM THE CAMPUS DEGREE APPROVAL PROCESS, WHICH IS PAGE 10, APS 1038.
DEVELOPMENT OF CONTENT FOR THE GENERAL EDUCATION COMPONENT THROUGH THE FACULTY LEADERSHIP TEAM OF THE COMPASS CURRICULUM.
THE FORMAL PROPOSAL REVIEW AND VOTE THROUGH THE COUNCIL ON UNDERGRADUATE EDUCATION, WHICH HAS VOTING MEMBERSHIP OF A FACULTY MEMBER AND ASSOCIATE DEAN FROM EACH COLLEGE AND THE LIBRARY AND THE PRESIDENT OF THE FACULTY ASSEMBLY.
DO RECOMMEND THE CAMPUS OFFER THE AGS DEGREE AND THEN THE PROVOST AND THE CHANCELLOR REVIEWED AND APPROVED AS WELL.
IN TERMS OF STUDENT ELIGIBILITY, OUR PROPOSED DEGREE MEETS THE COLORADO LEGISLATIVE MINIMUMS AS DESCRIBED.
WE DO REQUIRE 15-18 CREDIT HOURS OF GENERAL EDUCATION AND I'LL A LITTLE MORE ABOUT THAT ON THE NEXT SLIDE.
ALSO HAVE FOUND THAT ALL OF OUR MAJORS AND DEGREE PANTS WHO WILL BE ELIGIBLE IF THEY MEET

THE REQUIREMENTS AND WE WILL FOLLOW THE SAME CRITERIA THAT UCCS BACHELOR'S DEGREES, WHICH REQUIRES GOOD ACADEMIC STANDING WITH A UNIVERSITY OF COLORADO UNDERGRADUATE CUMULATIVE MINIMUM GPA OF 2.0.IN THE PROCESS, RIGHT NOW CURRENTLY OF DETERMINING MORE SPECIFIC NUMBERS AND OUR SENIOR EXECUTIVE VICE CHANCELLOR FOR ENROLLMENT MANAGEMENT IS ON THE LINE IF WE WANTED TO HEAR WHERE WE ARE WITH THAT.
BUT IN THE BROADEST TERMS, THERE COULD BE AS MANY AS 4,400 STUDENTS FROM THE LAST 10 YEARS WHO HAVE STOPPED OUT WITH 70 PLUS CREDIT HOURS AND WE WILL FILTER THEM FOR FURTHER ELIGIBILITY REQUIREMENTS.
NEXT SLIDE, PLEASE. IN TERMS OF OUR GENERAL EDUCATION COMPONENTS, THESE WERE DESIGNED WITH THE FACULTY LEADERSHIP TEAM OF OUR PROGRAM AND A COUPLE OF THE GOALS WERE TO INCLUDE THE GREATEST FLEXIBILITY AND REACH THE GREATEST NUMBER OF STUDENTS WITH OUR REQUIREMENTS AND TO ACCOMMODATE TRANSFER CREDITS, STUDENTS MAY BRING IN AND ESPECIALLY DEGREE REQUIREMENTS.
AS I MENTIONED, THE OVERALL CREDIT FOR THE GENERAL EDUCATION COMPONENTS WOULD BE 15 TO 18 THAT VARIABILITY DEPENDS ON WHETHER THOSE STUDENTS HAVE BEEN REQUIRED TO TAKE OUR FIRST-YEAR GATEWAY PROGRAMS SEMINAR, OR WHETHER THEY MAY HAVE JOINED US A LITTLE BIT LATER IN THEIR PROGRAMS. THEN THE OTHER REQUIREMENTS ARE DETAILED THERE, INCLUDING THE WRITING COURSE AND THEN AN OPTION BETWEEN A SECOND WRITING COURSE OR A MATH RELATED COURSE AND THAT ALSO WILL PROVIDE SOME FLEXIBILITY DEPENDING ON WHAT STUDENT'S DEGREE PROGRAMS HAVE REQUIRED AND WHAT THEY'VE TAKEN SO FAR AND THEN THE SUBJECT AREA REQUIREMENTS OF THE THREE MAJOR SUBJECT AREAS.
WITH THE 70 CREDIT HOURS AS DENVER WAS MENTIONING AS WELL, WE HAVE TO REQUIRE 18 AT UCCS PER HLC TO ESTABLISH RESIDENCY.
ALL STUDENTS IN ANY MAJOR OR DEGREE PATH WILL BE ELIGIBLE AS LONG AS THEY SATISFY THE REQUIRED GENERAL EDUCATION CORE AND FURTHERMORE, STUDENTS WHO'VE BEEN AWARDED THE AGS DEGREE AND THEN RETURNED TO UCCS TO EARN A BACHELOR'S DEGREE WILL BE REQUIRED TO COMPLETE ANY REMAINING GENERAL EDUCATION AND BACHELOR'S DEGREE REQUIREMENTS.
NEXT SLIDE, PLEASE. WE WILL IDENTIFY AND ASSIST ELIGIBLE STUDENTS THROUGHOUT THE PROCESS, WE WILL PLAN TO START WITH TWO POPULATIONS, THE ONES WHO ARE MOST RECENTLY ELIGIBLE, AND THEN ALSO THOSE WHO WILL LOSE THEIR ELIGIBILITY THE SOONEST.

EVEN WE HAD CLOSE CONTACT WITH COLORADO SPRINGS UTILITY POWER ENGINEERS AND THEY ARE REALLY INTERESTED IN THIS CERTIFICATE AND THEY BELIEVE IT WILL BE VERY HELPFUL FOR TRAINING THEIR POWER ENGINEERS.

WHICH I BELIEVE EVERYBODY HERE KNOWS THAT WE HAD A WEAPONS CONTROL POLICY THAT IS APPLICABLE ACROSS THE SYSTEM FOR 50 YEARS.
FOR MOST OF THAT TIME IT BANNED ALL WEAPONS ON CAMPUS INCLUDING CONCEALED HANDGUNS.

WHEN THE CONCEPT OF CONCEALED CARRY PERMITS BECAME SOMETHING THAT HAPPENED IN LAW ON THE CAR GENERAL ASSEMBLY IN 2003 ADOPTED THE CONCEALED CARRY ACT WHICH ALLOWED CAR TO CITIZENS WHO MET THE REQUIREMENTS, THE ACT TO CARRY PERMITS ANYWHERE IN THE STATE EXCEPT FOR IT'S EXPRESSLY EXCLUDED PLACES.THE REGENTS AND THE UNIVERSITY MAINTAIN THAT THOSE PLACES INCLUDED THE UNIVERSITY CAMPUSES AND THAT WE WOULD EXCLUDE CONCEALED CARRY FIREARMS. WE FACED A LAWSUIT STARTING IN 2008, WHICH WAS ABLY HANDLED BY PAT WHO OF COURSE IS HERE,NEVERTHELESS, WE LOST.
IN 2012, THE COLORADO SUPREME COURT DETERMINED THAT THE CONCEALED CARRY ACT APPLIED TO ALL OF OUR CAMPUSES.
SINCE THAT TIME, WE HAVE EXPRESSLY ALLOWED PEOPLE TO CARRY CONCEALED WEAPONS ON CAMPUSES PURSUANT TO OUR WEAPONS POLICY, WHICH IS 14.I.
BY THE WAY, I'LL PUT THIS SLIDE DECK ON BOARD DOCS SO YOU CAN ALL HAVE IT, BUT IN A NUTSHELL, OUR REVISION TO 14.I, FOLLOWING THE COLORADO SUPREME COURT DECISION, EXPRESSLY SAYS THAT YOU CAN CARRY A WEAPON IN ANY PLACE ON CAMPUS IF YOU HAVE A CONCEALED CARRY PERMIT.
IN 2021, THE LEGISLATURE AND THE GOVERNOR ENACTED A BILL THAT ALLOWS MUNICIPALITIES, WHICH WE'RE DEFINED AS MUNICIPALITY UNDER THIS ACT, TO BE ABLE TO ALLOW US TO BAN CONCEALED CARRY WEAPONS.
STUDENTS, FACULTY, AND STAFF, SOME OF WHICH ARE REPRESENTED HERE TODAY, HAVE COME TO THE BOARD OF REGENTS, INCLUDING AT THE FEBRUARY BOARD MEETING ASKING FOR THE REGENTS TO CHANGE POLICY 14.I TO PROHIBIT CONCEALED CARRY.
WHAT THE BOARD OF REGENTS DECIDED TO DO IN FEBRUARY WAS TO ASK THIS COMMITTEE TO HEAR FROM THE CAMPUSES ABOUT ALL MEASURES THAT THE CAMPUSES ARE TAKING TO PROTECT STUDENTS, FACULTY, AND STAFF FROM POTENTIAL GUN VIOLENCE ON CAMPUSES, SO THAT'S THE MOST INTERESTING THING I HAVE TO SAY.

FOR VIOLENT CRIMES, THAT'S GONNA BE YOUR PAC-1 CRIMES AND THOSE CRIMES ARE GOING TO BE MURDER, AGGRAVATED ASSAULT, RAPE, ROBBERY, MOTOR VEHICLE THEFT, BURGLARY, LARCENY AND ARSON.
THE CITY OF BOULDER DOES HAVE A HIGHER RATE OF PROPERTY CRIMES, AND THAT'S WHERE WE SEE A LOT OF OUR CRIMES ALSO ON CAMPUS.
YOU'LL SEE WE'RE UP 30.6 PER 1,000 RESIDENTS, THEN THE STATE AVERAGE IS 30.1, AND THE NATIONAL RATE IS 23.3.
YOU WILL SEE TRADITIONALLY AND CITIES THAT HOUSE A UNIVERSITY OR THAT A UNIVERSITY IS IN THE CITY, THAT THE PROPERTY CRIME RATE IS HIGHER IN THOSE CITIES AS WELL.
THE RATE OF VIOLENT CRIME IN BOULDER HAS INCREASED POST PANDEMIC.

HE WAS QUOTED IN 2020 SAYING "IT'S IMPORTANT TO PUT CRIME IN CONTEXT, AND BY MOST METRICS, BOULDER IS AN EXCEPTIONALLY SAFE CITY." CU BOULDER ALSO EXPANDED AREAS FOR WHICH WE'RE PROVIDING ALERTS.
I'M SUPER EXCITED ABOUT THIS TO ENCOMPASS APPROXIMATELY A ONE MILE RADIUS.
WHAT WE DID IS WE LOOKED AT OUR STUDENT DEMOGRAPHICS AND RESIDENTIAL DEMOGRAPHICS TO SEE WHERE EXACTLY DO OUR STUDENTS RESIDE OFF CAMPUS.
THEN LOOKED AT EXPANDING OUR ALERT SYSTEM TO INCLUDE THOSE HIGHER POPULATED AREAS TO MAKE SURE THAT THEY ARE INCLUDED.

THEN WE ALSO HAVE OUR THREAT ASSESSMENT TEAM, WHICH IS A MORE CONDENSED, IT'S JUST THE DEAN OF STUDENTS AND DIRECTOR OF WELLNESS AND ME AS THE CHIEF POLICE.
WE TAKE THE MOST HIGH-LEVEL CONCERNS THAT WE HAVE AND WE DISCUSSED THOSE IN OUR THREAT ASSESSMENT TEAM MEETINGS AND DETERMINE WHAT WE NEED TO DO TO DEAL WITH THOSE.
SOME STATS THAT I THINK ARE REALLY INTERESTING, FROM JANUARY 1, TO APRIL 1, OF LAST YEAR, THERE WERE 214 REFERRALS.
THAT'S A LOT IF YOU THINK ABOUT IT, TO HAVE 214 DIFFERENT POINTS OF CONTACT THAT OUR CARE TEAM OR THREAT ASSESSMENT TEAM WILL DEAL WITH IS SIGNIFICANT.
WELL, THIS YEAR IT ACTUALLY WENT UP TO 292, SO THAT'S A 36% INCREASE, WHICH I WANT TO SAY HAS BEEN CONSISTENT FOR THE LAST THREE YEARS.

WE ASK OURSELVES, WHAT IS THE CAUSE OF THIS? WELL, WE DEFINITELY BELIEVE THERE'S MORE MENTAL HEALTH CONCERNS GOING ON OUT THERE, WE ALSO BELIEVE THAT THIS IS DUE TO AN INCREASE IN A REPORTING CULTURE.
WE THINK IT'S OUR OUTREACH AND OUR WORK WITH OUR STUDENTS AND STAFF TO MAKE SURE THAT THEY'RE LETTING US KNOW ANY CONCERNS THAT THEY HAVE SO THAT WE CAN ADDRESS THEM.
I ALSO BELIEVE THAT WE ARE VERY GOOD AT ACTUALLY REACHING OUT AND ACTUALLY WORKING ON THESE THINGS.

IT TRAINS OUR OFFICERS TO RECOGNIZE DIFFERENT TYPES OF SITUATIONS OUT THERE, DIFFERENT TYPES OF MENTAL HEALTH CRISIS THAT MAY BE GOING ON AND HOW TO COMMUNICATE EFFECTIVELY WHEN THAT'S HAPPENING.
WE ALSO HAVE A WELLNESS CENTER RESPONSE PLAN, A LOT OF CITIES NOW ARE GOING TO THESE DIFFERENT THINGS LIKE CO RESPONDER PROGRAMS AND THINGS.
HERE WE DON'T QUITE HAVE ENOUGH NEED FOR THAT TO HAVE A FULL-TIME CORRESPONDER PROGRAM.
BUT WE HAVE WORKED WITH OUR WELLNESS CENTER SO THAT THOSE MASTER'S LEVEL CLINICIANS AND ABOVE ARE AVAILABLE TO OUR OFFICERS 24/7.
JUST IN THE LAST TWO WEEKS, WE'VE HAD A SITUATION ON CAMPUS WHERE WE CALL THEM OUT WITH A STUDENT WHO WE THOUGHT WAS A DANGER TO THEMSELVES AND THEY WERE ABLE TO HELP US RESOLVE THAT SITUATION.
WE ARE IN THE MIDST OF A CAMERA DEPLOYMENT NOW.
WE DO NOT HAVE CAMERAS WELL, WE HAVE A FEW CAMERAS ON CAMPUS, BUT NOT A FULL DEPLOYMENT.
WE HAVE COMPLETED THE SITE ASSESSMENT HERE AT UCCS AND HAVE A FULL DEPLOYMENT OF CAMERAS THAT WILL BE UNDERWAY WITHIN JUST A FEW MONTHS.

TOTALLY, THEY ARE NOT RELATED TO OUR CAMPUS WHATSOEVER.
IN 2004, WE DID HAVE A REPORT OF A GUN THAT IT WAS SEEN BY SOMEONE ON CAMPUS AT THE UNIVERSITY CENTER THEY WEREN'T SURE IF IT WAS A STUDENT OR NOT.
WHEN THE OFFICERS GOT THEIR BACK IN 2004 FOR THE PERSON WAS GONE AND THEY NEVER HEARD OR SAW THEM AGAIN.
IN 2018, WE DID HAVE A SHOOTING THAT OCCURRED IF YOU ARE FAMILIAR WITH THE CAMPUS JUST TO CROSS AUSTIN BLESSED PARKWAY AT THE FAMILY DEVELOPMENT CENTER IN THAT PARKING LOT LATE ONE NIGHT IT WAS BASICALLY A DRUG DEAL GONE BAD, HAD NOTHING TO DO WITH ANY OF OUR STUDENTS.

WE ALSO WITH A POLICE DEPARTMENT, THEY HAVE A BEHAVIORAL HEALTH CO-RESPONDER PROGRAM THAT ALLOWS FOR A PARTNERSHIP WITH LOCAL CO-RESPONSE OR BEHAVIORAL HEALTH ENTITIES AND THEY HAVE ONE PERSON FOR 40 HOURS A WEEK THAT THEY DO CO-RESPONSE ALONGSIDE WITH.

IT WILL SIMPLY SEND A MESSAGE TO US, OR THEY CAN ALSO CALL US.
IT GIVES US NOT ONLY THEIR INFORMATION WHO'S CALLING, BUT THEN WE KNOW WHERE THEY ARE IN THE BUILDING TO INCLUDE THE FLOOR OF THE BUILDING DOWN TO ABOUT I THINK IT'S GOOD TO FIVE METERS.

THE MAJORITY OF OUR ACADEMIC ACTIVITY OCCURS IN THE ED QUAD, THE THREE BUILDINGS, THEN ONE OF THE RESEARCH COMPLEX BUILDINGS AS SEVERAL TEACHING LABS.
THOSE FOUR BUILDINGS HAVE THIS CLASSROOM SECURITY PROJECT.
WHAT IT INCLUDES IS PANIC ALARMS AT THE PODIUM AND ON THE WALL THAT IN THE EVENT THAT AN INDIVIDUAL HITS THAT ALARM BECAUSE OF AN EMERGENCY IN THAT BUILDING AND SO IT ACTS AS THREAT.
IT WILL LOCK OUT THE EXTERIOR DOORS, THE POLICE ACCESS ONLY, AND THEN IT SENDS A PANIC ALARM THROUGH OUR DISPATCH CENTER IN THE BUILDING JUST OUTSIDE THE HALL OR BLUE STROKES.
RESPONDING OFFICERS WILL HAVE AN IMMEDIATE VISUAL INDICATION AS TO WHERE THE ALARM WAS PROMPTED.
IT BASICALLY MAKES IT EASIER FOR THEM TO FIND THE LOCATION OF THE EMERGENCY.
THEN WITHIN THE ROOM, WE HAVE TRAUMA KITS.
THEY'RE EQUIPPED WITH TOURNIQUETS, OTHER FIRST AID SUPPLIES, WHICH FIRST AID IS A BIT ALREADY STATED.
IF SOMEONE HAS A MAJOR INJURY AND WE CANNOT GET FIRST RESPONDERS, MEDICAL PERSONNEL FOR THEM.
WE HAVE TOURNIQUETS, WE HAVE BLOOD CLOT.
IF SOMEONE HAD TO SHELTER IN PLACE BEFORE WE COULD GET MEDICS TO THEM, THEY CAN DO THAT IN THOSE OCCASIONS.
THEN THE FINAL ASPECT OF THAT CLASSROOM SECURITY PROJECT THERE'S A FILM ON THE WINDOWS TO THE CLASSROOMS, WASN'T REAL POPULAR WITH FACULTY BECAUSE YOU CAN'T TELL IF A ROOM IS OCCUPIED.
HOWEVER, WHAT THAT DOES IS IT PREVENTS THAT WINDOW FROM SHATTERING, IF ANYONE SHOULD PENETRATE IT WITH A BULLET OR TRY TO BREAK IT.
IT ALSO PREVENTS AN INDIVIDUAL FROM SEEING INSIDE THE ROOM, SAY, WORST-CASE SCENARIO THEY WERE TRYING TO AIM AT TARGETS.
THAT WAS HOMEGROWN COVERS SUBSTANTIAL NUMBER OF OUR EDUCATION SPACES ON CAMPUS.
THEN THE OTHER TECHNOLOGY PIECE IS THAT WE HAVE ALSO ADDED LICENSE PLATE READERS ONTO OUR CAMPUS.
ACTUALLY JUST COMPLETED IT ABOUT THREE WEEKS AGO, WE HAVE A RING OF LPRS THAT DO NOT ALLOW ANY VEHICLES TO GET ONTO CAMPUS WITHOUT PASSING THE LPR.
THE LPRS CONNECTED ON REAL-TIME TO BOTH THE STATE AND FEDERAL DATABASES THAT WILL TELL US IF THAT PLATE IS A STOLEN PLATE, STOLEN CAR, OR IF THERE ARE ANY OTHER ASSOCIATED WHAT WE CALL A HIT ON THAT PLATE AND WE CAN BASICALLY THEN DIRECT OFFICERS TO THAT VEHICLE DESCRIPTION OF THAT LAST KNOWN LOCATION.
WE ORIGINALLY DEPLOYED IT IN AN EFFORT TO TRY TO MITIGATE A MOTOR VEHICLE THEFTS, WHICH SIMILAR TO OTHER AREAS IN THE METRO AREA, HAS BEEN A SUBSTANTIAL PROBLEM.
WE ARE ALSO ABLE TO ENTER LICENSE PLATE NUMBERS, CREATE OUR OWN HOT LIST, SO TO SPEAK, IN THE CASE THAT WE MAYBE HAVE A PERSONAL CONCERN ABOUT COMING ONTO CAMPUS IF THEY WERE TO COME ONTO CAMPUS AND THERE ARE VEHICLE, THEY HAVE TO PASS ONE OF THOSE CAMERAS.
WE WOULD GET AN IMMEDIATE NOTIFICATION, DISPATCH, AND DISPATCH COULD PASS THAT ON TO OUR OFFICERS.
GENERALLY OR FORTUNATELY, OUR CRIME LEVELS ARE RELATIVELY LOW ON THE ANSCHUTZ CAMPUS.

WE KNOW THAT IT'S TRUE IF SOMEONE IS FIRING A GUN AND THEN THERE'S A GUY WITH A GUN AND BAD GUY WITH A GUN.
LAW ENFORCEMENT OFTENTIMES DOESN'T KNOW WHO'S THE GUY, WHO'S THE BAD GUY.
IT ONLY MAKES THEIR LIVES HARDER AND MAYBE THEY CAN SPEAK TO THAT LATER.

WEAPONS ON CAMPUS, 18-12-105.5 PREDATES THE CONCEALED CARRY LAW.
AT THAT TIME, THEY PROHIBITED FIREARMS IN ALL SCHOOL GROUNDS IN COLORADO EXCEPT FOR THOSE WHO HAD A CONCEALED CARRY PERMIT, THAT'S K12 AS FAR AS WELL AS UNIVERSITIES.
OUR POLICY ON CAMPUS BANS FIREARMS AND DANGEROUS WEAPONS, THOUGH CONCEALED CARRY IS PERMITTED.

AS A CONCEALED CARRY PERMIT HOLDER FOR COLORADO, I AM REQUIRED TO BE AT LEAST 21 YEARS OLD, GET FINGERPRINTED, BACKGROUND CHECKED, COMPLETE WEAPONS TRAINING, AND RENEW EVERY FIVE YEARS.
CURRENTLY, COLORADO IS IN THE TOP 10 FOR MOST RESTRICTIVE GUN LAWS BECAUSE OF THE RECENT SUPREME COURT RULING REGARDING NEW YORK AND CONCEALED CARRY OUT A TEST, COLORADO IS NOW AMONG THE STRICTEST AND ALLOWING CONCEALED CARRY.
LET ME EXPLAIN. PRIOR TO THE RULING LAST YEAR, THERE WERE EIGHT STATES THAT MAY AWARD CONCEALED CARRY PERMITS AND THOSE STATES LIKE HAWAII, CALIFORNIA, AND NEW YORK WERE MORE DIFFICULT BUT BECAUSE THE STATES WERE SO RESTRICTIVE, THE SUPREME COURT RULED THAT THEY MUST CHANGE THEIR PROCESS,

LEAVING THEM, THOSE STATES SCRAMBLING TO CHANGE OUR PROCESS.NOW STATES LIKE NEW MEXICO, OREGON, AND COLORADO ARE THE MOST EXTENSIVE PROCESS.
YOU MIGHT ASK, WHY IS THIS IMPORTANT FOR A CU, SYSTEM CHANGES THEIR PROCESS, NOT ALLOWING A SMALL AMOUNT OF PEOPLE THAT HAVE GONE THROUGH ONE OF THE MOST COMPREHENSIVE PROCESSES FOR CONCEALED CARRY, IT WILL BE CHALLENGED IN COURT AND ULTIMATELY OVERTURNED, IF NOT BY THE COLORADO SUPREME COURT, LIKE IT WAS YEARS AGO, THEN BY THE US SUPREME COURT.
AGAIN, I IMPLORE YOU TO KEEP YOUR POLICY AS IT IS, BECAUSE RESTRICTING LAW ABIDING CITIZENS THAT HAVE WENT THROUGH A PROCESS ON PUBLIC LAND WILL FORCE THE COURTS TO MAKE A DECISION THAT INCLUDES KNIVES OVER 3.5 INCHES AND WEAPONS THAT MOST WOULD NEVER KNOW SOMEBODY IS CARRYING, AND IT DOES NOTHING TO THE ILLEGAL CARRY THAT DO NOT FOLLOW THE LAW OR POLICY.
IT CAN ALSO MAKE CAMPUSES MORE DANGEROUS BECAUSE LAW-ABIDING CITIZENS LIKE MYSELF WOULD BE FORCED TO LOCK OUR WEAPONS IN OUR VEHICLES, WHICH IS ACCORDING TO THE LAW, AND NOTHING CAN BE DONE, WHICH WOULD MAKE IT MORE LIKELY TO BE STOLEN.

I WANT TO EMPHASIZE MY ECHO OF THE STATEMENT THEY RELEASED AN OPPOSITION TO THE PROPOSED CONCEALED CARRY AS A REPRESENTATIVE OF UCCS, A UNIVERSITY UNIQUELY SITUATED SQUARELY IN A MILITARY TOWN, AND AS A SHOW OF STRONG GOOD-FAITH BI-PARTISAN SUPPORT.
I VALUE MY COMMUNITY SAFETY AND THE IMPORTANCE OF INDIVIDUAL RIGHTS, SUCH AS THE RIGHT TO CARRY A CONCEALED WEAPON GUARANTEED BY THE FLORIDA STATE CONSTITUTION AND THE UNITED STATES CONSTITUTION.
I BELIEVE THERE ARE ALTERNATIVE POLICIES THAT RESPECT THE RIGHTS OUTLINED IN OUR CONSTITUTION AND EFFECTIVELY INCREASE THE SAFETY OF CU STUDENTS, FACULTY, AND THE COMMUNITY.
I AIM TO REACH A POLICY WITH BROAD SUPPORT FROM EVERYONE IN THE COMMUNITY WITHOUT TRAMPLING ON THE INDIVIDUAL'S RIGHTS.
I JOIN THE COLORADO FEDERATION OF REPUBLICANS IN DISAPPOINTMENT THAT THOSE IN THE CU STUDENT GOVERNMENT WHO HAVE PUSHED FOR THIS BAN HAVE REFUSED TO MEET WITH THEIR MEMBERSHIP AND ADDRESS THEIR CONCERNS.

I WANT TO NOTE THAT THE UCCS STUDENT GOVERNMENT AND THE UCCS STUDENT BODY HAS BEEN LARGELY EXCLUDED FROM THE DISCUSSION PUSHING FOR A BAN THAT WOULD DEBATABLY AFFECT OUR SCHOOL THE MOST OUT OF THE FORESEE SYSTEM INSTITUTIONS.
I CONCUR WITH THE FOLLOWING CONCERNS OF THE FEDERATION REGARDING THE CONCEALED CARRY BAN.
FIRST, POLICY MEASURES ARE ALREADY IN PLACE THAT NECESSITATE A PERMIT TO CONCEAL A WEAPON ANYWHERE WITHIN THE STATE'S BORDERS.
SECOND, THE POLICY AIMED AT PERMITTED CITIZENS WILL DO NOTHING TO PREVENT THE ACTIONS OF VIOLENT ACTORS.
THIRD, PASSING THE PROPOSED BAN WOULD INCREASE RELIANCE ON THE UNIVERSITY FOR STUDENTS SAFETY.
FOURTH, I'M NOT CONFIDENT THAT THE ADMINISTRATION OR CAMPUS POLICE CAN EFFECTIVELY ENFORCE THE POLICY.
FINALLY, I PRESENT A CONCERN REGARDING THE CONCEALED CARRY BAN THAT IS UNIQUE TO UCCS.

WE DO NOT BELIEVE THAT THE CONCEALED CARRY BAND IS GOING TO BE IN ANY WAY ABLE TO KEEP OUR COMMUNITY SAFE.
